is telling this family we're going to decide what's going to happen to jahi, not you, even if it kills her. and that's absurd. >> reporter: late this afternoon, the hospital spokesman told me the hospital will allow an outside doctor to come in to the facility and perform those necessary procedures on jahi. but remember, a deadline is looming. after 5:00 p.m. on monday, the hospital can legally remove jahi from life support. that's why the family's attorney made it clear today that first thing monday morning, he will be filing for an additional restraining order to stop that from happening. live tonight in oakland, alex savidge, ktvu channel 2news. also in oakland, we're following breaking news near the international airport. airport officials say a generator on air cargo road was smoking. this picture was sent to us by a viewer. the oakland fire department has confirmed they are investigating the incident, after getting a call about an hour ago. no one was hurt and this is not affecting any flights there at

oakland international. a norovirus outbreak in the east bay is making people at a senior facility sick. we are more from the scene. >> reporter: all of the people who got sick are now doing well, but it's still very scary because the illness can be deadly to the elderly here at the nursing home and the health department says they may never know the source of the outbreak. a nursing home and a norovirus outbreak is a dangerous combination. the illness broke out atkin dread transitional care and rehab center in walnut creek last week. 30 people got sick, including patients and staff. the facility immediately reported the outbreak to the contra costa health department. >> they increased their cleaning activities, you know, high touch surfaces get wiped down more frequently, maybe the railings along the hallway, doorways. they placed signage in the entrances.

>> reporter: we tried to talk to the director of kindred, but they declined an interview. part of a statement reads, quote, the care and safety of our residents is our number one concern. we recently treated patients with symptoms of norovirus, in consultation with the health department and our medical director. norovirus can be deadly to the elderly. >> people can die from norovirus and it's usually because it aggravates an underlying condition that the person may have. or you can just get severely dehydrated, which can be a cause of death. >> reporter: the health department says kindred sent daily reports of their norovirus cases until they were cleared of the outbreak this morning. >> as of today, we have no new reports of illness in that facility. >> reporter: we do want to say this was one of 10 norovirus outbreaks since november, and right now is the peak season for norovirus outbreaks. you can protect yourself by washing your hands with soap

and water. now back to you. more details now. the centers for disease control says norovirus is the most common cause of food-borne disease outbreaks anywhere in the country. it can be serious, especially for older adults and young children. each year, norovirus causes 19 to 21 million illnesses and contributes to between 570 and 800 deaths. it is friday night football on a baseball field. the fight hunger bowl is set to kickoff at at&t park in about 90 minutes. happening now, the bowl game with a cause. paul chambers is live as the crowds gather for the face-off between the cougars and the huskies. it's something that san francisco nonprofits couldn't be happier about. >> reporter: very true. fans are making their way into at&t ball park, but this game is going through a lot of transitions. different names, and of course a different venue. that will be happening next year, moving to the 49ers' new

stadium. >> we've had a great run with the san francisco giants. they have been tremendous partners. but next year we will be moving down to levi stadium in santa clara. >> reporter: bowl leaders say it's not going to change things in san francisco. the only difference will be a change in venue, meaning glide memorial church and san francisco foot bank will still receive donations. when the game was first played in 1992, leaders say it was created to help boost tourism during the week between christmas and new year's. today, we saw fans from the university of washington huskies and byu cougars. both sides say they are are happy to be in san francisco for the game and appreciate the meaning of it, especially seeing that the players from both teams helped feed the homeless. >> it's a wonderful opportunity for the university and the players to give back to the community. >> it leads to this time of season and what the christmas spirit should be about. >> reporter: now, bowl officials say they donated more than 300,000 meals so far.

