morning commute. right now, it doesn't look like we're seeing much rainfall. you can see quite a bit of traffic there waiting to get through the toll plaza. traffic is speeding through in the fastrack lanes. and the carpool lanes. but there are some spots you will want to avoid. sal will tell us about that coming up in 60 seconds. good morning, once again. i'm tori campbell. >> i'm dave clark. another rainy day in the bay area. to tell you where the showers are right now, let's bring steve in. >> things are pretty quiet right now. we're in between systems. it's kind of cloudy right now. maybe some fog. developing low is beginning to pop up here right off the mendocino coast, sonoma coast. maybe rain moving back in for point arena, fort bragg. that will develop later on for us. for everyone else by this afternoon, it's also going to give us a possibility of some shower activity. a couple of systems coming together. the low is on its way to southern california but not until tomorrow. until then, it could get sunny. things are quiet in the rain

department. we had .75 to 2 inches for some, especially up in the russian river. things are calming down. they are not done yet. you get a good look at the system as it starts to pop up right there. it's on way its. that will set the stage for maybe some thundershower activity. right now, it's cloudy. could be sunbreaks for a while. highs today starting off in the 50. will only be in the 50s or 60s. here's sal. we're looking at a tough commute because of the wet roads. not as bad as last night where we had a terrible drive home. we do have a crash reported in san francisco. southbound 101 at cesar chavez. several vehicles in the fast lane. pretty soon san francisco traffic on the central freeway, even coming in off the bay bridge is going to slow down. westbound bay bridge traffic backed you for about a 10, 15- minute delay. there's lot of slow traffic. this morning the 880 ramp won't

help you out too much. that ramp is crowded as well. we're looking at san jose. it looks drier here and the traffic is not bad through downtown san jose. 7:02. back to claudine wong who has been looking at the bay bridge toll plaza. want to mention, claudine, that there is a big backup where you are standing, right? >> reporter: there is. i know you've said this is a 10, 15 minutes of what people should expect. it's also starting to rain a little bit out here. some people are starting to urturn on their -- to turn on their windshield wipers. in terms of accident, it's not the same that we've seen across the bay area. this accident in oakland was cleared about an hour ago. you can see car verses a tree. the oakland police department tells us the driver was taking a right turn where she just lost control and ended up hitting the street on international boulevard and 98th avenue. we did talk to a man out there this morning who says he heard the crash, turned around, saw

what happened and did what he could to help. >> some older gentleman, he come across the street. right over bri the said of the tree, we a -- right over there by the side of the tree, we laid her over there. she was bloody. >> reporter: was she talking? >> no, she was not. >> reporter: did she come to eventually? >> yes. >> reporter: we want to take you to orinda. just before 1:50 this morning this all happened. the chp says this driver hit the guard wall, hit the pole before landing upside down. firefighters had to cut the roof off the acura to get the driver out. he was taken to the hospital with moderate injuries. he's in his 30s. he's from concord. we don't know what happened. he went to the hospital before we were able to talk to them. the roads are still wet this morning. it takes just a moment, the chm

the street. ktvu's tara moriarty is in vallejo with the very latest and why intersection is so dangerous, tara. >> reporter: well, we spoke to a neighbor this morning who says he walks to work every morning while it's still dark out. he says it's downright dangerous. that proved to be true last when a man was truck on this street. this is broadway here. very busy street. he was hit once. it was the second driver who hit him who kept going. police blocked off the corner of stanford and minnie drives where the man's body was found under that second car. the driver was 89. didn't realize he had hit somebody. police say the first impact happened more than half a mile away, near logan and broadway. the man was hit. he rolled into the other lane. that's when he was hit by the elderly driver and dragged. a neighbor told us that broadway is notoriously treacherous. there is a school nearby and people speed. >> they need better lighting.

you noticed it. you can see the housing area and across the street to get coffee, at the -- at the near gas station. what they need to do, look more into better lighting and all of that good stuff so we can walk at night. >> reporter: police believe the rain last night did create poor visibility which also contributed towards the accident. investigators are not releasing the victim's name until they've notified his family. live from vallejo, i'm tara moriarty, ktvu channel 2 news. >> we have more details about how dangerous that intersection is. last december, a man crossing broadway was hit and killed in a suspected hit and run. witnesses say the driver was racing with another car. the times herald reports it was a deadly crash reporting a pedestrian at that intersection in the past year. 7:07. tonight's the night school officials in vallejo may decide to change a high school mascot. many say the mascot is racist.

it's over the vallejo high apaches. they will suggest the school board change the name. a staff member says the u.s. collision on civil rights -- commission on civil rights recommends not using native- american nicknames. but opponents give them honors. 7:08. happening today -- a silicon valley visit from the prime minister of haiti.

prime minister lamont plans to visit google, apple and facebook. he will be trying to convince the leaders of those companies to use their expertise, innovation and money to help haiti. now, he believes technology is the key to lifting haiti out of poverty. fewer than 1% of haitians are using the internet on a regular basis. in san francisco, voters may soon decide if muni should get more money to help low income riders. an extra $70 million may be coming under the charter amendment that would also provide low-income neighborhoods with extra buses and light-rail service. a program giving free rides to low-income children would be expanded to include anyone under the age of 18. supporters of this plan hope to put it on the ballot next november. 7:09. oakland is standing in solidarity with richmond and its goal to keep struggling families from losing their homes. last night, the oakland city council unanimously approved a resolution addressing the

ongoing mortgage crisis. council voiced support for richmond but did not pursue the use of eminent domain. >> the resolution calls on leaders to continue or begin working with oakland to negotiate principal reductions and avoid foreclosures. a new kmart commercial is stirring up more controversy than holiday spirit. ♪ >> just got a good reaction from dave clark. this brand of underwear is sold at stores. some say it's disgusting and should be pulled off the air. kmart says they never intended to offend anyone. it's not pulling the ad.

