enough. we're gathering details this noontime that a woman in her 80s was shot in her home in oakland. it happened about 10:30 this morning on la -- laguna avenue near the mormon temple in the lincoln highlands neighborhood. we're told she was shot in the shoulder. the circumstances are not clear. newschopper2 is overhead from us. you can see in these live pictures there's quite a bit of police activity a few vehicles outside and a few officers. we have a crew on the way and we'll bring you the information as soon pass we get it. developing news in the east bay where a multicar crash blocked all lanes of northbound 680 for a time causing a huge traffic backup. the crash happened near the sycamore valley road exit in danville just over an hour ago in the northbound direction. the highway patrol called a sig-

alert due to the heavy traffic. >> at least five cars are involved. we are told there are injuries. the highway patrol said it was hoping to open some of the northbound lanes. this is on 680 in danville right about now. nearly two dozen children are hospitalized every day due to injuries from guns. that's according to a new yale study released today. one of the reasons behind a new push to security guns and keep them out of the hands of criminals. ktvu's sal castanedo is live in san francisco with details. >> reporter: the challenging is to keep guns out of criminals. this afternoon, the challenge was kickoffed to help entrepreneurs find a way to secure guns. lock boxes and old-fashioned trigger lox may give way to

radioactive trigger access and the smart tech challenge wants to give money to the best of these ideas. it's headed by noted silicon valley venture capitalist, ron conway. >> let's use innovation to bring about gun safety. let's not rely on washington. today's focus is about that. >> reporter: the inventor hopes to win the seed money. he recalls how he was shot as a 16-year-old boy and says concerns inspished him to come up with this and he's entering the challenge. >> so with the fingerprint, the correct gun owner gets access to the loaded gun in a second. >> reporter: one of the innovative ideas was to use a cell phone to perhaps use a pin code so gur gun wouldn't fire unless the person's cell phone

was next to them. other inventers showed us watches that did the same thing. inventers have until march 31st to come up with ideas. back to you. >> thank you. richmond police are investigating allegations that a 6-year-old student at an el sobrante school was inappropriately touched on campus. the girl's mom said the alleged attack happened at east bay waldorf school. she said her daughter was pushed to the ground by one or more boys and there clothes were taken off and she was touched. >> what we understand happened is inappropriate conduct in a playground setting where a child experienced inproper touching. >> administrators say while the boys did push the girl to the ground, they did not take off her clothing or have any

inappropriate contact. east bay congressman eric spwell honored thomas smith on the house floor today. >> today it's with great sadness that i wish to honor bay area rapid transit sergeant thomas smith whose end of watch came to early when he was tragically killed on january 21st of this year. >> he said smith did not just work hard each day to protect our community but he also cared deeply about his family and took every opportunity to spend time with miss wife, kelly, and their 6-year-old daughter, summer. smith was killed in an accidental shooting by another officer. tonight in hayward there will be a public viewing for sergeant smith. at 7:00 at the chapel of the chimes and tomorrow his funeral is scheduled for 10:00 a.m. at the neighborhood church of castro valley on john drive. policy changes are already in effect as a result of last week's tragic shooting.

sash gent smith was killed as they searched a dublin apartment for a robbery suspect. now bart police chief rainey says b.a.r.t. officers will need written approval from a supervisor for any future probation searches. the chief also denied reports that a lack of police training played a role in this tragedy. >> we can train our people every other day and have them actually perform out in the field on the off days and probably something like this could go wrong. >> the police chief also confirmed for the first time that officer michael mays fired the deadly shot but the chief would not confirm reports that officer a maes mistook officer smith for an armed -- officer maes mistook officer smith as an armed suspect. today, water officials in santa clara county will discuss a volunteer 10% reduction in water use. a similar request is expected in san francisco later this week. alameda county customers in

