good morning. welcome to "mornings on 2." these are live pictures right now from seoul, south korea, where they are ringing a bell to usher in 2014 in seoul. it's already 2014 in parts of the world. it started with sydney, australia, one of the first places they were ushering in 2014. other cities doing that now as we get into the day. still new year's eve for us here in the bay area. we'll, of course, have more highlights coming up and preparations for tonight. >> that's right. >> good morning, i'm tori campbell. >> happy new year's eve. i'm brian flores. dave clark has the morning off. let's get started with steve paulson. i guess no rain for this year. >> no rain. it's official. this is the driest calendar yearerrer since 1849. 5.59 in san francisco total. i mean, since july, san jose

has only had 1.56. it's dry everywhere. we have a pretty good forecast. there will probably be patchy fog around. 54 at 8:00 in san francisco. low clouds have definitely come back into the mix not only on the coast but around the bay. very hazy skies. the higher clouds zooming out of the picture. 30s on the temperatures. still cold for some. maybe breeze holding up a few. even some 30s on the coast. overall, 30s will give way to 50s and lower 60s today. have a little bit more in the way of cloud cover and when the fog comes back, that will take the edge off some of the temperatures. 50s, a few upper 60s. 56 to 62 today. with a few 50s closer to the coast. here's tara. all right, thank you, steve. muni riders are experiencing delays on a dozen lines. muni says the lines are missing a run either due to a bus or operator unavailable. it's adjusting service to try to balance it out. just outside of san jose, two

cars caught fire, not due to a crash but authorities say it was arson on highway 130 an kimby road. it quickly spread to nearby brush. 30 acres on fire. calfire on the scene there. county roads are closed. the eastshore freeway, traffic moving slowly as you approach the maze and the bay bridge. and highway 4 through the baypoint/pittsburgh area, you can see the smog. back to the desk. breaking news in san francisco, where a family is without a home this new year's eve after a fire sparked about one hour ago. their apartment is located at laguna and fulton in hayes valley. katie utehs is live with an update on the injuries with the person transported from the scene. >> reporter: within the last half-hour we've learned the person transported is suffering

from minor smoke inhalation. you can see the apartment complex, the unit, rather, is completely destroyed. firefighters have cleaned it out and tossed a lot of amongings on the -- belongings on the curb. quite a mess. that family without a home. smoke poured from the second story unit from the complex on fulton. neighbors say they heard a woman screaming for help, call 911, she said. the fire sparked around 5:45 this morning. while the family has been moved out of their apartment, everyone did escape the flames. >> we had a fire on the second floor of a single family apartment. the family was all out upon our arrival. one woman was transported for minor smoke inhalation. everyone else was okay. >> reporter: investigators are still working to determine what caused the fire. they say at this point, it appears to be accidental. we're gonna talk with witnesses. there are a lot of neighbors that were evacuated from this apartment complex. but at this point, firefighters are clearing the scene. so we'll get one last check

with investigators to see if they have determined what sparked this fire. live in san francisco, katie utehs, ktvu channel 2 news. >> thank you. 7:04. we have new information this morning on an officer-involved shooting in san francisco. police say one officer was injured. most likely when struck by a car. and the suspect is in custody. they say the only shots fired hit the suspect's car. it began just before 9:00 last night in the bayview district when police attempted to pull over the suspect. a chase began across the city before ending near golden gate park and the park police station. police say the suspect got out of the car and tried to run away but was arrested. >> we can't tell you who the owner of the car is other than a rental company. it's a very, very fluid, active situation that is ongoing. >> police say the suspect's car has nevada plates. they are expected to release more information this morning.

[ cheers ] it's already 2014 in new zealand. this is a look amount the big fireworks show early this morning at the sky tower. new zealand is always the first country in the world to celebrate the new year. australia celebrated 2014 about two hours later. countless celebrations will be going on in the bay area tonight and party preparations are starting early. who did we send? our own party animal, janine de la vega, she joins us live from a business in campbell, at a business that's very busy this morning. good morning. >> reporter: good morning. we're here at balloon addicts. that's the noise we've been hearing a lot of this morning as they prepare. they still have 4,000 balloons that they need to blow up this morning because they are all gonna go out and be delivered at numerous places throughout the south bay. you know, they started coming in at 5:00 this morning to prepare. i'm told that they have to blow

up about 40,000 balloons total. right now, they are just focused on the helium, again, because they have to worry about it lasting through the night. to get a little bit more information about this on how business is, we go to claudine jimenez. you've been doing this for six years. what's your day like today? >> it will be busy. we're just organizing, blowing up, blowing up, blowing up. >> reporter: what's the trick here? you know, to get these to last? i mean, you could do the regular ones for the balloon drops but the trick is the helium? >> yeah, putting high flow, the gel in the balloons. >> reporter: how long will it last? >> for six hours but with the high flow, 24 hours or more. >> reporter: okay. popular color, you know -- >> black and gold, silver, white and black. >> reporter: okay. the phones were ringing here yesterday, right, people are trying to get in orders.

