it is tuesday december 17th. i'm pam cook. >> and good morning i'm dave clark. lets check weather and traffic. steve you're not giving up finding rain are you? >> i'm giving up this year. maybe in january. does not look good for a while. it looks hazy and mild to warm, especially by the coast. we'll start off 30s, 40s, and some low 50s here, partly cloudy today, looks like a lot more high clouds filtering in. 62 to 75 though and very mild, very hazy skies. 30s, 40s, and 50. 51 san fransisco, the east breeze has kind of tailed off. yesterday half-moon bay was 63. san jose is 41. 37 walnut creek. still cold, just not as cold as it was last week when it was really cold. lax hit 85 degrees yesterday and santa barbara 82. partly cloudy, a lot of high clouds, hazy and mild, 60s and low 70s. some very mild conditions near the coast. here's sal. and right now we have a new crash steve westbound 80.

westbound 80 right at san pablo avenue. the traffic is backing up as you drive out of richmond and head out towards el cerrito. this is blocking a lane here as i try to get more information. one of the things you should know is that traffic is going to be slow if you are driving. this is a hit and run crash by the way that has one vehicle outstanding, car parts all over the place. not a good start to the 80 commute. let's move along to some live pictures now. westbound bay bridge, backed up as you drive up to the toll plaza for about 2 or 3 minute delay, nothing major. those metering lights are not on just yet. if you are driving in san jose, northbound 280 is off to a good start. we begin with developing news, firefighters in redwood city putting out hot spots from a smoky fire at a metal recycling plant. it started at about 1:00 this morning and it's at the simms metal management plant near the port of redwood city. investigators say the fire is burning car parts, old appliances and other discarded items which is sending up a

huge plume of smoke. there are no reports of injuries but it's not clear how this fire started. you may remember there was another fire at this same plant just one month ago. that fire on november 10th november 10th raged for nearly 17 hours and it. proked a shelter and place order in three counties due to the heavy smoke coming from that recycling plant. janine de la vega will have a live update on this morning's fire coming up in our next half hour. air quality officials say air pollution remains at unhealthy levels because of an ongoing cold weather pattern. that's why the district has declared a tenth straight spare the air alert today. wood burning is banned unless it is your only source of heat. 6:04, right now a san fransisco street blocked off after a being that was being renovated suddenly collapsed. ktvu alex savidge has more on the new details we're finding out about the man that owns that property. good morning alex. >> reporter: a prominent san fransisco developer was in the middle of a major remodel on

this home when it suddenly collapsed last night. let me show you the scene here behind us. it is pretty dramatic. this two story structure came tumbling down the hillside last night and came to rest here on graystone terrace where we are this morning near twin peaks. police still have this street blocked off right now, but the structure isn't in danger of sliding anymore. no one was hurt amazingly enough during this collapse. police say no one was inside the home when it gave way last night around 10:30. firefighters responded to this scene. at least one neighboring home had to be evacuated. the home's address is actually one street up from here at 125 crown terrace. now according to property records, that home was originally built in 1941 and is owned by mel murphy. published reports say he's the former president of the san fransisco building inspection commission, and he originally applied to demolish this property but was actually denied. records indicate murphy was in the process of remodeling this

home and it was set to go from two stories to four story with contractors adding on 4,000 feet of space. so far this morning there's no word on what caused it collapse. last night i put in a call, this morning put in a -- reached out this morning i should say to the department of building inspection for a comment here, still waiting to hear back. live this morning in san fransisco, alex savidge ktvu channel 2 news. we have more details now about mel murphy. in january of this year a project that murphy was working on in the mission district was shut down. according to the san fransisco chronicle and the san fransisco examiner, murphy was allegedly operating without the proper permits. at that time murphy was president of the building inspection commission. now in march he was appointed to the city's port commission by mayor ed lee. critics opposed that appointment because of the earlier controversy. time is 6:06. happening now fire crews in

monterey county are back on the fire lines of that huge wildfire in big sur. the 500-acre fire is burning out of control near pfeiffer state beach. so far it has destroyed 15 homes, forced the evacuation of 100 people. so far there's no word of any injuries but containment is at 0%. the sheriff of monterey county says firefighters are facing some big challenges as they battle this rare december wildfire. >> the nature of the fire, the low humidity, the wind, the fuel, it just hasn't rained here at all. normally by this time of the year everything would be wet but it hasn't been that way at all. >> now big sur's fire chief is among those who lost her home. investigators are looking into reports that an illegal campfire may have started that fire late sunday night. happening today, doctors will perform one last test this morning on a teenager declared brain dead after having her tonsils removed. ktvu's brian flores is at