livermore, pleasanton, dublin, fremont, newark and union city are being asked to cut back along with those in marin county. alex savidge joins us live with more on a meeting in marin county this morning a so-called drought summit. alex joins us live with how serious the situation has become. alex? >> reporter: good afternoon. very serious. a member of the marin municipal water district told me that people in the area should prepare for mandatory water rationing soon. that's because phoenix lake which is down below us here in the county's other reservoirs are only about half full right now after one of the driest years on record. this morning the board of supervisors held a so-called drought summit which representatives from the various -- which represents various districts. county leaders are asking people to voluntary cut water use by 25%. but the situation could get even more serious as we approach the end of the water year in april. that's when a decision will

have to be made on mandatory rationing. >> given how little rain there has been which is to say none, we may recome to that conclusion sooner. it's dire. this is not just a dry year. this has been the driest year since we started keeping records for the last hundred years. >> reporter: and the drought is a huge concern for ranchers here in marin county. one dairy farmer showed up to see what if any help he may be able to get from the county as the lack of rainfall continues to threaten his business. dry pastures means he has to pay more to feed his livestock. >> so the cost is gonna still have to be burdened probably by the ranchers which usually we're the first ones to feel the drought and last ones to get out of it. >> even the marin county fire department is making changes to conserve water. all of the fire stations will be cutting water use by 25% starting immediately. the chief told me that means

fewer training exercises that use fewer water. shorter showers for the crews. the goal of that sum summit that took place is try to get people change the way they use water before the rationing becomes a reality. the average person uses 120 gallons of water every day. unless a lot of rain comes down between now and april to fill the rosier viruses in the area, people should plan to use a lot less water in the future. alex savidge, ktvu channel 2 news. >> all right. thank you, alex. we're also expecting an update on the impact of the drought on wine grapes in napa. right now, grape growers and farmers are discussing techniques to prevent damage to white grapes. the uusda is expected to issue a declaration in the next few days that provide special funding and assistance for farmers. at ktvu.com we have a special section dedicated to the

drought. you will find up-to-the-minute information and which reservoirs near you are hardest hit. members of congress from the bay area are ready for president obama's fifth state of the union address tonight. we told you the president is expected to announce an executive order to raise the federal minimum wage for some workers. kyla campbell smoke to lawmakers and has this reaction. kyla? >> reporter: tori, we spoke with dublin congressman and others this morning. they tell us they support the president's executive action to raise the wage for federal contractors but they want more. the president's preparal would raise the minimum wage from 7.25 to 10.10 in stages. the white house says this impacts employees shuch as jan teres, construction workers and people in food service at military basis and in federal

buildings. it impacts only new federal contract workers and workers in renewed contracts in which terms of the agreement change. president obama will also call on congress tonight to increase the federal minimum wage to 10.10 for all employees nationwide. >> right now, in the bay area we're seeing the cost of housg, transportation, healthcare. they are all going up. >> reporter: san francisco mayor ed lee is also here for the state of the union as a guest of the obamas. he's trying to raise the minimum wage in san francisco. but republicans argue that employers would then cut workers and hours. house speaker john boehner says when you raise the cost of something you get less of it. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. the republican response to delivered in both english and spanish and for the first time it will be to women responding. washington congresswoman kathy mcmorris rogers will fiv give

fact to breaking news on a shooting near the mormon temple in oakland. allie rasmus just arrived on the scene and joins us now with a live update. good afternoon, ail. >> reporter: there is an active scene. police have closed off this intersection with their crime scene tape. this is laguna and potomac in the diamond district neighborhood.

