to one lane and maybe the shoulder. but most of the freeway is blocked. we have a long backup stretching as farther back even in antion. you know how bad it gets without any crashes at all on a monday coming out of highway 4. if this is your commute, you might strongly want to consider putting it off because some of the side roads that i would recommend are now very crowded. people have heard about the crash and they are on side roads. you will be caught up in a bunch of slow traffic. i can't really in good conscious tell you take a side street because everyone else has already thought about that. you are kind of looking at these long delays. if you can get to the b.a.r.t. station, maybe you can do that. but again, highway 4 near bailey road. most of the freeway is blocked. chp has issued a sig-alert. we want you to know that this is still an ongoing situation. we just got a call from someone at the scene who said two people had been taken to the hospital. there are more people on the

scene still that need attention. let's move along and take a look at highway 80 westbound. backup at the toll plaza, 25 to 30 minutes. no major problems. b.a.r.t., caltrain and muni, no delays right now. if you want to take public transportation and you don't want to deal with any of the slow traffic on the roads, right now, that's a good idea. let's go back to steve. all right, sal. thank you. very, very cold this morning. in fact, i will tell you, people are checking in with some really cold numbers. san francisco, 31. sausalito, 31. kevin leavey keeps great information. he said you know it's cold when sausalito is 31. cole valley, 31. there are a bunch of records coming in. it could be there right now. 21 napa. the record is 19, 1932. san jose is right there. 20s -- right on the cusp, 27. the record is 26, 1972. only reason why livermore is 34 is because they have an east

wind at 12 miles an hour. the flees warning is out for everybody in san francisco. it's 39 along the embarcadero and 34 in the city for one location. the coldest in 15 years on the lows for san francisco. 21 napa, 21 santa rosa. 24 novato. 30s on the coast. 28 san jose. it looks like they won't get the record low unless it happened an hour ago and haven't reported it. upper 40s, low 50s. upper 40s. breezy to windy, especially in the east bay hills. if you have the breeze in the 30s, it's in the windchills or 30s. highs 40s and 50s. let's go to tori and dave. happening now -- a freeze warning is in effect for all bay area counties except san francisco until 9:00 this morning. a couple of more hours. temperatures fell into the 20s once again overnight in the north bay. parts of the east bay and south bay. people struggling to stay warm. temperatures should start warming up slightly by midweek.

now, the freezing temperatures are especially dangerous for the homeless. ktvu channel 2 reporter janine de la vega is live to let us know how shelters in the south bay are trying to help the homeless after at least four deaths from exposure. >> reporter: good morning, tori. it's cold out here. 27 degrees here in san jose. and that is just one degree off a record low set back in 1972. now, some of the homeless people who stayed in this told weather shelter own some of the cars parked out there but they say it's too cold to stay in their cars. additional beds were added at the ricardo reception center. i'm told 200 people slept here. the challenge has been getting the word out to those living on the streets that the shelter is available. over the weekend, outreach workers handed out blankets and other supplies. four men in santa clara county died from hypothermia last week. three were homeless. there was a report out that a

homeless man died in dublin. it's being investigated whether it was due to the cold temperatures. news among the death has spread among the homeless population and it seems to have prompted more people to use the shelters. >> the police come and took everyone's tents and threw them all away. now since this is going on, it's a good idea. get you out of the cold, get you blankets, get you food and a bed if you want it. >> reporter: homeless veckets are still gather -- advocates are still gathering information. in sunnyvale, they are allowing people to bring their pets. breakfast is being provided here at the shelter in san jose but people here are only able to stay until the next hour, until 8:00 a.m.

reporting live from san jose, janine de la vega, ktvu channel 2 news. many people are looking for ways to protect plants and pets from the freezing temperatures. at king's nursery in santa rosa, employees have one out of frost cloths despite placing four times their usual order. the prolocked cold spell means plants are even more at risk. >> the main difference it makes, those plants that usually would survive a frost but maybe take a hit, those might go away. those might die from a frost. when you have prolonged cold for that many days, it doesn't have a chance to recover. >> the freezing temperatures can also pose risks to pets. cats and dogs should be kept inside during cold weather. it may be a good idea to go for a shorter walk. thousands of flights have been canceled or delayed because of that big storm on the east coast and traffic on the roads, dangerous and a mess. there have been dozens of crashes including a deadly 50-

car chain reaction crash on the pennsylvania turnpike. some drivers were stuck on the icy roads for hours after getting stuck in the snow. >> we're dealing with a layer of ice underneath the snow and there's no salt down or plowing. everybody is stuck where they are. >> forecasters say between virginia and new york, they may get another quarter inch of ice this morning before the temperatures start to rise later today. federal offices are opening two hours later than normal and many schools are closed today. >> oh, my god. holy [bleep] >> there you go. it's dangerous even in southern states. this was in texas. plano texas. sheets of ice falling off rooftops, smashing down on cars. 50 holiday events in texas were canceled or postponed because of the weather, including the dallas marathon. they normally attract 25,000

