a building on 24th near market in west oakland. this had is somewhere near interstate 980. earlier we could see smoke coming up from the area that was visable from the freeway. right now you can see firefighters are on the roof. this is reported as an abandoned building. oakland fire investigators are on the way to see. this building apparently has been on fire before, according to reports. we also do know that the market street at 24th the intersection may be blocked by several fire engines and fire trucks. let's move along. we will have more on this coming up soon. let's look at the bay bridge toll plaza. backed up for a 15-20 minute delay. highway 4, you can see some slow traffic in anitoch. drive times here on 24 pleasant hill cold to cauldecott 8

minutes. 880/238 san lorenzo to free month is 23 minutes. that's beginning to ramp up. 70:34. back to the bisque. >> thank you, sal. bart management and bart's two major unions will sit down with a federal mediator today. it's in hopes of finalizing a contract process which began nine months and two strikes ago. ktvu's john baker is at headquarters negotiations in oakland where that meeting begins in a few hours. >> reporter: headquarters is here at the caltrans building, which is neutral territory. but the parties really don't like each other. a lot is at stake since failure remains an option on a bart contract that has seen the most rancor that we have seen in decades. in fact, bart riders and the public appear to be getting very tired of a dysfunctional system that many say keeps it in limbo. its saying it needs billions of dollars to move into the

future. riders blame both sides. i don't think it's right for them to make more than 400,000 people unhappy. they get good pay, number one. and, two, they should think about us. >> i think that it's nuts for these guys to go on strike. that's the reason i always vote against bart bonds, taxes, and against caltrans. they are going to go on strike and shut down anyway. >> maybe they should have a mediator, you know. arbitration. just take it out of the hands of the board and the union and say this is what you are going to do. >> reporter: there is a lot of politics at play here, and that's important. the unions have to decide who is going to lead them forward into the future. bart board members are elected but this time by the public. bart management is going to have to make peace with the work he is where there is very little right now. when a true and final settlement will be reached is anyone's

guess since bart unions are suing bart for unfair labor practices over this in a court of law. reporting live, channel 2 news. 7:05. new this morning all lanes are reopened on interstate 80 after a fiery big rig crash hours ago. it happened 2:30 this morning. the chp says a big rig driver could not stop. after several cars collided, hit a barrier and a honda was sent spinning across the freeway. it took firefighters two hours to put out the flames. >> when the big rig hit it spun it and september it sliding again. by that time everybody had self-extricated. >> reporter: the driver of the honda suffered minor just. now, a high-speed chase went through several east bay cities, reached speeds of 100 miles an hour or more. ktvu's tara moreiority is in

anitoch telling us about this wild pursuit and a police officer hit by a car? we seem to be having a technical problem with tara. we will get back to tara in a few minutes. we want it let you know there is more new information this morning. a labor group says conditions have improved at chinese factories that make apple's iphones, but it says more must be done to reduce the number of hours that employees work there. the audit from the fair labor association found fox com factories have reached almost all the goals called for after an investigation last year. apple joined the fair labor association amid reports of sweat shop conditions at its factories. a debate is brewing in san francisco between the response of emergency vehicles and the safety of pedestrians and bicyclists. supervisor scott weiner tells the examiner that the fire

department is trying to amend traffic projects within the city that are designed to improve the safety of pedestrians and bicyclists. last year cars hit about 950 pedestrians in san francisco. that's about three-quarters of the fire department's work load. the examiner reports that fire officials oppose widening bike lanes and extensions across walks because they may slow down emergency vehicles. time now 7:07. wild pigs have been going hog wild in sonoma county. the press democrat reports wild pigs have been breeding a lot. they can have up to three large liters a year. the farmers have been known to tear through their fields looking for food ranging from weeds to small animals. now, the wild pigs are also a problem in san ramon. that's where an emergency ordinance allows homeowners to actually shoot the animals within city limits. oakland animal shelter officials say they are trying to clear up some confusion about allowing people to take home

animals that have not been spayed or neutered. the shelter is right now without a vet. its website says the adopters have two weeks to have an adopted animal spayed or neutered by a veterinarian of their choosing at their own expense. however, the director says he is allowing people to foster an animal. but they won't finalize the adoption until there is confirmation the animal has been fixed. >> they find an animal to adopt and we allow them to foster the animal and give them two weeks to find a vet. we have had quite a few animals go out that way and we have had 100% compliance. >> now, the shelter lost its veterinarian three weeks ago. since then they have been having some of the animals spayed at the spca. those animals can be adopted immediately. an anitoch man arrested after a hey speed chase where a -- high-speed chase where a police officer was hit by a car.