oakland children's hospital this morning with how the family is holding up. brian just a tragic story. >> reporter: yeah, absolutely heartbreaking, pam. good morning to you. the family of 13-year-old jahi mcmath holding on to hope, though, as one more test, one more brain test is scheduled for some time later today. not sure exactly when. we are keeping in touch with the family for the very latest. jahi was admitted to oakland children's hospital last monday to simply have her tonsils removed. her family says after the surgery she began bleeding heavily and by thursday she was on life support declared legally brain dead. we spoke with the family recently. jahi's uncle says this is not the family's choice to pull her off life support and that they are prepared to say good-bye but they're awaiting the results of this latest brain test. >> i was supposed to be getting ready to dance with her at our christmas party. i was supposed to be getting ready to give her her christmas present, you know, christmas is only about a week away, week

and a half. i mean, we were -- our expectations was to have our little girl at home. >> very difficult for the family this morning, and this morning as well a final eeg test is being done to determine if there is any brain activity. after the results of that test, the family will then decide about removing jahi from life support. she had her tonsils removed because of a sleep apnea problem according to the family and the hospital also released a statement yesterday saying in part that they are respecting the wishes of the family not to release any details about the case and that they are supporting the family any way they can during this very difficult time. we're live here in oakland, brian flores ktvu channel 2 news. we are following developing news out of afghanistan this morning. we learned that six service members have been killed after a plane crashed in afghanistan. no reported fighting in that area when the plane went down, but the nationalities of those on board the plane have not

been released. time now 6:09. a congressional hearing investigates a september mass shooting at the washington d. c. navy yard. the focus will be security at those federal facilities. now in the case of the navy yard shooting, the gunman was a contractor who did have security clearance. on september 16th, he walked into the washington navy yard with a sawed off shotgun. he killed 12 people before he was shot and killed by police. back here at home we now have some results from the weekend gun buyback programs in oakland and san jose. in san jose, 445 weapons were turned in, including several sawed off shotguns and seven assault rifles. in oakland 146 firearms were taken off the streets during the buyback. it includes 73 handguns, 69 rifles and shotguns and four assault rifles. it's a high-tech summit at the white house, the silicon valley heavy weights attending and what the president wants

the party was hosted by the kappa alpha psi fraternity from cal state long beach. the fight started as an isolated incident between two people, but it quickly grew when their friends got involved. that's when the police were called. >> people walked into the party without paying, and they gave them a warning, told them to get out. they didn't. they started pepper spraying everybody and they shut the whole party down. >> police say they had to pepper spray the crowd because no one was cooperating. they say no one was seriously hurt and no arrests were made. a love struck kentucky couple has become an internet sensation after they became the center of attention at a justin timberlake concert. >> he has something he wants to tell you. >> she thought she was just meeting justin timberlake, but in front of thousands of screaming concert goers, joshua clemens got on one knee and asked his girlfriend kim martin to marry him.

the driver was treated on the scene for minor injuries. no one else was hurt. a san fransisco doctor is facing up to 20 years in prison for his alleged role in a homeless drug rink. dr. collin leong pleaded not guilty last week to charges of drug dealing and conspiracy. police say in exchange for cash he was issuing provisions to home before prescriptions to homeless people for oxycodone and hydrocodone. new questions about the value of multivitamins from a highly regarded medical journal. an editorial in the annals of internal medicine says using multivitamins and supplements to prevent chronic conditions is a waste of money. the writer says three studies found little or no benefits of multivitamins in preventing heart attacks, cancer or improving mental function. other doctors say supplements help americans get the vitamins and minerals they don't normally get. the government is asking questions about the risks posed

at san pablo avenue and that crash has slowed traffic pretty much from hercules or pinole to richmond. it is getting better. the lanes are open but the traffic is slow. let's go to live pictures. i want it to show you the traffic at the bay bridge toll plaza, a 10 to 15 minute delay before you get into san fransisco. the morning commute in san jose is off to a good start. we're getting some more slow traffic reported by the minute. now let's go back to the desk. happening right now, firefighters in redwood city are still putting out hot spots from a smoky fire at a metal recycling plant. it all started early this morning, and these are live pictures you're looking at. the second fire at this plant in just the past month, ktvu's janine de la vega is out there now, so janine, what's happening right now? >> reporter: well, i can definitely smell smoke in the air. it goes in and out. we're standing about a mile away, and that's for safety

reasons. we're right at seaport and bloomquist avenue and the redwood city fire department istizing people who live -- advising people who live in the area to stay indoors. there's no time estimate on when it's going to be extinguished there at the plant. we were taken closer to the fire, and this is new video taken in the last 30 minutes of firefighters fighting the fire at simms metal recycling plant on seaport boulevard. firefighters say they received numerous report of an explosion and fire just before 1 this morning. they arrived and found a huge pile of scrap metal appliances about 100 feet in length and 30 feet high that was burning. >> you know, grabbing the pile and moving it section by section and breaking it apart that way. >> while it's burning. >> while it's burning, correct. >> fire officials don't know what caused the fire, but there's been four fires at simms since 2007. the fire marshal says it's not uncommon for this to happen at

