of emotion on campus. people involved with the investigation addressed the hate crimes that have generated that emotion on campus and in the community. >> the appearance of a care free dorm area at san jose state was disrupted as news that three white students have been suspended starting today after being charged with hate crimes directed at a african american roommate. ktvu obtained obtained the police reports that shows what the district attorney called a campaign of hate. the police investigation showed the students nicknamed the african american student as 3/5 and fraction. the report showed the students put up a confederate flag and wrote racial slurs and posted a picture of hiltler but then the

prosecutor said it escalated into violence when the students forced the roommate's head into a bicycle lock like this one. >> once the three individuals forced him into this bicycle lock they then claimed that they didn't know where the key was. the district attorney filed a battery charge for that and a hate crime charge against the three. he turned himself in this afternoon. >> depends on the students. we are in contact with them. >> reporter: the prosecutor explained why the district attorney decided for misdemeanor and not felony. >> these are college kids who are not sophisticated. not part of a larger organization and the level of lierance was not -- violence was not as high as it could be if there were additional

injuries. >> reporter: it means if convicted the maximum penalty they would face is one year in jail. some friends of those students who talked to us said the incidents were pranks and hazing. why that person's family and community groups believe more legal action should be taken. live in san jose, robert handa, ktvu channel 2 news. san jose state president released a statement condemning the behavior. saying let me be clear i am saddened by the allegations. they are inconsistent with the history of tolerance, respect and personal civility. university police took immediate action when they heard about the situation. our team coverage continues with several hundred students rallying on the san jose state campus and ktvu's rob roth.

this campus. >> reporter: african american student leaders say the housing policies need to be reexamined so what happened never happens again. rob roth, ktvu channel 2 news. court interrupters are preparing for a strike across court houses across california. dozens held a rally today outside the superior courthouse in oakland. they have been working on a crack for more than a year now. at issue is pay raises and video remote languages languages interpreting. >> we want a voice in the way it is used. >> the court interpreters voted to authorize a strike that would effect courts in 15 northern california counties.

wearable cameras coming to san francisco police departments undercover officers. the cameras would have been boilings in last weir -- beneficial in last week's confrontation. according to reports the pilot program will begin in two weeks and it will be funded by a $250,000 federal grant. two men led police in a stolen truck at 1:30 a.m. this morning. a police officer tried to stop the truck. after a chase the truck was stopped by a spike strip. the driver was arrested on an outstanding warrant. his parent was doug mccarty, he was booked for evading officers and possession of stolen property. a sad discovery in richmond. a man is found dead inside a submerged car that was pulled from the channel this morning. police have been on scene all day trying to figure out what

happened. ktvu's paul chambers has been talking to investigators and is in richmond tonight. >> reporter: they have not released the identity of the victim. but let me show you where the car went into the water. see the orange cones, usually there is a barrier, that is where the car went inside. police did give us a little information. he is a white male in his 4th 40 -- in his 40s. >> tow truck removed the car. at 8:30 a.m. this morning they got a 911 call. the car was six feet under water. later police say the car slipped and went out of sight. a dive team and a fire boat was used in the search. news chopper 2 was over head when it car was pulled from the channel. inside police say it was the

body of a white male in his 40s. officers are investigating the incident but say it appears it may have been an accident after the car hit a barrier. >> it appears the car hit one of these, and went into the water. there is parking stalls on the dock which is where he may have been trying to pull their car in to. >> reporter: no one wanted to talk about this but witnesses said the victim lived out here on a boat. investigators are trying to confirm the information. paul chambers, ktvu channel 2 news. to our coverage of the b.a.r.t. labor dispute and tonight there is no deal. the board of directors voted today 8-1 to approve a tentative contract without a clause. that means the issue and contract go back to b.a.r.t.'s unions. the decision came after a meeting that lasted two hours.