the spotlight after allegations that workers were encouraged to fabricate numbers. a reporter suggests that could behind positive job numbers released just before the 2012 presidential election. ktvu's kyla campbell is live in our washington, d.c. newsroom to explain what sparked multiple investigations. kyla? >> reporter: tori, a new york post columnist reportedly spoke with a u.s. census bureau worker. he says his supervisor told him to make up information in order to meet a quota. last september, the number of americans who said they had a jump jumped by nearly 900,000. that's an unusually high number. it led to the unemployment dropping to 7.8% with just weeks to go before elections. the u.s. census bureau released a statement saying it has asked its inspector general to look into these allegations. but the bureau does not believe any improper conduct was widespread or had any impact on the reported unemployment rate. the house oversight committee

sent me this copy of a letter that members sent to the director of the u.s. census bureau. lawmakers are demanding e-mails and other documents that might shed light on these alleged problems. why the committee thinks this may not be a one-time deal. that's coming up at 8:15. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. 7:14. ticket sales have been slow for president obama's local fund- raiser on monday. in fact, organizers are now cutting some prices in half. tickets for the luncheon at the san francisco jazz center, which were going for $1,000, have been reduced to $500. part of the problem could be donor fatigue. this will be the president's 9th fund-raiser trip to the bay area in the past two and a half years. the president's poll numbers are also at a record low due in part to the botched healthcare rollout. critics are warning it could become the next solyndra. solar city is a renewable energy company baited in san

mateo with investors that include paypal and tesla founder, elon mosque. solar city has received millions of dollars in federal tax credits while losing more than $300 million in the past five years. but a company spokesman says the forces that drove solyndra into bankruptcy such as the plummeting price of paneling will drive solar city towards success. the spokesman says more americans can buy inexpensive solar paneling while becoming less dependent on government- regulated monopoly. the state of missouri, cuted white supremacist serial killer joseph paul franklin. prosecutors say franklin targeted african-americans and jews, even claimed responsibility for at least 20 killings in an effort to start a race war. franklin add lited shooting larry flynt --@mitted shooting -- admitting shooting larry

flynt, hustler magazine's founder. back here at home, the east oakland youth group that organized the successful gun buy back program is today announcing plans for an even bigger one in the bay area's three biggest cities. the group helped get 600 guns off the streets. the day after the sandy hook shooting rampage in newtown, connecticut last december 14th. this december 14th, it will co coast a new buyback in oakland. san jose, san francisco, and los angeles will also participate. you are looking at video of some of the guns that were turned in during one of san jose's two gun buybacks in march of this year. more than 1700 guns were turned over. the december 14th, gun buyback will be held at rosie mccann's

irish pub and restaurant at santana row. a new study shows many children are less fit than their parents were at the same age. researchers say it takes children and teens 90 seconds longer to run a mile compared to kids and teens 30 years ago. the american heart association funded the research. it is the first study to prove cardiovascular fitness has declined worldwide over the last three decades. for now, 49ers' safety dante witner is keeping his given name. last month he filed paperwork in an ohio court to change his name from witner to hitner, basically dropping the w. he has now withdrawn the application because the judge required limb to appear in -- him to appear in court. he plans to change his name during the offseason. 7:18. let's go to sal. the roads are wet and traffic is slow this morning. >> it is very slow in some areas. the good news about it being

slow, we don't get a lot of serious crashes. let's take a look at the eastshore freeway, westbound 80. that traffic is going to be slow in richmond and el cerrito. i will show you more of that. here in berkeley, it does pick up as you head out to the macarthur maze. i also want to mention that the bay bridge toll plaza now is ramped up to about a 25-minute delay unless you are using the carpool lane. average time 25 minutes before you make it on the bridge. peninsula traffic is a little bit slow in san mateo. san mateo and dumbarton bridge okay. southbound 101 near cesar chavez, clearing an accident in san francisco and that traffic is going to be slow. we had an earlier crash southbound 101 in tiburon and that's on the shoulder but traffic is backed up off but if you are driving from novato to san rafael, you will see slow traffic beginning near highway 37. across the richmond bridge, not bad. as we mentioned, from hercules all the way down into richmond on 80, it's slow. if you are driving on 880, it's going to be very slow from 238

heading on down. at 7:19 back to dev -- steve. >> we're getting light rain. most of this has moved through. really good totals considering we haven't had any in a long time. mill valley, an inch. kentfield, still haven't heard anything yet. san francisco, almost two- thirds. san jose, .31. there's always more away from downtown san jose. the leader of the path, cazadero, two reports coming in. they are both almost in sync with each other. 2.20. occidental 2.04. mount veeder, 2.03. oakmont, joe shoe maker, kentwood over an inch. and vallejo, .87.

2.25 near benicia. the system is ramping up heading toward point arena, cape mendocino and also sonoma coast. that's going to play into probably some more rain for the north bay. it's beginning to cloud up fast. underneath that could be light rain. not showing up on radar. everyone else has calmed down. 50s. mild. cloud cover. even some fog being reported. the main ban is gone. it's raining in tahoe. we have this and this forming a low that will end up in southern california. this could play into possible storms today. 39 law -- tahoe. this system is rapidly expanding. it's called a spin in the atmosphere. they can have a lot of energy with that. today, maybe a pocket or two with sun. light rain. picking up in the afternoon. the heaviest would be the north. already over 2 inches for some. looks good here. clouds, maybe a sunbreak or two. rain returns for the north bay. for everyone else later on,

might be more hit and miss than yesterday. that's for sure. possibility for showers. temperatures a moot point. upper 50s and low 60s. everybody will be close. maybe on the warm side. lows are 58 right now for some. but it wouldn't take some to get to the 60s. some more rain possible. partly sunny, clearing out and then sunny, breezy, windy, warmer, friday and saturday. >> thank you, steve. 7:21. we're learning about the fallout from a strike today at uc schools and hospitals. [chanting] >> thousands of workers are currently picketing. in 15 minutes we'll tell you about the problems it's causing at u.s. santa cruz. a mystery mark at the site in dallas, texas where j.f.k. was shot, it's disappeared. why it was paved over by the city.

