thank you for joining us. 6:00 this morning and in about three hours the governor is expected there at that building in the city to make a very important declaration today with regards to our weather. the lack of rain, definitely causing concern. some areas dip into their reserves. so we will talk about the drought declaration where that could come and what that means for the bay area and state as well. we will go back out to the city in a moment. but it is friday, can we enjoy that for a moment. >> you are smiling too much. >> friday. we like to sleep in. january 17th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. steve is off today but we have rosemary. yes. on the topic of drought not a drop in sight. the ridge of high pressure in place and we will remain this way. it is weakening just a bit. it will be unseasonally warm for your weekend but not as warm as we have been.

has we get to the west side of this, you can see it didn't go as far as i wanted it to. there is a system right back here and it is going to cool us down just a little bit. but its not going to bring us any rain. because that ridge of high pressure is holding firm and the storm is going to move right up and over it. outside our doors right now at this hour 33 in napa. 29 in santa rosa. 46 for novato. upper 30s and 40s around the bay. 38 in oakland. in our inner east bay its a chilly start. mid to upper 30s for many of us. from san ramon, concord, danville, into livermore. as we go into the afternoon we have nice weather coming our way. we will see temperatures cool off a degree or two in many spots. especially along the coastline where we should have an on shore breeze. most won't fill the cool down just yet but temperatures will continue to fall as we get into our weekend. wide spread 60s into the forecast for our lunch hour.

i will have a detour look around at the afternoon highs coming up and a look at your weekend as well. good morning, sal. good morning, rosemary. right now we have a look at the commute and for the most part its doing pretty well. bay bridge we do have a little backup here at the toll plaza. its not major. also this morning we have a look at 880 north and southbound near the coliseum and the traffic sheer is looking good -- traffic here is looking good. and continuing a result bit farther -- a little bit farther south its causing slow traffic on 580 and 680 and if you have a car with a new paint job, i would wait awhile before the chp and cal train finishes taking care of this. let's go back to the desk. back to our developing news out of san francisco. three people are now in the hospital after an early morning house fire. it started just after 3:00 this

morning at a home on apollo street. there were four people inside when that fire started and they had to jump out of their windows to escape. a neighbor heard the commotion and also had to run to safety. >> sleeping and my neighbor come and knocked on the door and yelled fire and them i came out. i saw the fire already spread. so we just ran out. >> investigators are not sure if the house had working smoke detectors. no word yet on the cause of the fire but besides smoke inhalation three people also suffered cuts and bruises. time is 6:04. happening today governor jerry brown is expected to declare a drought emergency for california this morning in san francisco. ktvu tara moriarty is joining us live from san francisco. you've been out asking people if they are ready to start cutting back on water. >> reporter: yes. many of them said they are willing to conserve. frankly a lot of them have

already started to conserve. in three hours the governor again expected to declare a drought emergency. many say its about time. we are already in a drought. frankly the future looks rather bleak. according to computer models, federal scientist says we can expect this dry spell to continue for another three months. long range forecast are not as accurate as short term ones. they have proven to be true about 60% of the time. still the federal government has classified most of the golden state being in an extreme drought. and we asked people if they would be willing to conserve. >> i already pretty much ration. i don't use a lot. cut the shower when i can. don't leave the water running when i brush my teeth. that sort of thing. >> reporter: this official declaration of drought it is important as a public relations tool. increasing awareness among residents and federal officials that can accelerate relief

efforts. brown managed a drought in the late 70s. that time he called for a 25% reduction on personal water use statewide. again we will be here live at 9:00 this morning to figure out exactly what the governor has to say. we believe it will be this official drought declaration. live in san francisco i'm tara moriarty ktvu channel 2 news. hundreds of farmers and farm workers rallied at the state capitol in sacramento asking the governor to make that drought declaration. they say it would let the governor send more water their way. >> we build more dams and increase the water storage and get these clowns out of office. we will be importing our food from china. >> one thing seems clear the people of california will be asked to cut back on water usage. like in previous drought years you would be encouraged to

