prop longing that outdoor activity. but in the inner eastern zone we've got yellow which means moderate. let me show you what is bringing on the change. we do have a weak system that is increasing the cloud cover for today. i think today high clouds in the forecast. so sort of that white sky for us. already seeing that pull into the area if i get in a little closer. partly to mostly cloudy skies reported across the north bay into the south bay. from the peninsula into our inner east bay. it will be with us all day long. it will not bring us any rain. it will bring our temperatures down a little bit. again it will help stir the air some and bring us slightly better air quality. 35 in napa. right now 33 in concord. 30 in santa rosa. one of the cooler spots this morning. below freezing. fairfield you are right at freezing. 34 walnut creek. upper 30s for antioch. around the bay looking at 41 in oakland. 47 san francisco. low 40s mountain view. mid 40s in mountain view.

we do have a light breeze at this time. let's get to the peninsula and take a look at what is happening in foster city. wide spread upper 30s and low 40s. in and around sunnyvale. the free mont area upper 30s to low 40s. high clouds will remain in the forecast for today. temperatures a tad cooler. we're looking at 64 for oakland today. 65 in fremont. and 66 for san jose. low 60nd at the coast. 61 for pacifica. 64 in napa but this is not going to last. temperatures are going back up in time for your weekend. i will have a look at your extended forecast coming up. don't forget bart will be running new years eve until 3:00 in the morning. and new years day trains will be operating on a sunday schedule. so make your plans accordingly. right now we will take a live look at the golden gate bridge. it is still dark out there but the sun will be coming up pretty soon. at the bay bridge you can see the beautiful new eastern span

and traffic is moving along quite nicely. finally down in the south bay this is a look at 101. its kind of dark but the taillights you see are our folks making the drive toward the airport. let's head back to the desk. happening now a critical vote is under way that could effect tens of thousands of computers. ac transit workers are voting and deciding whether or not to approve a new contract proposal. janine de la vega is out there in oakland this morning with details of the proposal and the possibility of another bay area transit strike. janine. >> reporter: it is possible that strike could happen. and that would put a lot more computers on the road or using public transit. it depends on how this vote plays out. we're here at one of the local ac transit offices. and this is where the vote will be taking place. it will start at 6:00 a.m.. now these workers are part of

the transit union local 192 which represents more than 1600ac transit bus drivers and mechanics. they have been fighting for better wages, health care benefits, and scheduling break time. the agreement offers a 9.5% race over three years and increases medical benefits. >> you have to keep going. no proper restroom facilities. i would rather go on strike so we can get what we want. the way they are treating us here is not right. >> reporter: ktvu spoke with several members of the union who told us they would be voting no. but the president says she is confident it would pass. buses are continue to roll for the 180,000 daily passengers. voting will take place until

7:00 p.m. and they are hoping to have the results before midnight. reporting live from oakland janine de la vega ktvu channel 2 news. it will cost you more to ride bart in the new year. starting january 1st, fairs will go up 5.2%. that is an average increase of 19 cents for a one way trip. bart says it will use the extra money for new train cars, improvements at the maintenance yard. and a new train control system. there could be more golden gate transit buss rolling through sonoma county. they tell the press democrat they are considering new or additional services to growth areas including windsor and east santa rosa. ridership has increased 3% every month in the past year. there is a new battle over 13-year-old jahi mcmath. emotions ran high as children's hospital of oakland says its against transferring the girl to a long-term care facility. >> sir, do you have children? do you have children? >> he's not going to answer

you. >> you don't want to answer. i think you do. >> that is jahi's uncle as he questioned a hospital spokesman about the hospital's stance. the girl's family says insurance will pay to move jahi to a nursing home before doctors are allow to take her identify life support. >> they gave us a ticking time bomb of december 30th. >> children's hospital does not believe performing surgical procedures on the body of a deceased person is an appropriate medical practice. >> doctors say moving jahi would require several medical procedures. fremont police are looking for witnesses to a crash involving an alameda county fire suv.

police say the fire vehicle had its emergency lights on when it collided with another car. the intersection was also blocked for several hours during the investigation. friends and family of a missing bay area navy veteran are asking for your help to bring him home safe. the group called finding will plans to hold a search for derrick williams today. organizers say he was last seen at san francisco general hospital on december 17th. there is a picture of him. he is six feet tall. weighs about 200 pounds. he has blue eyes and brown hair. it has been a month since a sacramento couple went missing during that fishing trip on the delta. 64-year-old van and his 51-year- old wife have not been seen since thanksgiving. their boat was found still running near the bridge with freshly caught fish and several life jackets still on board.

