especially at the bay bridge, but not only there, we have a back zwrum here of 15 to 20 minutes before -- backup here of 15, 20 minutes before you make it on the span. it takes 12 minutes to cross the bridge when traffic is ideal after you make it on the bridge. if you are waiting for 20, add add that to it. this is 880 southbound. the traffic is going to be busy as you head down to highway 92. it's not stop and go. just after a street or before a street, pardon me, heading down the san jose area. and then 580 on its own from the altamont pass into livermore is slow. if i move the map a little bit, you can see the traffic -- let's do that, traffic is going to be slow also on the sunol grade. 7:03. back to the desk. a suspected serial arsonist in san jose is in police custody this morning after terrorizing a neighborhood for more than a week. 13 firefighters have occurred in the same downtown corridor

and neighbors have been on edge. ktvu's janine de la vega joins us live from san jose with reaction and more details on this arrest. good morning, janine. >> reporter: good morning, tori. well, people who live in this neighborhood tell me they are finally gonna be able to sleep at that night now that arsonist is behind bars. you know, they've been telling me that they felt vulnerable because this arsonist strikes in the middle of the night. they don't know when he was gonna strike next. police say he was caught shortly after 8:00 and sources tell ktvu that he lives near here. here's the sketch that police released over the weekend of a person of interest for the arsons. we don't know if the person officers took into custody resembles it. we learned that the department's covert response unit had been watching the suspect waiting for him to strike. numerous surveillance videos from home security systems in the neighborhood show a person walking near the fire scenes. we also have exclusive video showing a skinny, light-skinned man on a porch of the home and setting one of the fires.

this suspect is believed to have ignited fires at numerous homes, a business and a church. neighbors we spoke to this morning say they are relieved but they have questions for the suspect. >> i want to know why he did that to so many innocent people, and i just -- i just don't know what would go through someone's head to do something like that. he must be anfry about something. a lot of rage. >> reporter: residents banded together signing out to be lookout patrols overnight and passing out fliers with the sketch. they are curious to find out more about the arrest. the arsonist hadn't struck since the weekend, we know police were waiting for him to make a move. we're not sure what prompted police to make the move because, again, he hadn't struck since the weekend. we plan to get more details at 10:00 a.m. that's when the police department has scheduled a news conference to talk more about the case. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 7:05. san francisco police are

continuing their investigation into that explosive device blown up in the outer sunset neighborhood. investigators say it could take several weeks to determine what it was. the tuesday night blast rattled the area of 46th avenue and judah street, damaging a convenience store. the family who lives next door to the home where the device was found is demanding to know why they weren't told to evacuate. governor brown is expected to make an official announcement declaring a drought here in california. it may come as early as tomorrow. starting today, marin county is taking emergency action. ktvu's tara moriarty, joining us live from corte madera with more on that. good morning. >> reporter: good morning. people can expect water rationing and possible fines in the next six weeks if we don't see some rain. for the first time, marin county will be dipping in water reserves. for the next 30 day, they are

gonna siphon water up the hill to mount tam. they want to use the supply now before it begins to evaporate. the district doesn't like to pump water uphill because it's so expensive but it has little choice. people who live here say they are not bothered by the rationing. >> i think it's a good idea. i think we use too much water and we should ration where we can. >> it's obvious we haven't had enough rain. we'll have to have restrictions and it's something that should be started as soon as possible. >> reporter: rationing 37 years ago required building a water pipeline across the richmond/san rafael bridge and site restrictions. landscapers worry that people don't want to plant with water rationing looming and restaurants are cutting back on the number of water glasses they put on tables. if the spring rains don't come, the district says it will have to tap into another reserve supply. live from core corte madera,

tara moriarty, ktvu channel 2 news. a hearing is scheduled in the case of the 16-year-old boy, richard thomas, charged with a hate crime for the sack -- attack on sasha fleishman. fleishman was wearing a skirt at the time of the attack and suffered second and third- degree burns. thomas is charged as an adult but his attorneys argue the case should be moved to juvenile court. the antioch man charged with kidnapping a 7-year-old girl earlier this month will go back to court on february 26th. yesterday, 43-year-old david douglas needed not guilty. he's accused of -- pleaded not guilty. he's accused of following a child and her mother from a walmart store and then abducting the child in the case. she was found safe at the antioch marina. douglas remains jailed on $7 million jail. a golf pro from livermore accused of child molestation is

