a veteran b.a.r.t. police officer mistakenly shot to death by one of his partners during a search of an apartment here in dublin. we'll tell you what investigators say led up to this shooting. a story we've been following since 4:30 this morning. an early-morning fire in downtown berkeley forced dozens of people from their homes. the chp investigating a deadly officer-involved shooting in oakland. the second in the city in less than 24 hours. and a power outage in marin county. find out what caused it and what it is doing to traffic nearby. good morning. welcome to "mornings on 2." this is a live look in dublin this morning where a b.a.r.t. police officer accidentally shot and killed by one of his partners. very sad morning. crews -- we have covering this investigation, our crews and the condolences pouring in for tom smith's family and the entire b.a.r.t. police force. we'll continue to cover that story. thank you for joining us. i'm pam cook in for tori campbell today. >> i'm dave clark. we're focusing on your traffic and weather. we have clear skies. the higher clouds, i will push those south. we don't have to worry about those. temperatures today will be very close to record-setting territory again. that's 10 -- trust me. it's 10. 67 is the forecast high in kentfield that would tie a record. gilroy, 72. would tie a record. san francisco will not. they would have to hit 74.

oakland will be right there. 66. record, 67. san jose will be 70. red flag warning takes us to thursday afternoon and fire watch in mendocino county and lake county. this entire state is bone-dry. 20s, 30s, 40s. it's cold out there for some. for us, it will be a sunny day. a little system will move through from the north. that will pick up the breeze and cool us down. sunny and warm with a lot of 60s to near 70 degrees. here's sal. we have that power outage that was caused according to pg&e by a car accident on the freeway. southbound 101 at frustrateis parkway. traffic is -- fretas parkway. traffic is backed up. a lot of schools, homes, businesses in san rafael are without power. we also have word that the power pole is dangling

precariously from the wires and making for a bad situation in marin county. we'll continue to follow it for you. we look at 580 coming off the altamont pass. that's very slow. double the traffic time. it's taking about 30 minutes plus from the altamont pass to the dublin grade. i'm being a little generous on that. the bay bridge toll plaza, that's about a 25-minute wait. northbound 280 is slow dumbing out -- coming out of the downtown area to cupertino. back to the desk. sergeant tom smith was killed yesterday when one of his fellow officers accidentally fired. the two were part of a team during a probation search at a robbery suspect's apartment in dublin. ktvu's alex savidge joins us now from dublin with where this accident stands this morning. investigators really are trying to figure out if that

officer meant to fire his gun or if it accidentally went off. the alameda countiary's sheriff's office is piecing together exactly what went wrong at the park sierra apartment complex in dublin yesterday. this deadly shooting at about 1:45 in the afternoon as a group of b.a.r.t. police officers all with bulletproof vests on, were searching a unit in connection with a robbery case investigators say one officer mistakenly fired a fatal shot. 42-year-old sergeant tom smith was hit by the bullet and died a short time later at the hospital. the chronicle is identifying the officer as michael maize 10- year veteran of the force. investigators don't know what went wrong. but it's clear the officer fired his weapon is tealing with incredible grief. >> you also have to understand how devastated he is at this

point. this was certainly not his intent and you can only imagine the heartbreak that that officer has at this time. >> after this deadly shooting, sergeant smith's body was taken from eden medical center in castro valley by the coroner and it was escorted by a large police motorcade to the coroner's office. the apartment the officers were searching in dublin yesterday belongs to a suspected robber, a man in police custody. officers knew that when they arrived. they still entered with their guns drawn. they were worried that someone may have been inside hiding. the sheriff's office is planning to offer more details on exactly what led up to the shooting later on this morning. we also do expect to hear more from b.a.r.t.'s police chief after the first on-duty death in the history of this

department. alex savidge, ktvu channel 2 news. >> family and friends are paying tribute to officer smith. they say he was a well- respected police officer and a beloved father and husband. coming up at 7:30, we have information about him and the family he leaves behind. 7:05. an independent auditor recently announced that the b.a.r.t. police department made signature improvements in the five years since the oscar grant shooting. b.a.r.t. agreed to 127 policy changes, recommended by the auditor who originally said the police department lacked training and had outdated policies and poor oversight. however, a second audit is praising b.a.r.t. for its progress, accountability, and comprehensive training. make sure you stay right here with us at ktvu and ktvu.com for more coverage about the tragic b.a.r.t. police shooting. b.a.r.t. and the alameda county sheriff's office will hold a news conference later today. also, ktvu created a place on our facebook wall. you can post your condolences.