runners. 3700 flights have been canceled all over the country because of that storm, leaving a lot of travelers stranded. at sfo, at least five flights to the east coast canceled this morning. six arriving flights are canceled as well. if you have to fly, call ahead first, check the status of your flight. also, the chp is urging all bay area areas to be extra careful as you drive this morning. the freezing and near freezing temperatures causing black ice in some areas. coming up for you at 7:30. tara moriarty will come back. she will have a live report telling us more about the danger on the road. the fifth avenue offramp from interstate 880 in oakland is back open after a big rig hit some barrels on the side of the road. those barrels exploded and sent sand flying across two lanes. it happened just before 3:00 this morning. the driver of the big rig says he hit the barrels when he tried to avoid hitting another car. no one was injured. two lanes were closed for

cleanup. but they opened shortly after 4:00 a.m. happening today -- supporters of 13-year-old andy lopez are planning another protest in senator. the county sheriff's deputy who shot and killed the teen is set to return to work. ktvu's alex savidge is live in santa rosa with more on what is planned today. good morning, alex. >> reporter: good morning to you. critics are angry over this decision and that's why they are planning to hold a protest later on today here outside of the sonoma county sheriff avenue department. that will be at 5:00 today. some protesters believe that deputy gelhaus committed a crime and should not be allowed back at work. but the department who says the deputy who opened fire on that teenager back in october has been checked out by mental health professionals and has been given the go-ahead to return to work. for the time being the deputy will only be on desk duty we're told until the investigation into this controversial shooting can be completed. he's been off the job since october when he shot and killed

lopez while the teen was colding an air soft bb gun. investigators say gelhaus mistook the replica for a real ak-47. that shooting led to several protests the last couple of months. the lopez family has filed a federal civil rights lawsuit. this as the police department continues to investigate exactly what happened. its findings will be turned over to the district attorney and the district attorney will decide whether a crime was committed. alex savidge, ktvu channel 2 news. later today, the senate is expected to vote on whether to renew a ban on plastic guns that can evade metal detectors. the 25-year-old ban is due to expire at midnight. today's vote is on extending the ban for ten more years. last week, the house voted to approve the extension. the main library is increasing security after a

string of problems after a recent attack. in september, a 61-year-old man was hit in the head by a chair while using a library computer. there have been complaints about bathroom conditions, people using drugs and found sleeping in the library. in response, the library plans to higher more security guards and cuss toldian and increase -- custodians and increase the hours of the part-time employee. state and local lawmakers are scheduled to attend a conference today on the effect of lizzing sea levels on the peninsula. scientists say -- rising sea levels on the peninsula. scientists say they are concerned because this would have an effect. rich gordon, representative jackie speier and dave pine are all scheduled to attend the

memorial service for nelson mandela. now, you watched it here live on the morning news about two hours ago. president obama and first lady michelle obama boarding air force one. now, also on air force one for the trip to south africa former president george w. bush, his wife, laura, and former secretary of state hillary clinton. former presidents jimmy carter and bill clinton will also be attending the memorial but they are traveling separately. the only living president not going to the mandela funeral is george h.w. bush. he's 89 and is no longer able to travel long distances. in south africa people are still gathering outside of nelson mandela's house in johannesburg. this is video shot earlier this morning. tomorrow, a public memorial service will be held in a soccer stadium that seats 95,000 people. then nelson mandela's body will lie in state in a government

building in pretoria from wednesday through friday and then on sunday, nelson mandela will be buried in the remote village that he grew up in. 7:16. today, south africa's parliament held a special session honoring nelson mandela. ♪ yesterday, the south african government called for a day of remembrance. people gathered in churches, mosques and synagogues to pay their respects to the man many consider the father of their country. ♪ >> and here in the bay area, mandela was honored in a service at san francisco's glide memorial church. the reverend cecil williams talked about the transformation mandela went through while he was in prison for 27 years. and the reverend said he, too, had undergone a similar transformation. he said as a child he used to hate white people and decided he wasn't going to do that.

the sheriff in south carolina says he will not lower the flag to half staff outside his station to honor nelson mandela. the sheriff says that's because mandela was not a u.s. citizen. the sheriff thinks it's fine for flags in south africa to be lowered but he believes the honor here should be only for those who sacrificed for the u.s. happening today, complaints about airplane noise from san carlos airport. that will be the focus of a community meeting tonight in atherton. people started complaining this summer after a saturdayup company called sur fer air started flying -- surf air started flying louder planes out of the airport. the noise could be heard outside of redwood city, palo alto and the community meeting starts at 6:00 at the holebrook palmer on watkins avenue. the waitress who complained of not getting a tip for being

gay is now out of a job. according to the restaurant, management was unable to decide if her claims were true. recent reports indicate the family has record of an $18 tip. the restaurant says all of the donations morales had received in sympathy will still go to charity. 7:18. we're gonna go to sal. tony larussa was just elected to the baseball hall of fame along with joe torre and bobby cox. >> awesome. >> it just came in. sal, i know you are aware of that. but you know about our traffic mess on highway 4. >> brilliantly said. i was watching both. i have good news on highway 4. highway 4, the lanes have opened. however, the backup here live from newschopper2 is just ridiculous. it is backed up all the way to antioch and then people say that's normal. this is not normal. this is much busier than it normally is.