facing new charges. a third child now accuses him of sexual abuse and showing him porn graphfy. he faces 75 charges now. he's a nationally recognized golf instructor who worked at the golf academy in livermore. he's being held without bail at the santa rita jail in dublin. the church sex abuse scandal has led to a financial crisis for one diocese in california. the diocese in stockton is filing for chapter 7. it's paid out tens of millions of dollars of judgments and settlement stemming from child abuse allegations. the largest settlement was in 2012 in a case involving priest michael kelly. that settlement alone was $3.7 million. meanwhile, the vatican is still facing harsh criticism for its handling of the presex

abuse scandal. a special hearing was held in geneva. members protect the church of protecting pedophile priests at the expense of victims. a representative of the vatican denied the allegations, saying pope francis was made dealing with the sex abuse scandal one of his top priorities. san jose police hope a new school program will keep kids from joining gangs. >> bad consequence. >> the pilot program was launched at santee elementary. it helps fifth and six the graders think about the consequences of their actions and also come up with ways to fight bullying and build self- esteem. >> it's all about rapport building. i'm a human being, i'm a dad, i'm a father while being a police officer. >> the pilot program is due to run for six weeks. the police are hoping to get sponsorships for the program so it can be expanding.

7:10. two new grants from the veterans administration could soon help homeless veterans in santa clara county. the san jose mercury news reports the department department of veterans affairs has awarded two contracts to the envision network to help those homeless and suffering from mental illness. san francisco's getting closer to the goal of zero waste. it's the first city in the nation to start recycling clothing, bed linens and shoes. city officials say 4500 pounds of textiles are thrown away every hour in san francisco. the zero waste textile initiative will provide drop- off bins around the city and charity groups will sale what's still using aable. the rest will be turned into carpet padding, insulation. getting burned.

7:14. three people were killed in indiana last night during a grocery store shooting. police say a gunman walked into the store with a seem my automatic weapon and shot --

semi-automatic weapon and shot and killed a woman. then he walked to another aisle and shot and killed another woman. >> there were several rounds fired in there. both from police and from the suspect. anybody that's ever been in a grocery store can imagine that the shell casings and fragments and everything else are scattered all throughout the store. >> one shooting victim was a store employee in her late teens or early 20s. when police arrived, they shot and killed the gunman. it's not clear yet if he knew his victims. meantime, the school in new mexico where a 12-year-old boy shot two classmates on tuesday, it will reopen today. police are still investigating the shooting that left two students badly injured and that shooter in custody. police say the shot gun the boy used it belonged to his father. the boy's parents and grandparents issued a statement expressing condolences for the shooting victims and saying they are heartbroken. 7:15. the air force is sounding off

on what could be the biggest scandal in its history. 34 officers entrusted with land- based nuclear missiles have been kicked off the job for alleged involvement in a cheating ring. they are suspected of cheating whoen a routine pro-- on a routine proficiency test that includes checking officers' knowledge about how to handle what's called an emergency war order. that's the term for the authorization required to launch a nuclear weapon. >> this is absolutely unacceptable behavior, and it is completely contari to our -- contrary to our values in the air force. as everyone knows the number one core value is integrity. >> the cheating scandal is the latest in a series of air force nuclear stumbles documented in recent months including violations in safety, failures of inspections and breakdowns

in training. the top cybersecurity officer for the department of health and human services says he worried about possible security weaknesses before the healthcare.gov website was launched. he told congressional investigators he couldn't get answers to questions from inside the department. the house committee is holding a hearing about security concerns with the affordable care act website. it is 7:17. the u.s. house of representatives has passed a $1 trillion spending bill with bipartisan approval. it provides funding for the government through the end of september and now goes to the senate. here are some of the high points. federal workers and military personnel get a 1% pay raise. it forces the tsa to get more low risk passengers through airport security faster. head-start gets a $1 billion increase in funding. overall, spending is $164

million less than president w. bush's reduction. robertgates's book signing at the pentagon is expected to attract major crowds. the former defense secretary is signing copies of his memoir called "duty." the signing at the pentagon may upset some people because of the content of the book. in it, he criticized joe biden for being wrong on almost every major foreign policy and national security issue over the past four decades. talk about being quick on your feet. a home depot employee in alaska is a hero for catching a baby who fell out of a shopping cart. here's the video. check it out. the employee, scooped up the child in the nick of time. the baby was not hurt. home depot plans to give the 18- year-old the angel award which is presented on rare occasions for acts of heroism.