what you are looking at happened last night about 7:00 on g street in anitoch. it happened during a traffic stop. police say the suspect hit a police officer with his car, then led police on a high speed pursuit at titles going more than -- at times going through more than 100 miles an hour. the driver faces charges of assault with a deadly weapon on a police officer and felony evasion. the officer was not hurt. ktvu's tara moriarty is on the tori. she will have a live report on how residents are reacting later this morning. testimony from the ntsb hearing investigating the deadly asiana crash in san francisco indicates the pilots depended too much on computerized systems. new crash video was presented at the hearing. an sfo airport surveillance camera captures the plane on its approach to the runway and then

welcome back. san francisco police are lacking for a shooter, whoever shot a man in the mission district last night. police say the man was shot in the upper body at 26th and mission streets at about 8:00 last night. his friends drove him to nearby san francisco general hospital. police in million peters will hold a news conference

today updating an investigation into a year-old homicide case. a 7-eleven clerk was shot and killed in september of 2012. it was that city's only homicide of the year. police later released these surveillance images. you can see three gunmen confronting the clerk. now, that news conference is at three this afternoon. make sure you stay with ktvu and ktvu.com to get updates. it is 7:15. a southern california man has been arrested after police say he fatally shot both his wife, who suffers from dementia, and his sister, who is severely disabled. police alance anderson surrendered after shooting his sister at a nursing facility in los angeles. they later found his wife shot to death inside anderson's santa clarita's home. >> how can you play god and murder your own sister? >> police say anderson's sister had been in a vegetative state after having a heart attack five years ago.

neighbors are shocked by the killings, that he appeared to be a devoted husband who was very affectionate with his wife. john boehner is throwing his support behind a bipartisan budget deal set for a vote today. boehner aingely denounced two conservative groups that criticized the deal. republican congressman paul ryan and democratic senator patty murray came up with the compromised plan. they say it would ease planned cuts in military and domestic spending over the next two years without raising taxes. in it passes, it -- if it passes it would avert another government shutdown next month. the fda wants farmers to reduce the amount of antibiotics they give to animals. they say the practice is dangerous because it creates bacteria resistant to antibiotics. the first alert doppler is also making the makers -- they are also making them stop labeling drugs used to treat humans as acceptable for growth promotion

in animals. currently, farm animals consume about 80% of the nation's antibiotic supply. the cdc says more than 2 million people in the u.s. now contract drug-resistant infections each year, and that results in 23,000 deaths. that time now 7:16. happening right now another congressional hearing on the affordable care act often called obamacare. this is congressman darrell isa of california. the house oversight and government reform committee will examine the impact of the new healthcare law on premiums and provider networks. this hearing will include testimony from doctors and policy experts. the white house is bringing in the sexiest man alive to help boost the enrollment in the affordable care act. yep. that's adam levine. he was called the sexiest man alive by people magazine last month. he is going to help promote enrollment and online health

insurance exchanges as part of a social media campaign that kicks off today. now, president obama has used this successfully in the past back during his 2012 re- election campaign. the obama administration plans to use celebrity promotions and videos aimed at inspiring people to enroll. 7:17. back to that high-speed chase we told you about at the top of the hour. it went through several east bay cities reaching speeds of 100 miles an hour. how neighbors are responding to the wild pursuit where a police officer was hit by a car. tara. >> reporter: yeah, one neighbor who just walked by actually said that the guy circled around this neighborhood a couple of times and he was driving on the rims. they said that they were very shocked and everybody just sort of gathered to see what would happen next. this pursuit spanned four entire cities and it ended here on longview road, but not until after police had been chasing this suspect for an entire

hour. it started at 7:00 last night when officers initiated a traffic stop near marsh elementary school. police say the suspect vehicle struck a police officer as the driver tried to get away. the officer luckily was not hurt. the suspect then led officers on a high-speed pursuit through the cities of anitoch, pittsburgh, bay point, concord and back to anitoch for more than an hour. spike strips eventually slowed down the suspect until he was driving on the rims. when the car stopped a 36-year-old anitoch man tried to run off but was caught by a police dog. police arrested him for assault with a deadly weapon on a police officer and felony evasion. this chase involved several law enforcement agencies, including the fbi. they were conducting a proactive enforcement detail. again, we are going to try to get some reaction on tape actually from the neighbors around here, try to see what they think of crackdowns like

these. tara moreiority. 7:19. a canadian airlines holiday promotion, well, it's turned into a viral video. it starts with west jet passengers telling a virtual santa claus what they want for christmas before boarding their flight. >> new socks and underwear. >> an android tablet. >> while the five-hour flight from toronto to calgary was in the air, west jet's elves went to work. you see them running off to stores to buy the gifts. everybody was wrapped up in labels and passengers got the survives of their lives at baggage claims. look at that face. very special treat for them. and i question they have had over -- i think west jet said if 200,000 people watched the video, they would make a big donation to charity. over 6 million have watched the video. look at the faces of the elves. they are so excited, too.

welcome back. time now 7:26. more than a dozen southern california teenagers now facing burglary and trespassing charges after what's called a ghost party. that's a gathering organized on a whim at a house that's often not belonging to the host. in this case, it was this $7 million mansion on the weekend before thanksgiving.