also new this morning an early-morning fire in berkeley forced the evacuation of an apartment building. that's on blake street. firefighters got the call at around 4:00 this morning. they say the fire started in an apartment on the third floor, the people who called 911 said that it started with a tv on fire and then quickly spread. the red cross there on the scene providing blankets and other assistance to all of the people who were evacuated. 7:07. a former san francisco gay rights advocate is pleading guilty to possessing child pornography. the guilty plea is part of a deal with larry brinken reached with prosecutors. he willer is everybody sings months in jail and six months on home detention. he will have to register as a sex offender and is not allowed to work with children or be with minors without parental

case. 30-year-old christopher shoot is being investigated. police are looking into whether he worked in the chair custody. police received several tips that he was trying to upload pornographic images. he's in jail facing felony charges. hearings for three white college students assaulting a black student at san jose university will be held at the same time. that's what a superior court judge ruled. the four men were charged in november accused of hate and assault incidents. they include writing a racial slur on a board, putting up a confederate flag and looking a u-shaped bicycle lock and their roommate's neck. 7:08. well, after 164 years, a san anselmo high school for girls is going co-ed. about a third of the student

body at the school wore black yesterday, protesting the change. students have created this facebook page calling for the campus to remain an all girls' school. the school's board of directer says going co ed is necessary because of falling enrollment. kindergarten through 8th grade is already co-ed. giants and as fans will encounter tighter security at the ballpark in the future. mlb is ordering teams too have stricter security -- to have stricter security. the giants and as are to of the team that experimented with the tighter security last year. a bay area candy family has one of the most talked about at the winter fancy food show. jelly belly introduced beer flavored jelly beans. they are nonalcoholic. they took three years to make.

breaking news. police officers and solano county deputies have rushed to a mobile home park in vallejo. brian flores just arrived on the scene to tell us what's happening out there. brian? >> reporter: good morning, pam. we have yet to confirm some of the details we're hearing. here's on the 100 block of san miguel here in vallejo. you are taking a live look at so na co county's sheriffs who are here. i cannot confirm any details. but i can say there are several police cars here. this sheriff avenue officer right now has block -- sheriff's officer is checking on cars and has blocked off the complex. he's asking people who live here. he's asking people to open

their trunks. they are letting cars out this morning, but not in. we're hearing there may be some type of suspect in here this morning which is why they blocked off the entrance at the mobile home park. there is a pedestrian entrance that they have blocked off as well. we've also seen k-9 units as well looking for the suspect. we're working to get more information on exactly what is going on. as soon as we have the information, we'll definitely pass that along here this morning. we're live here in vallejo, brian flores, ktvu channel 2 news. 7:14. new this morning -- wow. at least three protesters in the ukraine have died in clashes with police. all of this comes a day after the ukrainian government gave police permission to use gunfire to break up protests. demonstrations have been held for weeks over the president's decision to reject a trade deal

in order to have closer ties with russia. president obama and russian president putin talked yesterday about security at the upcoming winter olympics in russia. they talked by phone yesterday. the white house says president obama offered the full assistance of the united states to make sure the olympics have safe and secure. there are concerns that games will be a target for terrorism. today hungary's committee said they received an e-mail written in russian and english threatening the athletes during the olympics. the united states peace conference in switzerland has been anything but peaceful. when ban ki-moon, trying to get a representative of the syrian government to keep his comments to an agreed-upon ten-minute limit. >> you live in new york. i live in syria. i have the right to give the syrian version here in this forum. >> yes, of course.

>> this is my right. >> we have to have some constructive -- >> i have the right. >> there have been sharp exchanges with the syrian opposition leader accusing war crimes. we're learning disturbing new details about the police response to the l.a.x. shooting last november. the associated press reports that two police officers took a break and left their post without telling a dispatcher which is required. the officers were outside of the terminal when a gunman opened fire, killing a tsa agent. the investigation shows that tsa officers who are not armed fled the screening area without hitting a panic button or falling for help. police were alerted when an airline contractor called police dispatch about 90 seconds later. a fraternity at arizona state university has been suspended from the campus over

a party they threw the weekend before the martin luther king, junior holiday. more than 50 people went to that party all dressed in black. photos of the party ended up online. they've gone viral. civil rights esleaders want the -- leaders want the students expelled. >> they are dumb, stupid. >> i wouldn't call them outrageous. i don't know them personally. but it's ignore rant. >> this is not the first time they've been in trouble. two members were arrested for beating an african-american man back in 201. later today, president obama is launching an initiative to combat sexual assault, particularly on campus colleges. he will sign a presidential ref enup dumb. the -- efendumb. the -- referendum. the report says one in five women have been sexually assaulted at college but only

