were abused. nesbit was arrested at his workplace. >> he did make some admissions of committing these acts. >> reporter: the next day nesbit was expected to get an award for creating the kids program. a former pga member said people in the bay area's golf community were shocked to hear about nesbit's arrest. >> i'm incredibly surprised and disappointed. >> reporter: nesbit organized golf clinics and tournaments across the country. so livermore police say they are reaching out to authorities in mississippi, alabama, michigan and alabama. because they believe that nesbit may have other victims in those states. and we will hear from police

who say they believe nesbit has other victims in this area. two santa clara county sheriff's deputies are recovering after being involved in a shooting in saratoga. the suspect is in critical condition. police reported to a call of a suicidal man. they're not clear how the nature of his injuries but they are not life threatening. we're learning new information about an underground fire that burned for hours near the oakland hills. the fire created an eerie scene with flames creeking through the cracks in the asphalt. tom vacar has been at that site. and you spoke to pg & e crews about how they finally put that fire out. >> reporter: there is a small army out here. pg & e crews trying to replace a pipe that ruptured earlier today. it is a high priority because it's going to be very cold

tonight. but what happened here was as much luck as it was an excellent response. >> reporter: at 8:30 this morning the interception of golf link's road and fontaine street started to burn. >> there was no sound. no car wreck nothing, all of a sudden the ground just went up in flames. >> reporter: call to 911 got the immediate response. >> we immediately called our hazardous materials unit out. we immediately called for pg & e and our concern was that we had gas coming from the ground. >> reporter: a relatively low pressure distribution pipe had ruptured for reasons unknown. because the fire was contained and not spreading the fire was allowed to continue to burn for the next 3-1/2 hours until it was capped. >> it's still going. you can still see it. >> it allows us to do a couple

of things. it allows us to contain the area and keep the number of people without gas to a minimum. at this point it's safe now. the shelter in place is being lifted for people that live in the immediate area. now that that has happened we can go and take a closer look at the pipeline in the ground and determine exactly what happened here today. >> reporter: pg & e crews and contractors are in the process of replacing the pipe -- pipes so that 20 residents can return to their homes. one woman says she called in with complaints of gas smells for more than a decade. tom vacar, ktvu news. the lock in place order has been lifted. county authorities say that a

construction crew ruptured a line around 10:30 along lone tree way. people in several buildings in the area were told to stay indoors. no injuries were reported. pg & e crews also responded to a pipeline break in san jose. it happened in the allan rock neighborhood just before 9:30 this morning. pg & e officials say a contractor ruptured a line doing work in a sewer there. one resident lost service. there were no reports of any injuries. now to a weather alert and another day of cold conditions across the bay area. this is a live look now at the oakland estuary. another freeze warning will be in place for many parts of the bay area. drivers should be ware of patchy ice on roadways as temperatures drop below freezing again. a dry patch was reported on the san mateo county.

the first report of black ice came around 5:40 this morning at the scene of a four vehicle accident on interstate 280 nears hillsboro. it will be another cold night throughout the area. but we do have some relief around the corner. bill martin has some warmer days ahead in that forecast, bill. >> things are definitely going to warm up but not before they get cold again tonight. you just heard kenney talk about the black ice around. in those inland bay valleys a freeze warning back into effect because temperatures are easily going the get into the 20s maybe even teens again. it's just been a real run of cold weather. it's cold out there right now. look at the numbers you know where it's going. 44 in napa. not that much above freezing at this hour. 46 in concord and in livermore it's 44 degrees. so temperatures definitely on the cool side. so coming up in 10 minutes i'm going to talk about the coldest cities tomorrow morning. because we're going to start to warm up. but tomorrow morning is going

to be downright cold. i'll have the coldest city when we come back in a few minutes. the prolonged cold snap continues to trap particulates close to the ground. now violators face fines of up to $500. and this will be the eighth spare the air alert this season. mittens, scarves and jackets were all not needed in classrooms in one oakland school where there was no heat yesterday. the heat was back on. we were told that temperature in some classrooms dipped into the 40s after the school's old boiler system broke down last week. when we were there at the school a new part arrived. we received e-mails and phone calls about other schools without heat during this cold snap. tonight at 6:15, ktvu's robert

handa asks administrators just how cold is too cold for a classroom. happening now a protest in santa rosa against a deputy who shot and killed 13-year-old andy lopez. this was the scene before the march began. protesters pushed their way into the santa rosa city council past police officers. they made their way down to the floor and held up white crosses, christien kafton is in santa rosa and will join us live at the end of the march at 5:30. house and senate negotiators have reached a bipartisan budget deal. house budget chairman ryan and patty murray announced the agreement just about 90 minutes ago. it would restore $63 billion in automatic spending cuts. the increases would be offset by spending reductions and increased fees elsewhere in the budget. congress still needs to approve