other side in san francisco. in san francisco the traffic a little bit slow as you drive on the skyway, but nothing out of the ordinary. on the east bay we have a lot of slow traffic on interstate 880 between about 238 and all the way down to fremont. we have some slow traffic there, as i can point out. 24 westbound looks pretty good as you drive through. no problems. southbound 680 at the willow pass exit there is a motorcycle crash. 24 and 880 drive times, 24 from pleasant hill to the tunnel nine minutes. 880 from san lorenzo to fremontle 28 minutes. now lets go back to 280 in san jose. this traffic here is looking good. 7:33. back to the desk. developing news. a fire at an abandoned building in west oakland. ktvu's brian flores has just arrived at the scene and joins you now. brian, apparently this is not the first time firefighters have been called to this address? >> reporter: you are exactly right, tori. good morning to you.

in fact, they got a call at this complex, a fourplex, rather, two weeks ago. as you look behind me, still aoniantive scene. looks like oakland fire department wrapping up, making quick work of dousing this fire here in west oakland. for more on what may have caused it i want to bring in the lieutenant with the fire department. >> it started 6:26 this morning. we were dispatched to a structure fire. on arrival we found a relatively large fire on the outside of the structure extending up into the attic space. when we arrived on scene, made a quick attack on the outside fire, knocking it down. then we made an interior attack, making sure that we didn't have any extension into the attic space. we found fire from the left side of the structure to the right side of the structure. pulled ceilings. we were able to knock that fire down relatively quickly. we had 22 firefighters respond and no injuries. everybody is going home safely.

>> reporter: in terms of what may have start it, i understand this is an abandoned building, what did you see inside? the building is vacant. we had a fire here approximately two weeks ago. after that fire the occupants had moved out. the building was unoccupied at the time. however, it's tough to say if there was transient activity that might have led to the fire. . >> reporter: all right. good work this morning. this fire is out here. oakland fire department making, mopping up after this fire that happened around 6:25 this morning. i spoke to a fire investigator who said there were signs of possible transient activity in there. we will keep you updated. brian flores, ktvu channel 2 news. time now 7:35. today is the fifth straight spare the air alert. that's a new record. air quality fishes say you can't -- officials say you can't burn wood for 24 hours in fireplaces or stoves unless it's your only way to get heat.

the air quality officials that issued the alert say the cold weather is keeping our air stagnant, trapping smoke and other air pollution closer to the ground. >> i think it affects me. especially yesterday morning when you woke up and you smelled that acrid kind of smell from the concord. yeah, a house fire. it makes a difference. >> look at all the cars on the freeway every day. traffic jams. cars moving at 3 miles an hour just spag their exhaust. i think that's a major contributor to the pollution that we have in the area now. >> now, today santa clara county will reportedly have the dirtiest air. but air quality around the bay area still an issue. if you do violate the spare the air order you could possibly face a $100 fine or be forced to take a wood smoke awareness class. meantime, homeless advocates say the recent deaths of four homeless people blamed on the cold was senseless. this crowd gathered last night for a vigil outside the

encampment where two of the victims died. they lit candles and they prayed. volunteers also brought warm soup and blankets and clothing to help keep people warm. >> people don't deserve to die out here. they belong to have a warm home and bed like all children should have, too. >> the homeless advocates say homeless shelters in san jose really just don't have enough beds for all of the homeless. it is 7:37. this morning the chairman. federal communications commission could face some tough questions at a congressional hearing over his proposal to allow cellphone use on airplanes. there has been a public backlash against the proposal made by fcc chairman tom wheeler. he wants to give airlines permission to offer voice and data services to passengers once a plane reaches an altitude of 10,000 feet. but many americans say they don't want to be forced to listen to other passengers'

telephone conversations. >> once the cat is out of the bag we don't have an excuse, i will be on the plane for six hours. can't reach me. it used to be a very safe refuge. >> pane business travelers, though, are in favor of allowing phones on planes and say many foreign carriers already allow in-flight calls. fcc chairman wheeler says he just wants to take the government out of the equation and let each airline decide for itself. he released a statement saying, "i do not want the person in the seat next to me yapping at 35,000 feet any more than anyone else, but we are not the federal courtesy commission." today the pge expects to complete all the repairs to the underground lines that set off a natural gas fire in oakland on tuesday. the utility released this photograph showing a crack in the elbow of a 4-inch steel pipe. natural gas leaked from the pipe fueling a fire beneath gulf links road.

pg&e says it has sent the pipe to an outside party to conduct tests and determine whether the crack developed suddenly or over time. time now 7:38. the lawyer for a convicted santa rosa child molester john heg land says his client's prison sentence has been cut in half because of a legal technicality. 54-year-old john hegland was sentenced to 19 years in prison two years ago. he was found guilty of giving drugs and alcohol to three teenager girls, then molesting them and videotaping it. police say the crimes happened at the golden tree apartments in santa rosa. some of the neighbors are outraged hegland could get out of prison early. >> any time we can keep society safe or people who are dangerous to society away from us, then that's all the better. >> hegland's lawyer says the jury instructions listed the wrong drug offense. so that conviction was thrown out. as a result, hegland could be

released as soon as 2015. it is 7:39. state officials are considering whether to allow prostitutes to receive money from a victim compensation fund if they are raped or beaten by a john or pimp. the victim compensation and government claims board is meeting today. under the current system prostitutes are excluded from come sayings because their activities are illegal. california is the only state in the nation with such a provision. happening right now thousands of south african still paying their respects to nelson mandela. we are there live. there one of the guards posted at the capital city in pretoria. nelson mandela's body lying in state for a second day there. these are live pictures. people are waiting in line. some of them waiting for hours for just a chance to say good-bye to the man they called the father of their country. now, nelson mandela's body will lie in state for one more day.