time soon. >> reporter: by most measures-- >> the economy is stronger than it has been in a very long time. >> reporter: but there is a glaring soft spot. long-term unemployment. almost 11 million americans cash unemployment checks. but the money is about to run out for 1.3 million on saturday. one study says another 1.9 million americans will lose benefits by mid-2014. president george w. bush started the federal unemployment program in 2008, to help ease the pain during the height of the recession. when states stopped providing assistance to the unemployed after several months, federal benefits then kick in, giving some americans nearly two years of benefits. but those benefits wound up on the cutting room floor for 1.3 million people when congress passed its first budget deal in several years. and even though he was lukewarm to the new budget billow oh. >> for many people who are still looking for work, unemployment insurance is a lifeline. >> reporter: president obama signed it, while vacationing

issue is affecting people here on a very personal level. target is reassuring customers that their pin numbers are safe, despite a new report claiming they were stolen during a massive data breach. today, target confirmed that hackers did in fact steal the pin numbers, but the company says those numbers were strongly encrypted and target is insisting that customers' debit card accounts have not been compromised. the hackers stole information from as many as 40 million customers between november 27th through december 15th. it's one of the largest recorded data security breaches in the country. oakland police are hoping a picture taken on a stolen cell phone will help them find the thief. take a look. investigators say this man took a selfie on the stolen phone. it was stolen from a woman walking her dog on east 28th street back in august. the picture showed up on the victim's icloud photo stream the very next day. the woman says the thief and another man were armed and also stole a gold necklace.

boston came in at number 5. ktvu's robert han robert handa is in san jose tonight to tell us why that city has a slightly different attitude about winning it for the second time in a row. >> reporter: well, that was definitely less fanfare than last year, mainly because people acknowledge being called rich brings about lofty expectations. san jose gets the attention, but the richest city title is really about the metro area that includes much of silicon valley and connects to the fourth richest, the san francisco area. one immediate benefit? >> helps with the image and the fact that there are people who have money and are staying here. >> reporter: the san jose area median income topped $90,000 a year, with high-paying jobs and desirable housing market. the south bay research group, known for accurate forecasting of san jose valley says san jose does a lot of things right, but they say the high cost of housing is something to watch. >> you have to pay people a lot

more to live in an area where expenses are ridiculously high. >> reporter: in san jose, almost one fourth of home sales are done with cash. >> so it does make it harder for the guy who has to qualify for financing to get that property, because sellers are more apt to lean toward the easiest deal. >> is there enough housing here to keep people in san jose? >> i think the city should do a better job in fast tracking housing. >> reporter: some city officials agree, but point out san jose is still scraping by budget-wise and needs more rich companies. >> although our region, our metropolitan area has many jobs and great wealth, for the most part what creates tax revenue in the city of san jose are employers. >> reporter: but south bay research is optimistic about san jose keeping its total. >> there's no huge obstacle for san jose. for 2014, wouldn't be surprised if they come back and do it again. >> reporter: the title could make it tough politically for san jose to keep cutting benefits and programs. how do you cry poor when everyone says you're rich?

robert handa, ktvu channel 2news. two bay area counties led the state in population growth for the last fiscal year. according to the figures from the california department of finance, the population of alameda county jumped by more than 15,000 between july 1st of 2012 and july 1st of this year. santa clara was right behind, increasing more than 11,000. analysts say affordable housing and jobs were the big draw. overall, california saw a population jump of 332,000 people during that time period. we learned today that a navy veteran who went missing earlier this month in san francisco has now been found safe. will sell vanished after leaving san francisco general hospital on december 17th. yesterday, family and friends launched a search in the city and they continued that search today. this afternoon, his family told us that they had located will sell. however, they are not releasing any details about where he was found or where he was while he was missing. the taliban has claimed

responsibility for a suicide bombing today in afghanistan that left three nato service members dead. the attack was carried out this morning in the outskirts of kabul, about a half mile from a nato base. military officials say six afghans were wounded, 12 coalition troops died in afghanistan so far this month, including six u.s. soldiers who died in a hospital crash on december 17th. this latest incident is an example of why some analysts worry about growing terrorist threats against u.s. interests in the coming year. according to cnn, the u.s. recently intercepted messages among senior al-qaeda operatives in yemen. while they do not indicate specific targets, they are described as, quote, active plotting. let's talk more about our weather. we have friends in from back east, wanted to show them the view of the bay. couldn't see a thing. it was so hazy, you couldn't see the skyline, but looks like it's cleared up now. >> a little bit.