mark in dallas. decades ago, someone painted white xs on elm street in daily plaza. they -- dealey plaza. they marked the unofficial spot where president kennedy was shot. now the xs are gone. two stretches of pavement mark where the xs were removed. the city claims it's laying asphalt to level out the street. many people aren't buying it. >> people are coming here to see the sign on the street. i simply do not understand it. >> the mayor and the city are in an awkward position. you have to remember, the kennedy family in the early '80s made it very clear they preferred people remember kennedy on his birthday, may 29th, rather than november 22nd, when he died. >> thousands of guests and more than 500 reporters will be attending this friday's commemoration. today the president and first lady will attend a wreath laying cemetery at president ken dip's grave.

it will honor his life and legacy. president and mrs. obama will be member joined by members of the kennedy family, bill crinton and hillary clinton -- bill clinton and hillary clinton. later today, the alameda coroner is expected to release the autopsy report on how a sailor died on monday at the port of oakland. we've learned the 65-year-old polish citizen was an electrician. investigators say he was inspecting a crane when he fell to his death but the cause is still under investigation. authorities haven't told us his name yet because they have having prob -- are having problems tracking down his family in poland. walt disney's older daughter has died at her home in napa. diane disney miller cofounded the walt disney family in san francisco's presidio. she also narrated a video about her father and was active in bay area arts organizations. her fame says she died -- family says she died from complications from a fall she had earlier this year.

her funeral will be private. 7:26. well, batkid, big day in san francisco was described by some as a really priceless experience. that's was a price. how much it cost the city to make that kid's dream come true. we'll continue our stormwatch coverage for you this morning. how the wet weather played a role in a very dangerous power outage. good morning. we still have pretty slow traffic out there because of the wet weather. we have some improvement. this is highway 4. you can see it's slowing down. cloudy to mostly cloudy skies. but there are few reports of some rain. hayward, alameda up towards kenwood as well. there's more on the way this afternoon from a different source. we'll show it to you -- coming up.

most of it is not showing up. a system is developing off the sonoma, marin and mendocino coast. that will give us more rain for the north bay and then play into our weather later on. the main band went through. but not showing up towards kenwood, oakmont. that's still light rain up in the russian river. it continues there. this is beginning to move onto the sonoma/marin coast. with the atmosphere juiced, it wouldn't take much. this is a mild system but the cold air will start to filter in tonight and tomorrow. this system moves out. this system is forming a low. on it's way to southern california. that won't be until tomorrow. cloudy, mostly cloudy. some rain, breezy for some. possible thunderstorms by late morning other early afternoon, more likely early afternoon. 50s and low 60s. here's sal. steve, good morning. we're looking at traffic that's busier than normal. after yesterday's commute, you might be used to it and say, well, this is just par for the

course. let's take a lack at highway 24 westbound -- look at highway 24 westbound. it's slow on the way to the caldecott tunnel. speeds are down. they have the crash on the shoulder on the pleasant hill onramp. it's not causing a huge backup. the traffic is slow already. it's already slow on 680 heading south out of the benicia bridge area. the delay time keeps rising, the longer you wait. but if you can wait until after 10:00 a.m., you will probably get a much better commute. right now is the peak of it. this is 880 southbound. you can see traffic there is going to be slow. across the bay, 101 is moderately heavy. 7:32. let's go back to the desk. >> all right, sal. happening right now -- pg&e crews just got the power back on for hundreds of customers in the south bay. ktvu's janine de la vega joining us live from san jose. you have the very latest on those homes and businesses

affected by this. janine? >> reporter: we're just hearing that silver creek high school in san jose is affected. they are telling students on the website to not show up until 9:00 a.m. because of a power outage. now, the latest numbers that we have from pg&e, is that 367 customers are still without power. in the last 40 minutes, this neighborhood right here in downtown san jose, the lights came back on. the power had been out here since 8:45 last night. that was the sound of power coming back on at 10th and julian streets in downtown san jose at about 5:30 this morning. the top of the power pole caught on fire just before 11:30 last night. pg&e crews de-energized it. it caused an outage to more than 4300 people in the area. now, that crew was one of many working overnight. pg&e crews have been scattered throughout the south bay. there were 20 outages overnight

affecting 15,000 customers in san jose and the morgan hill area. we spoke to a customer affected. >> we spoke up this morning, everyone was pitch black. the first thing, i look at, the clock. i come and get coffee here. the clock was off. that's when we knew the power was off. >> reporter: this is one of seven outages that the crews are working in san jose. the majority of them are weather related. we don't have an estimate of when it should be restored but again, crews are working on it. it's gone from affecting thousands to just under 400. reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:34. if you are driving, the chp says expect a longer-than normal commute. a downed tree blocked lanes overnight on highway 17 in the santa cruz mountains. that triggered a sig-alert. also a driver lost control on highway 24 here new orinda. hit the guardrail and rolled over. in oakland, a woman was rushed

to the hospital after hitting a tree. >> she was not conscious. no, no. she was knocked out for at least about five minutes. >> reporter: did she eventually come to? >> yes, she did. >> now, ktvu's claudine wong is all over the place tracking conditions on the roads. she'll be doing that all morning. she'll have a live report in our next hour. and the rainy weather made for an especially slow commute on the new bay bridge. caltrans says the water started pooling right at the foot of the new span yesterday afternoon just past the toll plaza. road crews shut down one lane and then traffic backed up all the way to san francisco. caltrans says workers are closely watching the conditions on the new bridge to see how it performs in winter weather. 7:35. expect winter driving conditions if you are heading to lake tahoe, 6 to 12 inches of snow is expected to fall in the mountains over the next few days. this is a live look at how traffic is moving on eastbound 80 at kingvale, not a lot of

