precautions an actions ahead of what could be an official drought announcement and it could be today or tomorrow and we will check in with tara moriarty who is outside of the water district, thank you for joining us, thursday january 16th, i am pam cook. we are talking records again. >> no doubt about it, today napa would be closed and 73 is the forecasted high, 07 would be -- 70 would be only one shy. mountain view will also be a record and forecasted high 73. sunny once we get going, it's clear and a little breezy and warm very cold for others, mid- 60s in the oakland hills and 66 half-moon bay and i think 54 in san francisco, yet 29 in santa rosa, so it is just amazing and

it's a huge 40-degree spread in some locations. we still have an easterly breeze not as strong but it's still there and some areas are getting a rather blustery pattern, sunny and warm for many, breezy for some, not for all but coming right out of the hills. 60s and a lot of 70s, here is sal. steve, we are looking at a commute where things are getting slower by the minute, this is the crunch time and here is the peak more specifically, it is about 7:30 or so and you can see there is a little bit of a backup, the toll plaza has about 5 to 7 minutes and the drive time if you take this into account, it is not all that bad for this time of the morning but it will keep going higher as the minutes wear on. and over to the peninsular with no major obstructions we are looking at a lot of traffic on

580 not so much in dublin but in the pass and if i put my speed wanted, you can -- wand, it is a little lower but way below the speed limit. at 6:02 let's go back to the desk. topping the hour a suspected serial art any of the is in -- arsonist is in custody after neighbors were terrified more than -- for more than a week. janine de la vega joins us from san jose with reaction and more details on the arrest. janine? >> reporter: people who live in the downtown neighborhood are relieved and they have not been able to sleep because the arsonist has been striking in the middle of the night. police caught him shortly after 8:00 and sources tell ktvu that the suspect lived near here.

here is the sketch who shows a person of interest and we don't know if the person officers took into custody resembles this. they have been waiting and watching the suspect waiting for him to strike. security systems show the person walking near the fire scene and we have exclusive video showing a man setting one of the fires. this suspect is believed to have ignited fires at numerous homes and a business and a church. this has been nerve wracking for residents and he caught the arsonist on camera coming to his home three times to light a fire. he said quote, his punishment will never restore the damaged psyche, and our souls will remain permanently score

muched. -- scorched. residents banded together passing out flyers with the sketch and they are curious to find out more about the arrests. he has not struck since the weekend and police were waiting for him to make a move, we are not sure why they made the move when they did but we will hear more about it because a news conference is scheduled for 10 amount m this morning. -- 10:00 a.m. this morning. firefighters responded to a house on the street last night and when crews arrived they found an elderly man and he was rushed to the hospital but he later died of smoke inhalation. the fire started in the kitchen and appears to be an accident. a teenage boy who was damaged by a bart station is being treated for burns after his clothing caught fire. this happened late last night

and the teen was helping somebody fix their car and got gasoline on his clothing. the driver lit a sick get, which ignited the boy's clothing. he was airlifted to the hospital with burns on his chest and arms. the driver is not placing any charges. alex will have an update for you coming up at 6:40. meantime, a hearing is set for a teen accused of setting a person on fire back in november on an "a" c transit -- an ac transit bus. he was wearing a skirt at the time and he suffered second and third degree burns. his lawyer is arguing the case should be moved to juvenile court. happening today, marin county plans on tapping into an

emergency water reserve for the first time in years. tara moriarty joins us with reaction and the reason water officials are being forced to get water for the first time in 20 years, tara? if. >> reporter: we are getting ready to cut back on those long hot showers and water rationing may be coming to your home and this is something that may be happening but for the first time over the next 30 days, the district will be pumping water uphill from phoenix lake, to the district's treatment lake and it wants to use the supplying now before it evaporates. we spoke to them and he worries they will prevent people from planting. >> we had a great year and now i am afraid people will postpone it until we get some rain. >> reporter: he said a lomein

this evening parents are worried about the possible health risks associated with those towers and they will hold another meeting and an expert will speak. a top security officer with the department of human health services said he worried about weaknesses before the healthcare dot governor cite was lawned -- site was launched and he could not get answers from within the department. they are talking about security issues from the affordable care act website. and meantime, they have had fewer problems and the federal one, that may not been the spanish one and once you have signed up, everything is in english. this may discourage signers from signing up.