welcome back to "mornings on 2." 7:23. boy, incredible video. we're looking at the frightening moments when an suv plowed right into a restaurant in orlando, florida. surveillance video captured the crash that injured a woman and a boy who were sitting inside that restaurant. now, police say the driver ran a red light and had a suspended license. he has been arrested for driving under the influence. a driver was rescued after his car went right off a steep cliff in pacifica. officials say the man went several hundred feet over a cliff near manor and heathcliff yesterday. came to a stop in heavy brush. firefighters and paramedics used ropes to reach him. the man was said to be about 50 years old. he was taken by helicopter to an ambulance which took him to san francisco general hospital. information on his condition at this point has not been released. the 52 scientists and tourists who were trapped for three weeks in the icy waters

of antarctica, they are finally back at home. today they arrived in australia. they first received worldwide attention after the chinese ship, the snow dragon, which had originally gone out to rescue them, also got stuck in the water and the ice. eventually, they were all rescued by helicopter and put on an australian icebreaker. >> we were on a very comfortable, wonderful, well- equipped ship. we were in an amazing environment. so you know, while there was -- while we were there longer than expected -- [inaudible] >> meantime, there's still arguments and debates about who will gonna pay the bill for the rescue. the estimated cost $2.1 million. back here at home, three men accused of starting that big wildfire near los angeles, they are expected in federal court. the colby fire, which started last thursday, has burned about 2,000 acres. it should finally be contained

today. five homes whether destroyed -- were destroyed. six people were hurt. the three defendants are accused of illegally setting a camp fire. they could get up to five years in prison. this morning, there's new video of the mayor of toronto, rob ford, and it is raising questions about whether he's been drinking again. this video was posted on youtube. you see mayor ford in a fast- food restaurant. he's cursing, slurring his words and talking in a jamaican accident. the mayor said that video is him and said he did drink a little bit on monday. he announced back in november he stopped drinking after admitting to drinking heavily and using crack cocaine. he's refused to resign and says he will still run for re- election. time now, 7:26. a powerful winter storm and they are really having winter

better. it may go down in record- setting territory as one of the driest ever. there's a sign of a cooldown on friday. i doubt that gives us much except maybe drizzle. the drought monitor last month was not very good. it's even worse this month. it's in the extreme dry category or drought. it will only expand more so here. there's no sign of any significant rain or pattern change. higher clouds drifting south. temperatures are on their way up. the breeze will kick up. red flag warning again. that takes us into tomorrow morning. 20s, 30s, 40s. it's a cold morning inland. temperatures, won't have any problem warming up. there's high pressure and it's large and in charge. sunshine, hazy, patchy low clouds. coast and bay. there's no big deal about it. low 70s for many. here's sal. we still have the power outage in san rafael. we were just looking at chopper pictures here. southbound 101 at fray tis

parkway. this pickup truck at the bottom of the screen took out a power pole. the pole had to be replaced. pg&e is on the scene. there's a backup backing up to delong. if you are a marin county, you are saying what -- marin county driver, you are saying what? delong. we've almost tripled, that's right, tripled the drive time between novato and san rafael. takes usually ten minutes. we're looking at a half-hour. you need to plan ahead and plan accordingly. people are slowing down. not only that, the power is out for 2500 customers in marin county because of this power pole that came down. they had to temporarily turn some of those supply lines off to fix the power pole. there it is still blocking the right lane. this is not getting better any time soon. let's take a look at the toll plaza. 25-minute delay time, ten minutes on the bridge. you are looking at the better part of an hour to get through,

35, 40 minutes before you get into the city. let's -- let me move the maps over here and talk about 580 and the altamont pass. very slow traffic. livermore to dublin. let's go back to the desk. >> sal, thank you. flags are at half staff at the state capitol. it's in honor of b.a.r.t. police officer tom smith killed yesterday in dublin. sergeant smith was accidentally shot by a fellow b.a.r.t. officer as they were searching the home of a suspect. >> this was certainly not as intent. you can only imagine the heartbreak that officer has. >> this is the first time in the 42-year history of the bart police department that an officer has been killed. the b.a.r.t. agency is still mourning and grieving this morning. ktvu's janine de la vega is at the b.a.r.t. police officers in oakland. officers are remembering one of their own, janine. >> reporter: yeah. we've seen numerous officers head in here to police