place by democrats. it allows presidential nominees to be approved by a simple majority vote. now, republicans can't stop the voting, but they can really slow it down by refusing to give up debate time over 11 nominations that senator harry reid wants action on this week. at this rate that means the u.s. senate will be in continuous session through saturday. there is a problem on board the international space station. one of the two cooling pumps on the spacecraft has shut down. now, there is no immediate danger to the six men on board the station. right now nasa is trying to figure out if the problem is mechanical or with computer software. once that's determined they will decide if a space walk is needed to fix the issue. and nasa reports google executives got a big discount on fuel for their jets and helicopters during the last six years. the space agency says google was entitled to the cheaper price

when it was working on government projects, but it says google paid the same price when it used its jets and helicopters for private purposes, and that could have saved google more than $5 million. google says it's reviewing the report, but a u.s. senator says google should just repay the government. the golden globe nominations were announced early this morning in beverly hills. the historical movie 12 years of slave was nominated for best drama, and also in six other categories. now, on the comedy musical side american hustle was nominated for best picture, and also in six other categories, as well. the golden globes are considered a top indicator of who will win the oscars. the golden globes also honored television. the fox comedy brooklyn 9-9 was nominated for best comedy. andy sandberg received the best actor nod. netflix show house of cards led

all of the shows with four nominations. hbo's behind the candelabra had four nominations. the awards will be presented january 12th. just about a month away. >> yes. all right. 7:48. let's check in with sal, see how things are moving. a few problems out there, sal? >> it's a little bit slow out there this morning. we will start with the tried and true workhorse, highway 4. a lot of people think it's one of the worst commutes in the bay area. i am not disagreeing, especially through the downtown antioch area. there is nothing unusual this morning. that's what always gets people. when something is there that is not supposed to be. southbound 680 is okay. i would avoid 242 though. we had an earlier motorcycle crash on 242 near concord avenue. that's cleared but the traffic has been slow. moving along to the commute at the bay bridge toll plaza, the commute doesn't look all that bad. that's about a 15 to 20-minute delay before you make it onto the san.

also the san mateo and dumbarton bridge. san mateo bridge slow getting on but the dumbarton bridge is slow from newark to east palo alto. then looking at the east bay commute here. 680 is slow. we also want to mention that highway 4 time only nine minutes. so it's improved. 242 to 24 16 minutes. let's go to steve. a clear morning. cold though again. i mean, there is a lot of very cold temperatures. 20s, 30s. more 40s in san francisco. a couple of 30s. i know cole valley was in there, pe trejo hill, mission, a couple 30s in there. sunshine. breezy for some. really not as much as yesterday. a few high clouds. a westerly breeze on friday. the weekend and all of next week looks warm and dry. maybe record highs from santa cruise to monteray on monday. we will see. cold this morning. again 20s, 30s. freeze warning in the north bay. mild to warm later on. another brisk morning here.

that welcome back. time 7:54. happening right now the senate banking committee hearing on sanctions against iran. the committee's debating even more sanctions against iran, and that's something the white house doesn't want, fearing it will hurt the progress? the ongoing talks on iran's nuclear program. administration officials will be testifying at that hearing. more antigovernment demonstrations overnight in the ukraine even as the ukraine's president announced he will sign a trade agreement with the european union. the announcement comes after the state department said the white house was considering sanctions against ukraine because of its crackdown on the protesters. protesters have been holding mass demonstrations like this since last month when the

ukraine president rejected a trade agreement with the european union. many in ukraine feel the agreement could help modernize that country. 7:55. uc's plan to bring retail and housing to a disputed plot of land in albany cleared a major hurdle last night. at issue is the future of the build tract. it's a slice of land on san pablo avenue opened bit university of california. last night the albany planning commission approved the uc development project. it includes a farmer's market, retail shops, and a 175-unit senior housing complex. supporters say the senior housing is needed while critics say it's too expensive for most people. >> i think it's better that we have something provided for the seniors and for people who actually live in albany and want to stay here forever. >> this is a development that is exclusively for above-moderate

income senior households. it's not going to be affordable to the many, many people that need housing. >> dozens of urban farming activist who planted crops on the gill tract called on the commission to deny the development. they have 14 days to appeal? the streetlights are out on one side of ralston avenue in bell month because sometime overnight on tuesday someone broke into four utility boxes and stole 600 feet of copper wire. its valued at about $600. caltrans must now make the repairs. anyone with information is asked to call bell month police. some san francisco residents say the city sri dues the amount of overhead -- reduce the amount of overhead wires. the san francisco commission on underground utilities tells "the chronicle" it's a visual pollution. she says while the city has done a lot to modernize the transit system and reduce emissions,