traffic actually on the road. it looks wet. a little snow on the ride of the road there. want to show you a look at conditions near the donner summit. it looks pretty foggy there. see a couple of headlights coming through the fog. there are currently no restrictions on 80, on highway 50, though, chains are required except for vehicles with four- wheel drive and snow tires from twin bridges to meyers. you can find the latest information on all road conditions on our twitter and facebook pages. just follow ktvu. the city of san francisco is teaming up with san francisco giants' mascot lucille for an ad promoting the city's new 311 smartphone app. today, people at b.a.r.t. stations will get fliers about the new app. you can report quality of life issues like potholes, pavement issues and power outages. also happening right now -- 22,000 union workers are staging a one-day strike at

several uc campuses and medical centers. now, their union accuses administrators of intimidating and harassing workers who went on a two-day strike in may. the walkout includes ucsf and uc berkeley. the schools are saying the unions are using patient care as a bargaining chip. and uc santa cruz says access into and out of the university is restricted today because of the strike. the workers are picketing at the two main entrances now. cars cannot drive into the campus. school officials say they are not running campus shuttle buses while santa cruz metro buses will drop off passengers at stops near the entrances rather than going into the school. well, many very nervous b.a.r.t. riders will closely watch a meeting tomorrow in oakland. b.a.r.t.'s board of directors is expected to reject the four- year contract already ratified by the unions. the board then wants a new wound of negotiations pointing

to an expensive paid leave provision that they say was mistakenly included in the signed contract. >> well, i anticipate on thursday, the contracts will be rejected. as long as the 4.8 provision is in the contract, that's a poison pill and the district can't afford to pay for that provision. >> so far, the unions have refused to take out that family leave foe provision from the contract. union leaders will decide their next move after tomorrow's board meeting. however, they say it would be "premature to talk about a third b.a.r.t. strike." 7:38. the body found in the san leandro marina last friday has been identified as a missing san francisco city college student. 20-year-old derrick shaw was last seen on november 7th heading to catch a bus to school. newschopper2 flew over the marina last friday morning when the body was discovered face down floating in the water.

the coroner is now trying to determine a cause of death. his family says he did not have a history of disappearing. a witness who saw a missing patient in a stairwell at san francisco general hospital has now come forward. a hospital spokeswoman says a ucsf researcher working at the hospital is the mystery witness. he apparently reported seeing lynn spaulding lying in a stairwell several days before her body was found in early october. san francisco police say they are confident he is the person they were looking for. 7:39. today is transgender remembrance day. oakland city council is paying a special tribute to the teenager who was burned while riding an a.c. transit bus. luke fleishman who identifies as a-gender, he goes by the name of sasha. he was sleeping on a bus when police say the skirt he was wearing was set on fire. now, 16-year-old richard thomas of oakland has been arrested in the case. sasha will be honored at a ceremony tonight. it begins at 5:00 at frank

ogawa plaza. we're learning more about how much the batkid's make a wish adventure in san francisco cost the city. according to the chronicle, the city spent $105,000, mostly for the civic center celebration that just capped off the big kay. at first the plan was for ed lee to present the 5-year-old leukemia patient, miles scott, with a chocolate key to the city, along with bringing a new hundred volunteers but the word spread. the crowd estimate grew to 14,000, let alone all over the world those who watched on the internet and the civic center celebration became, i mean, well, you know, the big production that it turned out to be. >> that $100,000 the city spent with all of the publicity, basic, priceless. police in vallejo call it a horrible accident. a pedestrian gets hit by two cars and then drag. what may have cblthed to this

terrible crash. we'll update the condition of the state senator in virginia who was apparently stabbed by his son and took his own life and how this whole tragedy was nearly avoided. we're hearing of new problems in marin and also very slow traffic in the east bay but the south bay doesn't look all that bad. we'll tell you where the best bets are to be on the road. skies are getting darker fast. we'll show you why. would you rather have spoons for hands or elbows for ears?

markets are getting a little bit of a lift this morning after u.s. inflation

figures eased fears. in october, u.s. retail sales were up while the sales of existing homes fell 3%. the dow just dropped into negative trt, down 2. the -- territory, down 2. the nasdaq is up 7. s&p is up 2. keep an eye on yahoo!'s stock. it's up almost 2%. it's expanding the stock buyback program by $5 billion. when yahoo!sold half of the stake in china last year, it says most of the $3.6 billion would go back to shareholders. this is the second day of deliberations for how much samsung opens apple. apple is demanding $380 million. samsung says they should only pay $52 million. a jury found that samsung used

apple's pattoned -- patented technology. ebay is installing touchable screens that lets shoppers browse and buy products using their smartphones. three new screens will feature offerings from sony rebecca minghoff and toms. they will display what stores are being added. 7:45. new this morning, a couple of minutes ago, henry trey pled guilty to misdemeanor cocaine possession. the dea official says the first-

term republican congressman got cocaine and later that night, federal agents went to his home and sold him he would be facing charges. it appears a state senator was stabbed by his son in an attempted murder suicide. creigh deeds is still in the hospital. he's recovering from several stab wounds. police say the senator's 4-year- old son, gus -- 24-year-old son, gus, died of a self- inflicted gunshot wound. friends say the senator's son had mental health issues and his father was trying to help him. on monday gus deeds was given an emergency mental health evaluation but was not admitted for treatment reportedly because there were no psychiatric beds available. has president obama lost his attraction here in the bay area? ktvu's pam cook is in our newsroom right now with a surprising change to the president's upcoming visit. >> i don't know if this has happened before. but ticket prices are going down for the president's next