the sheriffs department says its likely the couple drowned. >> like this ever happened in the future, you know, i think they should invest on the right equipment. the right sonar to help out. >> we have used all of our sonar methods. we have used them weekly. we agree with them that the first week is very crucial time. the conditions at the time were working against us. >> crews spent several days walking the banks and searching the waters. but no sign of the couple. investigators say they have no reason to expect foul play. a new pole shows jean quan is favored to run reelection. quan received 32% support. in second is sacramento state professor joe with 22%. third is okay land council woman liby with 16%.

it is 6:13. we are finding out more about a gilroy man accused of killing his exgirlfriend on christmas day. police arrested 21-year-old ernesto rodriguez yesterday morning in the connection of the killing of ama ortega. ortega had a restraining order against rodriguez. that order was issued a year ago. and he attacked her with a box cutter. >> determining the current status of their relationship, the past status of their relationship, the past cases where law enforcement had contact. that is what our investigators are out doing. >> alma's friends say she just graduated from dental assisting

school. new this morning a suicide car bomber attacked service members in afghanistan. three service members were killed and six afghans were injured. the taliban are claiming responsibility of the attack. there is no word of the nationalities of the three service members were killed. killing at least six people. including a prominent pro western politician. the blast also injured more than 70 other people. the attack happened in the downtown area filled with luxury hotels and high-rise buildings. the politician was a former finance minister and has been feuding with a militant group. these incidents are examples whether analysts say the u.s. needs to worry about growing terror threats in the coming near. the u.s. intercepted messages against senior al qaeda messages about future attacks. while they don't indicate

future targets they are described as active plotting. >> plotting attacks against the united states in multiple locations in trying to conduct attacks against the u.s. homeland. especially by taking down aircraft. >> with previous al qaeda leaders such as osama bin laden long gone, new al qaeda afail cats have more -- affiliates have more time to act as they want. the budget deal will fund the government through 2015 and ease some of the sequestration cuts. it gives them a 1% pay raise. and also cracks down on sexual assaults in the military and gives more protection to victims. federal unemployment benefits end tomorrow for more than one million americans. additional 850,000 workers will

lose state benefits next month. some national lawmakers are calling for changes after the target breach that effected 40 million customers. target is not saying exactly how the breach happened but it has since apologized and says it has fixed the problem. retailers need to do more than just apologize. >> now we've gone to about three major data breaches in this country. it seems to me what we need is to levy penalties. >> its not clear how much fraud has been committed with information taken in the cyber attack. but jf morgan chase is reissuing debt cards used by two million dealt cards.

mary williams parents didn't get what they expected. >> we are going to disney world. right now. >> i want to go to mobile. [ laughter ] >> yeah she wants to go to mobile, alabama. the three-year-old girl said she would rather go there. and then she burst into tears. it turns out mary's grandparents live in mobile. the city of mobile named mary its official ambassador to the city. the family did go to disney world and mary had a great time. >> i have a three-year-old who reacts the same way sometimes. time is 6:1. let's go to traffic. tara in for sal. >> i did that one time. i department tell the kids where we were going. i got in the car and we were going to the tunnel. i said we are going to disney land. and they were like we have to be in this car for eight hours.

yesterday. we broke a couple records yesterday. once again. but partly to mostly cloudy skies in store for today. temperatures dropping anywhere from three to five degrees for most. so for some it may not be as noticeable. santa cruz warmed to 77 yesterday. today we are going to 71. a warming trend will return to the area in time for your weekend though. and we have no rain in the extended forecast. it looks like we will wrap up december on a very dry note here. 30- degrees in santa rosa right now. around the bay san francisco reporting 48 degrees. into concord just above freezing outside your door. and into the south bay san jose checking in right about 36. and for areas right along mountain view 42. 38 in palo alto. upper 30s for cupertino. campbell 41 degrees. i'm trying to get the button to

we are dry through new years eve. come tuesday 65 degrees in the afternoon. back to the desk. amazon says the prime membership enjoyed a record number membership. more than one million people signed up. that is the key week to qualify for guaranteed holiday delivery. but the announcement may have been badly timed. since ups and fedex still haven't deliver delivered the packages. two companies say they were overwhelmed with the number of packages. ups says it expects to have all of these packages delivered to doorsteps by the end of today. fedex says its late deliveries are ice related incidents.

