watch out it's pretty thick. some of it is right down on the deck. a lot of high and mid-level clouds streaming in. mostly cloudy to the north bay. if you're in eureka and crescent city you may even get some rain. what. i know. so some morning fog mixed with sun and clouds. it will be cooler wednesday and thursday. the question is will we get any rain. we'll tackle that coming in wednesday and thursday. look for a little change here this week instead of those record high temps. we'll get temperatures higher than average. over all temperatures in the 60s for many. but watch out for some of that fog it's starting to settle and usually gets worse. but a cooldown later in the week. here's sal. >> steve we're looking at a commute that is getting busier for sure now that we're in the 6:00 hour. the traffic is going to be busy at the bay bridge toll plaza. just about a five minute wait. maybe a little less than that and another 10 minutes into san

francisco to make it about 50 minutes total time drive across san mateo bridge. seven minutes from the toll plaza to the foggy peninsula. it's a little foggy in menlo park and san mateo. just be aware of that. a little bit of fog you can kind of see it here on the bridge but it's not affecting visibility for driving. if you're driving on the alta mont pass we have slow traffic here waiting. after 205 or at 205 all the way through into the main part of livermore. 6:01 let's go back to the desk. opportunities who return to class for the first time since a teacher was arrested in a strange drug case. ktvu alex savidge out there at the school this morning with more on the support being offered to students this morning, alex. >> reporter: the school is going to have a school psychologist on campus as students do return to class. in case any kids want to talk about what has gone on here, the superintendent is concerned that some students, this may be

a difficult time for some of them with the teacher here at matthew turner elementary accused of poisoning fellow teachers with marijuana. investigators say teres a badger secretly served pot to her coworkers during an afterhours pot luck back in november. now police say, several people who attended that party became sick. one person eventually was hospitalized. police arrested badger on friday after a month and a half investigation. investigators though at this point aren't saying exactly what the motive might have been here in this case. ktvu did try to get a comment from badger this weekend. but we were unable to reach her. and even though this party didn't happen on school grounds, and also didn't happen on school time, the superintendent of course sounds like is offering support to students with that school psychologist to help them get through what is going on here. students expected to return to class here at matthew turner at

about 8:30 this morning. live this morning in benetia, alex savidge ktvu news. students at carl mont high school go back to school this morning for the first time since a former student was arrested. and it's an arrest making international news. 19-year-old student still in jail in pennsylvania. after being arrested in altuna on friday. the teenager from russia is accused of having a weapon of mass destruction. police say they found a bomb and bomb making materials in his apartment. he's a penn state student that graduated from carl mont last year. >> he was kind of one to stay quiet. never really raised his hand. never really was outspoken. >> reporter: the home of the suspect's family is less than a mile from carmont campus. the 19-year-old reportedly told police he had experimented with explosives before he moved to pennsylvania. the teenager told them he

simply liked to blow things up. a b.a.r.t. police detective accidentally killed his supervisor during the search of an apartment. sources say the circular lay out of the apartment appears to be a major factor in this tragic case. b.a.r.t. calls the story inaccurate but does not reveal any further details. a san francisco police officer is due in court accused of molesting a 15-year-old boy and possessing child pornography. he is facing 10 felony charges, is being held on $910,000 bail and is being suspended without pay from the police department. hastings has an 8:30 bail hearing and arraignment this morning. the bay area is continuing dry conditions it's prompting

south by water district officials to recommend reducing water usage. ktvu's janine de la vega joining us live from san jose to tell us what is in store for the residents out there, janine. >> reporter: dave, water district officials are looking for ways to conserve. now an example of that could be adjusting your sprinkler system. you can see these plants were watered overnight rather than in the day when it's warmer so it's going to absorb more efficiently. the santa clara water district provides drinking water to 1.8 million residents in the county and at tomorrow night's board meetings they're going to vote whether to target reducing water by 10% compared to 2013. district water officials are responding to governor jerry brown's drought declaration earlier this month. the state's outlook for water resources is the lowest in history. reservoirs are below average for this time of year. some bay area residents say they're already conserving.

>> as far as the landscaping haven't been given any water. i turned off the automatic sprinkler that comes on. so they're not getting any water as far as the grass and the bushes. i've done that at work. >> a vote will also be taken by the board on whether to spend $500,000 for a public outreach campaign to urge residents to conserve and to offer programs. the district provides water to the city and the county so this request to cut water usage will really be up to each provider. reporting live from san jose, janine de la vega, ktvu news. new information cominging in about how a mountain view man died while boogy boarding in san jose. zack manta became trapped in an area known as the toilet boy.

witnesses say there were huge waves and strong ocean currents that day. >> he suffered injuries from the rocks themselves and being held under the way the currents work in that area. you get sucked down and held down for a long time. >> reporter: three swimmers jumped in trying to rescue zack. two more rescuers arrived on jet skis. some of them were hurt during the rescue attempt and even feared they wouldn't make it out. finally they did get him out of the water but he was later pronounced dead. questions about where dogs can be off leash come up in question. dog owners say they need places for their dogs to play but the program says that it protects the environment.