>> walk-ins, calls, e-mails, voice mails. we got a bunch today, too. it will be busy and more calls today. >> reporter: okay. thank you so much. >> thank you. >> reporter: now, again, they are out doing deliveries. they have a lot of people working this morning for all of the parties, again, very good for business here, especially since there actually was a heel yum shortage but the business was able to survive because of popular events like new year's eve. janine de la vega, ktvu channel 2 news. >> thank you. big crowds are expected for the fireworks show on san francisco's waterfront. fireworks will be set off at the stroke of midnight from two barges at pier 50. thousands of people are expected to line the embarcadero to see the show. but many are also heading to private parties and stocking up on champagne. >> just popping the cork on a bottle of champagne and drinking it with friends a very festive and fun. >> preparations are underway

for a masquerade ball with the san francisco symphony. 200 people will sit down to a three-course dinner followed by performances and dancing. now here is a look at the transportation options on this new year's eve. muni will be free from 8:00 p.m. tonight to 5:00 a.m. tomorrow morning. samtrans and caltrain are also free. caltrain's final southbound train will depart the fourth and king station in san francisco at 2:15 this morning. b.a.r.t. will run until 3:00 a.m. but you still have to pay the normal fare. law enforcement agencies will be out in force tonight looking for drivers who were drunk. the chp is putting all officers on the road who are available. new year's eve is one of the deadliest nights. last year, 78 people died nationwide. the best advice, officers say, designate a sober drive. a dui can cost as much as $10,000, while taking a taxi costs you about $50.

protesters with occupy oakland are planning an unpermitted demonstration tonight. they are planning a march from frank ogawa plaza to the north county jail beginning at 9:30 p.m. the oakland police department says it is aware of the planned march and is prepared to address any criminal behavior that would damage property or jeopardize the safety of the public or police officers. tomorrow, family and friends of oscar grant will gather to mark the fifth anniversary of his death. early on january 1st, 2009, grant was shot and killed by b.a.r.t. police officer, johannes mehserle, on the platform of the fruitvale b.a.r.t. station in oakland. oscar grant's family and friends will return to the fruitvale station at noon tomorrow for a vigil with poetry, music and a balloon release. 7:10. and the family of jahi mcmath, the 13-year-old girl on life support at oakland children's hospital, says a new court ruling is saving her life. >> the temporary restraining

order entered on december 22nd, 2013 and currently extended to monday december 30th, 2013 at 5:00 p.m. is hereby extended to 5:00 p.m. on january 7th. >> one hour before doctors were legally allowed to remove jahi from life support, an alameda county superior court judge handed down his ruling. the family calls the court ruling a victory but a hospital spokesman says it's just prolonging a tragedy. >> we're not sure it was the right judgment call but that was the judgment call of the judge and we'll comply with it. >> how can you say my child is dead if she responds to my voice? they are gonna take her off. today the most stressful day i had in my life. >> after the court rule, jahi's uncle said the family has video of her reacting to her mother. he said the family is not releasing it unless necessary. the family says medical facilittings in new york, arizona and san bernardino are

authorities in north dakota are urging people living within five miles of where a train derailed to evacuate. a train carrying crude oil collided with another train. as many as ten tank cars burst into flames. you can see the thick, black smoke and it was scene for miles -- seen for miles. there are concern about potential health hazard from the smoke. it was also one of the colt evidence nights of the year with a low of 20 degrees below zero. there's new information about a san francisco fire truck that collided with a station wagon sunday morning in the soma district. the chronicle reports the same fire engine was involved in a crash in june at the same location on fifth and howard streets. investigators say sunday's crash happened when the driver of the station wagon failed to yield the fire engine's lights and sirens.

one firefighter was treated for cuts to his head. the driver of a car engine leadly ran a read light and hit a motorcyclist who suffered broken ribs and a punctured rib. police say michael quinn, the firefighter, tested well above the legal alcohol blood limit. he's resigned from the department but has not been charged with a crime. flu season is underway in the bay area. but health officials say there's still time to get a flu shot. doctors are reporting a spike in patients with flu-like symptoms, including fever, body aches and coughing. cases of influenza-a jumped 20% in the past two weeks in kaiser's northern california region which stretches from san jose to santa rosa. the last week of december is typically the start of flu season. the senate is set to vote next monday on temporarily extending federal benefits for the long-term unemployed.

