now we -- here's up here. this is what we were looking for. this will sweep in about noon today. this will give us another round of rain. maybe some thunderstorms. it will add a little bit of dynamics and cool air. for the morning we have scattered rain around. much better than we had last night but pushing out toward rio vista and bethel island. also from san francisco over the bay and some areas just picking up around oakland. maybe over san mateo bridge as well. and up to the north napa county. things have calmed down a little bit. there is moisture streaming in. but upstream we will get a little bit of a break here. very mild. mid 50s on these temps to almost 60 degrees. the moisture source finally sags south. right there. moves in a little later and that will juice things back up again. so some light rain off and on showers. we will get some sun for awhile. a lot of upper 50s and low 60s.

here is sal. steve, there is a crash in san francisco right near where that flooding was that we just showed you. fire department is just arriving on the scene east 80 at seven. so it would be at the bottom of the screen there. and this may have happened because of roadway flooding that also called for the bridge tow trucks here. you can see what is going on. right at the bottom of your screen. so they do have one emergency vehicle on the scene. it is down to one lane here and its pretty dangerous driving as you come up. one of the things you might want to do is not use this area. use 280 extension. get off on king street and get on to the rosier deck of the bay bridge south of market and again it is a little bit hard to see some of the clouds move in and out. and that cloud that is moving through is blocking our view. but this is northbound 101 on the transition to eastbound 80. let's move along and take a look at a crash.

at the corner of 98th avenue and international. its an injury accident. its right in in front of station fire house. also the morning commute is okay in san jose but again the roads are wet everywhere. we will have expanded traffic coverage to help you get top work. at 4:31 let's go back to the desk. thank you, sal. as steve just said we are on storm watch this morning as drivers prepare for another wet commute. rain is in the forecast throughout the day. while it may be frustrating for drivers, it is good news for the water supply. it has been a record dry year for san francisco which has seen less than four inches of rain since january 1st. that makes it the driest year on record dating back to 1850. many people waking up in the dark this morning. more than 1,000 customers are still without power in the south bay. mostly in san jose and morgan hill. at the height of the outage 15,000 homes and businesses

were out power. pg&e will be working through the night to restore power but there is no specific time for that restoration. chp asking drivers to slow down, allow for extra time for the morning commute. we've been talking about water on the roads. claudine wong is in livermore where the chp has been busy responding to several accidents already. claudine. >> reporter: that is right. it has ban busy morning for the highway patrol. we are out here on state road 84 just near the pleasanton line. which is right near where we are standing. we came out here because there is another accident on the road. as you can see though traffic is moving just fine. they did clear that up a short time ago. we also went to an accident over on highway 24 near orinda. i want to show you that vehicle. that was a solo vehicle. chp tells us in that situation the man in his 30s was driving eastbound on highway 24 a

little before 1:50 this morning when for some reason he lost control, hit the guardrail, went over the guardrail and hit a wall and a pole. he was actually trapped for a short time. firefighters had to go out there and cut the roof off the vehicle. the good news he was talking when he was taken to the scene. his injuries are described as moderate. back out here live in livermore, roads are wet. not too bad. and the rain is falling. that is good news. but again we are seeing flooding around the bay area. we are seeing wet roads and really at this point chp telling everyone to slow down and give yourself a little extra time. live in livermore claudine wong ktvu channel 2 news. the wet weather made for an especially slow commute on the new bay bridge. water did start to pool at the foot of the new span yesterday afternoon just past the toll plaza. road crews closed one lane causing traffic to back up all the way into san francisco. cal trans says workers will be

closely monitoring conditions on the new bridge this morning to see how it performs during the winter weather. you can expect winter driving conditions if you are heading to lake tahoe. six to 12 inches of snow is expected to fall in the mountains. this is a look at conditions near donor summit. there are currently no restrictions on interstate 80. on highway 50 chains are required expect for vehicles with four wheel drive and snow tires. a dangerous intersection, poor visibility, and rain last night likely contributed to am pedestrian getting hit and dragged to death until vallejo. the victim was initially hit by a car at broadway and lewis brown road around 6:00 p.m.. moments late aerosecond car ran into the man and dragged him a half a mile up the road. witnesses finally flagged down the 89-year-old driver who had no idea he had hit someone. >> children heard the tires of the car squealing to a stop. that is pretty much all we know. when he looked out he saw his