i think that qualifies. >> yes. my new hero. something just happened in san leandro. let's check in with sal. >> it's a crash that -- because of the crash, there's glass all over the freeway. 238 northbound at 880. that ramp getting down to 880 south is blocked right now. traffic in castro valley is terrible. 580, 238. if you are wondering what the hedge is going on -- heck is going on or why it is red before you hit the road, you might not want to go that way. use 580 instead as an alternate route. i would recommend that instead. it's still a nice drive. if you are in castro valley, if you are gonna drive through there, you have no choice but to be stuck in stop-and-go traffic. we'll let you know when the lanes clear. the backup in castro valley is getting to the ridiculous level. let's take a look at the bay

bridge toll plaza, it's backed up for a 15, 20-minute delay at the toll plaza, another 10 to 15 on the bridge and then you are looking at more than a half- hour to get into the city. san jose, northbound 280 slowing as you get into the valley, 101 and 85 are also slow. 7:19. let's go to steve. thank you, sal. a very good morning. clear skies, cold for some. and really warm. bob pool in el granada 62 degrees. they are a mile from the beach. santa rosa in the upper 20s. forecast for sunday, 3:30, i'm not making this up, forecasted high is 49 degrees. so maybe a little bit of light rain in the morning and then partly cloudy in the afternoon is the way it's looking now. the forecast has turned wetter but it does not look like a big system. we have a big area of high pressure. there's a heck of low out in the hawaiian islands and a stronger one in the pacific. there's signs that this is starting to weaken.

but everything points to a dry forecast. something may get into near normal temperatures and cloud cover. but so far no screaming message that says, hey, you know we are gonna have rain. right now we're looking at clear skies and temperatures continuing to be very mild for some. very cool for others. napa, 73. not a record. this is the forecast high. that's the record, 76, 1920. san francisco 70 would be one degree short. oakland, 75 would be a record. san jose, 72, the record is 73. but it is really warm towards santa cruz. we're going 83 there. that would be a record in salinas. that would tie a record. it was 85 in l.a. 87 in santa maria. 82 in texas. all records. we were -- 82 in san diego. all records. but 66 half moon bay, 27 for santa rosa. so just tremendous differences on a breeze or no breeze. that breeze equals a red flag

over -- backing up all over the -- all the way over the hill. as a matter of fact, i kept saying that the traffic is completely blocked but some cars are getting through. bad traffic in this area. the traffic looks good getting to the high rise. at the bay bridge toll plaza, it's about a 15-minute delay before you make it on the bridge. back to the desk. >> all right, sal. a teenager recovering this morning from very serious burns after being accidentally set on fire last night. ktvu's alex savidge is at the concord b.a.r.t. station. that's where it happened, alex. >> good morning. this strange accident happened while the victim was being dropped off by someone else here at the concord b.a.r.t. station. it was last night at about 11:00. b.a.r.t. police say this teenaged boy had gasoline on his clothes and that's because he had been fixing cars earlier on in the day. the person who was dropping the teenager off then lit a

cigarette inside the car and police say that spark ignited flammable vapors in the air. that's what triggered this fire. the teenaged boy's clothes were on fire and burning as he jumped out of the car. the fire was put out by the time police officers arrived here at this scene. the boy did suffer burns to his arms and chest. he had to be airlifted down to valley medical center in san jose. the update we got this morning, according to a b.a.r.t. police sergeant, i was told the boy's injuries are not considered life-threatening. there is an investigate underway. at this point, police believe this was simply an accident. and they say the person driving that car last night, the one who lit the cigarette will not be facing any charges. live this morning in concord, alex savidge, ktvu channel 2 news. >> thank you. 7:34. we're following developing news in southern california where a brush fire has broken out in the angeles national forest. here's a live picture.