in contrast postal service says it had workers delivering on christmas day and had few complaints about its delivery schedule. coming up they held local political offices decades ago. but they are still receiving health insurance on the public's dime. and an unexpected surprise for shoppers at a sporting goods store in pennsylvania. the reason why wildlife officials had to be called in.

new this morning a snow border with ties to the bay area has died in the first avalanche of the season. he was at the jackson hole mountain resort when he set off an avalanche yesterday. michael split time living in both san francisco and jackson, wyoming. michael's brother released a statement overnight which said he, michael, loved his family. his cal bears, skiing buddies and san francisco. michael's brother also said his parents were lucky enough to spend christmas with him the day before he was killed. a new report estimates that the damage to the ecosystem caused by this year's rim fire may cost $800 million. the report by the earth

economics says trees provide useful functions by absorbing carbon dioxide and releasing oxygen. so it has caused a huge loss. shoppers looking for post christmas bargains got a surprise when a deer decided to join them. the deer walked through the front door of a dicks sporting goods store. the deer slipped on the floor and a customer tackled it to the ground before it did any damage. but customers say it did add enjoyment to their shopping experience. >> a deer you would she want to walk into a store that doesn't have rifles. >> he could have walk into any store but he picked dicks. tension. claudine. >> reporter: that is right. the battles continue between the family and the hospital. she does remain here at oakland children's hospital this morning on life support. the family says they want her moved and will take her. this morning questions remain about whether or not the family be able to move jahi. before she is removed she will need medical procedures. >> two things are needed. and they need to meet the guideline of the facility and the guideline of this care. one is a trek tube. right now she is on a tube down into her lungs. this is a more permanent tube and will be more safely for her. the other is what we requested from a court earlier.

a gastric tube. >> reporter: here's the problem. the hospital has and still maintains that following the complications from that december 9th tonsil surgery, jahi is brain dead. and because the hospital has made that determination it has taken the stance it should not perform the procedures requested. >> the judge did not authorize any procedure. live in oakland claudine wong ktvu channel 2 news. mean tile a fundraiser is planned outside the raiders game this sunday for a young woman hit by a stray bullet two

weeks ago. dominique was watching television at her home when a bullet came in through the wall and hit her spinal cord. she has been moved out of intensive care but no visitors are allowed expect for her immediate family. donations will be collected outside of the coliseum on sunday to help cover medical expenses. they are voting on whether or not to approve a new contract. it could effect ac transit riders. many of who depend on it. janine de la vega is in oakland with what is going on right now. janine. >> reporter: pam, we are here at an ac transit office. where atu union members are slowly trickling in. this is one of the voting places here. now i just spoke with one worker who says he is not sure which way he is going to vote. he wants to review the agreement again. these workers are part of the

transit union local 192 which represents more than 1600ac transit bus drivers and mechanics. they have been fighting for better wages, health care benefits, scheduling and break time. they have already rejected two other tentative agreements. if they vote down this new agreement, it is possible they could decide the strike. the agreement offers a 9.5% raise over three years and increases medical benefit payments. some rank and file say the medical cost will wipe out most of their raise. >> i've been here 14 years. the last time we got a raise was in 2007. you know two people working for ac transit can never afford to pay their bills. on 2007 wages. something has to give. >> ktvu spoke with several members of the union who told us they would be voting no. but the atu president say she is confident the new agreement will pass.

voting will take place until 7:00 p.m.. its happening at several locations and they hope to have the results before midnight. reporting live janine de la vega ktvu channel 2 news. government watchdog groups call it a dirty little secret for local elected offices. taxpayer funded medical coverage for life. the bay area news group says local taxpayers spent $1.5 million on health benefits for former part time elected officials and in some cases their dependents. palo alto spent more than $115,000 last year. followed by san rafael and the west contraction that county unified school district. some people have not been in office for 30 years. but supporters say its a perk for part time elected officials. if you have trouble signing up for health care.