body was underneath the front end of the car. >> police are not releasing the victim's name until they notify his family. investigators question both drivers but are calling the case a horrible accident. at least two other pedestrians were hit and killed at the same intersection in the last year. happening today 22,000 union workers will stage a one- day strike at campuses and medical centers. the union accuses uc administrators of intimidating and harassing workers who went on a two-day strike in may. they will include uc berkeley and ucsf. the union is using patient care as a bargaining chip. time is 4:36. a new office is scheduled to open today for a program that allows people that live in oakland to obtain a government id and prepaid debt card. more than 4,000 people have

applied for the card since it began. today is transgender remembrance day. they are paying special tribute to the teenager that was burned while riding an ac transit bus. he was sleeping on the bus when police say the skirt sasha was wearing was set on fire. 16-year-old richard thomas of oakland has been arrested. the east oakland youth group behind a successful gun buy back program is announcing plans today for a bigger one throughout the bay area. the group youth uprising helped to get 600 guns off the street the day after the sandy hook school shooting in newtown -- in newtown, connecticut. san francisco, san jose, and los angeles will also participate. some 200 protestors marched through san francisco's mission

district to condemn what they call excessive force and police brutality. >> stop police brutality. >> last nights march follows friday's violent confrontation outside the housing complex that was captured on cell phone video. it shows plain clothed officers trying to detain a guy on a bicycle. >> something has to be done about this. my face looks like this. my mouth is beat up on the inside. it was just unnecessary. >> police say the men taken into custody had resisted arrest and they say the officers had to use reasonable force to detain them to restore order in a very chaotic situation. time is 4:38. startling details were revealed in court about a brutal attack of am homeless woman on a san francisco sidewalk. timothy chase is accused of stomping and kicking the woman

while she was sleeping earlier this month. his arrest came after ktvu aired video of the attack. the prosecutors say chase told police he thought he killed a woman. and he attacked her because he was annoyed by the scent in the air. many nervous bart riders will be closely following a meeting in oakland tomorrow morning. bart's board of directors is expected to reject the four year contract that has already been ratified by the union. the board wants a new round of negotiations citing an expensive paid leave provision they say was mistakenly included in the signed contract. >> of course we're upset and disappointed. we had everyone i spoke to hasn't heard of this happening. its a huge hiccup. its going to cost us one way or the other i suspect. >> so far the unions have refused to withdraw the family leave provision from the contract and union leaders say

they will decide their next move after tomorrow's board meeting. however, they also say it would be premature to talk about another bart strike at this point. its soon going to cost more to park in walnut creek. they pushed a plan to double downtown parking rates from $1 to $2 an hour. the plan would also charge drivers to park on sundays which had been free and meters would run from 10:00 a.m. to 8:00 p.m. instead of 9:00 to 6:00. locals and visitors from out of town are not thrilled. >> the rates are perfect the way they are. unfortunately i would hope they don't increase the rate. and sunday parking is awful. >> the city says its doing this to increase available parking spaces and drive traffic to the garages. the council vote was anonymous and they say expect a final vote next month and new rules in place by spring. the family of a san ramon high school student and the school district are divided on their opinions over a video that shows the student being

beaten up. kate benedict says her daughter seen in the red top was beaten up after being bullied. it started when her daughter stopped a group of girls from giving marijuana to a younger student but the district says it is not investigating this as a case of bullying because a one-time conflict between the girls. time is 4:40. we are learning how much the bat kid's make a wish adventure in san francisco cost the city. the city spent $105,000 mostly for the civic center celebration that capped off the day. originally it was the plan for the mayor to provide him with a chocolate key to the city along with a few hundred volunteers. but as the word spread it become larger than expected. safe wise names saratoga as the safest city with a

in 30 days large tour buses will no longer be welcome at san francisco alamo square home of the famous painted ladies. they voted yesterday to ban a 25 square block area around the square. this is a popular stop for tourists because of the brightly colored victorian homes but alamo square residents have complained about the noise and traffic created by the big buses. targeted by thieves the boys and girls club want to know who stole a safe with more than $6,000 inside. more than 100 kids come to the club every day. ten days ago thieves busted the front door. broke through two more locked doors inside and stole a safe inside the closet. >> we didn't think somebody in their right mind would steal from the boys and girls club. let alone come in and carry a 150-pound safe out. >> now club leaders say they have to spend thousands of dollars to upgrade security.

