i received a tip that oakland animal control officers uncovered a major dog fighting operation. now tonight those pit bulls are being held here at animal services following a raid that we were given exclusive access to. >> a total of at least 11 dogs. >> reporter: this is the backyard of a single family home on a residential street in east oakland. >> some of them have obvious wounds. >> reporter: dave collin calls this raid among the largest dog fighting operations he's seen. conan says he has spoken to the property owner by phone and is trying to interview him. so far no arrest. but they collected plenty of evidence. >> this is a homemade treadmill. >> reporter: one of three treadmills found at the home

that were put together for a dog. inside vests with weight that are designed by dogs. there was also medical supplies consistent with treating dog with wounds. some of the dogs were aggressive. one bit cronan and the other officers. others were friendly. authorities are now connecting the dots. >> we've had several dead pit bulls recovered in this neighborhood in just the past several months. >> reporter: all of the dogs are waiting evaluations and treatment. >> dog fighting is organized

crime. it's a multi million dollars operation. >> reporter: cronan says stronger laws are needed in california to punish those who operate dog fighting rings. cronan tells me animal control will be working closely with the alameda police department to prosecute these owners. >> several of the dogs may be adoptable after evaluation of their condition and temperament. in the case of johad mcmath, she's the 13-year-old that was left brain dead after having her tonsils removed. her family is waiting for a second season. the meeting did not go as the family hoped and the request for an outside opinion was turned down. >> he yelled it. he pretty much yelled it across the table four times he said,

we can't do that. that's an unusual request he said don't you understand she is dead, dead, dead, dead. with no compassion at all. >> reporter: he and her mom asked if they could keep her on life support until after christmas. >> i said you better not take my daughter off that machine. you have no right. you do not have my permission to take her off the ventilator. how can you not let me have my child for christmas. >> the family's attorney says he plans to file for an injunction to keep her on the ventilator tomorrow. witnesses say they heard an

explosion and then saw flames near south hampton road and turner drive. ktvu's claudine wong captured these pictures there tonight. the power is now back on. but the utility has not figured out what caused the outage. fremont police have released video from a violent home invasion robbery yesterday evening. it shows a person running from the home to a get away car waiting in the street. police are hoping someone will identify the car it's a silver or grey infinity fx35. four men kicked in the home at the home near silver lock road about 5:15 last night. the woman inside locked herself in a bedroom and called a family member who called police. police say the man kicked in the door of the bedroom and ripped the woman's necklace off. the man also stole other

jewelry. ktvu's jana katsuyama live in san leandro with the immediate reaction from unions and b.a.r.t. riders. >> reporter: some people say this is a very surprising way for the new b.a.r.t. president do start his one year term. it is generating strong reaction from riders about whether b .a.r.t.'s union should keep or lose their ability to strike. as trains rolled smoothly. riders in rock ridge remember too well the chaos and frustration of the union strike in september after contract talks stalled. today, joe keller said strikes should be banned and will start the procedure to put the measure on the ballot. >> this would be an advisory measure asking to determine that b.a.r.t. workers are essential employees to be treated like fire and police. >> he basically called a war on employees and unions. >> reporter: members of

this many people handled differently. >> reporter: as far as the proposal it would have to pass the board and it would only be an advisory showing public opinion. jana katsuyama, ktvu channel 2 news. the national transportation safety board is calling for immediate changes in response to the death of two b.a.r.t. workers two months ago. the ntsb issued safety recommendations today. it wants a ban called simple approval. that's where workers are solely responsible for their own safety. that was the case when christopher shepherd and lawrence daniels were killed in september. b.a.r.t. says it has eliminated that practice but getting the system down will take some time. >> the technology has to be compatible. >> anything that moves us in the direction of making us a safer work environment i have no problem to support. >> reporter: the ntsb wants

transportation agencies to use redundant devices to avoid collisions. the city of oakland is sitting on more than $2 million in refunds for parking tickets. as ktvu's mike mibach tells us, anyone who recently received a parking ticket there may be owed some money. >> reporter: you park, you pay, you're on your way. but every now and then upon your return there's a ticket here and a ticket there. >> five or more. >> reporter: five got this person the boot. >> just horrible. horrible. >> reporter: five for davis there year. each one -- >> $30 to $70 bucks. >> reporter: tickets sometimes paid several times. but they didn't get the money back, who kept it? >> the city was not refunding

for overpaid tickets. >> reporter: she says she first noticed the 2010-2011 fiscal area with $330,000 of overpaid tickets. >> we knew that was the tip of the iceburg. so the organization has gone back and scrubbed their book. and they've identified 2.3 million. >> reporter: 2.3 million to those that have been fined. >> a lot of those people need their money out here. it's hard. >> we just want to apologize for not being able to get the refunds out. >> reporter: mcpherson says part of the problem was technology and staffing but says a number of corrective measures are now in place. >> we do a monthly report that looks at any account of refund that can be more than $2 million and we're refunding those. >> reporter: payment notifications will go out from january 9 to february 9. you have 60 days to respond in order to get your money.