1.3million americans had their 26 weeks of unemployment benefits expire on saturday including 36,000 here in the bay area. san francisco county's largest jail held a job fair with an unusual twist. it was for inmates still in custody rather than those who have already been released. it featured veterans aid, signups for health coverage and financial planning from wells fargo bank. the goal, to get inmates ready for life after jail. >> we're blessed to have this to engage with the resources that are in our community, you know, that are available to us when we get released. >> inmates are giving organizers feedback with plans to expand the program to other jails next year. it is 7:17. want to check in with tara now filling in for sal. some delays on muni, tara. >> we've had delays to about a dozen lines either because an operator or a train wasn't running, a bus was not running.

they are working to adjust the problem. do know that muni rides will be free tonight until 5:00 a.m. due to the new year's eve celebrations. now, on the peninsula just outside of crystal springs reservoir, we have a wrong-way driver, the driver is heading northbound in the southbound lanes. they are going slower than the speed limit but it's still pretty fast according toens withs. in san jose, 280 at the 880 split, traffic looks good. but we've not been able to see this camera all morning because of the fog. it's so foggy, that flights out of san jose airport are now delayed according to the airport's twitter account. there's only a quarter-mile visibility according to steve. check with your airline carrier before you fly. at the bay bridge toll plaza, it's smooth sailing into the city this morning. 7:18. let's check in with steve. >> thank you very much. a beautiful sunrise. we have dense fog.

chris richardson who is aces when it comes to weather information, san bruno, eighth of a mile visibility, says it's kind of cool. if you are drive, not so cool. from san jose down there. there's pockets of it. it's not widespread but the fog has come back. that will be a -- that will lead to a cooler forecast. mostly cooler tomorrow, mostly sunny. i've seen projections out to january 15th, no sign of any rain. that do change. obviously that could change. right now, everything is saying no, a continuation of that we've had for the entire year. tonight if you are heading out, it will be chilly. there could be patchy fog. we'll go 50 in san francisco at midnight. a lot of high and mid-level clouds making for a nice sunrise. but this will kind of zoom out of here pretty fast. air quality continues to be awful with the reason be, you find a layer of warmer air as you go up in the atmosphere, it's called an inversion. that traps everything underneath. cold again but that's what's happening.

a layer of cold air and then warm air. that traps everything. once that burns off, that will add haze to the mix. 30s an 40s. it's colder. there's a slight component of an onshore breeze. 29 bookends for tahoe and reno. a lot of moisture continues to stream in for mexico over parts of southern texas and the deep south. there could be a whopper of a nor easter especially for boston. you can see the really cold air from the northern plains to the great lakes. for us, high pressure and hazy skies. morning fog, some of that is really thick. we'll see very quiet, hazy conditions. highs today, a lot of upper 50s and lower 60s today unless you are pretty far inland. you might find it a little bit warmer. these are close to seasonal averages except for morgan hill, gilroy, santa cruz.

very concerned about the lack of rain and snow so far this winter. some locals who have lived in the ta low/truckee area for several decades said it's been years since they've been worried about water and not having enough to get by. many have lowered water levels this year in both the truckee river and lake tahoe. >> all of the reservoirs are getting low. we'll make it through this year probably and then who knows. >> businesses are also concerned since ski resorts need snow to bring people up to the mountain this winter. the streams and lakes need to be full for fishing and rafting in the summer. people are just crossing their fingers for more rain and snow in the next few ponts. -- you few months. 49ers fans are gearing up for the wild playoff game against the packers. some are even planning to fly out to wisconsin.

50 degrees. otherwise there's really dense fog from san jose parts of the peninsula and all the way up past san bruno at sfo. we have kind of an inversion set up over us. that's trapping everything. hence, we get the very hazy skies and the fog will add to that. 30s, 40s for others. we get more of a westerly breeze and a push and that will allow the temperatures to cool a little bit. upper 50s, low 60s coast and bay. there will be a few mid-60s inland. but definitely cooler than we saw a couple of days ago. morning fog, hazy, very quiet conditions. a lot of 50s or very low 60s. here's tara. thank you, steve. we have an accident that we want to report up in solano county. we can show you benicia, this is the scene of an accident where the arrow is. 680 northbound at industrial way, we have brakes that caught on fire on a truck. there ended up being a horse in the trailer. authorities are working to, you know, try to make sure that everybody is safe and sound. it doesn't seem to be impacting