slightly warmer santa cruz towards san jose. a lot of 50s. here's sal. good morning. we have a couple of things that have popped up on the chp list and we're seeing some slow traffic still at the heart of the morning commute. let's go to highway 24 westbound between walnut creek interchange and the tunnel. that's up to about 12, maybe 15 minutes as a drive time here. it's increased a little bit, but nothing you can't handle. just a little bit stronger of a commute, if you will. looking at the bay bridge, that's improved. this was 25 to 30 minutes. now it's 10 to 15 minutes waiting before you make it onto the bridge. there is a new crash northbound 880 at 8th street. southbound traffic between 238th and stevenson, that's looking like a 35-minute drive. 802. let's go back to the desk. >> thank you, sal. new this morning all lanes have reopened on i-80 in pinole after a fiery big rig crash overnight. the big rig driver could not stop after several cars collided around 2:30 this morning.

the truck hit a barrier and a honda was sent spinning across the freeway. it took firefighters two house to put out the flames -- two hours to put out the flames. >> when the rig hit it, it spun and september -- sent it flying. >> the driver of the honda had minor injuries. a high-speed chase through several east bay cities reached speeds of 100 miles an hour. ktvu's tara moreiority with what neighbors are saying about a wild pursuit where a police officer was hit by a car. good morning, tara. >> reporter: good afternoon -- good morning. we are in antioch, actually. and police -- neighbors say this is a crazy sight. this guy speeding through their neighborhood with police following them. they didn't know how it was all going to end. it started at 7:00 last night when officers initiated a traffic stop near the

intersection of g and texas streets near marsh elementary school. police say the suspect vehicle struck a police officer as the driver tried to get away from officers. luckily, the officer was not hurt. the suspect then led officers on a high-speed chase. speeds up to 100 miles an hour through the cities of antioch, pittsburg, bay point, concord and back to antioch for more than an hour. the suspect ended up on longview drive where one neighbor says the police did a fantastic job. >> i said, oh my god, they are coming down our street. and that guy was just speeding like crazy and sparks flying. third time he did it they got him. the police dog was fabulous. >> reporter: spike strips eventually slowed the suspect down until he was driving on the rims. when the car finally stopped the 36-year-old antioch man tried to run off but was caught by a police dog. police arrested him for assault with a deadly weapon on a police officer and felony evasion.

this chase involved several law enforcement agencies, including the fbi. they were conducting a proactive enforcement detail to target high crime areas of antioch. live in antioch, i am tara morearty. bart is going back to the negotiating table. management and the two major unions will sit down with a federal mediator. ktvu's tom va car live in oakland now. the talks begin in just about two hours. >> reporter: it's a fair question, and the question is will this federal referee actually be able to work out bart deal number two, or is the ongoing animosity between the management and union going to degenerate into bart strike number three? even at this late date it is not clear if the parties will meet face to face or communicate through the referee on the six-week family leave clause that bart managers say was mistakenly left in the contract.

despite mere words to the contrary, a third strike is very much a possibility. >> i think that it's nuts for these guys to go on strike. that's the reason i always vote against bart bonds. i vote against bart taxes and i voted against caltran because i won't vote. why am i doing this? they are going to go on strike and shut down anyway. >> it's lucrative for me. people want to take a cab when they can't get where they're going. personally, i think i find it hard to believe they couldn't read the fine print when they had as much time as they did, you know, to go over all of this. >> reporter: mind you, there is a ton of politics at play here. the unions have to decide who will lead them forward, and that's an election. bart board members are also elected by the public. bart management at some point is going to have to make peace with the workers. when a true and final settlement will be reached is anyone's guess since bart's unions are also suing bart for unfair labor practices over all of this. quite a mess.

new this morning a labor group says working conditions at factories in china that make apple's iphones have improved, but it also says more has to be done on reducing the number of hours the employees work. this audit by the fair labor association found that foxconn factories have reached almost all the goals that were called for it after last year's investigation. apple joined the fair labor association in the middle of reports of sweat shop conditions at its the factories. a debate is brewing in san francisco between the response of emergency vehicles and the safety of pedestrians and cyclists. supervisor scott weiner tells the examiner the fire department is trying to change traffic projects within the city that are designed to improve the safety of pedestrians and cyclists. last year cars hit about 950 pedestrians in san francisco. that's about three-quarters of the fire department's work loads. the examiner reports that fire

officials don't want to widen bike lanes and extend crosswalks because they may slow down emergency vehicles. 8:07. wild pigs have gone hog wild in sonoma county. the press democrat reports wild pigs have been breeding prolificically in sonoma county and can have three large liters a year. the farmers say they have been known to tear through fields looking for food ranging from weeds to small animals. wild pigs are also a problem in san ramon where an emergency ordinance allows homeowners to shoot the animals within city limits. oakland animal services says it's trying to clear up confusion about allowing people to take home animals that have not been spade or neutered. the shelter is currently without a vet. its website says adopters have two weeks to have an adopted animal spade or neutered by a vet of their choosing at their own expense. but the shelter's director says he is actually allowing people to foster an animal, but they