the bay area is about to get yet another area code. but this time it may not cause the kind of hand wringing it has in the past. new details tonight. christien kafton tells us despite a new area code for san francisco the 415 is going to

stick around. >> reporter: the 415 area code is as identifiable with san francisco as the giants but soon people calling the area will have to dial a new number. since 1947 san francisco has been united by one number. but the california public utility's commission gave the green light for a new area code. 628 starting in 2015. the public utility's commission says at the rate new phone numbers are being added to the system the 415 numbers will run out in october 2015. some say they are attached to their 415 phone numbers. >> i am a san francisco native. i never switch my number to any other zip code, ever. >> reporter: the new plan will allow anyone who wants to keep their old number. only new phone service requests will be assigned the 628 area code. the area code really doesn't matter say some. >> i think in this day where

cell phones there's no longer a long distance. it's really irrelevant what your area code is. >> reporter: sergio orelli says his business relies on customers calling in. he says his phone number is part of his company's identity. >> i had a 628 number maybe people think i'm not the long term family business that i am. and so i would hope that i can keep my 415. >> reporter: grady says he lived in new york when the city outgrew the 212 area code and witnessed the demand for the area code spawn a gray market for phone numbers. he says the same thing could happen here for people who don't want a 628 number. >> i think you would probably want to find who's selling 415 numbers and i'm sure they broker it. if i lived in new york and oh they're giving me a 347 and i want a 212. >> reporter: the new area codes means people living in san francisco and marin county will

have to dial the full 10 digit phone number even if it's 415 to 415 or 628 to 628 starting one year from today. we're live in san francisco, christien kafton, ktvu news. there's new information about the data breech at target store. the number of credit and debit cards affected is 3 million. stolen information includes names, card numbers, expiration dates and the three digit security code. today state attorney general camela harris offered her advice. >> in this era of fabulous technology be mindful it's important to change pass codes frequently to review your statements as they come in in realtime. because there are great benefits from this technology but also pitfalls. >> reporter: she says her office is taking a close look on the situation but she could

not elaborate on any conversations with target. the company is recommending they monitor their credit cards. we have surveillance video of a burglary in the backyard of a home. the burglary took place yesterday on barry hill lane. the video clearly shows three young men breaking through a glass sliding door. investigators say they ransacked a bedroom and stole a jewelry box. the antioch district is settling a teacher abuse case involving autistic children. the parents sued the district in april for failing to report the abuse at grant elementary school. the money will go to eight families. cowboy pled not guilty to the

charges. firefighters are working on containing a wildfire that started earlier this week. it's now 88% contained. fire officials think it'll be fully contained sometime tomorrow. 14 homes have been destroyed and evacuation order are still in effect. the lack of snow in tahoe has thrown a wrench into the olympic skiing and snow boarding races. organizers ended up moving the event out of town. as david benick reports, the businesses that came with it went too. >> reporter: snow boarders, sean white and shandevack are some of the snow boarders north star had hoped to serve in february. >> we've been building snow since october. >> so making snow and expanding our terrain for when a lot of people come and visit and ski

worried that visitors will also start to choose other destinations. >> i think as the storms start rolling in out of the pacific things will change really fast. and we'll be skiing until april or may. >> we hope so. it doesn't take many days of storm to change the region. tahoe gets hit with five to 6- inches of snow six to 15 days a year. the wind advisories have been dropped around the bay area now we have a small craft advisory offshore. it's still breezy around your house. you may be hearing the wind out there. but the winds are gradually dying down. fairfield 20 miles per hour out of the north. 13miles per hour in oak land. these are down. six-miles-an-hour in hayward. mountain view just 3 miles per hour. as we go into the overnight hours with less wind, the temperatures have the possibility of getting cool. not below freezing but at

freezing. a lot of areas like concord, you will notice the chill when you get going on your friday morning. i'll be back here at 10:45, we're going to talk about the warm up. yeah it's going to warm up as we go into the seven day forecast and for your weekend. no spare the air day today but we are getting our first look at how many citations have been issued on no burn days this season. we had a record 11 straight spare the air alert days which ended yesterday. air quality management officials today released a number of violations by city for november 1st through december 12th. more than 1,900 complaints about wood smoke were received and 88 citations were issued. most of them went out in santa rosa and pacifica. montero and nevato round out the five cities. first bat kid. now a 10-year-old girl is wonder girl with a message for the community. >> if a little kid can do it then people like our age can do

enough for everyone here. turns out this season less is really so much more. so make your holiday merrier than ever before. safeway. ingredients for life. rainy weather made for dangerous conditions in southern california today. two charter buses crashed on the same freeway 70 miles apart. one person was killed in this crash on highway 15 in escondido after the bus skidded and lost control. the bus was heading to a casino. another bus returning from the casino crashed. 30 people were hurt in that crash. officials in london are trying to figure out what caused the ceiling of a theater to collapse during an almost

sold out performance. seven people were hurt. some seriously. some witnesses heard a strange notice before the plastic came down. >> we thought it was parking -- we thought it was part of the play honestly. >> reporter: the ceiling comes down hurting several in the crowd. witnesses say the ceiling took parts of the balconies down with it. theatergoers covered in dust and plaster. >> the ceiling came down. a lot of dust, chandelier, wood and all that sort of stuff landed on about five or six rows. >> reporter: the collapse coming in the first 30 minutes of the sold out performance of the curious incident of the dog in the nighttime. with more than 700 people in the building, some said they heard some what of a warning noise before the collapse. >> we heard a creek. then the ceiling just slowly came down and then slowly just collapsed. you couldn't see anything. >> reporter: in all more than 80 people hurt.