so you get on the road even all of the lanes are opened, you will be in traffic. you should probably double your commute time. normally it takes you about maybe 40 minutes to get through this. today it will take you more than an hour and i'm just -- i'm trying to be conservative here. hopefully i will be a little bit wrong on the plus side. maybe it won't take you that long. but i'm not that optimistic. i've been doing this a long time. i have to tell you, traffic is very slow. let's take a look at the bay bridge toll plaza. this is a 20 to 25-minute delay. no problems getting onto the upper deck of the bay bridge. the traffic continues to move along relatively well. 580 is a mess. we've had slow traffic coming in on off the altamont pass. it slows all the way into livermore/pleasanton. 680 is backed up from partly sunny-- from pleasanton. there's a question on my facebook page when will it start to get lighter?

yourself -- recommend giving yourself as much extra time as you can. let's go to the bay bridge toll plaza. it's kind of thick out there, 25, 30-minute delay. the backup keeps growing. here we are at the peak of the commute. 580 coming from livermore is very slow. slow is 680 right from the dublin interchange. 880 southbound from 238 and pockets into fremont, the traffic is going to be busy as well if you are driving on the san mateo bridge. you can see the road sensors are going to be showing a lot of slow traffic. chp is warning drivers to be careful this morning. it says freezing temperatures are causing patches of black ice on the roads. tara moriarty is live in la fayette to tell us more about the danger. tara? >> reporter: good morning. we have a lot of black ice concentrated in napa and sonoma. up in napa, the fowler creek bridge is seeing some ice and then as well highway 116, we

had a spinout right near west watma road. a motorcycle hit a patch of ice. here on 24, traffic is slow going. that's good. you will notice the chp is warning drivers about black ice. the chp website says the slippery conditions are on 24 eastbound near the fish ranch road offramp in orinda and then in the westbound direction in la fayette. black ice is a thin coating of glazed ice on the roadway. while it's not exactly black. it's transparent, the black asphalt shows through. that's why they call it black ice. these conditions are expected with all of the freezing temperatures we've had. the chp wants to remind drivers to take it easy on the roadway. don't slam on the brakes. if you hit a patch of ice, ease off the gas and keep those hands firmly on the wheel. it's also difficult to see black ice. so make sure you are careful. tara moriarty, ktvu channel 2 news. >> thank you. the cold weather has been

good news for skiers and snowboarders. over the weekend, three feet of snow fell in the sierra. most sierra ski see sorts including -- are open including heavenly borian and northstar. drivers had to stop to put on chains. for now, though, chains are not required on highway 80 or 50. 7:30 -- coming up on 7:35. a winter storm warning is in effect for the east foot. up to a foot of snow has fallen. driving could be hazard use in washington, d.c. and maryland. federal offices are opening two hours late and many schools in the area are closed. the winter storm on the east coast has canceled thousands of flights across the country. ktvu channel 2 reporter, brian flores is live at sfo with how flights are being affected in the bay area. good morning. >> reporter: good morning. yes, especially if you are headed to dallas/fort worth or if you are expecting loved ones from the dallas area as well.

many of those flights have been canceled or delayed. as we take a look at the big board, you see a handful of those flights from the dallas area canceled. there are some flights from other east coast cities that have been affected as well. some updated numbers from sfo. the onduty marg says six departing and fliv arriving flights from dallas have been affected. we understand at least 5,000 flights have been canceled since last thursday. about 700 flights today from dfw have been canceled. those are mainly american airlines flights. dallas is a major hub there. the dallas area continues to thaw out and flights have had a trickle-down effect even here to san francisco. >> well, actually, it was like three, four inches and kept freezing temperatures that would melt and go back. i know a lot of people were

would ban san francisco supervisors from holding another job. supporters say the measure would prevent supervisors from having a conflict of interest. critics say it's targeting mark farrell who owns more than $100,000 at a venture capital company. farrell says the city already has conflict of interest laws that require lawmakers to recuse themselves when they have a financial stake in a matter being debated. some engineers are supportedly concerned about the rods supporting the eastern span of the bay bridge. new reports indicate hundreds of rods attaching the spain suspension cable -- main suspension cable may be vulnerable. but engineers say drivers shouldn't be worried about it coming down immediately as the current issues are only long- term risks. the state senate transportation and housing committee is conducting hearings on the management and construction lapse involving the span.

sonoma county investigators are trying to identify a skull found along a county park. chris cane of santa rosa found the skull while walking with his two young children in shilo ranch park in windsor. crane said he thought it was an animal skull at first until he got closer. >> at first -- i have the kids with me. i hope it's a deer. it has to be a deer. and then two feet from it is a shoe. it's probably not gonna be a deer. >> when deputies arrived, they spotted other skeletal remains under leaves. deputies are expected to return to the park later this morning to continue their investigation. vallejo police are searching for the shooter who seriously wounded a man near an elementary school. the man was found near elsa wit whan school son whitney avenue by a woman driving home from chuf of.