good morning welcome back. time now 6:11. police are still investigating a deadly stabbing. when police arrived on the scene they found a man who was stabbed at least once. he was rushed to the hospital but did not survive. this is san jose's fourth homicide of the new year. if you have any information, call san jose police. the investigation continues into a deadly shooting at a busy shopping mall in maryland. it happened saturday morning in

the city of columbia. police say 19-year-old darian aguilar shot and killed two skateboard shop workers before taking his own life. investigators have still not revealed a motive. but the they say a journal found at the teenager's home. >> there is a journal. he has always expressed general unhappiness with his life. that's something we're going to continue to work through. so far investigators have not found any connection between aguilar and the two people who were killed. a georgia congressman is offering his supporters a chance to win a semi automatic rifle as part of his campaign for a u.s. senate seat. paul brown e-mailed his supporters inviting them to enter a drawing to win an ar15 semi automatic rival saying quote, democrats and media would love to take away our gun

rights. they were killed yesterday -- two firefighters were killed yesterday while fighting a fire. the two firefighters became disoriented while looking for two possible victims. meantime in quebec canada are still searching for victims at a senior retirement complex. at least 10 people died, 22 others are still missing. this is the search zone. frigid temperatures and plowing snow have made it very hard to search the area. a brain dead pregnant woman in texas has been taken off life support after the hospital announced it would not fight a court ruling. marlese munoz has been on a ventilator since suffering a

blood clot. the texas treating her stated that a state law did not allow them to stop providing medical care to a pregnant woman. jahi mcmath's family was moved to a private facility. she was moved to the facility earlier this month. members of a vacaville church are reacting to the news that their pastor has been arrested again. >> our pastor has been falsely

accused. our pastor has been wrongly jailed. >> reporter: lewis posted jail after being accused of hiring members of fellowship baptist church to carry out a bombing attack at his ex-girlfriend's home. authorities believe lewis made threatening calls to the victim. and set the bushes in front of her home on fire. new this morning just coming in, u.s. representative tray redell of florida says he plans to resign after pleading guilty to possession of cocaine -- trey radel. now he had vowed to stay in office after pleading guilty to a misdemeanor charge of cocaine possession. no word yet on what caused him to change his mind. new jersey lawmakers are expected to vote today on accomplishing a committee to investigate a scandal over lane closures that may have been politically motivated. now the bipartisan committee

windchill. 34 below international falls. green bay seven below. chicago two below and the cold air i mean it's actually, they're getting a south wind in advance of that a surge of cold air that's why it's 38 in new york. the cool air will be diving down from 60s yesterday looking for 20s. i know little rock was going to go from the 60s to the 70s. for us it's warmer today because of that cloud cover coming in. we get some low clouds and thick fog. but it's been a record setting two weeks of high pressure and record high temperatures. lots of clouds. some rain to the north. it'll be a warmer pattern. i hope we get some rain. i'm just not buying into it completely. because it's just been so long. we've had so many alarms and fakes that'll be it. we'll see some of the updated information is coming in now. maybe mostly cloudy to the north bay. watch out for that fog. it's pretty thick out here. dealing with a lot of that low cloud deck. a lot of it emphasis on low,

those low clouds definitely help curtain. we have to wait to get a possibility. afternoon temps more into the 60s closer to the coast. here's sal. >> hi steve. we have a crash on the bay bridge. we want to show you the upper deck right now and you can see how slow it is. the time on the bridge has been doubled. so usually takes about 10 or 11 minutes to drive across that span. now it's taking about 20 minutes, but as you go to the toll plaza. this is what happens they slow those metering lights down because the bridge can't handle all that extra traffic. we are backed up to the -- to the maze. we're talking about a 40 minute drive into san francisco. how did that happen in the crash on the bridge is not that serious. but it's blocking the left lane on the san francisco side. and now you're in trouble. really if you are driving alone. if you're driving in the car pool lane it's still going to be slow. i would recommend if you can if you can do it you can take

b.a.r.t. or go across another bridge. here's another commute let's go to the maps. it's really going badly. westbound 580. we had a couple of stalled vehicles here. san mateo and don barton bridge could be alternates for you if you have to get to work. major work has to be done. harmful chemicals are being found inside now that building is closed for the rest of the semester. ktvu's ryan florez joining us live on the campus to tell us how students and the staff are going to be affected by this, good morning bryan. >> reporter: good morning dave, it is the first day of the spring semester here at san francisco state university and really the mayor impact at least immediately is the inconvenience. about 250 faculty need to find other buildings. the science building they need

to find out where the classes are now that the building is closed. the decision was made last week to close it. according to a second inspection it was much worse than originally thought. according to the report asbestos was discovered in the basement. first and second floors and several rooms tested positive for mercury vapors with a large concentration in the basement. the report also indicated that mold was discovered in several area of the building. university officials say they are working with experts to determine any potential health effects for those who spend time in the building. the other priority is where to put all those classes and offices. we have not heard of where the relocations are. may have been updated the situation on the campus website as well. along with science and engineering there's also business classes, liberal and creative arts as well as health and human services. coming up on morning's on two.

we hope to talk to students and staff on how the closure of this building will be affecting their semester. bryan florez. ktvu channel 2 news. meanwhile students at san jose state are starting their semester getting a warning in campus police. over the weekend two students were grabbed inappropriately by a man on campus. one happened by the recreation center the other happened by the hoover dorm homeless. in both of those cases, the man road up to the students on a bike and grabbed them. psychologists will be on campus this morning when the first grade students of a benetia school teacher head back to class. teresa badger is accused of serving pot to students. alex savidge has the story.

