now. good morning. welcome to "mornings on 2." these are live pictures from san jose mineta international airport where airport officials and travelers are scrambling to deal with a pretty wet situation. part of ter terminal "a" is shut down. what this means for you if you are heading to san jose this morning. that's coming up in a live report. good morning, once again. i'm tori campbell. >> i'm dave clark. let's check weather and traffic. steve, how is it looking? >> like a lot of high clouds. nice sunrise, temperatures, 30s, 40, 50s to 60s and offshore breeze will give nice temperatures to the coast. santa cruz needs to get to 74 to get to the record to high. 68 san jose would be two sni of a record. oakland, 65 yesterday. we'll go 67. 30s, 40, 50s. now 59 half moon bay.

they were 63. still a lot of 30s around. some of these are well 30s. higher clouds associated with a weak, little system. still mostly sunny. high clouds, nice to mild to warm again. some areas east are a little cool. some by the coast are warm. here's sal. we are getting new information about this accident in santa clara. according to santa clara police, a man driving a motorized scooter was killed in a collision with another vehicle at about 4:30 this morning in the parking lot near winchester and stevens creek. this is according to a police lieutenant. the man was pronounced dead at the scene. there's still an investigation going on. we just got a tweet from santa clara police say they are out at the interchange doing their investigation. it's unclear if it's in the interchange or in the parking lot nearby or if it's maybe

affecting both. we want you to stay away from the area if you can. the freeway nearby is not affected. it's slow, anyway because it is slow. but it's not affected by the crash. bay bridge is backed up for about a 15, 20-minute delay. your entire drive time counting the bay bridge delay and the other ten across the bridge is about 30 minutes. not too bad getting into san francisco this morning. highway 4, as you drive through. it's going to be slow as you come up from the antioch area of stop and go, stop and go again driving over the hill to concord. let's go back to the desk. thank you, sal. if you are traveling out of san jose international airport this morning, be prepared to deal with some changes. that's because a water line broke flooding parts of a terminal there and now it's offlimits to passengers. ktvu's janine de la vega joins us live from san jose to tell us about the impact. good morning, janine. >> reporter: good morning, tori. things seem to be under control. it was a little bit chaotic

early. a police sergeant said when the line broke, it looked like a river of water coming down the escalator. passengers cannot check their bags or go through screening here at terminal "a". this is the aftermath. airport officials say a hot water line broke in the rooftop of the sky bridge of termy -- of terminal "a". a couple of thousands of dollars came cascading down the escalator and the secure area and the baggage claim. there were not many people at the time. the first flight does not take off until early this morning. passengers can still check in at terminal "a". but if they have bags to check, they must check them at terminal b and go through security there. >> we have crews on scene

the airlines in terminal "a" being impacted include american, all nippon airs. jetblue, united, u.s. airways, vir yin, and volaris and hawaiian. for more information, follow us on twitter or like us on facebook. this afternoon, federal investigators will present a draft report about the chevron refinery fire last year and make recommendations. the u.s. chemical safety board is expected to say the refinery performed spot maintenance, instead of more comprehensive maintenance. the board is expected to call on the straight of california to change safety regulations to a more expanded program. it's already used in the united kingdom, norway and australia. the city of san francisco will pay the coast guard almost a million dollars under a proposed settlement for the cleanup costs on a tugboat. it sank near treasure island

back in 2009. when this world war ii era boat sank, it also leaked about a hundred gallons of fuel in the bay. the $1 million is to reimburse the coast guard for lifting the tugboat. negotiations over a new a.c. transit contract are expected to resume today. this comes as the agency rolls out new roots and extends the hours. the union says this violates the term of the 60-day cooling off period. the union could go on strike once the cooling-off period ends in one week. and the city council in palo alto is considering a plan to help reserve more street parking for residents. under the proposed program, the city would charge for parking permits. the council says most of the permits would go to residents but some employees who work for nearby businesses would also be able to get them. the council is set to discuss