witnesses say they -- from church. witnesses say they saw two people arguing. and a man robbed an east santa rosa gas station yesterday afternoon at 3:15 at the valero. police say the robber was wearing a bandana over most of his face and was able to get away with a handful of cash. police are still searching for the robber. 7:39. several tech companies working together. they are trying to pressure governments around the world about spying tactics. google, yahoo!, microsoft are leading the push to change government spying tactics. now, the coalition says governments have to limit their demands for information from technology companies. the group says people will stop using technology if they don't trust it. that would limit the free flow of information. 7:40. figuring out what happened. the important hearing on the asiana plane crash at sfo takes place this week. what we expect to learn and the

changing this morning. traders, of course, will be watching comments from federal reserve officials to see if they will hint at the central bank's plans at its next policy meeting. the dow is up 8. the nasdaq up 9. s&p up 3. well, meanwhile, nearly two- thirds of business economists believe the federal reserve will start to scale back the economic stimulus program soon. 62% believe ben bernanke or janet yellen will begin cutting back on the $85 billion a month bond buying program during the first quarter of next year. an additional 30% believe tapering will begin in june. american airlines stock is up. they are now the world's largest airline an u.s. airways has officially disappeared. experts say we're likely to see the logo for a little while

longer. two will operate as separate airlines through part of next year. they will just share a management team. the biggest immediate change on the stock exchange, where the combined airline will change under the symbol, aal. the crash of asiana airlines flight 214, that's the focus of a very important meeting this week. pam cook is in the newsroom now with the new details, pam, we're hearing about the concerns over the response to the crash. >> that's right. concerns about the training of first responders will likely be discussed in washington, d.c. this week. now the ntsb is holding a hearing on the crash of asiana flight 214 at sfo last summer. now, the chronicle reports that three of the san francisco fire department commanders who responded to the crash site never took the airplane disaster training course that's required for most first responders. the chronicle says other fire departments choose their supervisors from firefighters

who have taken that course. now, i just looked at the agenda for the meeting. it says the ntsb will hear from witnesses including representatives of the federal aviation administration, boeing and asiana airlines. also members of the airline pilots associations will testify and answer questions about to flight deck design pilot training on automated systems and visual approach procedures. all of those things came into question after that crash landing. now, the two-day investigative hearing begins tomorrow morning. we'll have more on that throughout the week. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right, pam. ken wayne is in washington, d.c. he will have live reports of the hearing tomorrow and on wednesday. plus you can follow ken on twitter for real-time updates. his twitter handle is @kenwayne. police in riot gear have surrounded protest camps in the ukraine. they've started taking down barricades.

this new development comes after demonstrators surrounded government buildings in the capital city of keav. about 100,000 people poured in the streets of keab over the weekend. protesters have been holding mass demonstrations for more than a week now after u crean rejected a deal with the european union to pursue closer connections with russia. many ukrainians believe an agreement with the european union would have helped to modernize that country. also new this morning, just came in, former oakland as manager tony la sousa was just elected -- larussa was just elected to the baseball hall of fame. joe torre and bobby cox were also i lengthed to the hall of fame -- even lengthed to the hall of fame -- elected to the hall of fame.

a memorial for paul walker keeps growing in southern california at the spot where he died in the car crash. thousands of fans from all over the world killed the santa clarita industrial park, leaving candles, flowers and notes. he died last month in a crash, following a holiday toy drive benefiting his nonprofit "reachout worldwide." his friend, romer rodas, was also -- roger rodas, was also

killed. charles schumer of new york and rich and bloomenthal want cameras on trains after the derailment in new york that killed four people and injured more than 60 others. reportedly, the engineer may have dosed off or was dazed before the derailment. the ntsb recommended installing cameras on trains five years ago. the death toll from haiyan continues to rise one month after the disaster. nearly 6,000 people were killed and 1700 are still missing. at least 4 million people are homeless. but efforts to rebuild have begun in the city of tacloban. 15% of the city has electricity and the world bank has approved $500,000 to help with the relief effort. ktvu is proud to be keeping up with the red cross to help the victims of typhoon haiyan in the philippines with the

for some. concord, 6. oakland, 14. if it's 14 degrees and you get a wind, what am i gonna do forecast windchills. >> that's what they are. they are in the 20s. it will be sunny. we'll start to slowly warm up here starting today and carrying into the rest of the week. there will be some areas that are downright windy and cold. here's my good friend, sal. steve, good morning. we're looking at highway 4 because of earlier problems. this is a look at a crash. westbound highway 4 just before port chicago. it looks like it's off to the right. you can tell the crash is off to the right. traffic is slowing down. it's backed up all the way out an -- all the way out to antioch. texts and e-mails saying why is highway 4 so slow. because of this crash and another one that we had in the 6:00 hour that blocked lanes for a long time.