the deal. an investigative hearing on the deadly asiana flight was rescheduled for tomorrow because of a deadly storm in washington, d.c. the national transportation stayty -- safety board will be focusing on whether our systems are affecting pilot skills. they were used to use a visual approach which means pilots should use manual controls to land the plane. the plane came in too low and hit the sea wall. now to a continuing coverage on the death of nelson mandela as people around the world bid their final farewells and celebrated his life. mr.mandela's body will lie in wake for three days. then sunday he'll be buried in his home villain. tens of thousands of people braved the rain to attend the national memorial service for mr. mandela in johannesburg. mackenzie has some of the most

divers have been searching for human remains. the dive team is using an underwater robot from the oakland police department to help in the search. we have not had any reports of success yet. there's new information about a hazmat scare. a box that was labeled radio active was found in the parking lot of lafayette auto repair. it was a large green box that prompted the evacuation of several near by businesses. a hazmat team declared the box harmless. the box had been stolen from a walnut creek business. no word yet on who may have stolen it. workers from that business have retrieved it. the city announced today that the city council has

ratified the appointment of larry esquivel. he's been san jose's interim chief for the past year. he replaces tom moore who retired from the job after two years. esquivel inherents a department with budget cuts while fighting a spike in crime. a proposal includes a potential city wide ban on dispensaries or a regulatory program that would greatly reduce the number of pot clubs already in existence. new rules would likely include buffer zones around a magnitude of businesses. despite promises that the city of san francisco would benefit financially from hosting the 34th america's cup, the city remains in the red. initial figures show that the race generated more than $550 million and created 3,800 jobs.

but according to a report from the chronicle, the race also cost san francisco taxpayers $5.5 million. and cost is certain to be a major factor when major ed lee makes his pitch to host the next america's cup race. new developments in the desperate search for a family missing in the nevada wilderness for four days. the father and -- the family has been found alive. the search began when they went out to play in the snow but did not return. today we're learning of the one thing that searchers say saved their lives. >> reporter: here for onlookers for the survivors of a treacherous ordeal. the family that was stranded in sub zero temperatures in temperatures in a nevada mountain range in fridge temperatures arrived.

a cell phone forensics team picked up a signal from the woman's phone. rescuers found the family's jeep that had rolled over. the search coordinator said the decision to stay together and stay with the jeep probably saved their lives. today's discovery brought joy and relief to all those following the family's saga. some 200 people had been searching for james clenton, girlfriend cristina mckenty, their two children and their niece and nephew. >> we just have to find them. we've known them forever. and those little kids they can't be out there in this weather. nobody should be out in this weather. >> reporter: thank you to all who worked so tireless to find them. again searchers say it was the family's decision to stay together and with their vehicle that saved their lives. it's really similar to advise that parents give their

embarcadero it's a beautiful night. overnight lows 25 in napa, 27 in fairfield. 28 in antioch. so the cold one is below freezing. there's been ice on the floors. we go into another spare the air night. i expect to see a few more of these this week. i don't think this will be the last one. we will see two more at least. as we go into this pattern that are stagnant. overnight lows cold. daytime highs pretty chilly. but tomorrow slightly warmer. so tomorrow santa rosa 52. brentwood 50, forecast highs and back into the low 50s. we were in the upper 40s there for a while. morgan hill, san jose, mountain view you're into almost the mid- 50s. as we move forward and you see it in the five day forecast as we move forward to the saturday, sunday the weekend. temperatures could get into the low and mid-60s. as you see here so you see

happening now, you're looking at live video of a protest in santa rosa against a sonoma county sheriff's deputy who shot and killed 13-year-old andy lopez. protesters just got to the santa rosa police department. now our crew at the scene tells us at least one protester has been arrested. the crowd is angry that deputy eric gillhouse returned to duty today.

he had been on administrative leave since the october 22nd shooting. the deputy mistook lopez pellet rifle for an ak47. dogs are on campus to help students get over the stress of taking finals. many of the students say the pets give them instant relief. i think it's really great that they bring them all the way here just for the students to come and play with them. and just like, release some stress. >> reporter: the dogs are from tony la russa's animal rescue foundation a.r. f. they were brought out to provide therapy. it's a nice way for students to get the love of a pet during a stressful time in the academic year. they also say the students really appreciate it. >> they tell us i can feel the residual effects from this for up to 24, 48 hours.

year-old boy returns to work. we've been showing you live pictures of that protest throughout the hour. a large crowd is in santa rosa protesting the return to work of a deputy who shot and killed the 13-year-old. christien kafton is live at the place where they were going to hold the rally but that's changed. >> reporter: this is a very fluid situation. you can see the sonoma county sheriff's deputys have put up barricades. they closed the offices down early in anticipation of these protests. we heard the protesters were actually going to go here at 5:30. so they were supposed to be here right about this time but we have learned in just the last half hour that apparently at least one protester was detained or arrested by santa rosa police as the protesters tried to get into the santa rosa city council meeting this afternoon. they said that they wanted to make their frustration known to

the city council. >> hey, hey, don't cross that. what are you guys doing. >> reporter: those protesters scuffled with police as they entered that meeting and set up white crosses in the council chambers. i spoke with the sheriff office early this afternoon. the assistant sheriff that i spoke with says that eric gallhouse is working in an administrative capacity and will not be on patrol. gelhaus is one of the deputies that encountered the 13-year- old. lopez was carrying a pellet gun that resembled an assault rifle. >> i understand it he's at a desk job. yeah the whole thing makes me really uneasy and i think the community needs to be here. >> reporter: the afternoon protests started at the board