traffic right now. you can see on the left side of your screen there that traffic is pretty slow going on highway 29 in both directions on through vallejo down from napa. all right. up next, a look at the bay bridge toll plaza, traffic is looking good as you make your drive into san francisco. finally, 101 in san jose, traffic on the right-hand side of your screen, northbound toward the airport where we're experiencing delays on the flights due to the fog. definitely check with your carrier before you head out the door. all right. it's 7:32. back to the desk. >> all right. tara, thank you. we're following developing news in the south bay where two car fires sparked a grass fire. two cars were vandalized and set on fire. this was first reported at 5:30 on kimby road at highway 130 near mount hamilton in san jose. county roads in the area are closed. the grass fire is still burning. about 30 acres in size. we have a crew on the way to the scene. we'll bring you more details as

we get them. 5, 4, 3, 2, 1! >> happy new year! >> in the meantime, australian is ringing in the new year already. more than 1.6 million people lined the harbor to watch the fireworks show over the sydney operahouse just a few hours ago. new zealand was the first country in the world to welcome 2014 at about 3:00 a.m. this morning. police in the east bay are on a mission this new year's eve trying to curb the use of fireworks and celebratory gunfire. alex savidge is live in oakland with more on this effort. alex? >> reporter: well, good morning. yes, oakland police are trying to get people to play this safe it -- it safe this neef and they want them to drop off the illegal fireworks at six fire stations across the state, including this one, station one, near 16th street and mlk. officers are trying to prevent makeshift fireworks shows. police are warning that anyone

caught setting off illegal fireworks later tonight can face a fine of more than $1,000. at the same time, parents can also be held responsible if their kids are caught with fireworks. oakland police will also be cracking down on celebratory gunfire as well. the department will use shot spotter technology to track down people who fire their guns up in the air. they will be doing the same thing in richmond. police will be using shot- spotter tig. officers will be patrolling some key neighborhoods looking for people firing off their guns. it's a practice that's left a lot of innocent people dead over the years. the message from police is that if you fire a bullet into the air, there's no telling where it might land or who it might hit. live this morning in oakland, alex savidge, ktvu channel 2 news. well, the chabot space and science center is holding new year's celebrations for the kids who can't stay away until midnight. maybe some news anchors as well. it's holding three balloon drops to mark midnight in

various parts of the world. the first is at 11:00 a.m. when it's midnight in pakistan. the next, 1:00 p.m. when mat da gas car welcomes the -- madagaskcar well comes the new year. we're slightly more than 24 hours from the annual a rose in pasadena -- annual rose parade in pasadena. the floats must be completely covered in natural substances. for the last week, decorators have been able to put bark, seeds and whole vegetables on the floats. now it's time to put on the flowers. >> right now is the icing on the cake. we're putting on. bed of roses and our final -- putting on the bed of roses and our final touches. >> it's been warmer than usual in southern california. so the smell of flowers fills the decorating tents and

buildings but sometimes that's overpowderred by the odors of the vegetables like the onions used to represent bubbles. one of this year's floats sponsored by the a.i.d.s. healthcare foundation will make history. it will serve as a wedding chapel for a couple who has been together for 12 years. there will be the first gay couple to exchange wedding vows on a float during the rose parade. parade organizers say that's in keeping with this year's theme of keeping dreams come through. there will be a float designed right here in the bay area. coming up at 7:45, more on its unique design and message and how it honors the life of a boy who was blind and suffered cerebral palsy. and stanford's fifth-ranked football team is counting down to tomorrow and the 100th rosebowl game. the team has spent the week in southern california enjoying a trip to disneyland as well as lowrie's beef bowl as well as

practicing as well. but now it's down to business. sanford coach david shaw says he's proud the cardinal has returned to the rosebowl for the second year in a row. >> it's a testament to what they've accomplished. it's a testament to what our seniors have billed, that we've been able -- have built, that we've been able to win, win the right way, produce high- character young men and have a football game that's exciting to watch. >> shaw brushed away questions about wanting to leave stanford and coach in the nfl. he says he considers stanford the best spot for him to be. stanford is considered a slight favorite to beat the spartans tomorrow afternoon. some countries are increasing security for their olympic athletes following two bombing attacks this week in russia. suicide bombers attacked a train station and bus killing more than 30 people in the city of volgograd. that's about 400 miles from sochi, where the winter olympics will be held in federal budget. the australian olympic committee says its athletes will only travel by air to get

