>> firefighters say changes to streets in san francisco are making it difficult for fire trucks to get around. we went out with firefighters to see for ourselves. streets are being redesigned to keep pedestrians and bike riders safe. tonight 2 investigates the changes that continue and the tension between both sides of the debate. here is ktvu's david stevenson live in san francisco. david? >> reporter: this is a templeerary bulb out -- temporary bulb out, firefighters say safety important but these projects can effect their response time to an emergency. >> reporter: san francisco firefighters told ktvu getting to the scene of an emergency is getting more difficult. since we reported in october the city has seen more lanes converted for bicycle and bus traffic aimed at keeping cars from clipping pedestrians. a thousand pedestrians were

struck by cars last year. >> these changes are about making roads safer. whether for safer bike lanes or crossing for pedestrians. >> a mixed bag. how we see it. >> reporter: the fire department says first units are arriving on scene in 5-1/2 minutes. 8 seconds slower than last year. as the city grapples with building construction and projects tying up the streets, officials are concerned with the conversion of traffic lanes to bicycle lanes. the fear is some changes may slow response times and put pedestrians and bicyclists in the way of fire engines. >> they are more in the line of traffic. and then for bicyclists to have to go around is -- you know, potential for contact with a vehicle. >> reporter: he road along with

abandon on 14th street near chestnut but the people fled the scene. this was the third cart jacking in oakland this month. we will have more on the 10:00 p.m. news. man is underarrest tonight facing drunk driving charges for a crash on interstate 580 at 10:00 a.m. this morning, one person died when a hummer rear ended a jeep. both cars crashed into two more vehicles. ktvu's patti lee is live where they are close to identifying the victim. >> reporter: the driver is from contra costa county, was driving on 580 this morning, slowing for traffic when he was slammed from behind by a hummer going 50 miles per hour. we found new video which was taken seconds after impact. >> they are in there. >> oh, my god.

really? >> reporter: that video shows the jeep on fire and the blaze is so intense rescuers couldn't get close to the car. a construction crew on the other side told me fire crews used so much foam and water it needed to borrow their water truck after they saw flames coming from the hummer. >> there was explosions. chunk of the jeep flew off and exploded into the -- you know, coming towards us. >> reporter: a 53-year-old was driving the umer that -- hummer that caused the wreck. he smelled of alcohol and was arrested after he failed a field sobriety test. he was booked into jail this afternoon. reporting live, patti lee, ktvu

channel 2 news. a man was struck and killed this morning by van after 9:30 a.m. on civic center drive near the civic center, across the street from a farmers market. police don't know if the victim was in the cross walk over if the driver was speeding at the time of the collision. people say drivers are always speeding on that street. >> pedestrians right here. it sacritical corner. -- is a critical corner. >> we should do something about it. >> so far police haven't released the driver or the victim's name. four people are under arrest tonight accused of killing a 7-eleven clerk last year. he was shot during a robbery on september 8, 2012. after a investigation they were able to arrest three men and

one woman in connection with the case. they are all charged with robbery and murder. >> now we can say the world is a safer place and they will stay in custody till the court process occurs. >> police say several police agents is and 7-eleven worked together make the arrest. a used car dealer faces prison time for defrauding customers. he ran sunnyvale motor cars. he pleaded no contest for charges including grand shift, conpeeracy, writing bad checks and money laundering. continuing coverage. b.a.r.t. management and union leaders are meeting to discuss the family leave clause. ktvu's tom vacar is in oakland tonight. we talked to you at 5:00 p.m. and they were still talking. >> reporter: they are still

talking. b.a.r.t., a mediator and the unions have been talking all day long. the question is, will they be able to develop contract number 2 or will it degenerate into strike number 3? a lot is at stake. for the 45 days since the strike the unions worked hoping the b.a.r.t. board would ratify the six week family leave provisions they voted voted for. today's talks haven't seen a break through and the two union officers expect the talks to continue into the night. while this drags on, 9 months now, another complication hangs over the talks. >> we filed the lawsuit. we haven't heard anything. we are waiting. as you know, lawsuits are time

consuming. >> reporter: talks are scheduled to pick up again tomorrow if nothing happens tonight. this is a highly contentious issue which leaves the possibility of strike 3 on the table. we are standing by. tom vacar, ktvu channel 2 news. >> more details now on what else is in the contract. the deal includes a 15% raise over four years. for the first time it calls for employees to contribute 1% of their wages to their pensions. rising to 4% during the 4th year. workers would see health insurance premiums go up from $92 to $129 per month and if you ride b.a.r.t., effective january 1 b.a.r.t. is increasing fairs by 5%. that translates to an increase of 19 cents per ride. the increase is expected to

help replace b.a.r.t.'s aging fleet of trains which is expected to cost $800 million. only on 2, a poll shows support for labor unis in california is -- unions in california is slipping. union 45% said unions do more harm than good. democrats said 30% agreed. a labor group released findings of an audit showing working conditions at three chinese plants were apple iphones are made were improving. they came undercrouteny because of unsafe working conditions. since then they said the supplier limited workers time on the clock to 60 hours a

that is off highway 15 miles south of santa cruz. officials haven't said whether they suspect foul play. police are trying to track down an armed robber who held up a bingo fundraiser in san jose. about 9:30 p.m. last night at oak grove high school, police say a gunman walked into the gym and demanded money. 100 people were playing bingo but no one was hurt. the thief made off with $5,000 in cash. >> i talked to one of the parents last night and her word was it was surreal about what happened. she was shaken. >> police haven't made any arrests. proceeds are made to pay for uniforms and other expenses for the band. new at 6:00 p.m. a massacre of children at sandy hook elementary school sparked a fever to increase gun control but we are looking at what changed since the shooting one year ago. ktvu's ken pritchett is live in

san francisco where some say there is still a lot of work to be done. >> reporter: we are on market street, saturday this will be the scene of an event marking the anniversary of the sandy hook elementary school shooting. people will remember that day and take stock of the anti-gun efforts. >> reporter: he has a personal stake on the issue of guns. >> i have been involved in the issue of gun violence since i lost my dad to a random shooting. >> reporter: he helped start www.gunbygun.org. this saturday will fund 3 bay area gun buy backs to mark the sandy hook elementary school shooting. >> a lot of us felt that sandy hook elementary school was a water shed moment on the history of guns and i think it was disappointing and

frustrating when we weren't able to see a material change. >> reporter: post sandy hook elementary school congress did next to nothing on gun control but california did. the governor signed 10-17 bills. his bill signed into law provides $24 million so law enforcement can track down people prohibited from owning gun. >> 20,000 people in possession of 40,000 weapons. >> major bill that willed prohibited the sale of rifles with detachable magazines. advocates say many laws will be challenged and over turn in the courts. >> the legislator in california missed the mark by a mile in