killed one woman and walked to another aisle and shot and killed another woman. >> there were several rounds shot and anybody who has ever been in agrees are you store can imagine the shell casings and fragments and everything else are scattered throughout the store. >> one appeared to be in his late teens or early 20s, police shot and killed the gunman and it's not clear if he knew his victims. he shot his classmates and police are still investigating the shooting that left two seriously hurt and the shooter in custody. the gun used in the shooting belonged to his father and they issued a statement expressing condolences over the shooting saying they are heart broken. they are facing harsh criticism for its handling of

the global scandal. they held a special hearing in geneva and they accused the church of protecting them, a representative denies those allegations saying pope frances made dealings one of his top priorities. a golf pro from livermore is facing new charges this morning. prosecutors say a third child has accused and dress -- accused somebody and he is a nationally recognized going instructor -- golf isn't strucker -- instructor in livermore and he is being held without bail in dublin. they are warning homeowners about a wave of break-ins. there were for you just this week. one woman said she came home to find her bedroom ransacked with

arsonist and neighbors there have been very aware how are people reacting to the arrest? >> reporter: they are very relieved and i just spoke to a woman who said a fire had been set on the side of her home and police tell us this arrest was made shortly after 8:00 last night but what we don't know is where it took place. here is a sketch they took over the arsons and it was comprised in part from home security systems which showed a person walking near the fire scene and it is something they showed on the porch of a home starting a fear. all the sort ofs have been

watching him waiting for him to strike and we are told he lives in the neighborhood where he has been setting fires. we spoke to the neighbors. >> i feel better, i can probably sleep better knowing he is in custody. >> reporter: all week residents have kept their porch lights on and have signed up to be on patrol all night and it has been a nerve wracking night for them and homeowners would have died if others had not knocked on their doors to wake them up. for more tee tales about the arrest it is scheduled for tonight. janine de la vega ktvu channel 2 morning news. and for the north bay and east bay hills, it is because

lee walked home from the boys and girls club in east oakland. he died several hours later. two gunmen were seen driving away from that area. the funeral is at 11:00 at the gospel church in oakland. and it happened minute after the plane crash last summer. >> there is a body -- there is a body right there in front you have. >> one of -- one of the first responders knew where she was. the language used is a clue that crews may have thought she was already dead. >> you don't call a victim that is alive, a body. the first thing we do when we get there is we move the people who can walk away from the scene, the walking wounded, they get moved away from the area so you can start to farco

you can see a pretty big fire burning there, dry, windy conditions caused this fire and this is again live pictures and you can see not far from a home but what we understand, this fire is just northeast of los angeles, it started about an hour ago and we understand the flames are burning away from the homes and into the wilderness -- wilderness area and a red flag warning is in effect and again this is the area of friend dora as it happened after being accidentally set on fire. here is more from the bart station where it all happened. >> reporter: a bart sergeant

told me his injuries are not considered life-threatening. the victim was dropped off here at the concord bart station and it was about 11:00. bart police said the teenage boy had gasoline on his clothes because he had been working on his clothes earlier in the day. he then lit a cigarette inside that car and the spark ignited those terrible same percent. he jumped out and the fire was put out before officers arrived at the scene. he suffered burns to his arms chest and legs and again those injuries are not considered life-threatening and they believe it simply was an accident. the driver who lit the cigarette and triggered this fire will not be facing any charges. live in concord, alex savage

ktvu channel 2 morning news. political leaders will be talking about pedestrian safely and now the foal today will be reviewing and up having date -- investigating and they are increasing public awareness about this issue. and a woman is recovering after being hit by a vehicle on telegraph hill. this happened last night on the corner of vallejo and sampson streets. she was taken to san francisco general hospital and the investigation continues. well, three more bay area flu deaths have been reported and a 69-year-old woman with underlying health issues died

. welcome back, we want to take you live to southern california and you can see from the pictures, fire burning very close to some homes there and this is the glenn dora area it is in and near the national forest area and firefighters are saying that the fire is moving away from the homes but again dry windy weather certainly is causing some very scary conditions down there and flames are now burning dangerously close to some of those homes and in southern california they like us have been very dry and they have a red flag warning in effect and it and it almost looks like a

fire in the foreground and again some homes in the area will bring you more information on that fire. the pentagon is opening some photographs and it shows a group of marines burning iraqi dead militants. it shows two others pouring gasoline on two bodies and under the code, mishandling remains in a war zone, it is considered a crime with no statute of limitations. today governor chris christy will change the focus of the scandal surrounding him. elvis a firehouse on the jersey shore, an area -- he will visit a firehouse on new jersey shore. in the meantime he will be issuing new subpoenas into the