won't finalize the adoption until there is confirmation the animal has been fixed. >> they find an animal they want to adopt and they foster the animal and give them two weeks to find their own vet. we have had quite a few animals go out that way and we have had 100% compliance. >> the shelter lost its vet three weeks ago. since then some animals have been spade at the spca. those animals can be adopted immediately. the ntsb hearing on the deadly asiana airlines crash in san francisco focused on the airlines' training procedures for pilots. new video of the crash was presented at the hearing. the plane on the approach to the runway and hitting the seawall and crashing. investigators want to know if today's pilots depend too much on automated flying systems. >> we get a lot of our training in fixed-based simulators where we watch things happen. we push the buttons, watch it happen, watch it happen. and over time the pilots are

watching it happen and we're not going proactive any more. >> also testifying at the hearing the sfo fire chief. he acknowledged a teenage girl who survived the initial plane crash was hit by two fire trucks and that firefighters thought she was dead. a danceville pilot who gained international fame for safely landing a passenger jet on hudson river says pilot training needs to be improved. sully sullenberger says pilots must be ready to fly manually in all kinds of situations. >> automation in the cockpit is not a panacea. it's a mixed blessing. and while it and many other things have helped make aviation much safer, in certain ways it introduced new risks. especially as the complexity of these technological systems has increased. >> you can see more video and photos of the ntsb hearing at ktvu.com. there is also a special section right on the home page.

happening today republican house speaker john boehner is throwing his support behind a bipartisan budget deal set for a vote today. boehner angrily denounced two conservative groups that criticized the budget deal. republican congressman paul ryan and democratic senator patty murray came up with a compromise plan. they say it would ease planned cuts in military and domestic spending over the next two years without raising taxes. if it taxes it would avert another government shutdown next month. and the white house is bringing in the sexiest man alive to help boors enrollment in the affordable care act. pop singer adam levine, who was dubbed sexiest man alive by "people magazine" last month, will promote enrollment in online health insurance

exchanges as part of a social media campaign kicking off today. it's a tactic president obama successfully used in his 2012 re-election campaign. the obama administration plans to use celebrity proposes and videos aimed at inspiring americans to enroll. time now is 8:14. san francisco police investigating a shooting last night in the mission district and they are looking for a shooter. police say a man was critically wounded around 8:00 last night. his friends drove him to fear by san francisco general hospital for treatment. a bank robbery and chase in nevado ended yesterday morning with an officer-involved shooting. now authorities are investigating whether the suspect who was shot is a serial bank robber known as the cotton ball bandit. this happened after a robbery at the bank of the west on grant avenue. authorities say a deputy opened fire after the suspect crashed his car into a pole and then pointed a gun at deputies.

>> he dropped. he didn't move or anything. the officer surrounded him. >> that isn't is expected to survive -- that isn't is expected to survive. 8:15. new this morning 52 bus companies have been shut down by federal regulators because of poor safety records. some of the companies said drivers with suspended licenses or who drove more than 800 miles without getting sleep. los angeles-based salcedo tours is the only california bus company that was shut down. the federal announcement follows several bus crashes involving companies with poor safety records, including a crash back in august near los angeles where 50 people were hurt. that bus company has been cited for the poor safety record, but has not been shut down. time is 8:16.

san francisco mayor ed lee wants to improve the safety of several emergency systems for a time when a strong earthquake hits. now, he has a $400 million bond planned to upgrade most of the city's police stations and several fire stations. mayor lee wants to put the idea before voters for their approval in june. the measure does need approval from eight city supervisors before it can be placed on the ballot. a non-profit group is suing to keep a crematorium from opening in east oakland. a lawsuit filed in alameda county superior court claims city planners improperly issued a permit for a crematorium on kitty lane near the oakland airport. the suit filed by communities for a better environment claims the permit should not have been issued without a public hearing. opponents have concerns about mercury and other toxins emitted by crematoriums.

the soil and having to relocate to another home because of the clean-up. >> not only the hassle of moving, but will i get something that's compatible with what i have right now? >> everything that we're doing is about ensuring not only the safety of the people who are here today, but them getting the land clean so that no one has anything to worry about in the future. >> the director of treasure island calls the project to clean up the island and develop it, quote, challenging and complex. he says it will take many more years to complete. more public meetings will be held as they are needed. all right. tori, time is 8:25. nature lovers call it an environmental disaster in hawaii. scientists have turned over their report on a giant spill of molasses in september. 1400 tons of molasses leaked out of a pipeline that was used to load ships. researchers say that spill endangered aquatic life for generations. they say at least a thousand

colonies of coral were killed. the clean-up crews say molasses is worse than an oil spill because oil will float on the surface of the water while heavy molasses sinks right to the bottom, coating the ocean floor. well, deliveries of the popular hot sauce sriracha, they're on hold this morning. the state health department is enforcing tougher guidelines and they have order ed a southern california food company to stop shipping products to restaurants and stores for the next month. officials say there has to be a 30-day hold to make sure that microorganisms in the product are treated. this is the latest setback for the sriracha company, which by the way was sued by the city of irwin dale because of air quality you concerns. a controversial proposal heading to capitol hill. the hearing now underway on the debate over whether cellphones can be used on planes. and we're live in west oakland where oakland fire department crews responded to this complex behind me.