of supervisors public comment. the council limited the speaking time to two minutes per people. which angered the speakers. >> your two minutes is not less or more important than anyone educational. with you taking more than two minutes you're going to take money from someone else. >> there's no issue in this county that raises to a higher need to be address had the the death of andy lopez. >> reporter: now again those protesters were supposed to be here at the sonoma county sheriff's office but we heard they have instead sigh -- side tacked at the county courthouse. we have a photographer there, we are going to be leaving here and trying to locate where the mass of protesters are at this time. we will be giving you more updates throughout the evening as this situation develops.

again as i said this is a fluid situation. protesters were supposed to be here. we learned that they are now at a different location. we're tracking their movement and we'll bring you more protests throughout the evening. we're live in santa rosa, credible evidence, ktvu channel 2 news. a 59-year-old man who went missing. henderson budly ashworth went missing. police say he was found in good condition. he had a sleeping bag and warm jacket with him. police are calling it a voluntary disappearance. back now to the weather alert as we gear up for yet another freeze warning in parts of the bay area. it's been so cold crews have had to deice planes in what's become a morning ritual. but today problems. some passengers were left scrambling for flights when if

deicing equipment malfunctioned. amber lee explains the steps to keep frit happening tomorrow. >> reporter: from news chopper 2 you can see planes were sitting idle. their wings frozen with ice and the equipment used to deice the planes were not working. >> they were about to board the flight then they said the wings were iced up so they had to delay the flight which caused me to catch my connection. so they are rerouting me through los angeles now. >> reporter: at least 11 flights were delayed. american airlines owns the equipment so besides delta passengers on american, virgin america and united were left waiting. the machinery that warming the agent was not warming up. >> it's a priority for the airlines. >> reporter: people who did not want to wait were put on shuttles to catch flights from san francisco. >> my flight has not left. had a lay over in salt lake city. so i was going to miss that so

breaking nice now in vallejo. police are at the scene of a shooting on fairgrounds avenue. a large crowd had been gathered in that parking lot and police called for assistance from neighboring agencies to help with crowd control. this is vallejo's fourth homicide in less than two weeks and its 25th of the year. a san diego man is in jail accused of operating a revenge

porn website. he is accused of extorting victims for as much as $350 each to remove the videos. he is charged with identity theft and extortion. you would have to hang up during take off and landing but the federal communications commission is considering allowing passengers to talk on their cell phones on airplanes. now two months ago the faa gave the green light allowing the use of electronic devices during take offs and landings. that prompted the fcc to consider lifting a ban on telephone conversations. now, legislation in the u.s. house and senate would ban phone calls during flight. the head of the house transportation committee says it's to protect travelers sanity. >> it would be really annoying. >> i think a plane environment should be quiet. >> i think it could be annoying if people are talking on the airplane on the plane. but people can talk on the airplanes any way. >> the fcc says it would be up

central and east coast states got walloped by a winter storm today. check out this car pile up because of the wintery conditions. forcing schools and government offices to close. including many in the nation's capital. now after hours of delays, the national transportation safety board rescheduled its hearing on the asiana airlines flight. you can with blame the stormy weather. ken wayne live now at our washington bureau. you found out that two days of testimony will now be compressed into one. >> reporter: gasia, the original plan was to have the hearing start this morning. and then wrap up tomorrow night. but that fast moving storm not only suspended the ntsb hearing it shut down the federal government -- shutdown. it was expected to create traffic chaos in the nation's capital. the threat of 6-inches of snow in just a few hours prompted the federal government to close

most of its offices. schools were closed and flights were cancelled or delayed. they suspended the asiana case. the ntsb announced it would consolidate the two day hearing into one starting tomorrow, late in the day. >> the national transportation safety board is a premier organization. >> reporter: congresswoman jackie spiers district includes sfo. she says they should follow earlier recommendations to communicate an audible warning to pilots when planes are flying too low and slow. >> i have had conversations with sully sullenberger who says when you're in that flight or fight mode, it is important to have all of your senses responding. >> reporter: mary kiavo is an aviation attorney and former

then the darker purple is your freeze warning. so inland bay valleys. then you have the hard freeze warnings in the central valley. it's going to continue with very cold overnight lows. slightly warmer than it was this morning. it won't be as cold but you're splitting hairs when you're going from 22 to 25 it's still cold. we're going to be looking at very cold overnight lows. tonight cool and cold. frosty in the morning hours when you get going. in san francisco downtown. let's take a look. 50degrees at lunch time and just mid-50s at 3:00. it's you know 39 degrees in san francisco. that's cold when you get going in the morning hours. the freezing temperatures are going to continue tonight. then it's going to start warming up a little bit as this high pressure nudges in. we go from cold to cool to mild. as we head into the bay area weekend. mild we're talking sunday maybe some mid-60s. so the forecast model nothing. all the way through wednesday now we're going into thursday.