the contra costa county sheriffs office is investigating the theft. the club is offering $1,000 reward for information leading to the safe's return. we are getting a peek at the floats that will be making its way down the streets of new york. some of this year's biggest movies. some of the floats stand three stories high and engineers still putting on the finishing touches. and yesterday there is some children brought in to the new jersey warehouse where the floats are being -- oh there is the circus olay. any way the kids gave their seal of approval. >> they are awesome. >> they are really cool and i never saw floats like this in my life. >> 8,000 volunteers will participate in this year's parade. about 3.5 million people are expected to line the streets thanksgiving morning. according to a traffic congestion company in washington state, traffic on

the roads is expected to be up this thanksgiving. company is attributing to lower gas prices. saying we are seeing the lowest gas prices since 2010. on the wednesday before thanksgiving traffic will be up 3% from last year. try to drive somewhere? around the state on wednesday before thanksgiving? bad. >> not fun. let's go to sal. there is a serious crash in oakland. >> that is right. it is in east oakland. on 98th avenue and international several medic units have been called to the scene. oakland fire is there. this is right in front of the oakland fire station there. station 20. its blocking international avenue at international boulevard at 98th avenue and they have called for yet another medic unit just now to the scene. this has been going on for the last 15-20 minutes and they keep calling for more medic units. let's take a look at the bay bridge toll plaza.

we see a little bit out by fairfield as well. back into napa county and moving toward solano county and contra costa county. there is a little ban that went through the city. and kind of a little hit and miss little guys near crockett one. nothing too heavy right now. still a little bit of rain. oh is it warm. yes 50s. mid 50s. concord is 55. the system finally drops out. that is what we waited for last night. now there is another front up on the north coast. that is the one we've been looking for. 37 in tahoe. again snow level remains very, very high. although its 32 in truckee. one system moves out. that has to move that being that system going right there. there will be some sun and then we will get partly cloudy and most lid cloudy and hit and miss showers will turn into rain later on. heaviest rain to the north again. over all an inch and a half to two inches. not too bad considering we haven't had anything for a long time. rain will return but we will

reportedly because there were no beds available. george simmer miles an hour is free -- george zimmerman is free on bond. he faces charges including felony aggravated assault and demeanor counts of domestic violence. he walked out of jail after a friend posted his $9,000 bond. san jose police officers will begin voting on a new contract next week. as we reported on yesterday's mornings on 2 its the tentative deal essentially restores a 10% pay cut from three years ago. the city estimates that the agreement will cost $20 million. city leaders are trying to stop the flow of officers leaving for other agencies and cities offering better compensation packages. internal e-mails weeks before an explosion on campus. that explosion happened in an

under ground vault back in september as crews tried to turn the power back on after am major outage. weeks earlier it was discovered that someone stole ground wires from manholes. in an e-mail that ktvu news obtain, a supervisor warned those ground wires provide an important safety feature. university officials say crews did all they could to repair the damage. >> the vast majority of the system is under ground. its not visible to the eye. at the time they had dressed all the damage they could see and had no reason to believe it was extended further. >> records also reveal that contracts for emergency repairs and back up power arranged from 10,000 to $90,000. uc says they don't have an exact cost for all of the damage because the bills are still coming in. >> time is 4:55. the body found last friday has been identified as a missing san francisco city college student. 20-year-old da rick was last seen on november 7th heading to

catch a bus to school. news chopper 2 flew over the marina last friday morning when the body was discovered floating in the water. the coroner is trying to determine the cause of death. in san francisco police say they have identified a suspect in a deadly shooting outside of a club in san francisco. police have not released the suspects name or picture but say a warrant has been issued for his arrest. 23-year-old warren was shot and killed in a parking lot on sixth and jesse streets early sunday morning in san francisco. her friend 21-year-old danisha was critically injured. a witness who saw am missing patient in a stairwell at san francisco general hospital is now coming forward. a hospital spokeswoman says that a researcher working at ucsf was the mystery witness. now he apparently saw lynn spalding lying in am stairwell several days before her body was found and reported it. san francisco mayor ed lee