this is not the first time fire crews have been at this particular address. we will tell you what they think may have caused this morning's fire coming up in a live report. it is thursday, december 12. i'm dave clark. let's check weather and traffic. steve's right here. the forecast not too bad? >> unless you don't like the cold, dave. >> that's the trouble. >> temperatures 20s, 30s, 40s. noticeably colder this morning. still a freeze warning in the north bay to 9:00. 20s from, i mean cloverdale, hillsberg, lake county. high pressure ridge holding its ground. a week system will brush us tomorrow. partly sunny, partly cloudy skies. lots of sun. a little warmer here. 60s for a few. but with such cold lows and the nights so long, more 50s than anything else. here is sal. we have improvement in some commutes and also actually worser -- worse traffic in others. worser is not a word. this is the improved part. traffic at you -- coming at the

bay bridge total plaza is nice. about a two-minute late. the metering lights are still on. you will see some slow traffic between the toll plaza and metering lights. the morning commute looks okay in san francisco. a little hazy there. just as steve said it would be, it's hazy today. but the traffic so much better today than it has been, than it was yesterday when we had those crashes. as you look at the bay area, and i look at the road sensors and how red everything is, the east bay 580 is one of the worst freeways right now. it is backeddum solid into dub -- backed up solid into dublin. that's about 27 minutes from the altamonte pass to secretary interstate 680. fire crews put out a fire at a house early this morning. brian flores is at 24th and market to tell us, this is not the first time fire crews have been at that particular address, brian? >> reporter: yeah, you're exactly right, dave. good morning to you. in fact, oakland fire says this is the second time in two weeks that they responded to this fourplex behind me. as you can see, oakland fire

crews made quick work this morning. but the good news, the fire is out. has been over for about an hour now. but the investigation continues on how it started. now, i want to show you video from news chopper 2 from earlier. you see the firefighters attacking the fire from the roof. we understand four engines responded for 22 firefighters this morning. we first got the call at 6:25 this morning as well. now, video from the ground shows that this is a fourplex housing unit on the 900 block of 24th here in west oakland. across the street from a boys and girls clubs facility. firefighters doused it within an hour. there are windows boarded up there. that's because oakland fire says this is not the only time this housing complex has caught on fire. >> so this is the second fire at this structure in two weeks. it's the third fire at this location in the past month and a half. again the cause is under investigation. this time it did not start inside the structure. it started on the outside and extended up into the attic

space. >> and oakland fire says this building has been aband under for some time and fire investigators say this complex is known to have transient activity. an investigator i spoke with says there were signs of that during this fire. back out live, you see a lot of smoke damage especially to the outside. firefighters say that's where it started. but it is inclear this morning -- unclear this morning how it started. brian flores, ktvu channel 2 news. >> today is the fifth straight spare the air day, and that's a record. air quality officials say you can't burn wood for 24 hours in fireplaces or stoves unless that's the only way you can stay warm. officials say the cold weather is keeping the air stagnant. it's trapping smoke and other pollution close to the ground. i think it affects me. especially yesterday morning when you woke up and you spelled that acrid kind of smell from the concord. yeah, a house fire. makes it difference. >> look at all of the cars on

the freeway every day. it's a traffic jam. cars moving at 3 miles an hour, just spewing their exhaust. i think that's a major contributor to the pollution that we have in the area now. >> now, today santa clara county will have the dirtiest air. it will still be an issue all over the bay area. if you violate the spare the air order you may be hit with a $100 fine and may be forced to take a wood smoke awareness class. the chairman federal communications commission could face tough questions at a congressional hearing over his proposal to allow cellphone use on airplanes. there has been a public backlash against the proposal made by fcc chairman tom wheeler. he wants to give airlines permission to offer voice and data services to passengers once a plane reaches an altitude of 10,000 feet. but many americans say they don't want to be forced to

listen to other passengers' telephone conversations. >> once the cat is out of the bag we don't have an excuse. i will be on the plane for six hours, can't reach me. it used to be a very safe refuge. >> many business travelers are in favor of allowing phones on planes and say many foreign carriers already allow in- flight calls. fcc chairman wheeler says he just thinks the airline should make the decision. not the government. he released a statement saying, "i do not want the person in the seat next to me yapping at 35,000 feet any more than anyone else, but we are not the federal kurt is i commission." our time is now 8:55. new details about a theft at a seattle wine shop that may be connect today a break-in in san francisco. police say the suspects punctured gas lines outside the wine shop after the theft and planned to set off an explosion that could have killed dozens of people. but a building manager smelled the fumes, turned off the gas.