right now you see about three officers and investigators in front of the home where this all happened. we just got an update from police officer john watson who says at 10:30 this morning, there was an 81-year-old woman living in this home. she says at 10:30 this morning someone forced his way into her home at some point there was some sort of altercation and the woman was shot by that suspect. she was struck in the upper arm according to a neighbor. she's listed in stable condition. she was taken to highland hospital. police would not tell us what exactly prompted the shooting. we don't know whether the homeowner caught the armed robber by surprise or what the circumstances were that led him to fire his handgun at her. we also don't know if the suspect and the homeowner knew one another. but police say it's very unusual for a robbery, armed robbery like this to happen in this neighborhood. they haven't had any reports of home invasions like this in quite sometime. so they are putting out a description of the suspect. they want anyone who may have seen this individual to contact

police. this is what they told us he looks like. he's described as after african- american male about 6-foot tall, 175 pounds. he was wearing all black clothing at the time of this home invasion. again, an 81-year-old woman who lives in this home here in the diamond district on potomac and laguna has been taken to the hospital. she was struck in the upper arm by a man who forced her way into her home. police are investigating and are trying to get the word out to anyone who may have seen this suspect to give them a call. allie rasmus, ktvu channel 2 news. the college of marin is making security improvements after a male student was kidnapped and sexually assaulted by a man hiding in his car. today, the college is installing a gate and changing the hours for parking lot 13. that's where the victim parked his car when he was surprised by a man with a gun in a back seat last thursday. the assault took place offcampus and the victim was able to get away. the school says the gate and

new hours will replace temporary flood lights installed a few days ago. >> once that gate goes up, we'll be able to take the flood lights down mainly for the benefit of the neighbors behind us. they've never had lights in that parking lot. they are a little bit of a nuisance as well. that's why we're trying to close the lot before it gets dark. >> police are still looking for the suspect who is described as a black male, at least 6 feet tall, 220 pounds. the school will hold several security forums including one tomorrow night at 6:00 p.m. parking rates in san jose have not changed in 11 years. but a new plan calls for doubling the amount of money you will need to feed meters around the city. san jose wants to replace its old coin-operated meter with 1200 solar powered smart meters. they except debit and credit cards, coins and payments via -- via cell phone. the meters transmit parking

information. the increase from $1 to $2 is needed to pay for the meters that will cost $1.3 million. >> it's inconvenient to look for fines when we go to san pedro market and park on the street. but to raise the cost is -- i would just like to see the cost stay down. >> city council is set to vote next week on the new meters. if approved, they will be installed in march. it's a mostly cloudy mainly dry day for your tuesday. we'll have the opportunity of seeing some rain. i will show you that coming up. but first a live look at all of the gray sky over the east bay. at this hour, and into the afternoon, we should remain quite the same. a few sprinkles have been reported in areas like sonoma county. but it has not amounted to much. let me show you the system here. riding over the ridge of high pressure, even redding and crescent city, not really reporting a whole lot. you can see a few sprinkles.

most of this has been reported as virga, meaning it's not hitting the ground. it's evaluating before it does so. we'll see a chance for it. i want to turn on the water vapor. it's easier to see the ridge of high pressure. notice the arch still in place over the bay area. it's beginning to beacon. first with this system bringing a few scurs over northern california and then the second -- a few showers over northern california and then the second here and then then we may get rain. we'll be in between the clouds. a few peeks of sun today. as we get into tomorrow, we wake up partly cloudy, even some moisture hanging over the north bay. for tomorrow, mainly dry once again. we may see more in the way of drizzle for some of us. but it's really going to take into thursday before we see this opportunity an tomb front sweeping through. it's early thursday morning. so while we're sleeping the north bay begins to see the rain. by 4:00 it's shifting into the central bay along the

he was found at 6:30 a.m. in san carlos. police say the 16-year-old who has the mental capacity of an 8- year-old disappeared last night after getting into an argument with his parents. search dogs scoured the area near ralston middle school in belmont where he was last scene. but it was a phone call that led authorities to him. apparently a ktvu viewer was driving on san carlos avenue about 6:30 and saw the young man asleep among some trees by the side of the road. he called us right away. >> police say tyler was in shock after wandering around all night but physically he's fine. the giants are calling on fans with some team spirit. camera crews will be filming new giants' commercials tomorrow, thursday and friday at at&t park. and they need 1200 extras each day. there's a registration form on the wrbs. extras should dress in giants' gear and bring signs.