to sochi. they will not be allowed to travel anywhere in russia by car, bus or train and they will not be allowed to go anywhere outside of sochi. here in the bay area, the mother of 25-year-old olympic hopeful casey oakley of piedmont says although the bombings make her nervous, she believes the winter olympics in sochi will be safe. her daughter was in sochi a year ago for world cup skiing competition and she says the area was well-guarded. >> she said it was really tight up there and getting off the chair lift at the top of the mountain, there were armed guards everywhere. >> when casey made the u.s. ski team in 2011, her mom started to learn russian and making plans to watch her daughter in the winter olympics. san francisco voters may get to decide whether a new arena should be built for the warriors on the waterfront. the san francisco chronicle reports supporters are trying to get a measure on the ballot that would require voter approval if any port of san

francisco property wants to exceed existing height limits. that would affect three major projects, including the warriors proposed arena at piers 30 through 32. plans to develop a site owned by the giants and a former shipyard will be subject sto voter approval. a consultant hired to find a new police chief for the city of oakland has backed out of the job. the chronicle reports that bob murray resigned after city officials had informal conversations with potential candidates. a spokesperson for mayor jean quan confirms staffers in her office spoke with some possible applicants but the city says the conversations are not substantial and happened before the application process closed december 6th. 7: 39. customers who visited a san francisco sandwich shop are being encouraged to keep their eye on their bank accounts. credit and debit cards used at the witchcraft sandwich shop were the target of hackers.

it's located on mission near fifth street. this happened between oog 11th and october 2nd. the customers' names, card numbers, security codes and expiration dates may have been compromised. after being hit with one of the largest security breaches in the nation, target has another problem for its customers. this time, about 40,000 gift cards across the country were not properly activated at checkout. thousands of debit and credit card information was compromised earlier this month. a target spokesman said they are aware of this latest problem. shoppers are being told to talk to a customer service representative with their concerns. 7:40. king tides are appearing along coastal areas across the bay area. but so far, they are not causing much flooding. flooding forced caltrans to shut down some streets but overall flooding has been minimal. high tide at the golden gate bridge reached nearly 7 feet yesterday. that level is expected to increase slightly today. the tides are expected to stay

stocks moving higher on the very last day of trading for 2013 as investors close out the portfolios and prepare for the

new year. s&p 500 is headed for the best year since 1997. the index is up 29% with dividends included it's 32%. markets will be closed tomorrow and trading will reopen on thursday for the first day of 2014. taking a live look at the big board, the dow is up 35. the nasdaq up 13. s&p up 4. time is 7:43. hewlett-packard plans to cut more jobs. hp reported to the securities and exchange commission it will eliminate 5,000 more jobs than previously announced. that would bring the total to 34,000. it's already laid out for more than 24,000 of those workers. hp is not saying which jobs will be eliminated. it currently has more than 331,000 employees around the world. americans are feeling better about spending. the consumer confidence index jumped more than 6 points in december. that's a bigger increase than economists had expected. it's also the highest reading since september, just before

the government shutdown. consumers say they are more confident of future improvement in the economy but they are still pessimistic about their own chances of increased earnings. and champagne may be the most popular drink around midnight tonight. but annual sales fell nearly 4.5% last year and are expected to slip that much again this year. the name officially applies only to the sparkling wine produced in the champagne region of france and other bubbly wines from other parts of the world are less expensive. so their sales are growing. 7:45. we're learning more about the deadly shooting at arapahoe high school in colorado. police say the gunman 18-year- old karl pierson came into the school through a door that should have been locked. they say a week before the shooting, he bought a shot gun from a local retailer after passing a background check. police say when he entered the school, he had the shot gun, 125 rounds, a machete and three

molotov cocktails. 17-year-old claire davis died after being shot at point-blank range by pierson who later turned the gun on himself. a judge has tis missed all -- dismissed all claims against the city of los angeles and riverside by a camp ranger who says he believes reward money for helping locate christopher dorner. the $1 million reward went to a couple dorner held hostage and two others for helping track him down. the cam ranger had been carjacked by dorner in the final hours of the manhunt looking for him. but a judge ruled his claims without merit. donor killed four people and engaged in a standoff with police before killing himself in a burning cabin in the san bernardino mountains. 7:46. gun owners in connecticut are preparing for new gun laws to go into effect. beginning tomorrow, all assault weapons and large capacity magazines must be registered. state police say people have been lining up since early monday morning, any weapons or magazines not registered by