high clouds mixing things out across the bay area. today we tracked a weak system that had the potential to produce a few showers here. that was not the case, with just a few high clouds. lots of overcast right now pushing through a good portion of the region. right now on live storm tracker 2, look at the overcast. this is the satellite loop over the past six hours. a closer inspection right now, most recent image coming in tighter, you notice the back edge beginning to approach parts of the north bay, mendocino county, but still a solid deck of overcast over san jose, san francisco and oakland. that will be the key factor for this evening. but no rain drops expected from the overcast in the short-term. current temperatures dropping off. in fact, fairfield at 49 degrees. lots of 50s for santa rosa. san jose, 55 degrees. today, the biggest change, the cloud cover and the cooldown we showed a few minutes ago. temperatures down a good 5 to 10 degrees from yesterday's highs. it's just a short-term deal because things will warm up back into the weekend.

that's the question. we have new information tonight from ktvu's david stevenson in the city with how all of this is raising a number of questions. david? >> reporter: frank with, confirmation of identity, police are now waiting for the cause of death because that will shape the next phase of this investigation. san francisco's medical examiner this morning confirmed that the body found floating in the water near mccove cove six week ago is that of 23-year-old paolo netto, a visiting brazilian art student. he disappeared in the city's mission district october 28th, after a panicked call to his sister in which he said he was being followed and asked her to call the police. a friend described to ktvu the call he received that same night. >> he's, like, kevin, please help me, please help me. if you're in trouble, call the police. they are the best people that will help you. he's, like, oh, oh, oh. then he hangs up. >> there are a lot of unanswered questions that we're hoping to find answers to. >> reporter: a big question, who is the man in this surveillance camera picture? police believe he used netto's

credit card at this mcdonald's a few days after the disappearance. at the time the body was found, investigators told police the death did not appear to be suspicious him. >> if it's homicide, we'll initiate a homicide investigation. otherwise, it stays as the medical examiner's case. >> reporter: his family came to san francisco soon after his disappearance, distributing flyers and seeking help from the public. >> it's sad. when there was first notice the body had been found in the bay, i had kind of a bad feeling about that. >> reporter: castro community on patrol says it will update these missing student flyers to encourage tips about netto's whereabouts during his final hours. >> as time goes on, people's memories will go fuzzy. >> reporter: we spoke to the sister of netto, who tells us she is waiting to talk to the police department and the medical examiner's office to determine what the family's

next step will be. reporting live in san francisco, david stevenson, ktvu channel 2news. developing news right now, oakland police are looking for the shooter in that city's latest homicide. it happened just after 11:00 this morning near 8th and campbell streets in west oakland. the victim was in a car, which rolled to a stop in front of prescott elementary school. ktvu's christien kafton talked with the victim's family and police and he tells us oakland's homicide rate is down compared to last year. >> reporter: neighbors near campbell and 8th street say they heard gunfire at 11:15 this morning and looked outside to see a car coasting to a stop. the man inside, dead. >> we're his family. >> reporter: by this afternoon, the victim's family had identified him as albert ghosten, saying they hope his death does not contribute to a cycle of violence. >> he is my nephew. he's young and he has two children and it's very sad these youngsters is killing one another.

. officials in fresno say this fiery small plane crash yesterday killed a man and his 9-year-old nephew. an faa spokesman said the cessna 172 was trying to land at fresno's chandler executive airport, about 6:30 last night. emergency workers say the plane clipped a treetop and crashed in the front yard of a home about 800 feet away from the runway. no one on the ground was hurt. the victims' names have not been released. the santa clara county coroner's office today released the name of a woman killed christmas day by bta light rail train. 47-year-old caprice crawford of santa clara died after being hit by a train near the willow