some suffering head injuries. >> i've seen people covered most people covered in dust but a lot of people covered in blood as well. >> reporter: the four level theater in london's west end was built in 1901. police say they don't think the theater is beyond repair but they're taking precautions. >> we're having the roof checked by a special fire rescue unit officers just to establish there's going to be no further collapse. >> reporter: the theater's owner releasing a statement saying this is a quote -- shocking and upsetting incident and that an investigation into the cause is under way. jane metzler, fox news. today new mexico became the 17th state to give gay couples the right to marry. the ruling put county clerks on immediate notice to start

it was a high speed crash along a busy san francisco treat that claimed the life of a 16-year-old boy. today the woman accused in the case entered her plea. today we're getting a better idea of what the driver says happened just before that deadly crash. david stevenson was in court today with new information on the investigation. >> reporter: escorted by family members, 58-year-old jenny su ran into courtroom nine. the san francisco mother faces felony vehicle manslaughter and two counts of reckless driving in a september 27 crash that took the life of 16-year-old kevin san and send his mother to the hospital with spine and brain injuries. su's attorney entered not guilty pleas in this case. >> i was very surprised by those charges. mrs.su doesn't even have parking tickets. she is a mother, a moral human

and good driver. >> reporter: video shows su was driving her mercedes benz suv at speeds above 70 miles per hour three blocks before the collision in the family van. su told investigators the suv accelerated without warning and says she does not remember making any attempt to push the brake. she says quote i should have wanted to stop but i didn't know what to do. >> she's at the bottom of the hill and now at the top of the hill on h her knees. that's essentially what her recollection are. >> he felt that being here and seeing the person that was responsible his son losing his life and his wife being in a coma and hospitalized would probably stir up feelings that he's trying to work through. >> reporter: jenny su is free on $327, $327,000 bail. as a condition of that, the judge today told her she's not

allowed to drive. david stevenson. ktvu news. federal postal inspectors say a man accused of stealing mail from a truck has been arrested. police say the 52-year-old man grabbed the mail, threatened the mail carrier then ran off. responding officers soon arrested a suspect. >> after the investigation it was determined this person was responsible for the theft of the mail and the threats against the victim. and was subsequently placed under arrest. >> reporter: police identified the suspect as herpel nayes. all the stolen mail has been recovered. san francisco's district attorney is pushing to reduce nonviolent charges from felony to misdemeanor. people with previous violent or serious felonies would be exempt from the reduced

charges. gascon estimates this would save 150 to $250,000 a year from incarceration. police in hercules announced the arrest of three juveniles that used a pistol that looked like a real car. the four boys walked down the street pointing it at cars. in october a sonoma county sheriff deputy shot and killed a 14-year-old boy who was carrying a replica ak47 on the street without the legally required orange tip. a testing company now faces a second lawsuit. two women including one from oakland are suing 23 and me for what they say were misleading marketing claims. the complaint says the company marketed the kit without authorization from the fda or

proof of accuracy. the company stopped providing medical information earlier this month. the lawsuit seeks class action status. on wall street trading was relatively quiet. the dow gained 11 to record a second straight record closing high. weakness in the tech sector saw the nasdaq close down 11 points. facebook says plans to sell $72 million of stock most of which belong to mark zuckerberg. most of the stock will likely go to index funds that attract. zuckerberg plans to use the money from the sale to acquire another stock. >> there's also word that zuckerberg is planning to

doubled a phone fine today for wrong information about a records on a pipeline. regulators originally proposed a $6.8 million fine but today they doubled that to almost $14 million to send a message to pg & e they say about accurate data and public safety. also today,pg & e asked for an increase in charges on average of $5.23 to fix pipe hypes. stories of packages being

below freezing in parts of santa rosa. as you get going tomorrow, jackets. scraping some windshields. the best thing about this wind is that it blew out the atmosphere. we had 11 straight spare the air night in a row and we just had 11 of these in a row. big suhr fire getting blown up in there. this weather system comes through and stretches up the inversion. takes the lid off and cleans up the air. if you're sitting in the toll line in the bay bridge the last few mornings you noticed it. you can smell and taste that. so that goes away. the forecast here we go for friday. here we go for saturday. and right there you see that on saturday. winds start to go offshore again that's the warm up. saturday the temperatures really start to warm up. probably the warmest day for the weekend with mid-60s. maybe upper 60s for some cases and there's your sunday. the forecast highs slightly