tomorrow will be illegal. if anyone is caught with an uge registered gun, the owner will have to sell the gun to a gun dealer, render it inoperable or sell it to the police. a law will require gun owners to keep their guns locked if they live with someone with a mental health issue or criminal record. another puts tougher pelts who don't properly store weapons. california will start to put together a database of rifle and shot gun purchases. well, dreams come through. that's the theme for this year's rose parade and it has a special meaning for one family in the bay area. pam cook is in the newsroom with more. >> mateo's dream is the dream of a little boy with a disability to have a place to play. his family created mateo's playground in concord for mateo in a wheelchair and blind. it is one of the few blay

grounds in the country where -- playgrounds in the country where people cannot walk, see or even hear can play along children who can. it was kilt and funded most ily by -- mostly by volunteers, including the lions club that has chosen this playground as its inspiration for the club's floats in this year's rose parade. sadly, mateo has passed away. his mom says this is a wonderful way for his dream to continue for other children. she will be riding on the float. >> i can't tell you how honored and proud i am to represent the playground and my son, mateo, in that parade. it's beyond words. >> we got a peek at what the float will look like as it rolls down the parade route tomorrow. it looks like the playground with a lot of nice embellishments. children are disabilities will be on board. >> one of our biggest dreams is now becoming a reality.

sunrise. even thick fog. some of that fog may play in the forecast. it seems to form more overnight. 50ed a midnight -- 50 at midnight. air quality is not that good. everything is trapped. the inversion means everything can't go anywhere unless we get rain, wind. 30s and 40s on the temperatures. still cold. temperatures have dipped in the 30s for many inland areas. the higher clouds will thin up. very extensive cloud cover from texas all the way to the deep south and very cold air. arctic air continues. the fast-moving systems. could be a big system for the northeast especially around boston coming up around friday into saturday. if you are traveling there be advised. we have a lot of high clouds spilling over us. some of that patchy fog is thick. some high clouds, very quiet conditions. can't find any rain. we can find a nice sunrise. we can find plenty of high crowds and some patchy fog.

mapping the state's earthquake faults. the "los angeles times" reports that could leave many cities without information about whether new construction is going up on faultlines. the state still has 300 fault maps to complete, including parts of los angeles, san diego, and the san gabriel valley. the budget for the project is expected to run out after work on the hollywood fault ends next year. it's 7:55. hundreds of new rules and regulations will go into effect in the new year including a ban on incan defendantent light -- incandescent light lull bees. it will be illegal to import 60 and 40 watt light bulbs. stores will be able to sell the existing amount until they run out. it's part of the transition to those more energy efficient but more expensive. starting tomorrow, uc berkeley will take on a policy that aims to save energy and

vallejo. 880 near the oakland coliseum. traffic is looking good in both directions. i stepped outside for a little bit. you could see the fog was really starting to roll in. steve says it's gotten worse in san francisco. definitely foggy conditions, especially down in san jose, 280 at the split, you can see how hazy it is here. we do have some delays at the airport there. san jose airport, so definitely check with your carrier before you leave the house. it's 8:02. back to the desk. >> all right. thank you. we're following some developing news in san francisco where a family is of without a home this new year's eve after a fire that started about an hour ago. their apt is located near laguna and fulton in hayes valley. ktvu's katie utehs is there with an update on what sparked this fire. katie? >> reporter: brian, investigators tell us that a cigarette sparked the fire that destroyed this apartment behind me. it started in the second floor.

we've learned that this is a third-story unit. the front room there with the plastic over the window is where the fire started and it caused a lot of smoke damage. it's from that window firefighters unloaded the family's damaged belongings that you can see here along the curb. smoke poured from the building following the 5:45 call for help. firefighters put out the flames within a few minutes but not before it caused a lot of smoke damage. a man, woman and two children live in the unit. >> we had a fire on the second floor of a single-family apartment. the family was all out upon our arrival. one woman was transported for minor smoke inhalation. everybody else was okay. >> reporter: red cross is on the scene the i spoke with the family. they are re-- scene. i spoke with the family briefly. they are shaken up and not sure where they are gonna stay at this point. firefighters have cleared the scene. they say the cause of the fire appears to be accidental. as you can see, a lot of

damaged items on this new year's eve. the family still looking for a place to stay. live in san francisco, katie utehs, ktvu channel 2 news. >> all right. thank you. we're also following another developing story in the south bay where two car fires sparked a grass fire. according to the california highway patrol, two cars were vandalized and then set on fire. this was first reported at about 5:30 this morning on kimby road on highway 30 in mount hamilton. county roads are closed. the grass fire, bill sterning -- still bumping between 30, 40 acres in size. we have a crew on the way. we'll bring you more details as we get them. one officer was injured and one person arrested after an officer-involved shooting in san francisco. police say the officer was most likely injured by the car. they say the only shots fired hit the suspect's car and no one was hit by the gunfire. it happened around 9:15 last night in the bayview district when police attempted to pull

