and now moving over the bay bridge, heading to oakland, emeryville and berkeley. things are lit up over san pablo bay, crockett, richmond, concord, novato as well. it looks -- not as intense bands but there's still stuff moving through, livermore, fremont, to san mateo. it looks to be the cutoff is san mateo there. but still some of the rain is beginning to pick up. take out the radar. just show you the cloud development. watch how rapidly that develops. that will be with us for the next couple of hours and that will make for a tough drive. we'll have more coming up in about ten minutes. >> thank you steve. the wet weather has made for a difficult commute including a fallen tree in san francisco that interfered with the hyde street cable car line. there have been weather-related accidents and traffic backups on both sides of the bay. pg&e is working on scattered outages. at last check, 100 customers

were -- 11 customers were without -- 1100 customers were without power. classes have been canceled at the silver creek high school because of the power outage. there were signs held up for those who didn't get a phone message. >> we came into school early on, we found out that there's no power at school. we got initial report from pg&e that we would have power back up by 9:00 a.m. we were hoping to still have school. just at a modified late start time. >> power should be restored about now but school won't resume until tomorrow. crews discovered the problem was due to a damaged underground cable. it's not clear if that's connected to the weather. forecasters are predicting 6 to 12 inches of snow in the sierra over the next few days. here's what it looked like this morning near donner summit. the caltrans website does not show any chain requirements for

interstate 80 or u.s. 50. but as always, things could change fast in the mountains. it's wise to be prepared for winter driving conditions if you are headed up there. stay with ktvu for the latest weather conditions. you can always go to ktvu.com where you can check out the stormtracker2 radar to see the forecast for the neighborhood where you live. only on 2 -- we've just obtained video of a vallejo man moments before he was struck by two cars and then dragged nearly a mile to his death. ktvu's tara moriarty joins us live from the scene of the accident where, tara, you've learned more about the victim. >> reporter: the victim was a disabled man, trying to cross this street in order to buy a pack of cigarettes. he was hit by a car, not once but twice. and now neighbors say something needs to be done about this dangerous stretch of road. this surveillance video captures edwin andrews, disabled, walking across the cane near broadway and hogan last night.

he's not in a crosswalk but he looks both ways and begins to walk when he's knocked down by a car. he falls but can't get up. a few seconds later, another car sweeps him up and drags him away. >> i'm devastated. this is not the first time this happened. last year around december, my neighbor across the street from me was hit in the intersection and died from the injuries. >> reporter: police say the driver who dragged andrews for nearly a mile was an 89-year- old man. we traced his route this morning, speeding up the video to show you all of the turns and just how far the driver went before someone waved him down and he realized something was wrong. >> heard the tires of the car, squealing to stop. that's pretty much all we know. when they looked out, they saw his body was underneath the front end of the car. >> reporter: even though andrews was not in a crosswalk, neighbors say it wouldn't have made a difference. >> the intersection is really,

really poorly lit. they speed up and down the street. it's just drust. >> -- it's just dangerous. >> reporter: in fact, we spotted only one street light and there are no sidewalks. neighbors say a flashing sidewalk is needed. >> the sit of vallejo won't do anything about it. it's a shame that -- the city of vallejo don't anything do anything about. it's a shame that people have to lose their lives in order for them to consider to do something. >> reporter: we spoke to andrews's caretaker who said he used to work in computers. he has a daughter and was chatty, friendly and a well- known fixture in town. live from vallejo, tara moriarty, ktvu channel 2 news. >> thank you, tara. new at noon -- a generous gesture extended to the family of kevin san. he's the 16-year-old killed in a deadly crash in san francisco nearly two months ago. it happened when a speeding driver slammed into his family's minivan on the city street while on his way to school. today mike mibach was there while the family received a

major donation in his honor. >> reporter: good afternoon. it was short, but still quite an emotional get together at the taraville police station. the peace officers association greatly impacted emotionally by the death of the boy. they decided to sphund raise and they handed over a check for $8,061 to the boy's father. the student was killed in the horrific crash at pine and goff. kevin was with his mom and sister when they were slammed into. the driver of the mercedes was going about 80 miles an hour at the time of the accident. kevin's mother is no longer in a coma but still sill is in the hospital -- but is still in the hospital. her husband said she's improving. he misses her every day. >> translator: he misses his

