>> the morning commute will be okay on westbound 580 as you drive through livermore. let's go back to the desk. thank you. we begin this morning with the case of jahi. she is declared brain dead. paul chambers is live at oakland children's hospital. they are trying to stop doctors from taking her off life support this morning. paul. >> reporter: its been eight days since jahi was declared brain dead. last night the family met with hospital officials here asking the young girl stay on life support until christmas. that meeting did not end well. >> since they were the ones that put her in potion. he looked across from me and said i don't know if i can do that because jahi is dead,

dead, dead. >> reporter: you may remember she was brought here earlier this month to have her son tills removed but -- tonsils removed but complications from that caused her to go into cardiac arrest. they also asked them for the young girl's medical records and feeding tube and second opinion if she has a chance for recory. >> i looked that man in the face and told me you better not touch her. you better not touch my child. you have no right. you do not have my permission whatsoever to take her off. >> reporter: now oakland's children hospital said they couldn't comment on this case but the family has because the family has not given her discussion. our hearts go out to this patient and family. we continue to work closely with the family to support them

during this painful time. now what the lawyer says he will do today. the families attorney will do today to hopefully keep jahi alive. paul chambers channel 2 news. a 1-year-old girl, a 15- year-old boy. a rally is held for the teenage boy shot by a sheriffs deputy. family and friends of andy lopez have within holding vigils and protests since the shooting in october. they are asking people to wear white and bring candles. deputy eric who returned to duty this month after the

shooting says lopez was carrying what looked like a real ak47 assault rifle but it was a bb gun that looked like a rail gun. more than 4500 customers are still without power. pg&e says the problem started last night when an under ground transformer failed. they were able to restore power to most customers last night. right before the power went out witnesses say they heard an explosion and saw flames near south hampton road and turner drive in benicia. viewer sent us video of the flames. pg&e spokesperson says the explosion is under investigation.

so far no illnesses have been reported. today oakland animal control officers are set to continue their investigation into an apparent major dog fighting operation. our cameras were given exclusive access to the raid yesterday. 11 dongs were discovered at a home by oakland police while they were serving an unrelated search warrant. they found pit bulls changed up without food or water and many were wounded. as well as medical supplies used to treat their wounds. >> we've had a fair number a dozen or so dead pit bulls in this neighborhood recover just in the past couple of months. >> oakland animal services

interim director says its one of the largest dog fighting operations he has seen. a family with children appears to live at the house but no one was home during the raid. and so far no arrests have been made. all the dogs are being treat the at oakland animal services. support a ban on transit workers strikes. members of the service employees and the transit unions walked off their jobs for several days back in july and october causing the entire bart system to shut down. >> this would be an advisory measure asking the state legislature to determine that bart workers are essential employees to be treated like fire and -- >> kellers proposal calls for

binding arbitration if the districts and unions cannot reach a deal. the measure would show public opinion and not be state law. only the california legislature or statewide referendum could ban worker strikes. time is 4:36. another issue weighing on bart is the death of two track records. its reviewing urgent safety recommendations. the ntsb investigated the case in which a train operated by a manager hit and killed 66-year- old lawrence daniels and 58- year-old christopher shepard. that is when workers are solely responsible for their safety. while bart eliminated this practice other changes could take times.

welcome back to the morning news. a fire that started earlier this week in big sur is expected to be fully contained sometime tonight. the fire has burned close to 1,000 acres and destroyed at least 14 homes. right now evacuation orders are still in effect and hundreds of firefighters are still on the scene. the cause of the fire still under investigation. one week after a shooting at a colorado high school, students are being allowed to return to the school to pick up their belongings. juniors and seres were allowed back into arapaho high school yesterday. freshmen and sophomores will come back today. last friday the students had to evacuate the school leaving everything behind when an 18- year-old fellow student started shooting. the shooter killed himself in the schools library. late last night the u.s.

silver or gray infinity. police say four men kicked their way into the home. a woman was also able to lock herself in the bedroom. police say the men stole jewelry and electronics. pg&e has received a double fine for giving california regulators wrong information about a pipeline in san carlos. pg&e did not keep the commission properly informed about flawed records on the pipeline wealth. regulators originally proposed a $6.8 million fine but yesterday that doubled to more than $14 million. pg&e has also requested a rate increase of more than 13% to help finance upgrades to the pipeline system. if its approved it would increase the average monthly bill $5.23. that would bring the average total up to $46.76. pg&e should have made the pipeline safe with money it has already received.

if you have paid a parking ticket in oakland, you may soon be dealt a refund. city auditor ruby says the city of oakland broke a state law when it did not notify people when they overpaid their parking tickets. oakland revenue apologized saying part of the problem over the years was technology and staffing that a number of corrective measures are now in place. notices will be sent out starting on january 9th. until just 13 months the city of san francisco will be assigned a new area code 628. the city is outgrowing the originally 415 area code. and they approved a plan to begin assigning the 628 area code to new phone customers starting in january 2015. existing customers will be allowed to keep their 415 phone numbers. mark zuckerberg is making a big donation to the silicon valley community organization. they are give the organization