let's take a look at highway 80 westbound. this is the biggest backup we've seen in a while. westbound 80 coming up to the toll plaza. backed up for a 30-minute plus delay. you are in some good company there coming up to san francisco and the bay bridge. nothing major but it will be cold getting into san francisco. and this morning's commute is going to be slow in the south bay. northbound 85, 87. 280 is slow in pockets from downtown. 101 looks like a solid line of slow traffic all the bay up to mountain view. 101 is bad. this is one of the biggest commute days we've seen in a while. back to the desk. happening now -- we do have a freeze warning in effect for all bay area counties except san francisco until 9:00 a.m. that's what my car looked like this morning. temperatures dropped in the 20s again overnight in the north bay and in parts of the east and south bays. we may get some warmer

temperatures by the middle of the week. pay attention to sleeve paulson. right now -- steve paulson. right now, freezing temperatures are prompting people to seek shelters. the cold led to the deaths of four people in santa clara county. homeless advocates spent the weekend getting the word out. there is shelter. ktvu's janine de la vega joining us live from san jose to tell us more about was the shelter build up. >> reporter: 200 people stayed here. they have to leave now. you may see homeless people who are stragglers. they will have to go soon. temperatures overnight were in the upper 20s. over the weekend, outreach workers handed out blankets, disposable panchos, socks and other -- ponchos, socks and other plays. four people died from hypothermia from the cold snap last week. three were homeless. there was a report that another homeless man died in dublin.

it's being investigated when he died of exposure. at san jose's shelter as well as armories they've added beds to accommodate people who want to get out in the cold. that comes as a welcomed relief. >> i've been sort of lucky, you know, some of them are like large places. i did manage to get one. it's too cold to be outside. >> reporter: homeless advocates are working to get information out about the shelters and hypothermia. those 65 or older are more at risk as well as those using alcohol or drugs. here at the shelter in san jose, breakfast was provided earlier for those who spent the night. as i mentioned, everybody had to leave at 8:00 a.m. it's going to open, at least back up, later today for the night. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right, janine. 8:05.

around the bay area, many are trying to he protect -- trying to protect their plants and pets from the freezing temperatures. at king's nursery. they ran out of cloths. the prolonged cold weather means plants are even more at risk. the main difference it makes, the plants that would usually survive a frost but maybe take a hit. those might go away and die from a frost. when you have prolonged cold for that many days, it doesn't have a chance to recover. now, the freezing temperatures are also risky for pets, too. cats and dogs, you should keep them inside during the cold weather. it may be a good idea to take a walk but a shorter walk. the chp telling drivers be extra careful as you are on the roads. the freezing and near freezing temperatures are causing black ice in some spots. now coming up for you at 8:30, tara moriarty will have another

update on the dangers of black ice. a winter storm is snarling traffic in much of the country, a foot of snow, in fact, has fallen on the east coast. between virginia and new york, they may get another .25 of ice this morning before temperatures start to rise later today. federal offices are hoping two hours later than normal and many schools are also closed. oh, my god! holy [bleep] >> southern states are dealing with icy weather. in plano, texas, sheets of ice fell off rooftops smashing down on cars. fortunately, no one was hurt. 50 holiday events in texas were canceled or postponed because of the weather, including the dallas marathon which normally attracts 25,000 runners. and 3700 flights have been canceled across the country due to the storm leaving many travelers stranded. at sfo, at least five flights

to the east coast are canceled this morning. six arriving flights are canceled as well. if you have to fly, you should call ahead first and check the status of your flight because even if you are not flying east, your plane may be flying in from a city impacted by the weather. 8:0. the sonoma county sheriff's deputy who shot and killed andy lopez back in october, he's going back to work for the first time since the shooting. ktvu's alex savidge live in santa rosa now to tell us how lopez supporters are reacting to this. >> reporter: well, good morning. critics are angry certainly over this decision. that's why we understand there will be one protest held this week here at the sonoma county sheriff's department. protesters believe deputy erick gelhaus committed a crime and should not be allowed to return to work. but the department for its part says the deputy who opened fire on lopez had been checked out by mental health professionals and given the go ahead to

return to work. we do understand that deputy gelhaus will be on desk duty, at least until the investigation into this controversial shooting is complete. now, gelhaus has been off the job since october when he shot and killed lopez while the 13- year-old was holding an air soft bb gun. investigators say gelhaus mistook the replica for a real ak-47. that deadly shooting sparked outrage in this community and it led to several large protests. lopez's family has filed a federal civil rights lawsuit. this all comes as the santa rosa police department continues to investigate that shooting. its findings will be turned over to the district attorney's office. live this morning in santa rosa, alex savidge, ktvu channel 2 news. later today, the senate is expected to vote on whether to renew a ban on plastic guns that can evade metal detectors. the 25-year-old man will expire at midnight. today's senate vote is on extending the ban for ten more

years. last week, the house approved that extension. a nonprofit organization hoping to raise enough money by tomorrow for gun buyback programs in san jose and oakland. gun buygun.org is trying to raise $10,000 for each of the cities. the online campaign has raised $47,000 for san jose and 6,000 for oakland so far. there will be gun buy backs in both cities on december 14th. that's the one-year elementary of the sandy hook elementary shooting in newtown, connecticut. that's where 20 children and six adults were killed. the main library in san francisco is increasing security after a string of problems including a recent attack. in september, a 61-year-old man was hit by in the -- was hit in the head by a chair. there are also complaining of drug use and people sleeping in

the bathroom. they plan to hire more security guards. and use better software to analyze bet safety incidents. the fifth avenue offramp from 880 in oakland is back open after a big rig hit some barrels on the side of the road. those barrels exploded and sent sand flying across two lanes. it happened just before 3:00 this morning. the driver of the big rig said he hit the barrels when he swerved to avoid hitting another car. no one was injured. two lanes were closed for cleanup but shortly after 4:00 a.m. opened back up. state and lawmakers are scheduled to attend a conference about the effects of rising sea levels on the peninsula. scientists say this is a particular concern to the area because it would have an impact on the fishing industry, agriculture and tourism. rising waters could also affect operations at sfo.