son. he just -- everything has passed and is settled about his son. he just is so thankful that the community came together to help him going through this hard time. >> reporter: kevin's father says the money will go toward his wife's medical expenses. the driver of the suv was arrested and booked. she was released on bail. we're working on the investigation side of this story. we'll have the latest for you coming up tonight at 5:00. live in san francisco, mike mibach, ktvu channel 2 news. >> thank you, mike. thousands of hospital workers at the university of california walked off the job today over what they call unfair labor practices and harassment. several hundred people picketed in front of ucsf san francisco in san francisco this morning. nurses are not part of the walkout. 22,000 patient care and service workers at five uc medical

centers across uc medical campuses are taking part in the one-day strike. >> we're out here because -- it's an unfair labor practice strike. they intimidated us on the last strike. >> uc officials say they are committed to reaching a long- term labor agreement with the workers. ucsf says doctors had to postpone at least 50 nonelective surge riles because of the -- surgeries because of the strike. and uc santa cruz says access into and out of the school is prerestricted because of the -- restricted because of the strike. workers are picketing at the two main entrances and that is preventing cars from driving on the campus. the school is not running campus shuttle buses and santa cruz metro buses will drop off passengers at stops near the entrances rather than go on campus. ticket prices have now dropped for president obama's fund-raiser in san francisco. on monday, tibility sales were so slow that the once 1,000-

dollar tickets are now going for $500. analysts attribute this to donor fatigue, as this will be the president's ninth fund- raising trip to the bay area in the past two and a half years and his approval rating just hit an all-time low due in part to the botched rollout of the affordable care act the report that says changes must be made at the san francisco airport or delays will imminent. and we're hearing from batkid what he said was the best part of his special day.

a witness who saw a missing patient in a stairwell at san francisco general hospital has come forward. a hospital spokeswoman says a ucsf researcher working at the hospital is the mystery witness. he apparently reported seeing lynn spaulding lying in a stairwell several days before her body was found in early october. police have questioned the witness but have not identified him. the east oakland youth group behind a successful gun buyback program last year is announcing plans today for an even bigger one in the bay area's three largest city. the group helped get 600 dwuns

off the street the -- guns off the street the day after the sandy hook elementary shooting last december 14th. this december 14th, it will cohost a new buyback in oakland. the group has launched a crowd- funding campaign through gunbygun.org to pay for the buyback. san francisco, san jose, and los angeles will also participate. this is video of some of the guns turned in during one of san jose's two gun buybacks in march of this year. more than 1700 guns were turned over at that event. tonight a launch party is scheduled at 5:30 at rosy mccann's irish pub on santana row to kick off the program. a new warning today about the impacts of not expanding runways at san francisco international airport. jacqueline fell has obtained a report that shows what travelers could be facing down the road and joins us live. jacqueline? >> reporter: we all know how busy the airport can be around the holidays, specifically the

wednesday before thanksgiving. well, the u.s. travel association says get ready for more days like that at sfo. the travel industry says within the next decade, most of the country's busiest airports will become just as busy and congested two days a week as they are on the wednesday before thanksgiving. in order to keep up with increasing capacity at sfo, the association says more runways are needed and more customs and border officers to move interinternational travelers through the airport quickly. the air traffic control called next jen must be implicated. the travel industry says congress needs to commit to a long-term strategy for airports to meet future demand. i asked anthony fox what he can do for sfo and other airports. coming up what he says is a challenge. that will be later on today on the channel 2 news. reporting live in washington,

jacqueline fell, ktvu channel 2 news. >> thank you. the demolition work on the old eastern span of the bay bridge is moving along and already you can begin to see a difference. a giant section of the upper deck is already gone, and you can see the gaping hole from this video shot by newschopper2 yesterday. caltrans is removing 1400 feet of the upper deck of the candy leaver section. that way crews can place equipment on the lower deck to begin disassembling the tallest part of the bridge. it will soon cost more to park in walnut creek. last night, the city council approved a proposal to double downtown parking rates from $1 to $2 an hour. the plan also expands the operation hours for parking meters and now includes sunday parking. as expected, many people are not fans of the new plan. >> the rates are perfect the way they are. unfortunately, i would hope they would be able to increase the rates. sunday parking, i think that's awful. >> reporter: the city's goal is

