charges. hello. i am frank somerville. >> and i am julie haener. >> today's hearing for richard hastings offered new insight in the case. he may have misused his authority when investigators approached him. now ktvu's cristina rendon listened to his past and his role in a police shooting. >> reporter: richard hastings is on the other side of the law, sporting a jail jump suit. richard hastings was with a 15- year-old boy last august trying to get the teen to have sex in a car. it was the 10th time he met the teen on the street corner till police showed up because the boy was out past curfew. >> don't worry, i am a police officer. we are fine. he is trying to get out of the trouble. >> reporter: richard hastings' attorney said the relationship was consensual.

they met through a dating website. she showed up to see richard hastings in court because he received a medal of val or in the -- valor in a shooting death. >> to know the same officer is charged with child molestation and child pornography is just -- just ridiculous. >> judge reduced bail to $100,000. >> i think this is a fair amount. >> reporter: do you think he will get out? >> i hope he will. >> reporter: the district attorney feels he is a threat to the public. children are taught to trust officers and officers shouldn't violate their oath. richard hastings maintains he is not guilty. despite the evidence they found. he will be back in court march

7. cristina rendon, ktvu channel 2 news. b.a.r.t.'s police chief announced policy changes today in the wake of a shooting of a b.a.r.t. police officer. officers who conduct a probation search will need written approval. sergeant tom smith was mistakenly shot by his fellow officer while on a probation search. >> just another layer of supervision by getting the written approval that they are aware of what is going on. >> he says he asked the department -- department of justice to review policies on officers use of force and reporting use of force and use of cameras and procedures used to search people and residents. a funeral for sergeant tom smith is set for wednesday. a viewing is scheduled tomorrow night. the family of a six-year- old girl who was struck by a

car file audiles against the driver -- allays against the driver -- a lawsuit against the driver of uber. the lawsuit cames he was logged on to the uber app and appearing as a uber driver available for service. >> he was on their app, available for people to pick him as a driver when is the essence of uber's business. without them having empty cars uber has no business. >> experts say the lawsuit could be a test case for the gray area of ride share liability. new at 6:00 p.m. police are searching for three masked gunman who pistol whipped employees at a restaurant last night in a busy shopping center. ktvu's claudine wong is live with what happened and how

video could help solve the case. >> reporter: those employees are recovering tonight after they were pistol whipped by the robbers. it happened right behind me here. you can see it is busy now. when this happened most of the stores were closed and the robbers they came in through the back. >> reporter: right now police are reviewing video and say they are not ready to release it yet. but ktvu learned more about what that video shows. sources tell us last night after 10:00 p.m. one of the employees came outside to take out the trash. the restaurant had closed minutes before. sources say the vid joe shows three male suspects -- video shows three male suspects making their way on foot. walking up the street and straight into the backdoor of the restaurant. four employees were pistol whips and they did not fight back and were still hit.

>> lots of sympathy for those people. >> they are nice bunch of folk in there. employees are really nice. >> reporter: once the ronners got the cash they took off. video shows them running across the street and jumping into a waiting tan colored car. that car took off back under that same over pass. people had yet to her about the robbery but they think the restaurant was likely targeted because of its location. >> it is easy to get on the freeway. easy on and off. that is what they are looking for. >> reporter: police say the robbers wore dark clothes and sweat shirts to hide their faces. employees told us co-workers are doing better although they are all shaken up.

claudine wong, ktvu channel 2 news. san francisco police are looking for a 32-year-old university of san francisco student who may need a mental health evaluation. he was last seen in fresno on january 8 and bear valley on january 13. he was scene wearing dirty clothes and may appear homeless. his family lives in kentucky and they are concerned. he is 6 feet tall with several tattoos. details were released outlining california's strategy for increasing water supplies. the plan includes educating people to make conservation a way of life in california. and recommends increasing self- relicense. expanding water storage and improving ground water monitors. officials spent the day dealing with the drought. ktvu's robert handa is live where the district is trying to

figure out how to make conservation appealing to people who live there. >> reporter: we are at the santa clara valley water district. the agents has a long list of -- agency has a long list here. >> reporter: sometimes you have to spend money to save water. >> they already offers free equipment to help the public conserve water but tomorrow they will hold a meeting on the drought and offer expanded programs including doubling rebeats. >> any conservation measures we get the public to adopted will be ongoing. >> reporter: [ inaudible question ] >> that's correct.

sent the wrong side. a report says the company sent 250,000 of the wrong bolts. they are remade but the mistake nearly ended in disaster. that company also provided the problem bolts on the new bay bridge. they found hundreds of cracks in the welts. california college students saying text books are hurting their education. they surveyed 2,000 students and it found students spend $1,200 a year on text books. publishers keep coming out with new additions to sell more books. >> students are ready for alternatives, online additions, open source text books they will be free and available to everyone. >> some students don't take certain classes because of the

cost of the books and others take class but don't buy the books. both hurt the quality of the student's education. san jose city counsel will discuss a proposal it will alter the living wage ordinance. businesses are required to pay employees $15.78 an hour. a motion will be heard to exemp businesses that don't have direct service contracts with the city. if approved they will be allowed to pay minimum wage. crews shut down a busy road tareconfigure an intersection. -- to reconfigure an intersection. it was closed today, the north bound lanes will be closed in a few days. this is the area behind the theater. crews plan to add a traffic signal and two stop signs. there is a stop sign but

new information that an kwan-year-old college dash 18- year-old college student experimented with explosives before his arrest for possessing a weapon of mass destruction. no one at the family home would talk about the arrest. the student at penn state is still being held on half million dollars bail. ktvu channel 2 news obtained the complaint against him. he told officers he was going to blow up things. police say they discovered he had powered, magnesium and potassium perchlorate. police acknowledged the teen said he did not intend oo blow up anything. he experimented with a flash powder near his california home and plan to go somewhere remote and set it off but too afraid to do so. temperatures today were cooler than they have been.

we had a lot of clouds out there. encouraging sign. we are seeing -- well, seeing them come off the pacific. 63 concord. 67 livermore. 64 san jose. the pattern shifted. you will see it here. a much more progressive pattern. and before -- remember the jet stream was up here. for a long time. now when you look that cloud cover, you can see it moving through northern california. that will deliver more moisture, more storm potential to our door steps. there is showers showing up right now, chico. towards the orville area. that is good news. this is just the beginning. the moisture streams in. we can look forward to rain showing up in the bay area into your bay area wednesday night and thursday -- wednesday night into thursday morning. the forecast for cloud cover, cloudy now.

tomorrow, watch this, around 6:00 a.m. tomorrow we might see a few light scattered showers, concord, antioch, livermore. light stuff. all that moisture off the pacific, it will perhaps moisten up the atmosphere to give us sprinkles. forecast is for the jet stream to drift south, and a cooler pattern and wet pattern. it will stick around. good news. potential to be wet. wednesday morning, showers. wednesday evening. and then over night wednesday into thursday. right there. that is what we are focusing on. snow in the mountains. fingers crossed. we need rain and anything at this point will be good news.