visit to san francisco. president obama will speak at a luncheon at the san francisco jazz center on monday. however, ticket sales have been so slow, ticket prices are cut in half. seats that were going for $1,000 apiece have been reduced to $500 and special reception tickets are now 10,000 down from 15,000. some of the reasons, it could be donor fatigue. this will be the president's ninth fund-raising trip to the bay area in the past two and a half years. also, the president's poll numbers are at record lows due to -- due in part to the problems with the healthcare rollout. but the prs secretary for the democratic national committee tells the chronicle nobody should read too much into the price cuts. due to demand, space was added. the money raised at next week's event will go to the national committee. organizers say they still expect a sellout crowd. pam cook, ktvu channel 2 news. 7:47. we're following developing news

in san francisco where a falling tree created some major problems on the high street cable car tracks. claudine wong is live at the scene with good news that commuters got in the last few minutes. >> reporter: good morning. you can see it behind me. traffic moving, once again, on hide and broadway. crews are still on the scene after clearing up a tree that fell on the cars. you can see the saw dust and the stump they left behind. they are just wrapping up. in the last couple minutes they were able to open up the roadway which is good. that tree looked like the one to the right of it. if you can see, this street is lined with these trees. we've bub talking to residents -- been talking to residents who say this is not the first tree that's come down. we've seen a couple of stumps where they've had to take down trees because they come down on their own. fortunately, nobody was hurt. damage to these two cars on

[inaudible] >> thank you. >> last night, there was this -- walmart protesters interrupted the keynote speech by yahoo!'s ceo speech. she's on the board of walmart. the protesters want her to use her position to raise the worker wages of walmart employees. and walmart has responded to our calls asking for a comment on a plan to black friday boycott of the world's largest retailer. workers earned an 8.80. critics say that's not a liveable wage. so they are organizing a boycott for the day after thanksgiving, which is traditionally one of the busiest shopping days of the year. walmart says the same group tried to organize a boycott last year and it failed. there's some controversy sur -- surrounding this year's macy's thanksgiving parade. act visits are upset over a seaworld float because of a recent documentary that

suggested seaworld's treatment of killer whales makes them aggressive. and ranchers also succeeded in pulling rocker joan jet off a float promoting south dakota tourism because they say she's a vegetarian and should not represent the beef-loving state. about 8,000 volunteers are expected to work the parade in new york city and help manage the giant floats and balloons. donations are slowly coming in to replace hundreds of turkeys stolen from a -- turkeys stolen from a fairfield home les shelter. they discovered the missing turkeys monday morning. they say someone broke in over the weekend and took 750 turkeys that were going to feed needy families on thanksgiving day. hundreds of families had already signed up for thanksgiving dinner at the shelter. 7:57. was it racist or being respectful? the debate over a bay area high school mascot will reach a peak tonight. how it may change the school

and then this system here. it's already moving into the north bay. if you don't have light rain or drizzle, it will pick up soon. there's a few sunbreaks here, i don't think it will last long. possibility of thundershowers with this. so far not much happening. sometimes below the radar beam beam 59 hayward. 57 novato. a very mild system. we're still getting a little bit of a breeze. breezy for some. this has to also just track right hey lock the bay area today until it ends up in southern california as the low tomorrow and then it will turn up the wind machine. today, cloudy to mostly cloudy. breezy for some. not for all. possibility of some showers popping up later. upper 50s, low 60s. here's sal. right now, steve we are getting a little bit of a better commute in this 8:00 hour. so far a very early 8:00 hour. it's backed up at the bay bridge for a long delay. a better commute. we have had fewer accidents reported. hopefully that's a trend that will continue.

but the slow traffic is already there. in fact, it looks like it's raining right now at the bay bridge toll plaza and rain is core -- correlated with slow traffic. there's traffic on the peninsula getting out to highway 101. it's dry here. there's a brand-new crash. it just popped up in san bruno on the onramp to southbound 280. that one popped up there. no details on that yet. marin county has been slow because of earlier problems. the richmond bridge is also slow trying to get across. in fact, i can show you the richmond bridge traffic, road sensors showing all red all the way across. we have new details from vallejo about last night's horrifying crash where a pedestrian was hit by a two cars, then dragged for half a mile. ktvu's tara moriarty is in vallejo now and you are retracing the rust where the victim -- the route where the victim was first hit and where this tragic story ended. >> reporter: we're here at

stanford and minnie. this is where the pedestrian that dragged him end up. what's unbelievable is where it started. this is where the initial accident happened here at hogan and broadway. the first car hit the man. he rolled into the other lane and then was dragged. we're gonna show you exactly how long it took. we sped up the tape for time sake but you can see the distance. the driver makes a right turn, drags the victim across railroad tracks, makes another turn. in the end travels more than half a mile for before stopping. neighbors saw the body under the car -- under the car just after 6:00. police say the second driver was an 89-year-old man who didn't realize he had hit somebody. a neighbor told us that broadway is a notorious treacherous roadway. there's a school nearby and people speed. >> especially in the morning for work. at night, i almost got hit one day. you can see what i got on. i make sure i walk closer in the neighborhood so i can

crash. people don't see with the foggy windows, texting, telephone. >> reporter: police believe the rain last night created poor visibility which also contributed toward the accident. investigators are not releasing the victim's name until they notify his family. they sale that both drivers are cooperating with this investigation. meanwhile, neighbors say changes to broadway such as better lighting and more visible crosswalks need to be installed. live from vallejo, i'll tara moriarty, ktvu channel 2 news. >> more now about how dangerous that intersection is. last december, a man crossing broadway was hit and killed in a suspected hit and run. witnesses say the driver was racing with another car. the times herald reports there was a second deadly crash involving a pedestrian at that same intersection in the past year. 8:04. tonight, school officials in vallejo may decide to change a high school mascot many say is

racist. the school board will suggest it be changed. the staff member says the u.s. commission on civil rights recommends not using native- american nicknames. and o's argue the mascot honors the -- opponents argue the mascot honors the apache tribe. a fallen tree created major problems on the hyde street cable car tracks. continuing coverage. neighbors say this is not the first time this has happened. claudine wong has more. all right. it looks like we've lost our audio with claudine, showing us where the tree fell. we're hoping to re-establish the audio and get back to her shortly. the wet weather could mean an end to the fire season. >> the mercury news reports that calfire plans to reduce staff at fire stations across northern california starting next week.