headquarters. this is where they park. one that i spoke with told me that he's not allowed to say anything to the media. but he did mention it was a -- it was going to be a difficult day. there are grief counselors onhand to help them cope with this loss. 42-year-old detective sergeant thomas smith leaves behind a wife and a young daughter. he has more than 20 years of law enforcement experience. this is youtube video of sergeant thomas smith from early last year at a news conference talking about an investigation he was involved in. a b.a.r.t. source describes him as the nicest person, he had a gruff exterior but had a general soul and -- gentle soul and myth. he's married to kell little smith, another officer. officers are wearing black bands over their badges to honor smith. i'm told they will wear them

until midnight the day of his funeral. >> condolences go out to the immediate family and friends and the entire b.a.r.t. district. >> reporter: they are asking for some space right now but are expected to speak sometime later today. it's a very grim mood at the department as patrol officers head into work. we're told that smith does come from a family of law enforcement which includes a brother with the alameda county sheriff's office and a brother with newark police. he's the first officer to be killed in the line of duty in b.a.r.t.'s 42-year history. reporting live from oakland, janine de la vega, ktvu channel 2 news. we're following breaking news, a story in solano county. there is a large police presence at a mobile home park on san miguel road in vallejo. this is a live picture of the scene. we just confirmed that there is a homicide investigation going on right now. officers, you can see, blocking the entrance and exit.

they are not allowing cars into this complex. again, this is in vallejo. ktvu's brian flores, there on the scene, gathering information. he's gonna have a live report coming up at the top of our hour. the chp investigating a deadly officer-involved shooting in oakland. it's the second in the city in less than 24 hours. tara moriarty, in the neighborhood where it happened to talk about -- more about what led up to the shooting. tara? >> reporter: well, the suspect had a gun on him. officers say they noticed it while the police dog was attacking him. so that's -- they say that they were forced to pull their guns. now, this all happened last night around 9:00 at night on wentworth near international boulevard around 9:00, officers say the chp pulled an suv over, a passenger got out of the suv and ran and then police let the dog chase after him. as the officers followed, they saw the suspect was armed and that's when officers say they were forced to pull out their guns and shoot. the two officers tried to revive the suspect on scene but

he died. the driver then sped away in a newer model silver toyota with red and white paper plates. we spoke to a neighbor who didn't want to appear on camera. he has noticed an increased chp presence ever since oakland police brought in the chp to help patrol. >> they are looking for drugs, weapons, probation, no license, whatever they can write up. this is oakland. you are bound to run into someone and they did. >> reporter: earlier yesterday morning, chp officers shot and killed a 19-year-old driver in east oakland after a chase. officers say they opened fire after the suspect pointed a gun at them. in this most recent incident, we want to mention that the police dog was shot in the paw, not sure whose bullet struck him at this point. but he's expected to make a full recovery. these two shootings happened about a half-mile from each other. we're waiting to hear from oakland police. we're talking with neighbors. we'll let you know what they have to say coming up in the next hour. i'm tara moriarty, ktvu channel

2 news. 7:37. happening now a blizzard warning, covering parts of the east coast. a major winter storm is bearing down. on the jersey shore. this is what the folks are waking up to. the governors. delaware new jersey and new york. temperatures are plunging, pushes windchill below zero -- pushing the windchill below zero. philadelphia has a foot of snow. parts of new york city already have more than 11 11 inches. >> the original forecast was in the 6 to 10-inches range. we're now talking 10 to 14 inches for the five boroughs. >> most government offices were closed down yesterday because of the storm. but the supreme court was still opened. closed along the east coast are closed. if you are flying, call ahead before you head to the airport. at sfo, several arriving and

departing flights from the east coast have been canceled. happening today -- bitter temperatures won't stop thousands from taking part in the annual march for life today in washington, d.c. this is the 40th year that crowds have protested abortion by marching from the national mall to the supreme court. this year brought a modern twist to the event. now there is a virtual march on facebook where users who cannot make it to d.c. can post a pass march for life photo to show support. this year's theme is adoption. governor brown is due to deliver his state of the state address at 9:00 this morning. we don't have official word on the message the governor will deliver. but in public appearances this month, he has pointed to his success in balancing california's budget. he's also expected to touch on the drought emergency he declared for california last week. ktvu will live stream the governor's remarks for you this