water lawns less, turn off the waters and in general be more conscious of water use. meantime firefighters all over the bay area are on heightened alert because of the really dry weather. the san mateo county office of emergency services issued an extreme fire weather warning. anybody working outdoors is urged to billion cautious. to be cautious. people in hilly areas clear away dead or dry brush from your homes to lower that risk of a fire. according to the santa claire real county department of corrections the arson suspect accused of terrorizing a san jose neighborhood will appear in court at noon today. police say 48-year-old patrick william brennan has a history of setting fires. in fact ktvu news interviewed brennan 15 years ago after he was arrested for a string of fires along public trails. now investigators say they have now tied him to 12 recent fires including the destruction of a warehouse last thursday. brennan is currently charged with two fires but the number

of counts could go up. police say they have identified him by examing surveillance video. they also use the work of a midnight duty sergeant who searched through an arsonist data base. >> detectives do this kind of workday in and day out. they are very good in what they do investigating not just arson but criminal activity. >> police say patrick brennan is a registered sex and arson offender in california. he was arrested in 2001 for sexual battery on a relative. if he is convicted of starting the new fires, he could be sentenced to life in prison under the california's three strikes law. in ktvu archives we found his interview with him back in 1999. brennan eventually pleaded guilty to several arsons in the santa clara county foothills. >> i'm not some crazed maniac going out there trying to destroy their properties or life. >> what are you or who are you?

>> actually i'm a fairly nice person. i guess i'm somebody with problems that needs help. >> when brennan was an employee who worked at the grand canyon, he was convicted of a misdemeanor for setting small fires at the national park. he is currently in jail on $1 million bail. in less than four hours from right now san francisco mayor ed lee will deliver his state of the city address. some early copies of his speech indicate he will focus on housing problems. mayor lee is expected to lay out a seven point plan to increase investments in homes and apartments as well as developing publicly owned land. and he will talk about help for the homeless. they will be sold for about $800,000 a piece. right now there are six houses

built in the 1940s on that site. anyone who is renting those homes has been given 90 days notice to move and received the cash equivalent of two months rent. now to our fun news. continuing coverage of the 49ers quest for six. the niners will have one final practice in santa clara today before getting on their private jet to head off to seattle in a quest for a sixth super bowl. the 49ers scheduled to leave shortly before 5:00 to head knot for sunday's nfc championship game. now 49ers fans stocking up on souvenirs ahead of sunday's big game. merchandise stands are popping up all over san francisco. luring fans to add to their collection of t-shirts and caps. san francisco police told us they are checking to make sure the gear being sold on the street is officially licensed. ktvu coverage from seattle just

time is 6:14. about two dozen people were hurt today in bangkok, thailand in an explosion. it happened at an antigovernment rally. the explosion possibly caused by a grenade came from a truck driven by demonstrators. these rallies have been going on for weeks now. protestors are trying to overthrow the current prime minister after allegations of

political corruption. back in this country new jersey governor chris christie flies to florida this morning trying to woo republican donors. some political pendants thinks this weekendest fundraiser all impact the -- the meantime a committee investigating the scandal may name some of the 17 people and three organizations that been subpoenaed. david wildseen agreed to talk to lawmakers in exchange for immunity. he's already provided documents that make it appear that lane closures on the george washington bridge were designed as political retaliation. first lady michelle obama turned 50 years old this morning. and she is loving it. she was born january 17th, 1964 in chicago. she describes herself as 50 and fabulous. >> she is. >> the creator of the let's move program moving like that she is ready to move herself. she is planning to show dance moves. there is word of a big birthday celebration at the white house today that will include dancing. >> happy birthday. string of incidents including violence and vandalism at san francisco's main library has caught the attention of dianne feinstein and now she wants to do something about it. one includes a bloody assault on someone at the library. the other involves a man that urinated on several books and severals causing $3,000 in damage. senator feinstein met with ed lee over the holiday. >> not once has she reminded me that we as a whole city including many mayors since her time informed in our main libraries. >> police patrols have also been stepped up and there is a

police sergeant who is stationed at the library. family members of an 82- year-old oakland man are still looking for answers in a mysterious holiday tragedy. they went out alone for an evening stroll on christmas eve. family members say they don't know why he left or where he was going but he was brutally beaten just minutes after he left his home. >> people try to rough him and didn't get anything because he don't have money. maybe hit him instead. >> his is a very serious assault. he has facial fractures, broken ribs. >> now pham remains in critical condition at the intensive care unit. police are offering a $5,000 reward for information leading to an arrest. time is 6:17 on the internet social medial buzzing this morning. some people are pretty angry that the bay area movie fruitvale station did not get