fire stations will generally reduce staffing from two engines with three firefighters each down to one engine. it looks like -- you can follow all of the weather at ktvu.com. but right now, we're gonna continue to follow developing news in san francisco. let's go back to claudine. i think we have the audio back. you are showing us where a tree had fallen. >> reporter: that's right. we're on hyde and broadway. you are talking about the trees along the street. if you take a look up here, you can see this is a tree-lined street. neighbors tell us these trees have come down. take a look at kroys the street -- across the street. you can see the orange cone. that gives you an idea where the tree was. crews told us some of the branches fell down and the cars in front of them became victim to those falling tree branches and then they had to shut down the street. they opened it back up at 7:45. i want to show you video.

it did take a while. they say it came down around 6:00. it took them about an hour and a half. while they were working, they did have to shut down the cable car line passageway. when we drove up, there were cable cars stopped and waiting and then no traffic was allowed through here. i want to show you, there's one more stump on this side of the street over here. that one they said was actually taken down i think last week and they cut it down further to make sure it wasn't a problem. we've seen a couple of like that and then the neighbors out here when they walked up, they said oh, no. another one. so it seems to be a constant problem out here. but this time it did disrupt traffic on this rainy wednesday morning. claudine wong, ktvu channel 2 news. 8:0. happening right now -- in washington, d.c., president obama is about to award the presidential medal of freedom to 16 prominent americans. we're taking you there live. we're gonna look at the east room of the white house. just a moment ago, house

visiting google, apple and facebook. he's trying to convince the leaders of those companies to use their expertise, their innovation and their money to help out haiti. he believes technology is the key to lifting his country out of poverty. fewer than 1% of haitians actually use the internet on a regular basis. 8:08. and embattled sonoma county supervisor career yohas announced -- karillo has announced he's stepping down. he says he needs to focus on a local controversy. the fatal shooting of 13-year- old andy lopez by a sheriff's deputy in santa rosa. he's dealing with a personal scandal threatening his future on the board. last summer he faced charges for peeking into a woman's bedroom window while wearing his socks and underwear. san francisco voters could decide if muni should receive additional funding to help low- income riders. an extra $70 million to come

under the chartert amendment which would provide poor neighborhoods with more buses and light-rail service. a program giving free rides to low-income chirp would also expand -- children would also expand to include everyone under the age of 18. supporters of the plan hope to put it on the ballot next november. 8:09. bay area food banks and the charities that feed needy families on thanksgiving, say they are short on supplies this holiday season. as of last night, the san francisco marin and alameda food banks all say they have a shortage of turkeys, chicken and ham. they also say they are about a million dollars short for donations this time of the year. they are still accepting donations and they hope the last-minute help will come in. a new kmart commercial, stirring up big controversy, more controversy than holiday spirit. ♪ >> what do you say?

welcome back. >> federal investigators want to know if unemployment information was manipulated just before the 2012 presidential elections. now the u.s. census bureau is facing at least two investigations. as ktvu's kyla campbell reports from our washington, d.c. newsroom, the house oversight committee is among those demanding answers. kyla? >> reporter: dave, the committee sent me this copy of

a letter that republican members rose to the director of the u.s. census bureau hours after a new york post column went public. the nup reported that a philadelphia census bureau worker told him to fabricate members to meet a yota. members worry this could have happened at offices around the country and want to know if this could be the reason for a quick unemployment drop. the census bureau says there's no reason there was manipulation of the data and the inspector general is investigating. pardon me here. the house oversight committee is demanding internal documents including e-mails. they want that information from the census bureau within two weeks. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. george zimmerman, the florida man acquitted of killing trayvon martin, is free

on bail after he was arrested and charged with pointing a shot gun at his girlfriend. he faces charges including felony aggravated assault and misdemeanor counts of domestic violence battery and criminal mischief. he walked out of jail yesterday after a friend posted his $9,000 bond. zimmerman is reportedly at least $2 million in debt. meantime, attorney general eric holder will soon announce whether he will file civil rights charges against zimmerman in the martin shooting. the black box voice recorder from sunday's deadly plane crash in russia has been found and seems to reveal what went wrong. this is video of the crash from an airport security camera. the boeing 737 nose dived and then blew up. investigators say data retrieved from the black box shows the crew lost speed during a steep climb and the pilots overcompensated causing the plane to go down. the plane's systems were reportedly working normally

until the crash. overweight pilots may soon be hearing from the faa. a new faa policy requires all pilot with a bmi of 40 or more to be evaluated for sleep apnea. obesity is a major risk factor for sleep an feia which can lead to daytime sleepiness, high blood pressure and heart disease. 8:17. some startling details revealed in court about that brutal attack on a homeless woman on a san francisco sidewalk. timothy chase is accused of stomping and kicking the homeless woman. the judge wouldn't lept us show you his face. now, the attack came after ktvu -- his arrest came after we showed you the video of the attack. the prosecutor says chase told police he thought he had killed the woman. he also said he attacked her because he was "annoyed by the

accident in the air." he's being held on $100,000 bail. chase is due back in court -- court in about two weeks. just in time for the rainy season, the shelter will hope at the henry robinson multisurfaces center on 16th street. it will be opened during the winter months to help the homeless find shelter from the cold. as many as 50 beds are available for single adults who have no children. 8:18. a controversial ballot measure in the city of sonoma that would limit hotel growth appears headed for defeat. so far, measure b is losing with 51% of people voting against it and 48% supporting it. the measure would put a limit on the number of hotels in the city that have more than 25 rooms. supporters say measure b would help retain sonoma's smalltown darker. -- character. we've been telling people to drive carefully, take an umbrella. sal is watching all of the slow