decision. >> reporter: some say it was too late in the game to change. others called it a difficult choice before the covered california board of directors today. >> reporter: a million californians received notices their health insurance would be canceled. the choice was whether to allow people to extend the policies as president obama had wanted or move ahead without delay. >> if i thought delaying it we could solve the problems, i would delay it but i think that it will make it a bad situation worse. >> reporter: advocates argue it would make the process of obtaining healthcare more confusioning. >> confusing. >> the affordable care act, it would have added more complications. >> reporter: it was a decision the commissioner called wrong.

site for illegal drugs was ordered held without bail. they accused him of running it and paying $730,000 to try kill six people. he ran the website silk road where people could buy drugs. agents arrested him october 1. the u.s. senate voted to eliminate filibusters on presidential nominees for top jobs. that change means judge nominees can now be confirmed by a majority of senators. prior to the change a 60 vote super majority was needed to end filibusters. that is the way it has been for 200 years. democrats are frustrated by republicans blocking president obama's nomies but -- nominees but republicans say it has gone too far. >> a majority believe enough is

it is a modified 747. it managed to fly out of colonel james jabara airport a few hours ago. the aircraft landed on a tiny runway. to take off on the short run way the car go had to be removed -- cargo had to be removed and it flew to mcconnell air force base. an investigation is underway to determine what caused the confusion. a new safety regulation requiring seatbelts on new tour buses but parents are upset it doesn't apply to school buses as well. the national transportation safety board said in three years buses that travel between cities must be equipped with seat bullets but they didn't require school buses or city buses to do the same. officials say the cost would exceed the benefit. >> we don't have an option in our cars.

crumbling walls, clogged pipes. san francisco's aging sewer system. a system in crisis. it is as vital as electricity, food and water. the city's system is putting residents at risk if or when there is a major earthquake. ktvu's david stevenson went down below the city to get a look at the problems and explain the plan to fix them. >> reporter: 49 square miles. 825,000 people. and an estimated 72 million galbs of water -- gallons of

water flowing every day. >> all of us take it for granted it is gone and taken care of. >> reporter: the network is fall from simple or safe. filled with crumbling bricks, gate -- dating back to 1800s. with more than 10,000 new housing units, officials worry the sewers are vulnerable in the next big earthquake. the san francisco public utilities commission says the system is already in a crisis state. more than 15% of sewer pipes are classified as at high risk for failure. >> deformed pipes. collapsed pipes. >> reporter: once the pipes fail san francisco residents can lose water service or experience sewage spilling into the streets. the city plans to pour $7 billion down the drain to

police are looking for a group of robbers who went on a four hour crime spree last night. they released this photo from a costco. it shows what may be a dark blue older lexus with silver trim. here is a map. the suspects struck 7 times. then they hit shoppers at seafood city, a delivery truck driver at costco and someone near pep boys. >> nice area. nice homes. expensive homes up there. i am surprised they targeted this area. >> police described the robbers as african american men wearing ski masks and bandannas. michael skakel is freed on $1.2 million while he awaits a new trial.

he appeared with his attorney before he was released. he spent 11 years in prison for the 1975 beating death of his neighbor matt -- martha moxley. michael skakel has to wear a gps monitor and cannot leave connecticut without court approval. tomorrow marks the 50th anniversary of the assassination of john f. kennedy. in dallas a memorial service is planned. it will includes excerpts from his speeches. in walked the church where his fun to -- in washington, d.c. the church where his funeral was held will hold a mass. in san francisco the only university in the united states named after kennedy.

couple held three women as slaves in their london home for 30 years. >> the human trafficking unit deals with many cases of forced labor. we have seen some case wheres people have been held for up to 10 years. but we have never seen anything like this before. >> police say it was not sexual in nature. the victims were a malaysian woman, 69, an irish woman, 57, and a british woman, 30 who spent her entire life as a slave. >> all three women were traumatized and taken to a place of safety where they remain. they are in the care of a charity who deal with people who are traumatized. >> police arrested a man and a woman both 67 as the captors. authorities rescued the women after one contacted freedom