transition ramp from westbound 580 to southbound 680 to clear some of the gravel here. 580 has been pretty slow coming in through dublin because of it. also looking at another live picture bay bridge. it has gotten better. there is a small delay at the toll plaza. let's go to rosemary. we have dry mild weather until the forecast. ridge of high pressure still in control of our weather pattern. this system here going to bring us a modest cool down. not going to bring us any rain. we will continue with temperatures above the seasonal average for this time of year. so far your friday, sunny and mild. may shave off a degree or two especially along the coast where we do expect to pick up an afternoon sea breeze for today. and into your weekend mostly sunny skies. the cooling trend with temperatures falling off each passing day i will show you that coming up and the dry stretch continues with no rain in sight for the next few days. so with that the concern over drought continues and from last

the annual rate of housing dropped to just over one million. analysts forecast much bigger drop and home construction starts for all of next year. it was the highest annual total in six years. target going smaller in its latest attempt to expand. it will open a 20,000 square foot store in minneapolis. that is just one fifth the size of its usual suburban store. target says younger customers are moving to cities and it wants to be there for them. time is 6:22. a naked intruder at two bay area schools. parents are furious the security changes they are demanding. and today marks 20 years since that devastating north ridge quake in southern california. the lessons learned from the tragedy and the reason many buildings are still at risk.

commemorative events. he spent three years in training completing a tour in afghanistan last year as a co- pilot gunner. time is 6:25. that was my first earthquake. 20 years ago today the 6.2 magnitude earthquake hit southern california. killed 57 people and caused more than $20 billion damage. freeway overpasses collapsed during that quake closing parts of four different freeways. the engineers say in the 20 years since then, progress has been made to shore up freeways but they say what is called soft story buildings that is still a big problem. that is those buildings with parking garages beneath them. one that collapsed during a quake that killed 16 people. now mike lived on the third floor of the apartment complex that collapsed. he became a hero though. he pulled five people out of the rubble saving their lives and president bill clinton asked to meet him.

right near highway 84 in this general area. we do have a reporter on the scene. they are cleaning it up. they have sweepers on the ramp. 6:32 this is a look at 280 in san jose. and that is off to a good start. now back to the desk. time 16:33. we have breaking news from the peninsula right now. fire crews are battling a big fire at a machine shop. janine de la vega just got there. you are the first one there with an exclusive report. what is going on? >> this is huge. we've been here for about ten minutes and the fire has just grown and grown. you can see big plume of smoke behind me. they are using their ladders right now to completely you know pour and dump all sorts of

water on it. initially when we got here we are told there was a two alarm fire. now a three alarm fire. i was told you know this is getting so big it might turn to four alarm. we know we've been told that this is a machine shop. that appears to be on fire. but there is an apartment on the second floor and we foe that there were four people inside. i just spoke to the woman who lives there. she was working at the time. she says her husband and three young children were able to escape. she was very emotionally distrout. she hasn't been able to see them. but again the firefighters have been so busy we literally have not gotten the chance to talk to them because they are scrambling to put this fire out. we will remain on the scene to keep you monitored. this is on the corner of bay

california continues to deal with very dry weather, the uc system announced they are doing their part to save water. university president janetny pal ton owe says -- janet napolitano says the goal so to reduce it by 20%. it will billion part of a presentation of the annual report on sustainable practices. meantime police in danville searching for the thieves who broke into a school and stole ipads. 32 ipads were stolen from john baldwin elementary school on brookside drive tuesday night. they were sitting on a cart in a fifth grade classroom. each of the tablets sells for $500. however the students say they are taking it in stride. they say its better it happened in their class rather than to someone else because they think they are able to handle the loss. parents in south san francisco are outraged because the issue of naked men on

school campuses wasn't on the agenda of last nights board meeting. the first incident happened on new years day. the most recent happened monday at south san francisco high school. parents say they were never told about either incident. >> the phone would ring in the middle of the day to remind me there is early release on wednesdays but it can't ring to tell me my child shouldn't be walking to and from school? >> school leaders say because of the brown act, they were not able to discuss any item that was not on last nights agenda already but do plan to discuss it at a future meeting. school leaders say some safety changes are already in place. time is 6:38. the 49ers will have one last practice in santa clara today before they hop on their private jet and head for seattle in their quest for a sixth super bowl. allie rasmus is joining us live in san francisco with more on what the fans are saying this morning about sunday's big game. good morning. >> reporter: good morning, dave. the countdown to the nfc