the state extended -- health officials are encouraging people to keep ever the deadline could be extended even further if it becomes clear people are having trouble. a san francisco will wear more argument ons monday about whether or not to keep city college of san francisco open. hundreds of teachers and students gathered outside the courtroom yesterday as the judge began hearing arguments on two separate lawsuits. they are looking to block the decision to take home the schools accreditation next july. one teachers union says the accrediting commission is biased. >> the mission according to the state of california is that city college and all community colleges need to be open access to everybody. and the commission wants to see a narrower mission. >> an attorney for the commission says blocking the decision would cause headaches for the accrediting process. if the judge grants the

preliminary injunction. , it would remain in place until a trial could be help. richmond police say they plan to crack down on dangerous new years eve traditions. police will be out in force to camp those who shoot their guns in the air. police say there were more than 100 shooting incidents in just six hours last new years eve. >> so what does it sound like here on new years eve? >> it sounds like afghanistan. >> when you fire off guns people can be hurt. property can be damaged. its an arrestable offense. >> police say they will show up to home where is they detect gunfire. today connecticut state police are release materials from their investigation into the newtown school shooting. the information includes several thousand pages of documents detailing last years attack that killed 20 first graders and six adults at materials include reports,

photos and 911 calls. a summary released last month portrayed the 20-year-old gunman as obsessed with mass murders. a man is behind bars on charges of running on to the tarmac at phoenix sky harbor airport. investigators say 49-year-old robert bump scaled a nine foot bashed wire topped fence at the airport on christmas day. he is accused of banging on the engine of a southwest airlines plane that just landed. a pilot of another aircraft saw him and alerted the tower. it is 6:41. costing you more to ride your bike. the new proposal across the country that could have people paying to register their bikes. the big ice storm in the northeast leads to unusual criminal activity. the surprising item thieves are

welcome back to the ktvu channel 2 morning news. snow and ice likely to blame for that huge pileup in pennsylvania. it shut down a major highway there. about three dozen people were hurt yesterday. 35 cars crashed just about 508 miles west of philadelphia. the westbound lanes were shut down for several hours. a similar pileup happened on a highway in eastern pennsylvania. after almost a week without lights or heat, power is slowly being restored in parts of the midwest, northeast, and canada after that huge ice storm. thousands of people from the great plains to main and into eastern canada have been without power since last saturday. yesterday more snow slowed down progress in maine. have been working double shifts to get the power back on. >> the trees are still down. the power lines are still down. nobody has been to our treat to

fix anything. >> these crews left their families prior to christmas, haven't been home for christmas yet but here to help bring power back to michigan. >> in maybe more than a half a million customers were in the dark earlier this week that number has been dray mat liz reduced to less than 65,000 people many people say they have been surviving the bitter cold in the dark by using generators and candles. however, police in michigan say the big ice storm has lead to an increase in general thefts. they say those homes are more vulnerable to crime. one man says his generator was stalling just hours after he put it in his home but police were able to track it down a short time later. it is better than you think. that is the message from lake tahoe ski resorts who are hoping to bring up more skiers and snow borders in the coming weeks. they are trying to convince skiers despite a lack of snowfall, snow making for makes for good skiing experience. the last snow was on december

7th and no snow is forecast for the next ten days. meteorologists are expecting this to be the driest calendar year on record. increase in the number of people who ride their bikes nationwide is causing some cities to register bicycles. the goal is to raise money for street repairs. cyclists and some transportation agencies say it would create a big bureaucracy with weak returns. >> when you look add building an equivalent of the dmv here in san francisco which includes registering all vehicles. ascertaining the worth of all vehicles. the system would cost more than the tax would bring in. >> san francisco considered and rejected the idea back in 2009. finding that it would discourage biking and face strong opposition. 6:47 is the time.

the roadways are pretty clear. miraculously we are not seeing very many accidents. there has been only one fender bender since we first went on the air at 4:30 this morning. let's take a look at our maps. you can see it in the corner of my screen there. north of lafayette. as we zoom in here on san francisco, it is a little slow going northbound 101 near the vermont street exit. i don't know if you can see the yellow there. it is definitely a slow down. and also on 280 we are experiencing some delays as you head into san francisco. if we take a look at daily city, we can see traffic is looking really good. now in milpitas traffic on 237 not bad. westbound traffic are the taillights as folks drive toward sunnyvale. and highway 24 through lafayette heading toward the caldecott tunnel. punching up a little bit. 6:49. let's head over to rosemary. all right minor changes in the forecast.