state assemblyman rich gourd done, jackie speier and dave pine are all scheduled to attend the conference. 8:11. no double dipping. a new proposal would block san francisco supervisors from working a second job. now the reasons behind this idea and why some strongly oppose it. and residents complain about noise from the san carlos airport. what forced cities to claim they are hearing louders planes from the runway. we still have slow traffic on highway 4. it's been the worst highway of the morning. there's still a crash on the right shoulder. find out how long the backup is. well, i don't know if it's official. most people are saying it's pretty cold out there this morning. it is. not only coast, bay, inland. there's cold temperatures. i will show you those and see if there's warmer weather on the way. you need special ingredients. you need the staples for homemade. you need safeway sugar for just a buck eighty-eight.

welcome back. 8:15. defense secretary chuck hagel arrived in pakistan today for meetings with the prime minister and other officials. now, the pentagon says he will focus on common threats and also the stability of it neighboring afghanistan. u.s. relations with pakistan have been strained base of u.s. drone strikes and military operations along the pakistan/afghanistan border. new this morning, president obama is on his way to south africa right now to attend the memorial service for nelson mandela. president obama and first lady michelleby boarded air force one about three hours ago.

also on air force one for the trip to south africa and the funeral, former president george w. bush, laura bush and former secretary of state, hillary clinton. former presidents jimmy carter and bill clinton will attend the memorial but they are traveling separately. the only living former u.s. president not going is george h.w. bush. his spokesman said the 89-year- old is not able to travel long distances. in south africa people continue to gather outside of mandela's house in johannesburg. the memorial will be held in a soccer field that seats 95,000 people. then his body will lie in state in pretoria weand through friday and on sunday, he will be buried in the remote village where he grew up. a community meeting later tonight over complaints from

airplane noise. that will be the main focus. people started complaining during the summer after a startup company called surf air started to fly louder planes out of the airport. the noise could be heard in atherton, redwood city, menlo park and palo alto. that community meeting starts at 6:00 p.m. at the pavilion on watkins avenue. just imagine falling asleep on a plane and you wake up and find out you are the only person on board. that's what happened to a man friday night during a layover at houston's george bush intercomairport. tom -- intercontinental airport. that's what happened to tom. the doors were locked. he called his girlfriend for help. took almost an hour for her to get through to the airline. but somebody finally approved and got tom off the plane. >> i called my girlfriend and she thought i was crazy. she -- i said, debbie, i'm locked on a plane.

she says stop. i said you better call somebody get me off this plane. the airline is investigating how the cabin crew missed wagner sleeping as they did a walk-true. he was given a $250 voucher and a free hotel room but his flight was not refunded. >> interesting. let's check in with sal. afraid the commuters can't get arefund for this -- can't get a refund for this commute. >> yes. i would demand my money back. let's take a look at the commute on the san mateo bridge. it will be a little bit slow. it's slow almost everywhere that you look as you are driving out to the high rise or the dumbarton bridge. it's been slow as well. we've also been looking at the commute on the bay bridge toll plaza. that's about a 25 to 30-minute delay. the traffic is still going to be pretty busy.

the winter weather was rough for football fans over the weekend. this was baltimore, maryland -- move, fellows. they had to plow the field in baltimore where the vikings prayed the ray -- played the ravens. it was rough in philadelphia where the lions played the eagles. the field was covered with snow. had to be cleared so many times so the game could be played. despite the cold weather, both stadiums were packed with fans. football fans also packed candlestick park for what may have been the 49ers last sunday game at the aging stadium. south. it's backed up from 238. we've had a lot of fender- benders. it's slow all the way to milpitas this morning. almost everywhere you look, we've had slow traffic. chp has been warning drivers to drive with extreme caution. the freezing temperatures in the bay area have been reportedly causing black ice on the roads. ktvu reporter tara moriarty is live in san ramon to tell us more about the danger. hello, tara. >> reporter: hey, sal. yes, we heard the chp was reporting black ice here, possible black ice on one of the onramps to 680 southbound. we came, checked it out. we didn't see anything. that doesn't mean it wasn't here earlier. the temperatures are starting to warm up a little bit. we've seen a lot of black ice up in the north bay. and napa, fowler creek bridge and also in sonoma. a motorcycle spun out on a patch of ice. that's highway 116 at west rotma road. definitely black ice out there. be careful. earlier we took these shots.

