campbell. the battle over what happens next to a 13-year-old girl on life support headed back to court this morning. we have continuing coverage. ktvu's tara moriarty joins us live from oakland with what a judge has decided. tara? >> reporter: well, you know what? emotions are still running high in this case. the parents of jahi, they sat in the front row. they were clearly emotionally exhausted but fighting still for their father. for the first time we saw -- daughter. for the first time we saw the hospital attorney break down a little bit. the two sides were trying to hash out the issue of jahi's transfer out of the hospital. the judge denied the request that a doctor from per children's hospital perform a tracheotomy. jahi's family attorney said it was not a setback today, he said the steps to ensure that the 13-year-old will be able to

be transferred to another facility are more clear. he said the procedures will have to be done once jahi has left children's possibly being transferred out by ambulance. >> it may be ideal to do it at or near the facility of transfer because the fewer times that jahi has to be moved, the better. she's been without nutrition with over 24 days. that's critical. >> reporter: children's hospital has refused to perform any procedures on jahi since she is considered brain dead. the coroner did file a death certificate today. i asked the hospital's attorney what the right thing to do in this case was. >> you know, moral questions have a million answers. personally, it's horrible that this child has died. it's also horrible that it's so difficult for her family to

accept that death and i -- i wish and i constantly think that wouldn't it be great if they were able to come to terms with the terrible tragic event and that i didn't have to stand here in front of you all time after time. >> reporter: obviously, a lot of emotion here and, you know, jahi was -- suved some complications from a tonsillectomy she had december 12th. right now, both sides are in federal court and rob roth will have an update on what happens there coming up on the news at 5:00 tonight. live in oakland, tara moriarty, ktvu channel 2 news. >> all right. such a difficult story. thank you for the update, tara. and we're learning new information about the man killed early this morning on a daly cityfry. it all started with a crash on -- city freeway. it all started with a crash and then the man got out of the car. janine de la vega is live near the scene with why investigators say the man got out and ran across the freeway.

>> reporter: claudine, the chp told me that the car that that man was driving was stolen which is an indicator of why he may have been running. they still don't know who the man is because investigators say he may have been carrying somebody else's i.d. the southbound lanes of 280 are finally back open after being closed for several hours this morning. now, the chp says that the man was driving a gmc suv in the northbound lanes of 280 just past the john daly exit in daly city when it appears that he lost control and collided with another car. the female driver of that car was in pain and she stayed in her car but witnesses say the man got out of his car and ran april cross the right shoulder of the -- across the right shoulder of the freeway and turned around and and ran across the lanes. jumped the center median and ran across the southbound lanes when he was hit and killed by a vehicle. investigators learned that seconds before he was hit, he got physical with a witness. >> people who stopped to assist

the parties in the crash tried to keep him at the scene and -- there was an altercation between him, the driver and the people who stopped to help. he did try to assault one of the parties who helped and then fled in the southbound direction where he -- where he was struck and killed. >> reporter: officers determined the suv the man was driving was an unreported stolen car out of millbrae. they are looking into the possibility that items found in the car including a rifle and bb gun may have also been stoken. they believe that more than one vehicle hit him. no one stopped to claim responsibility right after. in the last hour, all of that changed. >> we have one person who has come forward. other people have called in. we've heard from another party which we hope to interview soon. they say they may have been involved in the crash. >> the chp says they still want anyone who may have witnessed anything in the southbound lanes to come forward during

that time that it happened around froblg in the morning. now, i also -- 5:30 in the morning. now, i also want to mention the other woman involved in the initial crash, she was taken to a local hospital. she was complaining of pain but the chp says it appears she has minor injuries. reporting live from daly city, janine de la vega, ktvu channel 2 news. >> all right. thank you. well, san francisco police are investigating yet another crash involving a pedestrian. this one happened at bush and hyde streets around 9:45 this morning. police say a vehicle hit someone inspect street. clothes and shoes could be seen near the intersection. we don't know if the victim was in a crosswalk. police say the pedestrian's injuries are unknown but that the pedestrian was taken to san francisco general hospital. that was just a block away from where another pedestrian was hit by a car yesterday. police say the man was hit while running across the street at leavenworth and bush around 5:00 last night. he was about 20 feet away from the nearest crosswalk. he's at san francisco general hospital with life-threatening injuries. the driver was questioned and