glenn neighborhood. police are treating the death as an accident, but the investigation is not over yet. a valley transportation spokeswoman said crawford was wearing dark clothing as she walked on the track and that the train wasn't able to stop in time. state police in connecticut today released their final report on the masacre last year at sandy hook elementary school in newtown, connecticut. the information includes photos, text messages and 911 calls. the gunman was adam lanza and one of his teachers told investigators that lanza would write pages and pages on battles, destruction, and war. the teacher also said that some of his work was so graphic, it couldn't be shared in class. last month, prosecuters summarized their findings, suggesting that adam lanza was obsessed by mass murder. however, they said they still don't know his exact motive. a new federal law takes effect january 1st, urging schools to stock epinephrine in vecht tores to help children suffering from potentially life-

threatening food allergens. the new law doesn't require schools to stock the epipens, but does give them financial incentives if they do. according to some experts, food allergies seem to be a growing problem. >> food allergies have increased by about 50% in the last decade alone and currently approximately 2 to 6% of all children have some form of food allergy. if you think about that, that's really about one to two children in every classroom in america on average. >> individual states will have to pass their own versions of the law before schools can get the injectors. supporters say with very little training, any teacher or staff member can be taught to use them in the event of an emergency. new research suggests that men and women with severe symptoms of anxiety may have a higher risk of stroke. until now, few studies have even looked at psycho social factors other than depression or psychological stress that might contribute to a person's stroke risk. researchers in this case

. dealy city police are investigating the discovery of a body found in a vacant store this morning. workers remodeling the old sports authority store made the discovery when they arrived for work this morning. police haven't said yet how the man died or how long he had been there, but they say workers were at the store yesterday and didn't report anything suspicious. san francisco police have arrested a teenager in a shooting that killed another teenager two weeks ago.

police say the suspect shot a man who he and some other teens were trying to rob on alameda boulevard near interstate 280, but the bullet glanced off the man's face and hit one of the robbery suspects, killing him. the 16-year-old who died has been identified as clifton chapman. the robbery victim survived. police have not released the name or picture of the suspect because he is a juvenile. this year is going down in the record books as one of the driest in bay area history. that also means little, if no snow in the sierra. reporter kevin oliver has more on the toll the lack of snow is taking on businesses. >> reporter: what is normally a winter favorite, full of parents and kids sledding, stops short at the asphalt right now. the snow park at nyack is usually filled with families around the holidays. today, there were only a handful of cars in the parking area, and the sledding runs here were hard to come by. >> there was snow a few weeks ago. i thought maybe there was going

to be enough. >> reporter: with little snowfall this december, you have to search for snow-capped mountains in this part of the sierra. one exception, boreal ski resort, where workers have been firing off snow-making machines whenever it gets cold enough. >> i don't know what the rumor is down there, but we have plenty of it. we have an extensive snow- making system here at boreal. >> reporter: skiers and snowboarders took advantage of it, packing the slopes that were open. >> lot of fun. there's not a lot of break for school. >> haven't been in a couple of years, so i was determined to make it up. it's been overall good. >> reporter: the lack of snow is taking its toll on other businesses. for cabin rentals, the christmas and new year's holiday are prime booking times. this year, rental agents say the lack of snow has left lots of vacancies. >> people haven't been canceling, but they have been waiting to see what conditions are before they book. >> that was kevin oliver reporting. we want to head to meteorologist mark tamayo on our weather situation here in the bay area. it is a shame for those folks there in the sierra. >> i remember growing up here,

surveillance program is legal. the judge said the program helps fight terrorist networks. the ruling today comes after another court decision earlier this month that said the nsa surveillance program likely violates the constitutional ban on unreasonable searches. the city of denver today began handing out its first retail marijuana licenses. licenses were issued to a few dozen people, who previously received approval from the state to start selling marijuana as ofian 1st. colorado voters approved legalizing and taxing recreational marijuana last year. those new taxes are expected to generate almost $70 million in additional tax revenue next year. new gun laws are set to go into effect next year in california. newly sold long guns will have to be registered and new owners will have to pass a safety test. also, magazines that hold more than 10 rounds will be banned by july.