the chp reports slippery conditions near the fish ranch onramp and in la fayette. now the sun is up again. we believe most of that ice has melted. black ice, of course, is just a thin coating of ice on the roadway. while it's not black. it's transparent. the black asphalt shows through. these conditions are expected with all of the freezing temperatures we've had. the chp wants to remind drivers to take it easy on the road. don't slam on the brake if you hit a patch. ease on the gas and keep your hand firmly on the wheel. definitely be aware of it this morning. as steve said through 9:00. we're live in san ramon. i'm tara moriarty, ktvu channel 2 news. 8:34. the weather is making skiers and snowboarders really happy. over the weekend, three feet of snow fell in the sierra. most sierra ski resorts are open, including heavenly boreal

and northstar. drivers stopped to put chains on their tires. for now, the chains are not required on highway 80 or 50. happening now -- a winter storm warning is in effect for parts of the east coast and soirn states. up to a foot of snow has already fallen and an ice storm is making driving really hazardous in texas as well as washington, d.c. and maryland. this is what drivers are dealing with in the dallas area where several drivers have gotten stuck on an overpass trying to drive on a skating rink. federal offices are opening two hours late and many schools are closed. now, this winter storm has forced airlines to cancel thousands of flights across the country. ktvu channel 2 reporter brian flores is live at sfo with how flights are being affected there. good morning, brian. >> reporter: good morning, tori. yes. several flights are being affected from sfo to the dallas area. so if you are waiting for flights to come in from

loveland or planning to fly out, check with the airline. flight information is constantly changing. many passengers, in fact, sitting here at sfo because they've been pushed to later flights this morning or this afternoon. crossing their fingers hoping to get a flight toot dallas/fort worth area. as we go to video. six departing and fliv arriving from dallas/fort worth have been affected. as the area continues to thaw out from icy conditions last week. we understand at least 5,000 flights have been canceled since thursday. about 700 flights from dfw to other locations have been canceled. those are mainly american airlines flights as dallas is a mallor hub there. but as the dallas area again continues to thaw out, flights have had a trickle-down effect, even here to san francisco. >> i've never seen that much ice and sleet in my life. i lived in north dakota.

so i'm used to winter. but i've never seen that much snow and ice accumulated. >> reporter: we're seeing other flights from other cities affected as well, at least here at sfo. we understand one departure from philly has been canceled today and three arrivals from d.c. have also been affected. as we take it back out here live, many of these passengers tired of waiting. this group waiting for their 10:45 flight from sfo to dallas. they were supposed to leave yesterday as well. i just got off the phone with san jose. they say at least three departing and three arriving flights from -- between here from san francisco to dallas have been affected. they are saying many of the airlines are de-icing several of their planes this morning as well. we're live here from sfo, brian flores, ktvu channel 2 news. >> thank you. and go to ktvu.com for more on the cold snap including an hour by hour forecast in the area where you live. just look for the weather link near the top of our home page.

8:36. a political group wants to get a measure on the ballot that would ban san francisco supervisors from holding a second job. supporters say the measure would prevent supervisors from having a conflict of interest but the critics say it's targeting mark farrell. he earns more than $100,000 a year at a venture capital company. now, farrell says the city already has conflict of interest laws that require lawmakers to recuse themselves when they have a financial stake in a matter that's being debated. new information now about the bay bridge. some engineers concerned about the rods supporting the eastern span of the bay bridge. the new reports indicate hundreds of rods attaching the main suspension cable may be vulnerable. but the engineers say you shouldn't be afraid. they say this is a long-term issue they are focusing on. now, the state will be holding hearings on the management and

also how the -- those things were installed and that -- they will be focusing on this in -- whav the engineers -- whatever of the engineers are raising about possible lapse during the construction period. it's within one month since the graton casino opened. opinions about whether it's a success, that's mixed. supporters say traffic volume has died down. the casino is bringing more money into the area. now, critics say sonoma county sheriff's deputies are responding to more calls and it also creates crime in the area. the sheriff's office says the casino is the busiest beat but that the impact on crime in the city is minimal. 8:39. finding answers to a deadly crash. the hearing on the asiana plane crash happening this week and what we're hearing about problems with the local response. we're live in san jose, where there were frigid temperatures overnight. we'll let you know if the cold weather shelters were filled

stocks are up modestly this morning after chinese inflation data eased worries about policy tightening there. while investors still cautious before speeches later today on the economy by top federal reserve officials. many will be looking for clues about the feds' economic stimulus program. taking a live look at the big board, the dow is up 13 and the nasdaq is up 9. s&p up 4. 8:43. let's bring you up to date on some of the other top stories we're following for you right now -- the sonoma county sheriff's deputy who shot and killed 13-year-old andy lopez back in october, he's going back to work for the first time since the shooting. now, tomorrow supporters of andy lopez plan to gather outside of santa rosa city hall. they will march in protest to the sheriff's office. traffic on highway 4 this morning, worse than usual.