to increase available parking pace -- spaces. a final vote is expected next month and the new rules could be in effect in spring. a san jose charity is putting out an urgent call for turkeys for a holiday food giveaway nexting with. sacred heart expects to provide -- next week. sacred heart expects to provide boxes. 200 students delivered 300 turkeys making a total of 500. sacred heart needs another 1,000 just to supply food for keep coming on -- for people coming home on monday. >> we want to make sure they go home with a 10 to 12-pound turkey, fresh foods, canned foods so they cannot only celebrate thanksgiving just like we would but to have food to carry them through the holidays. >> the organize's director says -- organization's director says the food is for struggling families who should not feel like thanksgiving is a luxury

they cannot afford. batkid is back home this week after his remarkable superhero day in san francisco on monday. it was a rather average day for a superhero, arresting bank robbers and kidnapping freed mascots. the best part -- saving the world. that's what 5-year-old miles scott said he wanted to be badkit and the make-a-wish foundation teamed with the city of san francisco to make that happen. through social media, it grew into a phenomenon with tens of thousands of people lining the streets to help transform san francisco. >> it was like he was eating it up. i wasn't expecting that at all. he is shy. >> we put the mask on him. he was in the character. that's what he has done his whole life. that's what he has done his whole life, he puts on costumes and becomes the costume that he

has. >> they live in siskiyou county. the batman transformation cost the city $105,000. that's a bargain considering all of the goodwill and positive publicity is generated. well, our overnight rain gave us a little bit of a break this morning. things have picked up around 11:00. it's blasting through right now. there are a few areas getting some breaks. it will be south. everyone except far north, i think you will be on pretty good rain. cazadero two and two bits. some of these i've not had updates but you can add a little bit of this. mount veeder and napa over 2. el cerrito at .83. san francisco, picked up pretty good rain. .65. sausalito, i'm sure they've had over 1.50 by now.

not bad. this is like the old times, isn't it? when we get this system, it's a low developing. it's moving south. it's also enhancing. it's kind of really developing. some areas are getting a little bit of a break. you start to see the red. that's very intense. you get the light or dark engreen hand the northern edge is up -- darker green and the northern edge is up north. over to the east bay as well. it's don'ting to march pretty -- continuing to march pretty well. there is a pretty good band moving on half moon bay, san mateo coast, probably hit the santa cruz coast here. i want to take out the radar here. watch how that little guy explodes into that. it's moving rapidly. it's a low-pressure system on its way to southern california. but for today, look at the temperatures. very mild. 63 san jose. we get the south wind. all of this very warm air. the cooler air is up here. that will start to filter in tonight. we get this band going through. there's one more little providing of lift that may give us thunderstorm activity.

it's definitely coming in at the right time or the right window in the afternoon. things are very active. very heavy rain. some of this is really going to cause some problems. i know there's power issues. there's standing water. you get this brief, heavy rain. it will be gone by tomorrow. but today the rest of today and this afternoon, more rain in the forecast and then tonight we get the cool air coming in. things should calm down by tomorrow morning. overall, some areas could see 2.50. especially up in the north bay. the two-day total. about time. we need it. the ground will take most of this right in. cloudy with rain. you don't have the rain, it's probably on the way. highs will be in the 50s or 60s. that coolest air doesn't start to work its way in until later. rain today and then we'll taper it off overnight. as the low goes south, the wind kicks up. we have sunshine but breezy conditions friday and saturday. >> this is just a little good rainfall but then back to sunshine. >> yes. >> okay. >> for a couple of days.

two u.s. presidents paid tribute to the late president john f. kennedy. stocks edging lower in late trading of a minutes from the federal reserve's latest meeting indicating that the bank is ready to pull back on the economic stimulus program. stocks were up after the government reported that the surprisingly large increase in u.s. retail sales last month. taking a live look, the dow is down 77. the nasdaq is down 13. israel down 7. -- s&p down 7. the second day of deliberations is getting underway in the apple/samsung infringement lawsuit. the one request the jury made to the judge, calculators. an earlier jury found samsung

used apple's pattoned technology -- patented technology and awarded more than a billion dollars. the judge said the jury miscalculated so a second jury is deciding the award. work on the building nicknamed the space ship for apple's new headquarters is expected to begin at the beginning of the year. the facility will have many environmentally-friendly features. it should take about two and a half years to rebuild. bey is exspeapedding connectivity glass. it's being featured on the westfield mall. it will have touchable screens that will let shoppers buy using their smart phones. three new screens will feature new stores and the glass screens will be available thru mid-january. coming up at 5:00, we are