championship is on. it has been on since sunday after they found out they will be facing off for the nfc championship. keep in mind this is the 49ers 15th championship. so we feel like we have the upper hand. but we checked in with the folks at the knbr sports radio show. we talked to the hosts. they have been hearing directly from the fans all week and they have given us insight. they say it has reached a fever pitch. ryan murphy talked about the rivalry between the two cities and coaches. that rivalry that is fueling the excitement. >> i want the same thing. they are both in the same division. the coaches know each other from college. the fan bases are very similarities on the west coast. a lot of connections between the two cities. and such similar teams too. defense minded. run oriented teams. you could not have drawn up the

welcome back to the ktvu channel 2 morning news. following breaking news out of redwood city. i want to take you there live this morning. you can see quite an active scene. this is a machine shop that has gone up in flames. that fire started just a short time ago. this is the area of bay road and douglas avenue again in redwood city. that fire has just been upgraded to a four alarm. that means more response from firefighters. flames shooting hundreds of pete into the air. there was also a second floor

apartment attached to the building. we understand that people inside that home were able to get out safely. our own janine de la vega is there at the scene getting this new information for us. we will check in with her at the top of the hour. 7:00. also new this morning a house fire in san francisco sent three people to the hospital. they were injured while they were trying to escape. ktvu alex savidge is at that home in the city where the victims made it out by jumping out of the windows. fortunately a one story building. alex. >> reporter: yeah, they did but it was still a dramatic escape. four people barely got out as fire tore through this back cottage. its a split level home. firefighters believe the fire started right here. this is a front living room area. it forced several people inside this house to jump from the windows including this front window here. its a split level home but you

can see that is a pretty good jump right there. that is about a ten foot fall for someone who is jumping out of that window. paramedics transported those three people to the hospital. it was one woman and two man. one was an elderly man. many being treated for cuts and scrapes and smoke inhalation. the fire started just after 3:00 this morning on the house of the 100 block of apollo street. they are not sure if the unit has working smoke detectors. there was one man inside at the time who noticed the fire and ran to wake everybody up. >> ran upstairs yelling fire, fire to wake everybody else up. the fire followed him up the stairs and gained enough headway by the time he got to the floor he exited the stairs. so he actually ended up jumping out the backside window an two people jumped out the front side. >> reporter: this particular

to you. >> wild pictures. time is 6:49. let's check in with sal see what is happening on our roads. friday everybody behaving? >> yeah everyone is. we are watching that fire dave and pam on 101. its not actually on 101. its on bay road at douglas. that four alarm fire. so far its not having a major effect. i want to put it on the maps and show you where it is. its a machine shop. we will have another live report from the scene i just want to let you know as the sun comes up you might see smoke from 101. it may slow traffic if you want to avoid that. you probably want to juice ever use interstate 280 instead. let's take a look at the toll plaza. the traffic here is not all that bad. it does look pretty good after you get past the small backup of about ten minutes. and in san jose northbound 280 traffic does look good leaving downtown. now back to rosemary. okay dry and mild.

in redwood city the winds are very light coming into the south. it looks like the smoke could drift over and closer to highway 101. outside of that we have mostly clear skies. it is a chilly start. the winds have died down quite a bit. still a little breezy in the hills but not too bad. notice here there is well a system but its not going to bring us any rain. it will cool us down just a tad. the ridge of high pressure that is over us is so resilient it will not allow it to breakthrough. it will weaken just a little bit. let moe show you here. we will pick it up at this hour. notice that line of rain way back here as we get into the next day or so. it moves in a little closer but it goes way north. because of that ridge of high pressure pushes it right up and over us. we will remain dry for the weekend and beyond. i don't see any rain in sight. we will remain unseasonally mild but we will bring temperatures down a little bit. in santa roe sal 29 degrees. one of the chillest spots this

welcome back. time is 6:56. oakland mother of a young man who was killed to get his pack back is demanding justice. brandon clemens was shot and killed on east oakland wednesday night when he walked home with a friend. two men shot him when he wouldn't hand over his backpack. the police made little effort to catch the suspects. >> its obvious what they could
