plumes of smoke. the coast guard says crews evacuated four people and seven others left on their own. there is no word at this point of any injuries. this is a very remote area. there are only about 30 homes on this island. cal fire chopper is on the scene doing water drops. there are also fire boats that are shooting water onto the flames. >> we're waiting for allie rasmus to arrive and give us more details. we want to check in with bill martin who has been tracking this fire all afternoon and the conditions firefighters are facing. >> red flag warning is in effect but this is at the surface with no warning. i have to say the winds are not that windy. the winds gusting 10 miles per hour but nothing like the east bay hills with winds to 30. this is not a wind driven fire. it's dry and definitely underscores where we stand this year with one of the driest

periods we've seen on record and our records in san francisco go way back. temperature in the fire zone is in the low 60s and humidity 32% and again without wind firefighters will get a handle on this thing. an unusual fire to say the least. the footprint of the fire is unique and allie will make more sense. i'll talk about the red flag warning that stays in effect for the hills of the east and north bay through thursday now. the weather service extended that and could see more fires like this. we'll be talking about that and i'll see you back here right after the break. >> a lot of smoke and flames. firefighters battling this fire that broke out at 4:30 this afternoon. we'll continue to tornado watch this fire. our allie rasmus is just getting to the scene and she'll be up with us with a live report bringing us more information from the ground and the cal fire choppers trying to knock down the flames. as soon as we get more

information from the firefighters battling the flames we'll bring it to you. only on 2 tonight, this is the clearest picture yet of that arsonist in the south bay who police are desperately trying to track down. take a look as he tries not once but three times to start a fire at this home in san jose. there are several surveillance cameras in the neighborhood where the arsonist continues to strike. today we obtained one video that gives us the best picture yet of the man who put an entire neighborhood on edge. robert handa is in san jose. >> reporter: the surveillance videotape we showed at 5 and the images we'll show you now are riveted. you'll see the actions that saved the family's lives. there is no doubt about what this person is doing. he tries and ultimately succeeds in setting fire to a house with a family sleeping inside. the homeowner showed me this

security camera video to make sure the public understands he's not committing minor acts of vandalism but trying to kill people. as we showed at 5 the man wearing glasses and gloves saunters on the porch friday and takes a container from his belt and with a lighter sets a home on fire. >> i'm sitting here watching it and this is me where i live and not only my house but 12 others that we know of. >> reporter: investigators are not commenting but the person does resemble their sketch of a person of interest. light skinned man and 6-foot tall. what angers the homeowner the most he came back three times until he got the fire roaring. >> the only thing i can think of is their intention is to burn the house done. >> reporter: the outside camera shows the man coming and going through the front gate staying in the immediate area. in all he spent more than 20 minutes in and around the

property despite all the smoke. the homeowner considers it a miracle several young men saw the fire called 911 and used a garden hoes to douse the flames. >> they're spraying the water and now they got water on the fire and it's going to go smokey as hell and going to wink out and go black and it will be dead. >> reporter: the homeowner also praised the fire department that responded quickly and pleaded with the public to come forward with information. coming up at ten more video from another neighbor. robert handa ktvu channel 2 news. >> here again is another look at the police sketch of the suspected arsonist. san jose police are hoping someone knows him or seen him and can help them track him down. continuing coverage on the rush to get the flu vaccine tonight as the bay area death toll climbs. we told you about shortages of

the flu vaccine around the bay area. john fowler is live in walnut creek with the long distances some people are willing to go to get a flu shot. >> reporter: so many people in the walnut creek area are getting the flu shot it's creating shortages. that did not stop the determined. at contra costa's free clinic it was jammed this afternoon. this woman drove 35 miles from danville for the shot. >> they don't have it there anymore for the little ones. they have it for the adults. >> reporter: here runs are available. they have more than add kwaut supplies for children, pregnant women and adults. news reports motivated them to get the shots today. >> because of all the deaths going on and i just want the protection for me and my daughter. >> i work with seniors and stuff

i wanted to make sure i was, had the flu shot. >> reporter: pharmacies and doctors' officers tell us they should get flu vaccines in a few days. john fowler ktvu channel 2 news. public health officials confirmed the first death from salano county and that brings the number of deaths to 16. santa clara and alameda are hit the hardest. the quick spread of the flu has created shortages of flu vaccine but another form of treatment is in short supply. tamiflu is getting more difficult to find. the drug is given to patients when they start showing signs. it's less effective for patients with the full blown flu. those showing no symptoms are advised to get a flu shot.