there have been two crashes. one near bailey road. another near port chicago highway. you can see the result. very slow traffic for commuters. it's really cold in the bay area. another day of freezing temperatures. really dangerous for the homeless. at least four homeless people in the south bay have died of hypothermia. an autopsy will be conducted today on a man from dublin to see if the weather played a role in his death. ktvu's janine de la vega joining us live in the south bay. >> reporter: good morning, dave. i just spoke with a woman who runs this cold weather shelter. and she told me whether they are gonna evaluate whether they need to go out to the encamp mortgages to get the word out and check with county officials to make sure no one came in from hypo therm yay. the national weather service just reported that we hit a record low, 25 degrees. but now it's warmed up. it sounds funny to say it's

warmed up to 30 degrees. everyone who stayed here last night has left for the day. outreach workers handed out blankets and other supplies in various encampments. four people died from last week's cold snap. three were homeless. there was a report out that a homeless man died in dublin. it's being investigated whether that was due to the cold temperatures. news of the death has spread among the homeless population. it's prompted some to seek shelter. they are grateful. >> it's very cold. i was told the shelter was hope. i decided to come down here and i know some of the staff working here, i was here two years ago, and recently, and you know what? it does help out. >> reporter: the cold weather shelter in san jose and the armories in sunnyvale and gilroy have added extra beds to accommodate more people. in sunnyvale, they are allowing people to bring their pets. we know that at least 200 people stayed in san jose last

night. we're told sunnyvale was nearly full but there's still room in gilroy. they can't stay here during the day but they are able to come back in the afternoon when they open back up for the night. janine de la vega, ktvu channel 2 news. thank you. 8:45. what went wrong? an important hearing on the crash of asiana flight 214 this week. pam cook is live to let us know who is gonnaing testifying at the hearing. >> reporter: there is a long list of who will be in washington, d.c. this week at the ntsb hearing about the asiana crash-landing at sfo. it says the ntsb will hear from witnesses including representatives of the federal aviation administration, boeing on airplane design and asiana airlines on pilot training. members of the airline pilotsace associations will testify as well and answer questions about flight deck design, pilot training on

automated systems and visual approach procedures. now, all of these topics came up in the initial investigation of the crash. another phase of the hearing will focus on the emergency response to the crash scene. the kronicle reports that -- chronicle reports that three of the san francisco fire department commanders who responded to the site never took the airline disaster training course that's required for most first responders. the chronicle says that other fire departments do choose their supervisors from firefighters who have taken that course. now, ntsb chair debra hersmen will be giving opening and closing remarks at the hearing this week. she will be available to answer media questions at the end of each day of that hearing. so we'll have updates throughout the week. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> thank you. and ktvu's ken wayne is in washington, d.c. he will have live reports on the hearing. and you can follow him on twitter for realtime updates. his twitter handle is yat

kenwayne. officials at newtown are asking the media to give the town some place during the week leading unto the first anniversary of the sandy hook shootings. a spokesperson for the town says they have no plans to host a public remembrance on saturday, december 14th. but some of the victims' families will be speaking at a news conference this afternoon. the sandy hook elementary shooting claimed the lives of 20 students and six teachers. 8:48. let's check your commute right now. sal is coming back. what are you seeing back out there now? >> well, we've seen some improvement there, dave and tori. but i would say the whole commute has been very slow. i've been putting it on my facebook page. one, you think it will start to get lighter for the holidays. some people are saying next week. one person said said -- said not soon enough. this is highway 4, backed up to the bypass because of earlier

i will tell you, that gets the windchill at 25, concord, 6. oakland, 14 miles an hour. it's 33, 34 degrees. that's cold. there's the east at cold at lirl. sfo, palo alto, mountain view. palo alto airport had an east wind at 14. that put the windchill at 28. 10 below in tahoe. reno was 1. a lot of teens and 20s up in the lake county and mendocino county. it will be sunny. we get component of an offshore breeze. it looks like low 60s showing up after thursday into friday. today, 40s, 50s. it will be cold up there in sonoma. 50 in pittsburgh. 48 livermore. 58 in oakland. a lot of 40s inland. again, that wind and some of the higher elevations, i've seen gusts to 30 miles an hour. tahoe, truckee, clear, very cold in the mornings. tomorrow will not be as cold.

8:54. sonoma county investigators are trying to identify a skull found along a trail in a county park. chris cane of santa rosa found the skull yesterday afternoon while walking with his two young children in shilo ranch park in windsor. when deputies arrived, they spotted other skeletal remains under leaves in the area. later this morning, deputies are expected to return to the park to continue their investigation. vallejo police are searching for the shooter who seriously wounded a man near an elementary school. the man was found near elsa wideman school on whitney avenue yesterday afternoon by a woman driving home from church. he's being treated for life- threatening injuries. witnesses say they saw two people arguing in front of the school just before the shooting. 8:55. a memorial for paul walker of the "fast and furious" movies keeps growing in southern california at the spot where he died in the car crash. thousands of fans from all over the world, filled the park this

weekend, leaving candles, flowers and notes. walker died last month in a car crash that also killed his friend, roger rodas. two senators want trains equipped with cameras pointed at engineers and at the tracks. senators charles schumer of new york and richard blumenthal want the cameras after the derailment of the train in new york. it killed four people and injured more than 60 others. reportedly, the engineer may have nodded off before the drain detailed. new this morning, tony larussa has been elected to the baseball hall of fame. larussa ranks third in wins among managers. he's won three world series, once in 1989 with the oakland as, and in 2006 and 2011 with the st. louis cardinals. former yankees' manager joe torre and bobby cox were elected. congratulations to them.