last night. it happened just before 10:00 about two miles southeast of the geysers. just north of healdsburg. the quake was more than a mile deep. so far there's no word of any injuries or damage. the navy plans to increase its sonar testing program over the next five years despite research paid for by the navy that showed that loud, underwater noise could seriously disturb whales or dolphins. the sonar training is very important to national security. there's been no major testing. several environmental groups dispute the claim. students returned to a san rafael elementary school today after the power was knocked out last week when a minivan crashed into the school. it happened at laurel del elementary thursday night rupturing gas and electric lines. the investigation continues into the cause of the crash,

and as ktvu reported live on friday, school was closed. according to the website, repairs are expected to be completed in time for the classes this morning. today, the city of san francisco will officially roll out free wi-fi on market street. the free wireless will be available on three miles off that busy transit way from the embarcadero to castro street. this wi-fi cost the city about $500,000 after some donations from high-tech companies. this will allow people to do everything from finding out when their next bus is coming to checking out job listings. that's good for people and the city. >> yeah, tori. 7:11. what was supposed to be a minor surgery has turned into a heartbreaking surgery. >> told me my daughter would be home soon. now you are telling me she may never come home again?

sonoma county. this is gonna stay in effect through this afternoon. on the east coast, people are seeing a lot of snow after this weekend's storm. the storm left about a foot and a half of snow. this is york county, maine. about 14 inches in albany county, new york. a lot of accidents, as you can imagine, on the roads. it was near zero visibility. but the national weather service says that storm has ov- - has moved off the atlantic coast. developing news out of massachusetts. harvard university says four buildings on the campus outside of boston are being evacuated due to unconfirmed reports of explosives. these are live pictures. the camera is moving around zooming in. it looks like an officer walking around a snowy path. the school tweeted there are no reports of explosions. this is finals week.

both harvard and local police in boston are investigating and will continue to provide details as we get they. a 17-year-old colorado girl is still fighting for her life after being shot by a classmate at her school near denver. clair davis remains in a coma after being shot at point blank range on friday. the school's de -- 18-year-old carl wilson had recently been kicked off the debate team and suspended from school for threatening the coach. >> when carl came back, i was angry. he felt like this ruined his chances of college and ruined his future. >> investigators say the teenaged gunman never found the coach and killed himself. no one else was hurt. a new report finds that mentally ill patients allegedly

dumped in california are committing crimes. according to the "sacramento bee" the hospital in las vegas bussed more than 500 patients to california. since then, some of the passenger names have been found in databases across the state for arrests involving murder, assault and sex crimes. dennis herrera has filed a lawsuit against the hospital for allegations of patient dumping. disturbing new information about the bogus sign language interpreter, the man who took center stage in last week's memorial service for nelson mandela. friends say he was among a group of people who helped burn two men to death ten years ago after they stole a tv set. two men later went on trial for those killings. however, the interpreter you see here was never tried because the south african

scooter was killed at the scene. the traffic is not affected on the freeways but it will be affected if you are driving winchester at stevens creek. that's where the crash is. just avoid the area. nearby on the freeways there's not a lot going on. not a lot of crashes that are happening. however, there is slow traffic on 280. let's take a look at the bay bridge toll plaza, westbound. we have a big delay. the delay has grown in the last few minutes. 30 to 40 minutes before you actually make it on the bridge. the eastshore freeway, you can see it's pretty crowded now. the last time we saw it earlier, it was moving earlier than this. it's not stop and go. but it's definitely below the speed limit as you drive westbound and head past university. 7:19. let's go ta steve. >> thank you, sal. a lot of high clouds over us. much milder compared to where we were a week ago.

alex savidge is live in vallejo this morning to tell us about a very important meeting set for tonight, alex. >> reporter: well, good morning. the val police association ocean is fight -- vallejo police association is fighting this proposal to slash pay for officers. the city council will be debating whether to impose this new contract on the police force. let me show you the full-page newspaper ad that the police union printed or put out earlier this past weekend, urging people to attend the council meeting and voice opposition to the proposed contract. union leaders say this move would decimate an already understaffed department by driving out qualified officers. this would be the first post- bankruptcy contract. it would force officers to pay 25% more for healthcare and impose a 5% pay cut on them. this plan comes as the department is struggling with the recent surge in violence. there were four murders in just