spots, especially in the east bay. >> yes, it's still pretty slow out there, dave and tori. right now, westbound 24 is one of the slowest commutes if you are driving between walnut creek and oakland. a lot of that is going to be under the speed limit. 680s is also slow. we -- 680 is also slow. we haven't had a lot of crashes. this is a look at the bay bridge toll plaza. you can see it's been raining then -- there. if you are driving on 880, there's slow traffic. 880 is he very slow from -- is very slow from near san leandro heading south. northbound 880 seslow from 238 -- is slow from 238 to downtown oakland. i can't say 580 is much better because it's backed up from san leandro. give yourself extra time on the commutes. to steve. a very good morning. finally some rain. it was nice. cleaning things out, the ground

this will give new meaning for the term riverbank. a man walking his dog in northern england found almost $100,000 in cash floating in a risker. police say some of the money -- river. some of the money was water damaged but a lot of it is in good condition. police are investigating where the money came from. most people dream of winning a huge powerball jackpot. but losing a fortune because you missed a lottery deadline, that's a nightmare. that's exactly what's gonna

happen tomorrow unless somebody does not claim a ticket that was purchased back in may at a florida convenience store. that ticket was purchased near tampa. it's worth $16 million. it would be the largest unclaimed jackpot in florida in ten years. 8:25. it's soon gonna cost more to park in walnut creek. last night, the city council pushed a plan to double downtown parking rates from $1 to $2 an hour. meters would run from 10:00 a.m. to 8:00 p.m. instead of 9:00 to 6:00. the plan would also charge drivers to park on sundays which have been free. the city says it is doing this to invees available parking spaced and drive traffic toward parking garages. expect a final vote next month and new rules to be in place by spring. single family homes in palo alto could be outfitted by electric vehicle chargers. the city council endorsed an ordinance that would require developers to install

principal has just been informed in the last 20 minutes by pg&e that electricity won't come back on until noon and that's just a safety hazard for students to stay here in the school in the morning without power. so the principal canceled it. >> i'm gonna go back and make sure they get a second message through the phone and e-mail saying there's no school today and tomorrow we'll resume at the normal time. >> reporter: that was the sound of power coming back on at 10th and julian streets in downtown san jose at about 5:30 a.m. last night, a power pole had caught on fire and pg&e crews de-energized it and worked to repair it. that was one of many outages, causing 15,000 customers to lose electricity. at this point, we're being told

most of them are due to the weather. latest numbers we have from pg&e is there are six outages and 238 customers affected, including, again, silver creek high school here where you are looking at a live picture of a lot of the staff members that are standing outside of the school making sure there notify students that walk up or any parents that there will be no classes at all today. they say tomorrow, again, school will resume at normal. we do know that a pg&e crew is close by working to make the repairs to this school. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you. 8:35. sal's been telling you all morning, the chp is saying if you are driving, expect a slower and longer commute. a downed tree blocked lanes overnight on highway 17 in the santa cruz mountains. that triggered a sig-alert. a driver also lost control here on highway 24 near orinda, hit a guardrail, then rolled over.

in oakland, a woman had to be rushed to the hospital after slamming into a tree. >> she was not conscious. no. she was knocked out for at least five minutes. >> did she eventually come to? >> yes. >> the wet weather made for a really slow commute on the bay bridge whoen all of this -- when all of this started. caltrans said the water started to pull at the foot of the new span past the toll plaza. the load crews shut down one lane. that caused traffic to back up all the way to san francisco. caltrans says their workers are gonna closely watch the conditions on the new bridge. they want to see how it performs in winter weather. 8:36. well, expect winter driving conditions if you are heading to lake tahoe. 6 to 12 inches of snow is expected to fall in the mountains over the next few days. this is a live look at interstate 80 on donner summer where you can see -- summit where you can see not too many cars but snow on the side of the road. there are currently no

restrictions on 80. on highway 50, chains are required except for vehicles with four-wheel drive and snow tires from twin bridges to meyers. you can find the latest information on road conditions on our twitter and facebook pages at any time. just follow ktvu. new this morning, a suspected burglar was arrested and will face numerous charges including crashing into an emeryville police car. investigators say the suspect broke into the lux appraiser store on park avenue around 6:00 this morning. while trying to drive away, he allegedly slammed into the police car on a routine patrol. officers chased him to a bank of america parking lot where he then got out of his vehicle and reportedly ran on top of a couple of buildings. police eventually talked him into surrendering. >> the rear door has been jimmied and the alarm pads were ripped off the wall i guess under the assumption they could

stop the alarm. >> the suspect is a wanted parolee. the suspect made off with $30, $40 in jewel ril. the police officer -- jewelry. the police officer was not hurt in the crash. improving quality of life in the big city. it can be a challenge but now san francisco has an app for that. brian flores is live in san francisco to explain how this new sf 311 app will work and who is promoting it. good morning, brian. >> reporter: good morning. it's a pretty cool app. say you are walking the streets of san francisco, you see graffiti, a downed power line or pothole considering it is raining today. you can property those problems on your smartphone and this morning, several people are making that message across that the app is available finding out fliers like these. there's video produced that you can see on sf 311.org that stars mayor ed lee as well as the giants' mascot lou seal. the app is available to the

public. you can take a picture of the problem, report it to the app and it will be routed to the proper department. they will then send crews to respond to the problem, fix it and send you a status update through smartphone. >> you can use your phones, you can download an app from sf311. you can take a photo of the pothole, the graffiti, broken street light. you can immediately send that to the city department. they will track it, fix it. >> now, officials say this is just an added tool for san francisco residents. you can also, of course, call 311 as usual. the other services is -- you is contract damaged property, abandoned vehicles, sewer issues, et cetera, et cetera. you can see other issues that other people have reported as well. the app is free on all an dry -- on all android phones. brian flores, ktvu channel 2 news. happening now -- 22,000 union workers are staging a one- day strike at several uc campuses and medical centers.