released. these deaths follow two other new year's eve accidents where pedestrians were hit and killed by vehicles on city streets. well, the mistress megamillions winner from california has finally come forward. one of the tickets from last month's $636 million jackpot was sold in san jose. ann ruben is live in front of the store where it was purchased with new information about the lucky man who bought that ticket. ann? >> reporter: well, the winner is steve tran. though he bought the ticket here on december 19th, he apparently didn't realize he had won until monday. tran bought the ticket worth $324 at jennifer's gift shop in san jose. it was one of five quick picks. he bought other tickets in other towns. he said the entire lot sat in front of a drawer in his house. the family was on vacation. when he got back, he remembered the tickets. when he realized he won, he called his boss and said sorry,

they get better. that winter storm has worked two feet of snow in some area and is being blamed for at least nine deaths in michigan, kentucky, indiana and illinois. chicago hand minneapolis could see some of the coldest temperatures in a decade. those cities are dealing with subzero windchills. boston and new york are also among some of the hardest hit areas. schools are closed. people are being advised to stay indoors. >> in you do not need to travel today, please stay home. if you do have to travel take mass transit. >> now, the storm has also forced airlines to cancel thousands of flights. some of those flights are affecting passengers in the bay area. we did check with all three major bay area airports. sfo had the most canceled flights, about 38 departures ndz and ariferg -- and arrival as. they are reporting two, three- hour delays for arrivals from the east coast. well, the obama

administration says a supreme court justice should stop blocking the new healthcare laws requirement that some religious organizations provide insurance that includes birth control. our reporter tells us what comes next. >> reporter: the government submitted its response to the supreme court friday morning asking the court not to allow two roman catholic groups, a temporary exemption from the birth control mandate. the administration maintains that they can opt out by signing form and wouldn't have to pay a fine. the lawsuit was brought by christian and sons and another group. >> we can't turn around and start disrespecting life at its earliest phases. >> reporter: there's no deadline for when the justices will have to act. meantime, 11 republican state attorney generals sent a letter

back in november. investigators now say the fire early yesterday morning was an accident. it started by a burning candle. earlier there was speculation that the fire was intentionally set. volunteers now plan to spend this weekend rebuilding that memorial. new details on the fiery crash that killed paul walker. the coroner released a report staying the car he and his friend were in was going in excess of 100 miles an hour. both walker and row cause died from traumatic injuries and burns. crews are still watching out for hot spots in a fire that started in a marsh area east of the village shopping ulmall in core ta -- shopping mall in corte madera. it quickly spread burning about five hours. some propane tanks at the homeless camp created a hazard. the larger propane tanks when they get heated to a

certain extent, they vent and can sometimes explode some of those did out there, the ones used for camping stovings. that -- stoves. poses a risk for firefighters. a humboldt county man is due in court to face charges that he killed a popular priest in eureka. gary lee bullock was arrested yesterday after one of his relatives called police. investigators say there was a violent struggle in the rechtry of eric freed's church. bullock was arrested the night before on other charges but was released from jail early new year's day. >> in california, if you are taken to jail for a misdemeanor such as public intoxication, you are normally kept four hours and then you are released. >> police believe it was a random killing and vigil services for reverend freed will be held sunday afternoon

and evening in eureka. a funeral mass will be held on monday. city college of san francisco has received a bit of a break with its battle to keep the school from shutting down. a judge temporarily barred the accrediting commission from finalizing the plan to terminate the accreditation as long as the matter is still in litigation. the judge acknowledging the devastating effects this would have on the school and students. they call the ruling a victory. well, detroit may be broke but its automakers are doing pretty well. 2013 was there their best year since before the reetion -- before the recession. they sold 2.5 million vehicles. that's about an 8% increase. general motors led with almost 3 million in sales. about 2.5 million fords were sold and toyota sold just over 2.2 million. chrysler sold nearly 2 million cars and trucks. tens of thousands of car seats been recalled. one part of the harness is not strong enough to meet federal safety standards.