you can see quite a few flames and a lot of smoke. it's in a rather rural area but the fire is still bushing near some hoerms -- burning near some homes and voluntary evacuations are underway. this comes after a rare fled flag warning for issued -- red flag warning was issued, even though it's the middle of january. you can see the flames close to homes here. steve said the temperatures in the area there today will be in the 80s. at least 12 acres have burned so far. meanwhile, a red flag warning is also in effect for at least another half-hour here in the bay area for the north bay and east bay hills because of the extremely dry conditions. firefighters have already been called out to a grass fire in la honda, four acres bushed around 9:00 last night. no homes were damaged and no one was hurt. an investigation is underway into a deadly house fire in newark. firefighters responded to a house on darvin street last night. when crews arrived, they found and elderly man inside the home.

he was rushed to a nearby hospital where he later died of smoke inhalation. investigators say the fire started in the kitchen and it appears to be accidental. 7:35. oakland's first homicide victim of 2014 will be laid to rest today. 13-year-old lee whethers biwas shoot -- weathersby was shot while walking home from the boys and girls club. his funeral is at 11:00 this morning. police are searching for suspects in a deadly early- morning shooting. this happened around midnight at 14th and east 21st street. a man was found in the street. he had been shot in the dead. he was pronounced dead at the scene. still not clear what led up to the gunfire. parents in south san francisco are vowing to raise the issue of student safety at tonight's school board meeting. it occurred days after a man walked into the high school girls' locker room naked.

ktvu's brian flores is in south san francisco where he walked into a meeting where they discussed student safety. >> reporter: some are concerned. they may be speaking at a school board meeting scheduled for tonight. on the community website called everything south city, it questions now whether the south san francisco school board should consider security cameras to be incalled at some schools in the district to keep kids safe. tonight's meeting agenda has nothing agenda talking about the incident or security. but some parents do plan to attend to have their voices heard anyway. police still looking for the suspect who walked onto campus neighborhood and exposed himself to five cheerleaders while they were changing at the high school on monday. police describe the man as white, in his 40s, about 5'9" and 5'10". average ild about, short brown

hair, possibly balding. one witness said he had a potbelly. >> it's scary. you never know. the guy could just come up and steal you or something and you 0 would never know. i think they should have cameras at the school because we would feel more safe. >> reporter: the site also mentions cases of separate trespassers entering bury bury elementary school last week. another neighborhood man was seen with a 9-year-old boy at an amounter school on spruce. but police say it appeared the boy knew the man. it was not during school time. police are asking for any witnesses to come forward in the case or any other cases. tonight's school board needing is scheduled for 7:00 here in south san francisco. we're live here in south san francisco, brian flores, ktvu channel 2 news. 7:38. tonight in la fayette, there will be in a -- there will be a new round in the battle over a cell phone tower. at&t wants to put in a 16-foot tower on the roof of saint

perpetia elementary school. this evening, pants worried about the possible health risk will hold another meeting with at&t representatives. an expert on radiation will be at the meeting tonight. at a meeting in richmond last night, federal investigators rejected a proposal on new rules for refineries designed to prevent incidents such as the fire as the chevron refinery in 2012. more than 150 people packled the meeting -- packed the meeting rooge -- parked the meeting room -- packed the meeting room. the oil industry opposes the new rules. last night the federal board voted against the proposal. the chevron fire in august 2012 sent more than 15,000 people to the hospital with respiratory problems. the federal government is charging walmart with violating the rights of protesting workers last year. the national labor relations board says walmart illegally

threatened or disciplined more than 60 workers in 14 states, including california. the workers had taken part in strikes or protests over walmart's working conditions. the company says it was justified in taking action against workers who did not show up for scheduled shifts. 7:39. pedestrian safety, that will be the focus at a meet in san francisco involving police and politicians. the meeting comes after several recent pedestrian accidents. now, the goal today will be to look at how the police review, investigate and report collisions involving pedestrians or cyclists. mayor ed lee has released plans for increased enforcement, training and citywide public awareness about this issue. also a woman's recoverying from a -- recovering from a leg injury after being hit by a car in san francisco's telegraph hill. it hatched last night near -- hatched last night near the corner of vallejo and samson

street. the woman was taken to san francisco general hospital. the investigation continues. 20 minutes before 8:00. three more bay area flu deaths have been reported and now flu deaths have occurred in all nine bay area counties. a 61-year-old woman in sonoma county with underlying health issues died from the flu in napa county anle 4-year-old -- an 84-year-old man with multiple medical issues died. and in contra costa county, the death of a hl-year-old man last month has been flu-related. 20 people in the bay area have died from the flu so far this season. some restaurant owners are complaining about a new food safety law in california which requires food handlers to wear plastic gloves. the law goes into effect over the next six months. the owner of a sushi restaurant calls it unfair and a threat to his livelihood. chefs say their handy work is a feast for the eyes and the