for miles. there are concerns about potential health hazard from the smoke. it was also one of the coldest nights of the year with a low of 20 degrees below zero. there's new information about a san francisco fire truck that collided with a station wagon sunday morning in the so ma district -- soma district. the chronicle says the same fire engine was involved in a crash in june at the same location on fifth and howard streets. investigators say sunday's crash happened when the driver of the station wagon failed to yield to the fire engine's lights and sirens. one firefighter was treated for cuts to his head. now, in the crash last june, the driver of a fire engine allegedly hit a red light and hit a motorcyclist who suffered broken bones and a punctured lung. they say the firefighter, michael quinn, tested well above the legal limit. he's resigned from the department but has not been charged with a crime.

antioch is changing the way it cares for animals. one of the biggest is outlawing feeding fer al kets on -- feral cats on public property. the city wants to set requirements for keeping any animal that's been declared vicious. the changes already have preliminary approval. a final vote is set for early next month. a decision on whether to keep city college of san francisco accredited is expected to come later this week. san francisco superior court judge heard from lawyers representing the accrediting commission yesterday. they want lawsuits filed by the city and two teacher unions thrown out. they are speaking preliminary injunctions to keep the college open. but the accrediting commission says city college has financial and administrative problems that render it unfit to fulfill the educational duties. it's set to lose its

burn off. it's a little bit unusual. 280, 880 down in the south bay, you can see the fog has rolled in there. northbound traffic on 2le 0 at the would -- 280 at the bottom portion of your screen. >> thank you. well, police in the east bay are on a mission this new year's eve. trying to curb the use of illegal fireworks and celebratory gunfire. alex savidge is live in oakland with more on this effort and why it's so important. good morning, alex. >> reporter: good morning. i just talked with the deputy chief. there are a couple of concerns when it comes to illegal fireworks on new year's eve, the reason they want to get them off the street, they are worried about people injuring themselves and they are also worried about the risk of fires because the brush out there is so dry right now with the lack of rainfall so far this year. that's why the oakland fire department is asking people to drop off their illegal fireworks at six stations across the city if they would like to do so later on today including this up with. this is station one which is at

16th street and mlk in downtown oakland. let me show you what officers or police officers and firefighters are trying to avoid this season. it's the makeshift fire shows that we see lighting up the night sky around oakland. police are warning that anyone caught setting off illegal fireworks tonight can face a fine of more than $1,000. you also want to keep in mind as a parent, you can be held responsible if your kids are caught with those illegal fireworks. oakland police at the sa same time -- at the same time will be cracking down on celebratory gunfire. that's a common practice. the department will be using shot-spotter technology trying to track down people who fire their guns into the air to ring in the new year. the fire department's deputy chief of field operations told me a short time ago he has seen from past experience that celebratory gunfire poses a huge risk. >> i'm more concerned about the gunfire that takes place in the city. every discharged weapon, you fired off in the air, the bullet comes down somewhere.

there have been people that have been injured severely by, you know, gunfire that's nowhere near them that comes down and hits them. >> reporter: they are worried about celebratory gunfire in richmond and police there will be using their shot spotter technology this new year's eve as well. they will also have a lot of officers on patrol in some key neighborhoods going after people who decide to ring in the new year with celebratory gunfire. it's a practice that we have seen here in the bay area that's left innocent people injured and dead over the years. again, along with the safety concerns, the oakland fire department concerned about people lighting off fireworks on this new year's eve with the brush as dry as it is right now. we're live this morning in oakland, alex savidge, ktvu channel 2 news. >> thank you. the chabot space and science center holding a celebration for the kids who can't stay awake until midnight. it's holding three balloon drops to mark midnight in

francisco property wants exceed existing height limits. that would include three project, including the warriors' arena. happening right now, it's another round of king tindz along coastal areas across the bay area. these are live pictures from ocean beach in san francisco. so far they are not causing much flooding just see some of the waves crashing there along the coast. in the past, flooding forced caltrans to shut down some streets. high tide at the golden gate bridge reached nearly seven feet yesterday that level is expected to increase slightly today. the slides are expected to stay around through thursday. another -- a consultant hired to find a new police chief for the city of oakland has backed out of the job. the san francisco chronicle

reports bob murray resigned after city officials had informal conversations with potential candidates. a spokesperson for jean quan confirms staffers in her office spoke with possible applicants but the city said the conversations were not substantial and happened before the application processed closed. customers who visited a san francisco sandwich shop are being encouraged to keep an eye on their bank accounts. credit and debit cards used at the sandwich shop witchcraft were the target of hackers. the restaurant is located on mission near fifth street. it affects customers who visited the shop between august 11th and october 2nd. the company says customers' names, card numbers, security codes and expiration dates may have been compromised. after being hit with one of the largest security breaches in the nation, target has another problem for its customers. this time, about 40,000 gift cards across the country were not properly activated at checkout.

