tomorrow the jet stream will start to press down. that little bump here is going to flatten out and move right through the bay area. a lot of this moisture that's moving up out of the trough is going to move over northern california. currently you see a few airs of sprinkles up in northern california. i've had reports of sprinkles in sonoma and san jose as well. we have a winter weather storm watch in the mountain. they could see a foot and-a- half of snow. we've got potential of perhaps half inch to an inch of rain in the mountains of north bay and perhaps santa cruz mountains. when i come back i'll dial it all in we'll have the complete forecast and timeline for the rain on the way. we may not be in for much, but when rain finally does happen after so long the roads can be especially slick. do you know what to do if your car starts to skid? coming up at 5:15 we're going to slow you the exact steps to take if your car starts sliding on the road. >> as the drought worsens more bay area water districts are asking for cutbacks.

san francisco public utilities commission is asking customers to use 10% less but it is only voluntary right now. in an hour the santa clara water district will debate if it too should ask for a voluntary 10% decrease. east bay and marin are weighing their options. >> reporter: the san pablo reservoir is lower than it should be but customers don't have water restrictions a district spokeswoman tells me that's because customers cut backwater use 17% since the last drought. it's noon but this is no time for a drink. drought cutbacks could make flowers thirsty this winter. >> we're in an all time dry. there is the dryest year on record. >> reporter: water supply update today at east bay mud had few highlights. >> the good news is there's a

little bit of precipitation coming tomorrow. >> reporter: reservoir levels are in fair condition and that's good news compared to other parts of the state. >> we're still hoping for the fabulous february we're hoping for that miracle march. it has happened but it's highly unlikely. >> reporter: the east bay isn't alone in the water we. san francisco public utilities commission asked customers to cut water use by 10% and marin counties a slinging water supply is leading to a growing crisis. county leaders gathered for a summit and announced a 25% voluntary water rationing. if there's no rain in the near future that request to conserve water in marin county will be an order. >> given how little rain there's been none whatsoever in the last 12 or 13 months we may recome to that conclusion sooner. >> reporter: it's not just affecting time spent inst shower. farmers are worried about crops and livestock even firefighters

security upgrades are coming to a dimly lit parking lot. parking lot 13 is where a male student was surprised by an armed man in the back seat of his car last thursday. the victim was ordered to drive away and was sexually assaulted off campus. the school installed floodlights as a temporary fix. >> once that gate goes up we'll be able to take those floodlights down for the benefit of the neighbors behind us. they are a little bit of a nuisance as well. we're trying to close the lot before it gets dark. >> police are still looking for the suspect. the school will hold several community forums tomorrow night at 6:00. critics high speed rail are questioning the timing of a campaign contribution by the state's rail contractor to governor brown's reelection campaign. the campaign accepted a

contribution of $27,200 from tutor parian corporation. >> that company has more than a billion dollars in contracts with the california high speed rail authority. three days after the donation the governor asked the california supreme court to intervene in two lower court rulings that would have delayed construction of high speed rail. some people are questioning the timing and say it suggests a conflicts conflict of interest in the governor is fixated on the high speed rail but he's ignored the dust bowl in the valley. >> one state senator who strongly a poses the high speed rail project criticized the governor's move calling it quote you scratch my back i'll scratch yours. it may not be much rain we're expected to get soon but the roads can get slick becoming lower dangerous than you might think. this is what's called the san

warm. let's check in with meteorologist bill martin who says finally some rain albeit maybe a little bit. >> you can feel it turning around out there. the moisture in the air. it's a big change in the pattern. the shift has begun. you can see the fog and low clouds. you can see some high clouds overhead as well. all on their way. they are moving inland and that's a moist flow. we had those east winds you wouldn't have seen this. clear every night beautiful sunsets. it kind of looks like february out there. we'll put in the satellite image you can see the moisture streaming in off the pacific. this ridge is going to flatten down and when it does it will push more moisture in our direction and bring us showers as we head into wednesday night thursday morning. here's how it looks this is the mountains now we've got a winter storm watch in effect. let me put that up there for you in these areas of white. that's good. i think in the winter storm watch areas they could see 16 inches of snow.

. a newly released surveillance video shows three men who robbed the chipotle restaurant in pinole. the restaurant closed 10:00 p.m. on sunday. we first reported the story yesterday about the robbers pistol whipping four employees and stealing money. the video then shows them leaving through the same back door. police say the robbers jumped into a waiting tan colored sedan that drove away under a freeway overpass. the state senate approved a bill today that is designed to protect kids who like to play with toy guns. the bill was introduced after a

four years in the u.s. postal service it's planning to try to open postal countss inside staples stores staffed by stand also employees. postal workers union want its members to run the counters. they say the postal employees are more qualified. san jose city council voted to allow some businesses that rent city property to pay employees less than the city's living wage. some of those opposed to the change met with the press outside city hall before the meeting and one city council member says it is the beginning of the end for san jose's living wage. >> i believe that what they are trying to do really is make a huge step into guting the living wage policy throughout the city including the airport where we have a very successful living wage policy. >> 7-4 vote allows businesses that lease space from the city to pay less than the living wage unless the business is getting a rent subsidy or has a

grape growers are holdsing huddling to try every water saving trick in the book. the grower's big effort worry next year. cal fire is adding 125 firefighters because of the state's drought conditions. the san mateo santa cruz unit and santa clara unit are getting 12 extra firefighters. sonoma lake napa unit will receive five additional firefighters. cal fire has also extended seasonal firefighting forces in southern california. the agency is able to extend those resources because of the governor's declaring a state of emergency over the drought which he made last week. there is a no question we need rain and we desperately need rain over to our chief meteorologist because we're finally going to get some. >> at least we have a shot at rain now. the last pattern that had persisted for the last couple of months it wasn't giving us a

shot at showers. but now this jet stream is lining up the clouds are moving in. you can feel it outside. here's the current jet stream. you can see the jet stream bed embedded in the clouds. still riding north but as we go through the next few hours it's going to work its way south. when that happens that moisture will start slamming into the portions of the marin head lands, santa cruz mountains and perhaps drop out quarter inch half inch of rain. some showers showing up now in northern california you see them there. take a peek you can see the radar sweep. most of the activity still in northern california. that will change as we head into tomorrow. tonight it's cloudy out there we will fog along the coast. we got cloudy conditions throughout the bay area. beautiful night. there's the low clouds and fog. high clouds beautiful night considering we've had sunny, beautiful earningss every night it's nice to see some clouds. moisture in the atmosphere it feels right. wednesday we got some patchy drizzle. tomorrow as the system gets close it scoops up the moisture and creates some moisture along the coast and around parts of the area. just drizzle, light stuff.