arrest, janine. >> reporter: dave, people who live in this neighborhood tell me that they are happy that the suspect is in custody but you can tell that some of them are still shaky. they've been on an emotional roller coaster. police say they caught this suspected arsonist shortly after 8:00 but we don't know the location of that arrest. here is the sketch that police released over the weekend of a person of interest for the arsons. we don't know if the person officers took into custody resembled it. we've learned that the department's covert response unit had been watching the suspect waiting for him to strike. numerous surveillance videos show a person walking near the fire scene. we also have exclusive video showing a skinny light-skinned man on the porch of a home setting one of the fires. this suspect is believed to have ignited fires at numerous homes, a business and a church. here's what neighbors had to say this morning. >> attacking buildings nearby.

to the house where that device was found, they want to know why they were not told to evacuate. also new this morning, police in rohnert park, they've arrested a driver after a high- speed pursuit that knocked down power lines. all started around 11:00 last night. police tried to stop the driver for speeding. well, the driver took off leading police on the chase that topped 75 miles an hour before he crashed into a power pole near langner and whittler avenues. the driver was arrested on several charges, including dui. happening today -- marin county is tapping into an emergency water reserve for the first time in two decades. ktvu's tara moriarty is live in core ta ma -- corte madera with more. >> reporter: so far, m rain has received 10.5 inches of rain.

you compare that to the numbers in 1929 when they got a little over 19 inches. that gives you and idea of just how bad this drought really is. starting in six weeks we could be looking at water rationing if we don't get rain. starting today, marin county is dipping into the water reserves and that hasn't happened in 20 years. soeferer the next -- over the next 20 days, the district will pump water uphill from phoenix to the treatment plant. we spoke to a water efficient landscaper who worries the drought will prevent people from planting. >> we had a great year. i'm afraid now that people are gonna stop calling and postpone it until we get some rain. >> people need to reduce their amount of water usage. i'm thinking of water collection system in my own backyard. >> reporter: now, water officials say conservational zones won't be enough to restrictions. rationing years ago required

building a pipeline and tight restrictions. if the spring rains don't come, the district says it will have to tap into another reserve supply. we'll keep you posted. i'm tara moriarty, ktvu channel 2 news. 8:06. a hearing set for today in the case of a 16-year-old boy accused of setting another teenager on fire. richard thomas has been charged with a hate crime with the attack on sasha fleishman in november on an a.c. transit bus in oakland. fleishman was wearing a skirt at the time of the attack. he suffered second and third- degree burns. thomas is charged as an adult but his lawyer is arguing the case should be moved to juvenile court. the antioch man charged with kidnapping a 7-year-old girl will return to court on february 26th. 43-year-old david douglas pleaded not guilty yesterday. he's accused of following the girl and her mother from a walmart and then abducting the child earlier this month. the child was found hours later

inside his car at the antioch marina. douglas remains behind bars on $7 million bail. a golf pro from livermore accused of child molestation is facing new charges this morning. prosecutors say a third child has now accused andrew nizbit of sexual abuse and showing him pornography. nizbit faces 75 charges. he's a nationally recognized golf instructor who worked at the youth golf academy in livermore. he's being held without bail in santa rita jail in dublin. the catholic church sex abuse scandal has led to a financial crisis for one die grow sis in -- for one diocese in california. in recent years, the diocese of stockton has paid millions of dollars in settlements. the biggest settlement was in 2012 in a case involving former priest michael kelly. that settlement alone was $3.7

as he was being dropped off by someone else at the b.a.r.t. station. it was last night around 11:00 or so. b.a.r.t. police say this teen had gasoline on his clothes. he had been working, fixing cars earlier in the day. the person who dropped off that teenager then lit a cigarette inside the car and that spark ignited those flammable vapors. that's what triggered this fire. the teen jumped out of the car, his clothes were burning at the time. and eventually the fire was put out. officers arrived a short time later. paramedics came as well. the boy suffered serious burns on both his arms and his chest. he had to be airlifted down to valley medical center in san jose. at this point, b.a.r.t. police believe this simply was an accident and they say the driver who lit that cigarette will not be facing any charges. live this morning in concord, alex savidge, ktvu channel 2 news. all right. 8:33. we have developing news in southern california. there is a brush fire.

