a robber wears a disguise that has investigators baffled as to whether it's a man or woman they're looking for. ktvu covered the story this afternoon. robert handa has more on the unusual obstacles police are going up against here. >> reporter: this comerica bank was robbed yesterday. investigators have been releasing many pictures of the suspect and they tell why police are asking for your help. the armed robber has been caught on camera at five banks targeted during the past two months all in the late morning or afternoon hours. >> it's scary. so i will be scared coming here late in the morning. while is surveillance camera images are clear, police are not sure if the suspect is a man or woman.

represent phang. new developments now concerning is growing over drought here in california. today that concern has reached the state capital. get ready for the dreaded d. word. the california department of water resources says in the next few weeks, governor jerry brown will likely declare a drought. tonight we have team coverage for you of today's developments our chief meteorologist bill martin is tracking the water levels but first we go live to ktvu's's 's -- ktvu's john fowler, with more on these drought conditions. >> reporter: some already using less. >> i'm very concerned, i'm being very conservative with my water. >> reporter: hans put in her rock yard 37 years ago, at the last drought. lead forecaster january null says in recorded bay area history it's never been drier than right now.

fabulous february or miracle mark this year, everyone says without big changes, we could see our problems continue. reporting live in fremont, john fowler, ktvu channel 2 news. in the city of willis in the central part of the country the city manager tells ktvu if it doesn't rain in the next 500 days they'll be out of water. our chief meteorologist bill martin has been keeping a very close eye on forecast. >> what are you seeing? >> not a lot. take a look at it now. we had some rain in december on the sixth. moving to january, it's been dry so far. as we go to the eighth continued dry and on the ninth i'll talk about that later there's a slight chance but very dry. what does it mean for percents of average. the north bay you have 14% of average so far.

2.02-inches. 21% of average in san francisco and 28% of average in san jose. to put it into perspective last year was a pretty dry year. to this point last year we had 135% of average in these locations. so way ahead of rainfall last year at this time. right now we are way way behind as john fowler points out. 1976 is the last time we were even close to this dry. new at 5:00, word tonight of hundreds of possible lay offs about to happen at hospitals all across the bay area. sutter health has confirmed to us they plan to lay off more than 350 workers this month. ktvu's tom vacar in oakland tonight with what he's learned, tom. >> reporter: well if the health care industry is indeed booming these lay offs seem odd indeed. >> we are running short of nurses every night. the moral is very, very bad right now. >> reporter: regardless of the nurses protests, sutter health says to right itself financially it will eliminate

improving economy and with new improving care patients soon to come online. reporting live, tom vacar, ktvu channel 2 news. the attorney for a 13-year- old girl who's brain dead says she's receiving new antibiotics. the family of jahi mcmath still has not said where they've moved her to only that she is being cared for in a facility some where in the u.s. the girl is receiving potassium and antibiotics and hopes she can be given a breathing tube. doctors declared the girl dead almost a month ago. news from the united kingdom where a u.s. air force helicopter crashed off the coast of england. it's believed all four people on board has died. the fate of the crew remains unknown. witnesses say the helicopter was flying extremely low before

impact. at this point the cause of the crash is still unclear. the u.s. coast guard is coordinating the search for a crew member who went over board last night on a cruise ship traveling from san francisco to hawaii. the search is being conducted about 1,000 miles north of oahu and involving two cruise ships, a cargo ship and coast guard helicopter. this is video of the ship involved the grand princess getting ready for its voyage. surveillance video shows the men jumping off the ship. he's a 34-year-old fili pix no national. authorities have not yet released his name. 49er faithful versus seahawks. but this rivalry has gone well beyond football. >> pretty crazy. >> the competition outpouring support for sick children. a new protecting transgender students in schools. and how the new protections may

reign eternal. >> that it's gotten stuck perhaps. there's hope. >> reporter: there's still cancellations across the country. 19 at san francisco international, 12 at oakland and two in san jose. reporting live at sfo, noelle walker. more than 500 amtrak passengers have finally arrived in chicago after their trains were stranded over night die to all the snow. the trains from los angeles, quincy illinois and the bay area were disabled about 80 miles from chicago yesterday because of all the snow on the tracks. passengers say it wasn't that bad they were kept warm on the trains while crews worked to clear the tracks. >> the crew was awesome. i just feel like somebody could have maybe figured out that this is really bad weather. we should maybe check the tracks before the train has to come through or something. >> reporter: amtrak has cancelled nearly two dozen trains to illinois because of the weather. crews spent the day clearing the track and amtrak hopes to resume operations tomorrow.