>> reporter: there will be that school psychologist on the campus later on today. in case there's students who want to talk about this arrest. a teacher here at matthew turner elementary school accused of poisoning some of her fellow teachers with marijuana. first grade teacher teresa badger secretly served pot to her coworkers during an afterhours pot luck back in november. police say several people who attended that party became sick. one of them even had to be hospitalized. police arrested badger on friday. this was after a month and a half investigation. at this point though police have not said what the motive may have been here. over the weekend, ktvu tried to get a comment from badger but we were unable to reach her. but we did get our hands on a letter that went out to parents. in that letter stressing that the party in question did not happen on campus or school

time. still the incident could have an effect on students as classes get started. a trial begins in los angeles in a case attorneys say is an effort to get rid of bad teachers. nine california teachers are suing the state to abolish. unions say eliminating tenure would take away a vital support system for a profession that is already losing talented people to higher paid positions in the private sector. president obama is due to give his state of union address tomorrow night. the president is once again expected to push congress for state legislation. he is also talking about a theme in recent speeches. the president wants a higher federal minimum wage and his aids say, he is prepared to

home. reporting live from san jose, janine de la vega, ktvu channel 2 news. temperatures are expected to drop today and that should stay that way through thursday. forecasters predicting temperatures in the teens to below zero making things even colder. schools are closed in chicago, milwaukee, minnesota and iowa. the cold weather is also expected to spread into the southeast later this evening with a chance of snow forecast in many cities including atlanta and montgomery alabama. time now 6:40. if you're thinking about going to the super bowl it might surprise you. ticket prizes have actually fallen. the reason, it's so cold in new jersey. make no mistake it's going to cost you a lot of money to go to super bowl xlviii. but the get in price for tickets on the secondary market has dropped a lot. this week some of the seats have gone down by $300. the average price is about $1,500 a pop. several airlines are scheduling extra flights to new york and

welcome back to the ktvu channel 2 morning news, it's now 6:44. a russian teenager with bay area ties is suspected of building a bomb in his dorm room in pennsylvania. his roommate said he just set off three mini bombs right outside of their dorm room. >> reporter: his roommate says the 19-year-old is dumb and crazy but not dangerous. davis told investigators he told mistekav to get rid of the materials. we found his picture on facebook. he is a russian national. authorities arrested the penn state freshman last week after altuna police found an explosive in his apartment when they came looking for marijuana and in a suitcase discovered

bomb making chemicals, fuses and compressed air. his former classmates say they can't believe it. >> it was very shocking actually. i was very appalled. i first heard of it through social media. all my friends were talking about it. and i haven't seen him in a few years so i thought, is that really him. i started looking into him. yeah that was the kid who sat next to me at science class. >> now his family moved to san carlo a few years ago. his family told us they didn't want to talk to media until they had a lawyer. investigators say he admitted buying the materials online and said he wanted to blow things up but what things and why is still unknown. he has no criminal record in san mateo county. his current bail has been set a half a million dollars. live from the newsroom i'm tara moriarty, back to you. we have new information surrounding a shooting over the weekend at a bar in downtown

pleasanton. police say they have arrested jason landes caballero. a person was taken to the hospital after being shot. they are expected to be okay. and there's been a sighting of the 14-year-old boy accused of killing his 16-year-old sister. police have been searching for mario toliver since tuesday when he allegedly shot his sister in their grandmother's apartment. toliver was spotted yesterday afternoon. several passengers reported their suspicions to the driver. but the teenager had already gotten off the bus. time now 6:47. a wrongful death lawsuit expected to be filed today against the ride service company oober. that's according to the new york times. now it stems in a new year's crash in san francisco where a 6-year-old girl was hit and

50sfo, 50 oakland so held up because of that. could probably have a beautiful sunrise here with some of the high clouds comeing in if you don't have the fog. there's our system. this one is driving north. it's the one up here that we'll be banking on for wednesday and thursday. it'll be cooler this week. we'll see a cooler pattern and lots of fog. there'll be rain in the north. could we get toilet -- could we get it to the south? we will see the next stronger system coming in. that will be the best bet. some snow wouldn't be until thursday but so far does not look for much rain for us. the trend is your friend and the trend has been dry, dry, dry. more clouds if you're headed out to the north bay. 50s, 60s for some. upper 60s for a few. i doubt we get down to 70 unless it's in gilroy. we have cloud it up wednesday, thursday. that will be our best bet for rain. after that i believe high pressure builds back in and