this one here in the angeles national forest. mandatory evacuations have been ordered near the town of glendora. this fire is dangerously close to homes now. the fire comes after a rare red flag warning was issued for los angeles and ventura counties even though we're in the middle of january. steve, you'vary heard him, the temperatures will be in the 80s today down there. at least 125 acres have already burned. back here in the bay area, a red flag warning for the north bay and the east bay hills just expired. that warning about fire danger was issued because of hour extremely dry conditions. firefighters last night were called out to this -- a grass fire in la honda. four acres bushed. no homes were damaged and -- burned. no homes were damaged and no one was hurt. oakland's first homicide victim of 2014 will be laid to rest today. 13-year-old lee whethersby was

shot on new year's eve while walking home from the boys and girls club in east oakland. he was rushed to the hospital where he was pronounced dead the next morning. two gunmen seen driving away have not been arrested. the funeral is set for 11:00 this morning at oakland's church. strange incident of a naked man on the campus of south san francisco high school recently is the reason some parents are demanding more security at that school. brian flores is live in south san francisco with more on what's happening. brian? >> reporter: good morning, dave. i just got an update with south san francisco police. this morning they are continuing to search for this naked man, a man described as white, 40 years old, thin build, possibly balding. he exposed himself on monday in front of about five cheerleaders at the high school. then he fled. i'm here joined this morning with alejandra hogan, the superintendent of the school district. good morning to you.

there have been flu deaths in all nine bay area counties. yesterday, a 61-year-old woman in sonoma county died from the flu. in napa county, an 84-year-old man with several medical issues died as well. in contra costa county, the death of a 48-year-old man last month has been confirmed as flu- related. at least 20 people here in the bay area have died from the flu this season. doctors are saying it's not too late to get a flu shot. you can get the flu vaccine at hospitals at clinics and pharmacies, the washington hospital healthcare system in fremont is hosting flu shot drives today and tomorrow. they will be running from noon until 2:00 p.m. and then 3:30 to 5:30 each day. the cost, $10. some restaurant owners are complaining about a new food safety law in california which requires food handlers to wear plastic gloves. the law goes into effect over the next six months.

b.a.r.t. station. he had gasoline on his clothing after working on a car earlier. the fire ignited when the person who dropped him off lit a cigarette. and san jose police believe they have captured a serial arsonist who has been terrorizing a neighborhood. janine de la vega is joining us live at police headquarters and you just got some new information from some of the neighbors. a news conference will be held in about an hour where we expect to learn new details from police about the arrest. we just learned from a resident who lives near where the arsons occurred that a neighbor spotted a suspicious person who resembled the arsonist on 24th street last night and then called 911, and soon soon after that, an arrest was made. now people in the neighborhood are wondering if the tip led to the arrest. here is the sketch that police released over the weekend of a person of interest for the arsons. we don't know if the person police took into custody

shortly after 8:00 last night resembles it. numerous surveillance videos from home security systems showed a person walking near the fire seens. it also matches the exclusive video that ktvu obtained showing a skinny light-skinned man on a porch starting a fire. sources tell ktvu the police department's covert response unit had been watching the suspect waiting for him to strike. we're told that the suspect lives in the neighborhood, where he's been setting fires. neighbors told us how they were feeling this morning. >> i've been feeling very terrible -- i mean terrified about the whole thing. now he's caught, i think the whole neighborhood is really relieved. we come came together -- all came together and gave each other numbers and stuff. we were working on keeping each other posted on, you know, the watch. we were all pretty terrified. all week, residents have kept their porch lights on and had signed up to be on lookout

[inaudible] >> the video shows at least one of the first responders saw the young girl who coroners say survived the crash but was run over and killed by a vehicle at the scene. the family of 16-year-old is suing the city and county of san francisco for negligence, arguing that none of the responders ever stopped to check her pulse to see if she was still alive before she was covered with firefighting foam. bill tweedy reviewed the video with us. >> you don't call a victim that's alive a body. it's not a body. it's a person, a survivor. the first thing we do when we get there, we move the people that can walk away from the scene. the walking wounded. so you can start to narrow down and triage what you have left. >> he says the language that they were using suggests that the crews may have thought she was already dead. he also says, though, that the