stocks moving higher on this last day of trading for 2013 as investors close out their portfolios and prepare for the new year. in a new report, home prices in most u.s. cities increased at a slower pace in october compared to september as higher mortgage rates weighed on sales. taking a live look, the dow is currently up 51. the nasdaq is up 17. and the s&p is up 6. in fact,

car. no one else has injured when an officer shot at the car. four people are displaced after an apt fire in san francisco as well. it started after 5:30 on fulton street near laguna. firefighters say it was started by a cigarette. one person was taken to the hospital. all over the bay area. preparations are underway for new year's eve parties. at balloon addicts in campbell, there's still work blowing up the balloons. they have orders for 40,000 balloons. we're also following developing news. a grass fire is burning near grant county park, east of san jose. ktvu channel 2 reporter, janine de la vega, is in san jose with information about how officials think this fire may have started. janine? >> reporter: we're here at the entrance of grant ranch county park, we're here in the distance two miles up on mount hamilton road. you can see smoke that's coming from that vegetation fire. we haven't been able to see any flames from here because we've been held back at the point

where kimby road meets mount hamilton. in the last ten minutes, they opened the road but just to media. the public is not allowed up here. the fire has grown to 40 acres. calfire said it's slow moving. there's a lot of rugged terrain upper there. no structures are threatened. they have a lot of firefighters working on this. san jose fire was assisting as well as different volunteer fire departments. they have a tanker in the air that just dropped some water on it. we know that there's two hand crews, two bulldozers at least nine engine. so they are working to contain this fire. when i spoke to public information officers with calfire. the man said he didn't have any word on how much this was contained or when they would have this out, just that they are working to do that.

it's slow moving. however, i want to tell you about how this may have started. when firefighters arrived, they found two vehicles up there, one of the cars was on fire. it looks like it may have been torched so they are investigating this as a possible arson fire. the car that was up there we're told was stripped. it was vandalized. we're not sure who initially put in any emergency calls to report the fire. again, they will have investigators up there to try to figure this out. right now, their focus is on making sure they get containment of this fire, make sure that it won't spread any more. again, the latest word that we have is that it is at least spread to 40 acres at this point. as i've been talking here, we've seen numerous engines go go up in the distance -- engines go up in the distance. public is not allowed up here.

which has chosen the playground as its inspiration for the club's float in this year's rose parade. sadly ma say yopassed away -- ma say yopassed away -- mateo passed away but his mother will be lieding on the float -- riding on the float. >> i can't tell you how honored and proud i am to represent my son mateo in the parade. it's beyond roads. >> we got a peek of what the float looks like. it's a colorful rendition of the pray ground that mateo inspired. along with his parents, other children with disabilities will also be on the floats. >> one of our biggest dreams is becoming a reality. people will learn about playgrounds for children with disabilities and the importance to play with other children and to have that message spread and have mateo's vision around the

traffic. here's steve. >> thank you. beautiful sunrise. a lot of high and mid-level clouds. that mackerel sky. been some thick fog, too. some of that will give way and then it will be a hazy day. the fog might play into your new year's eve forecast. i don't think it will be that much. it's not like a summertime pattern. what's there is pretty thick, especially on the peninsula. red word shores, thick fog there. i know there's been some in san bruno and san jose. 30s to 40s on the temperatures. not moving much these temperatures, they've been stuck most of the morning. a lot of the high cloer udz -- higher clouds will move out. we'll give way to a mostly sunny afternoon. very hazy. we had a lot of 30s even down to monterey. a lot of moisture streaming into the south. a lot of fast-moving systems where isolated systems continue to plague the northern tier. for us, hazy skies, high clouds and that's about it.

we are -- new information this morning from the san jose airport, getting word that a delta flight, 1056 heading to minneapolis had a bit of an emergency. this plane has a maximum capacity of 170 people. we don't know how many were on board. it pulled out at about 6:40 this morning waiting its turn to take off when the pilot reported an engine fire so it went back to the gate. the fire department responded. everyone got off the plane. they are waiting for a new plane to take off. but the good news, nobody was hurt. well, it's a mysterious site that say some -- that some say is out of this world.