here's some new video. we shot this about two hours ago. workers picketing out in the rain at ucsf. their union accuses u.s. administrators of intimidating and harass, workers who staged the two-day strike in may. this walkout affects ucsf and uc berkeley. university officials say the union is using patient care as a bargaining chip. we just received word that the strike has struck down most offices and buildings at uc santa cruz. workers are picketing at two the main entrances. because of a shortage of staff, most bigs will not open -- most buildings will not open. cars cannot drive onto the campus. 20 minutes before 9:00. hundreds of thousands of nervous b.a.r.t. riders will be closely following a meeting in oakland tomorrow morning. b.a.r.t.'s board of directors is expected to reject the four- year contract that has already

been ratified by the unions. the board then wants a new round of negotiations citing an expensive paid leave provision they say was mistakenly included in the signed contract. >> of course we're updebt and disappointed -- upset and disappointed. everyone i have spoken to has not heard of this happening. it's a huge hiccup. it's going to cost us one way or the other, i suspect. >> so far unions have refused to withdraw the family leave provision from the contract. union leaders say they will decide their next move after tomorrow's board meeting. however, they say it would be "premature to talk about another b.a.r.t. strike at this point." a lot at stake. >> that's really tricky, yeah. 8:41 slow ticket sales reports this morning. president obama's fund-raising visit to the bay area next week is not creating as much buzz as

weather but they did clear the tree off the road. also, we have this situation, congressional investigators are looking into a report that the census bureau manipulated unemployment numbers to try to help president obama win re- election. this is after a report in the new york post quoted a census bureau reporter saying he was told to fabricate numbers to meet a quota. police in vallejo investigating a horrifying accident last night. a pedestrian was hit by two cars and then dragged half a mile. ktvu's tara moriarty is in vallejo this morning. you are retracing the route where the victim was first hit and where this all ended. >> reporter: this is where the pedestrian hit ended up, at the corner of stanford and minnie drive but it was where he was initially hit that has neighbored around here completely shocked. >> this is where the initial accident happened here at hogan and prodway. the -- broadway. the first car hit the man he rolled into the other lane and

then was dragged. we're gonna show you how long it took. the driver drag the victim, travels half a mile before stopping. neighbors saw the body under the car just after 6:00. police say the second driver was an 89-year-old man who didn't real highs that he had hit somebody -- realize he had hit somebody. there's a school nearby and people speed, a neighbor said. >> there's a need for school cross -- school crossings. they have kids. they should put a school doctoring zone to let -- crossing zone to let people know this is a pedestrian street. >> police believe the rain last night created poor visibility which contributed toward the accident. investigators are not releasing the victim's name until they notify the family. they say both drivers are cooperating with the

investigation. but meantime, neighbors say changes to broadway such as better lighting and more visible crosswalks need to be installed. live from vallejo, i'm tara moriarty, ktvu channel 2 news. >> more about how dangerous that intersection is. a man crossing broadway was hit and killed in a suspected hit and run. ens withs say the driver was racing with another car. the times herald reports there was a second deadly crash involving a pedestrian at that same intersection in the past year. problems with the healthcare rollout may be hurting the democratic party in more ways than one. pam cook is in the newsroom to talk about the local fallout of a fund-raiser. >> slow ticket sales for the president's next visit. problems with the affordable care act, healthcare act and the government website could be the reason. now, president obama will speak at a luncheon at the san francisco jazz center on monday. however, ticket sales have been so slow, that the prices are being put, in some cases in

half. seats going for $1,000 have been reduced to $500 apiece. special reception tickets are now $10,000 down from $15,000. now, the president's poll numbers are at record lows due in part to the problems with the healthcare rollout. but it could also be donor fatigue. this will be the president's 9th fund-raising trip to the bay area in the past two and a half years. now, the press secretary for the democratic national committee tells the chronicle that nobody should read too much into the price cuts. due to demand, additional space was added and they still expect a sellout crowd when the president comes to town on monday. reporting live in the newsroom. pam cook, ktvu channel 2 news. >> thank you. 8:49. traffic, sal, contra costa county, how is it holding up? >> still pretty slow out there. 24, for example, we look at it, we've been looking at it a lot because it doesn't seem to be getting any better unfortunately. usually by this time, we see improvement right here. but a lot of people are late.

southern california. around 1 to 3 inches. there's not been a lot. it's been up there about 7,000 feet. generally rain from all of the reports i've had. after today, things calm down. it will be chowdy. temperatures -- cloudy day. temperatures should stay in the 50s. maybe santa cruz mountains rain by tonight. possible thunder today. would not surprise me. it's close. some of the ingredients are coming together for that. 50s and 60s on the temperatures. it will be a day where there's not much of an issue there. some people think these are cold conditions. others say that's not too bad. after tomorrow, it goes breezy to windy and sunny 57 warmer. thank you, steve. 8:52. well, batkids' day in san francisco was described by many as a priceless experience. it turns out, there was a price. how much it cost the city to make that kid's dream come true.

the body found in the san leandro marina last friday has been identified as a missing san francisco city college student. 20-year-old derek chow was last scene on november 7th heading to catch a bus to school. newschopper2 flew over the marina last friday morning when the body was discovered face down floating in the water. the coroner is now trying to determine a cause of death. his family says he did not have a history of disappearing. a witness who saw a missing patient in a stairwell at san

francisco general hospital has now come forward. a hospital spokeswoman says a ucsf researcher working at the hospital is the mystery witness. he apparently reported someone who looked like they were sleeping in a stairwell several days before lynn spaulding's body was found in early october. the researcher did not realize police were looking for him until he saw a flier last month. well, today is transgender remembrance day. this evening in oakland, the city council will pay tribute to the teenager bushed while riding on an a.c. transit bus. luke fleishman who goes by the name saw saw was sleeping on the bus when police say the skirt saw saw was wearing was set on fire -- sasha was wearing was set on fire. 16-year-old richard thomas was arrested. saw saw will be honored at the frank ogawa plaza. we're also learning how a badkit make-a-wish foundation