that prevented an explosion. now, police recovered the 2,500 bottles of wine stolen from the shop tuesday from a nearby storage facility. they believe the same suspects may be responsible for stealing $100,000 worth of wine from fine wines international in san francisco last spring. a woman is due in court today in connection with almost $20,000 of cosmetics stolen from the mac cosmetic store in berkeley. 32-year-old kristen hail is facing charges, including receiving stolen property and identity theft. police say surveillance footage shows two people breaking into the store last month. police traced the suspect's license plate to hale's home and say they recovered boxes of cosmetics, stolen credit cards and checkbooks. it is 8:36. a livermore golf coach could face new charges as more victims come forward in a sexual abuse investigation.

andrew nesbitt has been charged with 65 felony counts of child molestation after two boys at the grip junior golf academy you accused him of sexual abuse. now police say a third boy has come forward and they plan to ask the district attorney to file additional charges in the case. police are also investigating whether there may be additional victims in detroit and mississippi where nesbitt worked as a golf instructor before moving to california. the city of palo alto may delay enforcement of a controversial law that bans people from living in their cars. the palo alto city council is scheduled to vote monday on whether to wait a year before allowing police to enforce the new law. city officials say they want to wait for a ruling in a court case concerning a similar law down in los angeles. the palo alto city council passed the ordinance in august, but enforcement was not set to begin until this february. and today pg&e expects to

complete all the repairs to the underground lines that set off a natural gas fire in oakland on tuesday. the utility released this photograph showing a crack in the elbow of a 4-inch steel pipe. natural gas leaked from the pipe fueling a fire beneath golf links row. time now is 8:38. new this morning thousands of south african still paying their respects to nelson mandela. we're looking at the video of his casket. nelson mandela's body lying in state for a second day in the capitol city of pretoria. look at automatic the people. people are waiting in line sometimes for hours just for a chance to say good-bye to the man they call the father of their country. nelson mandela's body will lie in state for one more day, and then on saturday his body will be flown to the village where he grew up. then he will be buried on

nasdaq down 2, s&p down 3. 8:43. investigators seem -- investors seem to like facebook again after a vote of confidence from wall street. pam cook is in the newsroom with the reason many people will soon have facebook in their retirement account. good morning, pam. >> reporter: good morning. facebook will be added to the s&p 500 index before the end of the year and that is the index where a lot of retirement funds are invested. it's also a big boost of confidence in the company and social media going forward. on the news, the stock is up nearly 4% this morning. it's up about 170% from the low that it hit after a botched initial public offering and a drop in investor confidence last year. analysts credit facebook's recovery in part to its innovations in the mobile market. that has helped boost revenue despite the drop in the use of pc's. facebook joins bay area neighbors and competitors yahoo, google, and ebay in representing the tech sector in the stock index which is made up of the biggest companies

police on a chase through antioch, pittsburg, bay point, and concord before he was arrested. the chase reached speeds of 100 miles an hour. and an abandoned apartment house in oakland caught fire just hours ago. this is the second time in two weeks firefighters rushed to this fourplex at 24th and market. the cause of today's fire is under investigation. police in milpitas will hold a news conference this afternoon updating the investigation into a year old homicide case. a seven 11 clerk was shot and killed in september of 2012. it was the only homicide there of the year. police later released surveillance images showing three armed men confronting the if clerk. the news conference is at three this afternoon. make sure to stay with ktvu and ktvu.com for updates. 8:46. the u.s. u.s. senate is still

here. southbound 280 out of daly city, that's taking about 15 minutes to drive from westlake down to 380 san bruno. this is northbound 101. you see it on the maps there it's a little bit slow from third street heading up to hospital curve. now lets go to the bay bridge. it was completely clear a moment ago. people may have seen it and said, wow, i got to get over there. now there is a five to ten-minute delay there. lots of sunshine. hazy sunshine for some now. a few locations have a little easterly breeze. not as strong or robust as yesterday. that's for sure. cold this morning. i'll tell you, lots of 20s, 30s. inland the freeze warning north bay. 20s from santa cruz mountains, east bay, peninsula, now 40s. half moon bay 32. now they are 45. 40s nor in san francisco -- more in san francisco. 5 in tahoe. 9 reno. 20s in mendocino county. lake county as well. this is the pattern we are going to see for a while. the 5, 7, 10, 15 day out look

two years ago hegland was sentenced to 19 years in prison for giving drugs and alcohol so three teenager girls, then molesting and videotaping them. police say it happened at the golden tree apartments on jalupa avenue in santa rosa. some of the neighbors are furious hegland could get out of prison early. >> any time we can keep society safe or people who are dangerous to society away from us, then that's all the better. >> hegland's lawyers say the jury instructions listed the wrong drug offense. so that conviction was tossed out. as a result, hegland could be released as early as 2015. it is 8:55. governors from western states will unveil a new mapping project today detailing the habitat of wildlife and other natural resources. it took five years to create the maps of 16 states that will help lawmakers make decisions about where to allow development, including highways and power lines. officials say the maps will