the past week here. vallejo's homicide count is at 26 so far this year. that includes three deadly officer-involved shootings. >> this is a file for us to come together and to respond to evil in a positive way. >> reporter: this was the scene last night as those fed up with the violence in this city came together for a vigil at the vallejo ferry terminal. more than 100 people in attendance there. they held candles. they offered prayers for the victims of the recent violence and talked about solutions to stop the killings. many say along with more police officers on the streets, the city also needs to offer options for young people to keep them off the streets as well. neighbors are pledging to get more involved. >> i don't know any of the families that -- that have been involved. it's my community. i live here. i'm raising my kids here. definitely gonna come out and

show some support. >> reporter: this severely understaffed department has 78 officers on the force. that's half as many as it had back in 2006. there are only sick detectives to handle a growing caseload of homicides. the gun violence continued this past weekend. three people were shot in a 24- hour period. none of them died from their injuries. but vallejo police say finding the shooters in all of those cases will take cooperation from witnesses. live this morning in vallejo, alex savidge, ktvu channel 2 news. 7:35. it started as a routine surgery. it ended with a 13-year-old girl on life support. as pam cook reports from our newsroom, what the family says happened in between should never happen a -- at a hospital. >> yeah, the 13-year-old went in to have her tonsils removed. she's on life support. she was declared brain dead just days after getting into children's hospital for tonsil

surgery. the girl's family said there was no sense of urgency when the girl came out of surgery and started to bleed. it wasn't until they started to scream for help when they responded. >> my daughter started to write a note and asked if i was okay. she said i'm you swallowing too much mucous. but it was blood. i didn't want to scare her. >> i was the last one to see her and i said somebody help my baby, please and they came in and they started working on her and the next thing you know her heart -- the doctor says oh, no. she doesn't have a heart rate no more. >> the girl's family accuses the hospital of inadd quit air -- inadequate care. she was put on life support and declared brain dead shortly

after that. the hospital is promising a full investigation. what the family says the hospital is doing that's making a horrible tragic situation even worse. reporting live in the newsroom, pam coomb -- pam cook, ktvu channel 2 news. a 19-year-old is recovering after a stray bullet struck her while watching tv at at her home on friday -- at her home on friday night in richmond on waller avenue. police say nine shots were fired. one bullet -- one of the bullets went through her arm and struck her in the lower back. the sister said she was with her stepdad when it happened. >> it could have been way worse. i'm thankful she's talking and breathing and alert. >> the victim's sister says sherr stepfather applied -- her -- her stepfather applied

pressure to the wounds until help arrived. marin leaders debate pedestrian safety tomorrow after a 79-year-old man was hit thursday morning as he crossed in front of the civic center in san rafael. county supervisors will be talking about a sweeping safety plan at that area in their meeting tomorrow. this includes a round-about circle designed to slow down traffic in the area. so far no charges have been filed against the unidentified driver in the case. police in fremont warning people about two men, they are posing as contractors trying to get into people's houses. the latest incident was reported last tuesday. the homeowner said they told him he was fixing the neighbor's fence and neated to get in the backyard -- needed to get in the backyard. he later found that cash and

jewelry was missing. the suspects are around 5'8", they have average builds and both wearing khaki pants. nearly 30 people are looking for places to stay after an apartment fire in san francisco's north beach neighborhood. the fire started around 9:30 on sunday morning at the three- story building on powell street. firefighters say the flames were under control around 10:00 a.m. 12 units were completely destroyed. for the 9th consecutive day a winter spare the air alert has been issued. an oppressive weather pattern is trapping pollution close to the ground. the alerts mean it's illegal to burn wood either indoors or outdoors. residents are allowed to have a fire if it is their only means

there. you can see travelers can check in at terminal "a" but then they are walking down to the other terminals for security screening. now, water was dripping from the ceiling of terminal "a." that's the aftermath of the flooding that took place at 2:15 this morning. airport officials say a hot water line broke in the rooftop of the sky bridge of terminal "a." a couple of thousand gallons of water came in. there were not many people at the time because the first flights didn't take off until 6:30 this morning. but emergency crews worked to secure the area and get the water turned off. now, while passengers can still check in at terminal "a," they have to check their bags at terminal b and go through security screening over there. that's caused some delays for passengers. >> it's kind of weird. it was unexpected for all of us. we were like wait. they told us the water main