www.ktvu.com has more resources to get you through flu season. look for the link under hot topics. san jose city councilman says he's dropping out of the race for the mayor. he was the only republican. after his city council term ends he'll be focussing on family obligations and academic pursuits. in an effort to reduce pollution, an assemblyman introduced a bill that would ban the sale of filtered cigarettes. it's not necessarily to reduce tobacco consumption but reduce cigarette butts to pollute the environment. they linger in waterways contaminating fragile eco

systems. some home care givers are protesting the governor's proposal to limit their hours to 40 a week with no additional overtime. the budget bars people employed by the inhome supported services from urning overtime. the idea is to save medical funds. currently they can work more than 40 hours a week but paid straight time for the extra hours. supporters say they plan to fight the governor's proposal. die hard 49er fans are getting their hands on tickets despite the seahawks blocking sales to people in california. secondary web sites are selling tickets and stub hub there are about 5,000 tickets on sale. they seem to be selling from between $440 to $470. we'll keep checking on the ticket sales throughout the week. prices are expected to climb as we get closer to game day. some fans we spoke to today said

a san francisco hotel owner pleaded not in the death of an elderly pedestrian. 86-year-old jing was struck and killed new year's day. prosecutors say the owner failed to stop at a stop sign before the accident. he's free on $300,000 bail and currently barred from driving. the city of richmond is set for a plan to give it the highest minimum wage in california. it is wanting to raise the minimum wage. if one of the proposals is approved it would go on the

november 4th ballot to decide. some small businesses would be exempt. we have an update where 11 people have been evacuated from sherman island. this is across the river from the city of antioch. we're learning about 33 homes are on this island, which is leased from the state. we've seen several buildings. we don't know how many but several destroyed by the flames. it started about 4:30 and they've been trying to knock it down. access is limited and crews have been fighting the fire with boats and a helicopter. no word on the cause of the fire and no word on injuries. oakland firefighters have extra engines ready to go. if the winds pick up firefighters might start patrolling the hills the way they normally do during the summer months. it's adding 125 seasonal firefighters working during the summer. fire danger is high as you

mentioned here because we haven't had any rain. it's just an awkward situation here. >> it really is. you get red flag warnings like this in january and strong winds and low fuel moisture and low humidity. the winds will last until thursday morning. the weather service extended that. we show you the satellite and see everything well to the north and see the clouds going away. you have a prominent off shore flow. it's not just around here. it's down through deer valley and into southern california. basically the entire state is racked with the red flag warnings. these are all records. temperatures have been getting in the 70s and mid-70s. these are the rest of the highs. 74 in redwood city and 76 in san jose. so warm and goes that way

witnessed this all? >> reporter: that's right. we spoke exclusively to three of the five cheerleaders and discussed what they saw and did when the man walked in their locker room. parents and students are upset after a naked man walked in a locker room and exposed himself to five cheerleaders. >> we all ran together. >> reporter: three of them described what he did next. >> he made some gestures to us and we just got scared. >> he didn't say anything. he was just standing there staring at us. >> i didn't yell because i thought maybe he would come at us. >> reporter: eventually the man left. one of the girls called 911. they spent this afternoon talking again to police. >> we have talked to the school officials about coming up with safety plans. they do have plans in place already and basically all they can do is be a little extra diligent. >> reporter: custodial staff were there but not in the gym.

>> we had staff here at that period of time. we need to be more vigilant. >> it made me realize how anything can happen without supervisor. >> reporter: a father wants more staff and cameras. >> all the schools to have cameras to know who is coming inside the school and who is coming out. >> reporter: and two of the parents we spoke to this afternoon were alums of the school and it's difficult to patrol the campus. there are a number of areas people are able to enter the campus if they're determined. reporting live in south san francisco david stevenson ktvu channel 2 news. high speed rail officials say they expect to build the bullet train with minimal impact on the environment. today's meeting is one day after the analyst office says useings $250 million from the carbon emissions cap and trade program

is legally risky. some environmentalists have criticized using the funds for high speed rail saying other projects could reduce pollution immediately. shares of tesla merged today. it sold nearly 7,000 model s sedans last quarter. the announcement came as they classified the move to send new charger adapters to more than 29,000 owners as a recall. the founder objected saying no vehicles were physically recalled. investors shrugged off the concern and the stock gained more than 15%. a $10 million expansion prompt is underway at a recycling facility. crews broke ground today on the new davis street resource recovery complex. the expanded facility will

[ dad ] jan? ♪ more on the breaking news. the fire burning on sherman island across the river from antioch. these are live pictures from news chopper 2. allie rasmus joins us by phone with what she's been able to learn. >> reporter: frank, we're on the antioch marina and can see a glow from the fire and a plume of smoke from the fire even though it's dark right now. off in the distance here. this is the closest access we can get by vehicle to this fire because there's a body of water separating us. the river runs between where we are and where the fire is happening. we believe on the southwest corner. this is the latest information

we have. firefighters -- the firefighters responded and confirmed there's about 40 to 50 acres that have burned since the fire started a few hours ago. one structure is confirmed destroyed. it looked like there are a few more homes or structures that have also been affected by the fire. only one structure confirmed destroyed. there are about 30 homes on this island and it's only accessible by water. we did learn the coast guard had to evacuate four people. seven people left the island and they're in boats and three we're told remain on the island. there are no reports of injuries. we're continuing to gather more information from the antioch marina you can see the glow from the fire and a plume of smoke and see emergency vehicles across responding to the fire. firefighters are hard at work trying to put this out and
