security. >> theness of the -- the brightness of the explosion changes the video to day time color. >> this is a violent crime. unacceptable. >> reporter: surveillance video shows a figure approaching the entrance with one container. at 9:25 p.m. last night. officials say that person poured gas on the door and steps and ignited the fuel. >> severe damage to the facilities and posing a threat to the safety of the chinese consulate and the residents nearby. >> terrible. >> reporter: no one was entered though damage drew neighbors and visitors. >> the first i see this. so scared. >> the fbi says so far it appears to be an isolated criminal incident. not terrorist. the city has dispatched patrols to guard the chinese consulate.

>> we hope the u.s. takes all necessary measures to provide adequate protection for the chinese consulate. >> reporter: the chinese consulate remained opened today. officials say a few workers were in the building at the time of the attack. reporting live in san francisco, david stevenson, ktvu channel 2 news. >> the state department is also investigating the attack. while it won't comment on extra security measures, officials are taking the incident very seriously. >> after the incident we are in immediate contact with the chinese consulate in washington, d.c. we continue to work and update our counter parts on the case as more information comes in. >> the state department says they are not aware of previous threats against the chinese consulate in san francisco. you can see more of the surveillance video of the attack on www.ktvu.com find it

in hot topics. alter built to honor a teen who was killed by a sheriff's deputy was destroyed this morning. the flames were put out but the damage was already done. the alter is part of a larger memorial that grows in the field where he was killed october 22. supporters believe the fire was intentionally set because the number of items from the altler missing. >> pictures. he had more toys. >> shocked that someone would do that. >> they partially reconstructed the alter to determine how the fire started. continuing coverage on the jahi mcmath case. a family member said he is close to 62 uring a facility -- close to securing a facility to take jahi mcmath.

mean time family attorney filed court papers saying jahi mcmath is in need of tubes. the hospital refuses to perform the procedures calling it unethical to perform them on a dead body. >> if someone steps forward we will do everything in our power as long as it is legally and medically correct to turn the body over. >> a judge ordered attorneys for the hospital and the jahi mcmath family to meet tomorrow. detectives in san jose are investigating the first homicide of the year. a man was found with a gun ashot wound this morning -- with a gun shot wound this morning. he was taken to the hospital where he died. police haven't released any information on suspects or the identity of the victim. police seem no closer to figuring out where a skull came

from a party at the boys and girls club. so far police haven't made any arrests. we know the identity of the driver charged with hit and killing a six-year-old girl in a san francisco crosswalk. police say he justified -- identified himself as a driver for uber. police say he hit the six-year- old, her brother and the children's mother. the woman is in critical condition tonight and her son is in fair condition. judge gave city college of san francisco a reprieve while the fight over accreditation plays out in court. they sued to halt city college of san francisco from losing accreditation. they said the ruling bars the commission from finalizing the plan to terminate city college of san francisco's

accreditation while it is litigated in court. undocumented immigrants says his dream of practicing law has come true in a ruling from the supreme court today. sergio garcia was brought to the u.s. from mexico as an infant and got his law degree in 2009 but the bar refused to give him a license and today they ruled he could have his license. >> i think it is the right decision for california and the country. i think it show cases the american dream is still alive and well. anything is possible if you put your mind and heart to it. >> the court said he can't work for a law firm because of his immigration status but he could do pro bono work. new information in a salmonella outbreak at a cheese company. they are working with the company to see whether the problem happened at the plant

come out of this over here. >> reporter: just days after another sewage spill. we discovered this latest spill started up this hill where crews were repairing the sewer main. >> people swim here in the water. >> reporter: this spill today is just one of hundreds every year around the bay. it is a problem of deferred maintenance, a problem that is making many people angry. >> they live in the water. that is their home. the fish, the seals. the dolphins. >> reporter: divers say when sewage spills -- >> my crew can't dive that day. costs oscouple thousand buck -- us a couple thousand buck as day. >> reporter: after they sued they cleaned up.

b.a.r.t. voted 8-1 today to approve a new labor contract with two of its unions. it will end 9 months of labor struggles. the new contract drops the clause that granted members six weeks of paid family leave. b.a.r.t. said that was a mistake. pot holes, you know how bad some of the roads can be. we have more roads in disrepair -- [no audio]

ktvu's ken pritchett reports a fix may be coming if you are willing to pay. >> reporter: they are easy to find. sometimes too easy. ask anyone who drives. >> mess up your tires. pretty bad. i have had to replace tires on my car because of pot holes. >> reporter: we drove a loop around oakland, a smooth stretch of road would give way to one that would rattle your bones. we were looking for pot holes, we were looking for trouble and we found it. we left with a hub cap and came back without one. a report rated the condition of half of bay area roads as poor. now a group is working on a ballot initiative to fix that. >> just like your house, if your roof is leaking you got to repair it. and these problems haven't been addressed. >> reporter: we pay taxes at