morning at ktvu.com. last night, marin municipal water district officials told a crowd that the county faces a severe drought this year. they also approved resolution, calling for a 25% voluntary reduction in water use. now, people don't understand why they are being asked to cut back when the district approved hundreds of water meters for a nearby high-density housing complex. >> they are asking people like me who have been conserving to conserve more and they are approving projects like this with hundreds of new water meters. >> i'm watching this town be run by irresponsible public policy. >> districts say the high housing there is not affected. a candlelight vigil will be

held in santa rosa marking the three-month anniversary of the death of andy lopez. he was shot and killed by a sonoma county sheriff's deputies. police say the deputy thought the toy gun that lopez was holding was real. tonight's march starts on corby avenue and will end at the andy lopez memorial site on west robles avenue. an investigation into how a youth coach was able to coach who was ordered to register as a sex offender. he said he was able to coach after he went through an appeals process after his conviction came up after a

underway to a deadly shooting at an indiana university. students gathered for a vig yil last night in memory of andrew bolt. he was shot and killed inside the school's engineering building. the authorities belief the suspect specifically targeted bolt. no one else was hurt but a motive remains unclear. the suspect surrendered shortly after the shooting. at least 42 people killed after landslides and floods hit the southern philippines. emergency workers say some of the people had already survived typhoon haiyan. homes and shelters are being swallowed up by the water or being collapsed by the rain. 200,000 people have been evacuated. about 20 typhoons hit the philippines every year. 2013 was one of the warmest years in world history. noaa says the average

veteran b.a.r.t. sergeant tom smith was killed yesterday. one of his fellow officers accidentally shot him. they were part of a team conducting a probation search at a robbery suspect's apartment in dublin. ktvu's alex savidge is in dublin now. where is the investigation standing right now. >> reporter: we expect to learn new details about this deadly shooting later on this morning from the alameda alameda county sheriff's office. the agency is piecing together what went wrong at this apartment complex. it was an operation that that ended with one b.a.r.t. police officer dead. it happened at 1:45 yesterday. as a group of officers all of them with bulletproof vests on were searching a unit here in this complex in connection with a robbery case. investigators say after they entered that apartment, with their guns drawn, one officer mistakenly fired a fatal shot. it hit 42-year-old sergeant tom smith. he died a short time later at

the hospital. this morning, the san francisco chronicle is identifying the officer who shot him as michael maze, a ten-year veteran of the force. right now, sheriff's investigators are trying to figure out if he meant to fire his weapon or if it accidentally went off. >> that will be part of the accident, to find out if this was an stental discharge or -- accidental discharge or a case of target misidentification. either way, it's an accident. we're gonna try to figure out exactly what happened and the circumstances that led up to it. >> this was the scene yesterday following the deadly shooting. sergeant smith's body was taken from eden medical center by the coroner escorted by a large motorcade. the apartment officers were searching yesterday belongs to a suspected robber, a man in custody. officers knew that. but they still entered with

for the suspect. you can see many cars here blocking off this mobile home complex located on the 100 block of san miguel. i want to go to video now. we have confirmation on the suspect through our sources. she's described as a white female in her 30s. she may be naked. she apparently walked into a mobile home complex, fired several shots and killed a man sometime before 6:00 this morning. according to authorities she is still around the complex which is why they brought in several resources including the s.w.a.t. team. we've not been allowed in as well as several residents who live here. they have the area blocked off, the entrance blocked off. this is the only way cars can come in and out. and what they are doing for the cars being allowed to leave, they are asking drivers to open their trunks and guns are drawn to make sure nobody is in there. they have broughten several officers here and at least three k-9 units we've seen to search for the suspect. she's described as a white

officer as they searched the home of the suspect. >> this was not his intent. you can only imagine the heartbreak that that officer has. >> this was the first time in the 42-year history of the b.a.r.t. police department that an officer has been killed in the line of duty. and the tributes are pouring in for officer smith. b.a.r.t. and the b.a.r.t. family, they are trying to deal with this devastating loss. ktvu's janine de la vega is at b.a.r.t. headquarters in oakland right now with more on how sergeant smith is being remembered, janine. >> reporter: dave, in the last five minutes the police chief of san jose just pulled in here to the b.a.r.t. police headquarters parking lot. he came out with some other officers to offer condolences to the bart police chief here as well as the other officers. i do want to mention that on smith's personal facebook page. some of his friends have already changed their photos to a blue line with a black background to bim -- to