on ktvu.com our web team has posted a slide show of conditions across the country. we've been showing you this nasty weather around the country. but let's go to chief meteorologist bill martin, and bill kind of steady as it goes. >> we need the rain. we talked about the governor declaring a drought and coming in here into the state of california it's been very dry. unprecedented really as john fowler talked about as well. as we look at the satellite imagine. what i pick up on is wasted opportunity. because you see all this moisture, this is all trapped. if it could get pulled in it would bring us significant rainfall. but the jet stream is way to the north and it's not going to connect with this. typically that's what happen this is time of year. those things phase up. just caught up in the polar storms and the rain comes through. but this year that has not happened. temperatures today were about where they were yesterday. a little cooler. we had clouds, we had sun. we had a little bit of

everything. and then as you look at the winds they've changed direction. they were coming more offshore the last weeks. now they are starting to come on shore. things are changing right. those are the clouds coming in today on shore concord. winds are flowing from action to land. then offshore you know this. the winds are blowing offshore. these winds are coming out of a more westerly direction. that means there's a change in the weather. we're going to see that coming up here. tomorrow partly cloudy -- or tonight partly cloudy. tomorrow sun with clouds and in the extended. there's a chance of a sprinkle. so as you see this first kind of system go through tomorrow. that just tweaks temperatures down a degree or two. this next system has a little more push. and that brings us that slight chance of a sprinkle north of the bay area. we could see some tkreuz -- drizzle in a place like luxburg. but for the most part it's a noon event. so the computer model does

check than the pride of having a job. >> president obama today surrounded himself with unemployed people who would be affected by the legislation. republicans say they are willing to extend the benefits but only if congress makes cuts elsewhere in the federal budget to offset the 6-1/2 billion dollars cost. >> and let's find a way to pay for these ui benefits so we're not adding to an already completely unsustainable debt. if the senate passes the bill there's no guarantee the house will even take it up in its current form. that's because house speaker john boehner has said he wants the bill to contain long term solutions to put people back to work. authorities in new york city today charged more than 100 former city employees with disability fraud. they paraded many of those arrested before a tv camera this morning. the 102 defendants are accused of faking mental disorders such as post-traumatic stress disorder. 72 of the accused are former

police officers. eight are former firefighters. many of them claim their disability stemmed from the september 11 attacks. prosecutors say each collected 30,000 to $50,000 a year illegally. today los angeles county sheriff lee bacca planned to retire. he has served as sheriff since 1978. kids are heading back to school and noticing a change in their bathrooms. >> reporter: students are now allowed to choose their restroom. later what started as a

it's a major change in california schools thanks to a new law. students can now use a restroom that matches their gender. >> and paul chambers joins us with how it's been implemented. >> reporter: some people may be surprised that a person as liberal as berkeley did not have a way to protect students until last year. but now they say they never plan on changing. >> for me it's just good to know that everyone in california now can use whichever bathroom they want to. >> reporter: as of january 1st, all public schools in california are requires to allow transgender students to use the bathroom based on gender identity. >> why are we even having this

issue. now i've tried to contact the conservative group but i have not heard back from them. seems the city of richmond may have turned the corner. they no longer deserve the long- standing reputation as one of the nation's most dangerous. the police department issued a report that shows it as a 32 year low. last year 16 people were killed. that's the lowest number since 1980. richmond has not seen more than 36 homicides since 2009. that's encouraging news for residents and business owners. including the man who runs pasquals. >> now i know that it's not what we hear it's way different here now. it's way cleaner. >> he's now thinking about expanding his coffee shop to other parts of richmond. police now credit the reduction

on hiring more officers and programs. the success winning the chief praise and what he still sees as a challenge, that's tonight at 10:00. the parents of 13-year-old andy lopez are making new accusations against the sheriff deputy who shot and killed their son. they amended their federal lawsuit today. the suit allegations that the deputy has several accusations of using excessive force. another in which he pointed his gun at a woman and her child during a neighborhood argument. deputy gailhouse shot and killed lopez. lopez was carrying a bb gun that looked just like an ak47. the deputy says lopez appeared to turn and raise the weapon as if he appeared to shoot it and that's why he -- the deputy

says he was shot. police say nakano had stepped out of his jeep after a crash and was shot during an argument with two men. a bit of drama today at the consumer electronic show in las vegas when at&t kicked out the ceo of team mobile from an at&t party. the executive was apparently an uninvited guest but the incident seems to highlight tension between the two companies. the big focus is on gadgets such as this new version of a segway called in motion. the shiny wireless byte, and a new photo from cannon that takes a video of you as you record video of something else. and apple announced that it's dropping the mcafee name. rebranding the software is a

in centennial colorado students returned to class at arapaho high school today following that deadly shooting on december 13th. they had only been back once before to pick up some of their things. this time they arrived to find notes on their lockers with words of encouragement. >> we're all a little bit nervous but we all also understand that we're all in it together. and the best way to heal from it is to be together and get back to normal.