a recycling plant because they deal with metal and combustible material. now people who work nearby are being held back and prevented from going to their jobs for safety reasons. they're concerned about the air quality. it is a spare the air day today and as i mentioned before, fire officials are advising people to stay indoors. again, the spokesperson, the fire marshal has been going back and forth from the fire giving us updates, and again, he says good progress is being made. there's about 40 firefighters working it. they're still calling it a 1 alarm even though they have the resources to make it a 2-alarm fire. reporting live from redwood city janine de la vega ktvu channel 2 news. we have more details now on the recycling plant where this fire's burning. there have been four other fires at the same plant in the last six years. the most recent one was a month ago. that fire on november 10th november 10th raged for almost 17 hours. it prompted a shelter in place order in three counties because of all the heavy smoke coming

from the recycling plant. the plant's owner has also been fined once from the 2007 fire because of the dangerous smoke and another time the company was ordered by the epa to stop releasing toxic pollutants into the bay. we're also following developing news out of afghanistan this morning. we've just learned six american service members have been killed in a helicopter crash. the crash happened in afghanistan's zabol province. there was no reported fighting in the area when the plan went down. they were part of the u.s. nato security assistance force. the cause of the crash is being investigated but officials say it appears the helicopter went down because of engine failure. it's a devastating diagnosis for a 19-year-old woman in richmond who was hit by a stray bullet over the weekend. the family of dominique romero says she's paralyze from the waist down. romero was sitting on a couch inside her home on waller

being done to determine whether there will be any brain activity. after the results of that test we understand the family will then decide what to do next. and we also found out that the family told ktvu that as of monday night there are no indications or no decisions yet as to whether to donate mcmath's organs for the transplant. we're live in oakland, brian flores news ktvu channel 2 news. a brazilian newspaper says it received a letter from edward snowden asking for political asylum and offering to help brazil investigate u.s. spying on its soil. in that letter published on the newspaper's web site, snowden says he could legally offer assistance only if he's granted asylum. snowden right now is living in russia. that's where he was granted temporary asylum for a year. president obama is meeting with more than a dozen silicon valley ceo's at the white house this morning. the president wants to get the

high-tech leaders input on fixing the healthcare.gov web site along with talking about how to grow the economy and create jobs. the group includes apple's ceo tim cook, yahoo's marissa mier and google's eric schmidt. the nsa surveillance program will probably be a topic of discussion as well. many of the high-tech companies have complained about the extent of the government surveillance. ed just yesterday a federal judge ruled the nsa's collection of americans' phone records is likely unconstitutional. in his 68 page ruling the judge said the nsa's indiscriminate and arbitrary collection of personal information infringes on the right to privacy guaranteed by the fourth amendment. lottery fever is heating up as people across the bay area rush to get their megamillion dollar jackpot tickets. tonight's jackpot estimated at $586 million. however it could certainly go to more than 600 million

conditions, lots of 60s and some 70s. 68 san rafael, santa rosa, clear lake we'll go 71. walnut creek 65 to antioch, brentwood, oakley, lower 60s there. oakland 68. kind of a pattern favors santa cruz, gilroy, morgan hill, 70 in cupertino. 68 in half-moon bay. 66 palo alto and san mateo. a cooler pattern wednesday and a much colder breezy to windy pattern thursday. lows will drop and more sunshine and temperatures slowly warming up by the weekend. time now 6:52 in san fransisco it's not unusual to see coyotes in the wooded areas like golden gate park and the presidio but now they've been seen on city streets. the chronicle says coyotes were recently seen near the embarcadero and on telegraph hill. they're apparently searching for food. wildlife experts say the coyotes have been roaming a lot more because as steve says it's been such a dry year.

welcome back, this morning there's another sign that the housing market is getting healthier. core logic reports nearly 800,000 more homes have gone from underwater mortgages to positive equity again. that still leaves nearly 6.4 million residential properties valid at less than what is owed on their loans. the situation remains worse in nevada where nearly 1/3 of all homes remain under water. let's check in on the numbers, futures now turning negative, excuse me. futures were positive. the numbers are actually negative. the dow down here's a live look at the big board. it's down about 7 points, just a slight percentage on the downside. now s&p 500 also down. a lot of investors waiting to hear what happens at the end of the federal reserve two day policy meeting today.

6:56. a huge winter storm back east could affect any travel plans you have today. this morning the storm is moving into new york city after slamming pennsylvania and several other states. the snow and ice forced the cancellation of dozens of flights up and down the east coast. travelers flying in or out of bay area airports check with your airline first before heading off to the airport this morning. the u.s. chemical safety board is recommending sweeping changes to how refineries are regulated in california in the wake of the fire at the chevron refinery in richmond. now the board is calling on the state to adopt the safety case system, which is used in the united kingdom and australia. it requires refinery operators to present a written plan for controlling safety hazards that includes input from workers. regulators would have the power to audit the report and issue citations. now for more details you can duoto our web site ktvu.com. we have posted the full safety report on the chevron incident. you can look for it under our east bay tab. a shortage of hotel rooms reportedly one reason levi stadium won't be able to host