symbolize the loss. it's grim here. 42-year-old detective sergeant thomas smith leaves behind a wife and a young daughter. he has more than 20 years of law enforcement experience. there's youtube video of him early last year at a news conference talking about an investigation he was involved in. a b.a.r.t. source describes him as the nicest person with a gruff exterior but said he had a general soul and smile that would light up the room. he's married to kell little smith, another b.a.r.t. police officer. their colleagues are in disbelief, numb with grief. officers are wearing black over their badges. here's what the police chief said last night. >> condolences goes out to the immediate family and friends and the extended b.a.r.t. familyand the entire b.a.r.t. district. >> reporter: attorney general

included bombings, shootings and kidnappings. the chp investigating a deadly officer-involved shooting in oakland, the second in the city in less than 24 hours. ktvu's tara moriarty in the neighborhood where it happened last night. tara? >> reporter: well, a neighbor told us that she heard four 0 five shots fire -- four to five shots fired and the suspect ran up the street until he was caught by the police dog and that's when the chp shot hill. this happened at 9:00 last night on wentworth avenue near international boulevard. investigators say the chp pulled over the suv, a passenger got out and ran. police let the dog chase after him. as the officers followed, they saw the suspect was armed. that's when officers say they were forced to pull out their guns and shoot. the two officers tried to revive the suspect on scene but he died. the driver sped away in a newer model silver toyota with red and white papers plates. we spoke to a neighbor who didn't want to appear on camera last night. he says that he has noticed an

may be a little cautious looking ahead for the economy and interest rates. that's causing some concerns. 8:44. just moments ago, b.a.r.t. said they will hold a news conference at 10:00 this morning. they will tell us more about the accidental shooting that took the life of veteran b.a.r.t. police officer tom smith. now he was along with three other officers who were searching a suspect's home yesterday in dublin. one of the other officers fired a shot and it killed officer smith. hundred of people in marin county still have no electricity after a car crashed into a power pole. this happened just after 6:00 this morning along highway 101 in san rafael. at one point, about 2500 homes and businesses in the area had no power. that crash also caused some massive traffic delays. and this morning in vallejo, a man was shot and killed in a mobile home park.

police say a woman who was not wearing clothing was the shooter. ktvu's brian flores was the first reporter there. he's back now with more on this strange incident. what do you know now, brian? >> reporter: well, what we do know they are still looking for the suspect this morning. behind me there is a -- there is a heavy police presence. s.w.a.t. officers are here at the mobile home complex at the00 block of san mig fell road. i'm joined with lieutenant kenny park with the vallejo police department. thank you for joining us. what can you tell us about the suspect and how the search is going. >> we're trying to piece together the information. we have limited information. i can tell you at about 5:45 this anotherring, we received -- this morning, we received a 911 call about a possible shooting inside one of the residents. officers went inside and discovered a male shooting victim possibly in his 40s. >> reporter: is there any relationship between the suspect and the victims?

>> at this point, relationships have not been determined. >> reporter: we saw cars trying to leave. they were being checked. what's the situation in terms of residents coming in and going out. >> at this point, we're screening the people that are leaving, we are screening them as well. >> this woman again described as a -- can you describe her again? a white female in her 30s? >> we're getting some conflicting information. but she's possibly asian or white in her 40s. in her 30s. >> do we know if she's lived here for sometime or if she was any relation here to the residents here? >> i dent have that information -- i don't have that information. >> is it believed she's still here at mobile home complex. are you going door to door. i haven't been in touch with the s.w.a.t. commander. but i believe they are conducting a search right now,

heaviest commutes. just to give you drive times, westbound highway 4, i will start there. that's cleared out. so the drive time from antioch to concord is about 12 minutes. not too bad considering it can be at least double that on a bad day. maybe triple. bay bridge toll plaza, we've seen about a five-minute delay. ten minutes into the city. what's not bad -- or what has not improved, i should say, is this marin county commute. still very slow on southbound 101 coming out of novato to san rafael because of earlier issues. most of the traffic is backed up from the marin slow sonoma county line -- marin/sonoma counsel like. clear skies, temperatures which were cold for some. for us, cold. not like the rest of the country. but they will end up being above average again. we're stuck in this pattern.

a federal monitor says oakland police are struggling to make needed reforms. the oakland tribune reports a federal monitor has found the department regressed in reviewing use of force pie officers and is not making satisfactory project on other reforms. the finding raises questions about whether oakland police will be able to it emerge from federal oversight. now a federal monitor has been overseeing court-ordered reforms mandated ten years ago in response to a scandal over