the airlines in terminal "a" that are being affected are american, nippon, delta, jet jetblue, united, rus airways, vo -- u.s. airways, volaris and hawaiian and virgin america. follow us on twitter and facebook. federal investigators are scheduled to release a draft report on last year's fire of the chevron refinery in richmond. the chemical safety board is expected to lay out new recommendations for regulating all of california's refineries. an earlier report blamed the fire on old pipes that were not well maintained. 15,000 people went to hospitals complaining about respiratory problems related to that fire. the city of san francisco will pay the coast guard nearly $1 million under a proposed settlement to cover the cleanup costs of a tugboat that sank

near treasure island back in 2009. when the world war ii era boat sank, it leaked about 100 gallons of fuel into the bay. the $1 million is to reimburse the coast guard for its work to lift the tugboat and clean up the fuel spill. negotiations resumed today on a new a.c. transit contract. that comes as a.c. transit rolls out new roots and they extend the hours. the union says the changes violate the terms of a court- ordered 60-day cooling off period between the union and management. the union could possibly go on strike in a week. the city council in palo alto is considering a plan to help reserve more than street parking for residents there. now, under the proposed program, the city would charge for parking permits. the city council says most of the ter mits would go to residents but some employees who work for nearby businesses would also be able to get them. the city council is due to talk about the residential permit

it has now led to some evacuations. the fire began around midnight in national forest near pfeiffer ridge in southern monterey college. it has now grown to 500 acres as it burns through dry vegetation. the fire is moving towards ocean but there are a number of homes scattered along the path forcing its -- forcing the evacuations. so far, there are no reports of injuries. tomorrow marin county supervisors are set to consider a plan to improve pedestrian safety. the meeting comes one week after a 79-year-old man was struck and killed by a van as he crossed civic center drive in front of the marin county civic center in san rafael. county supervisors are scheduled to discuss a sweeping safety plan for that area which has been the scene of many other accidents. and fremont police are warning people about two men posing as contractors to gain access to people's homes. the latest incident was

now, while things seemed to be under control at terminal "a," it still -- well, it's still shut down. let's check in now with ktvu's janine de la vega live in san jose about the impact and what's happening at this very moment, janine. >> reporter: well, security screening and the entire second floor of terminal "a" has been shut down all morning. we were just by an airport spokesman they hope to have one lane of security open at 9:00 a.m. the water main happened at the sky bridge you are looking at. there's lot of cleanup going on. water was dripping from the ceiling of terminal "a." airport officials say a hot water line broke in the rooftop of the sky bridge of terminal "a" and hot water came rushing down the escalators. we're told it was 180 degrees and it caused the fire sprinklers to go off. there were not too many people up there because the first

flights didn't take off until 6:-- until 6:30. emergency workers worked to secure the area. we were told it was running for about an hour. in the last 30 minutes we were taken up to the mess to watch all of the water being vacuumed up. i think our bigger concern is some of the equipment that might have been damaged. >> reporter: as you can see, there's still a lot of cleanup that needs to be done in that security screening area and baggage claim. now, as far as passengers go, they can still check in at terminal "a" but they have to check their bags at terminal "b" and go through security screening over there. that's caused some delays. passengers can walk or take shuttle buses to check their bags and go through the

san francisco, sal. >> yes, on bayshore at courtland. right in front of the lowe's store here. it's an injury crash involving a pedestrian and a vehicle of some sort. city vehicle had from what we understand. bayshore boulevard at courtland avenue right in front of lowe's there. pretty busy street at this time. 101 is pretty busy and people use bayshore to go around it. i wouldn't suggest that right now as the fire department along with medics and the police are there at that corner. also looking at the commute coming into san francisco bay bridge. that commute is moderately heavy. there are no major problems coming into the city. it's about a 25-minute delay. it what tonight -- i want to mention that traffic is still slow, stop and go. this is 80 westbound at university. as we pull back, you can see that traffic is -- it's not a picnic as you drive there. westbound on 80. traffic continues to slow in pockets down to the macarthur