>> reporter: the gunman was 18- year-old carl pierson he shot and killed his 17-year-old classmate claire davis then committed suicide. authorities say they believe his intended targets were a debate coach who has disciplined him and a school librarian. jerry sandusky wants his pension back. the former penn state assistant coach lost it when he was convicted of sexual abuse. if his pension were to be restored sandusky would receive $5,000 a month. amazing video here in this next story, a gas station worker is expected to be all right after a horrifying crash that was caught on video by a surveillance camera. take a look here. it's an 83-year-old driver behind the wheel and says he accidently hit the accelerate instead of the break. the gas station worker was sent flying into the air but amazingly that man was not seriously hurt. >> wow. turning a friendly rivalry into a good cause. >> the 49ers and seahawks could meet in the nfc championship game. how their rivalry is helping children right here in san

the moisture to the south or even over us. but the strongest dynamics well to the north of us. 53 in napa, 55 in antioch. these are the right now temperatures. temperatures are shifting around. that's what's giving us the coastal fog. concord seven-miles-an-hour out of the west. and then you take a look at these winds at half-moon bay and hayward. the difference here is, these are the winds that will clear up the atmosphere. these aren't the spare the air winds. the other winds we're getting the westerly winds we're getting spare the air after spare the air after spare the air. these patterns we're not going the see that. this system tweaks like tomorrow. the system gets closer the one i showed you and it's going to bring clouds and maybe a few sprinkles. right now the model is pretty weak on the precipitation chances. tuesday at 5:00 here we are. here we go. this is the valley fog right. and there's the coastal fog so that's interesting. as the wind shift had the

created that environment. then here we go into wednesday evening, clouds. something new. and then here we are into thursday morning. that's it. and then a few kind of sprinkles kind of, that's it. so thursday morning, thursday midday a few chances for a sprinkle and then things clear up. not what we need. the forecast high is for tomorrow. we have lots of 50s or mid-60s, low 60s. 64 in livermore. 63 in pleasanton. the four day forecast with the am chance on thursday. which is again i showedded -- showed you the percentages of rainfall are 5%. we need more than a few sprinkles to get out of this. to get some traction. that's what i'm looking for. look at the long range model. i look at a string of storms. don't see a string of storms not for the month of january. it's definitely something to be worried about. >> thursday won't even make a dent. >> no. >> thank you, bill. divers in hawaii look at

a gas leak at an elementary school in hayward caused a brief evacuation in morning. firefighters responded to the leak at colonial acres elementary just after 8:00 this morning and called pg & e. parents arriving with their kids were told to stay away from classrooms and evacuate the area. it didn't take long for pg & e crews to cap the leak. however one parent told us that the smell of gas has been an issue for about six months.

>> i smelled the gas. it's just a problem that i think is being happening in the past. with you know parents have complained about it and it seems like it keeps going. >> reporter: the evacuation lasted for about 45 minutes, we spoke to a district official who said he had not received any reports of a problem. and that they planned to evaluate further. students return to class just in the height of the flu season. railroad -- >> reporter: as kids came back from holiday break, they reunited with friends and given a reminder. they don't want germs spreading so hand sanitizers are used and the principal starting the day with this message. >> we're entering the cold and flu season so i want to remind people to be sure you're washing your hands.

clean hands, extremely important. >> reporter: public health officials say the stream of flu circulating is h1n1 known as the swine flu. the pandemic that struck back in 2009. a local resident nurse says she's already noticing a spike in the illness. >> we're getting a lot of calls. with the cough and cold, you know adults cough and cold, children with cough and cold and flu. >> reporter: last week health officials reported that a 41- year-old woman was the first to die of h1n1 in santa clara county this season. people most at risk are children and the elderly. they're urging people to get vaccinated now. >> it's already the new year and i haven't taken all the kids in my family to go. so but i still would like to get that done. >> reporter: the principal here says he finds that parents still send their children to school when they're sick but now is the not the time to do it because of the chances of the virus spreading.
