above the limits of poverty and protects our most vulnerable, and it's one where washington plays by the same rules that you do. it's a vision that is fair and offers the promise of a better future for every american. if you would have told me as a little girl that i would one day put my happened on the bible and be sworn in as the 200th woman to serve in the house of representatives, i wouldn't have thought it possible. i grew up working on my family's orchard and fruit stand in kettle falls, a small town in eastern washington, getting up before dawn with my brother to pick apples, my dad drove a school bus and mom as a part-time bookkeeper. they taught me to work hard, help others and always, always dream for more. so when i showed my 4h animals at the county fair my parents used to say to me, kathy, you need to save this money so you can go to college one day, and so i did.

what did they think? >> reporter: well, we are out here in walnut creek and you can see behind me the group of the county republican party including the young republicans, they meet every month. it just so happens this meeting fell on the state state of the union tonight. they decided to make it into a watch party. we have talked to a lot of people. we want to go to the vice chair of the party. what do you think about the speech? >> you know, it's really hard with obama. he makes treat speeches but you have to compare what he says with who has happened. i have to say i don't have a lot of faith that things will get better because they have been getting worse. >> reporter: was there anything that surprised you? >> i was really surprised that it wasn't as rancoros as previous ones. i'm not sure i can trust him. >> reporter: what is the issue that's closest to your heart and did he address that at all?

speech and a analysis. >> a woman is recovering tonight after she was shot during a violent home invasion. we spoke to the victim's family and neighbors who are already banding together to step up security measures in the area. >> >> right here and look for a bullet. i look down and it was there. >> reporter: dear i >> reporter: a bullet came out of his next door neighbor's home. >> i heard a bang on the front door. i thought it was a phone book. then i heard a car speed off. >> reporter: at 10:30 a man kicked in the front door of this home a family member of the 81-year-old woman who lives here said she heard the noise, walked down the hall to check it out and then came face to face with an armed man. the brother-in-law said she caught him by surprise. he fired his gun and the bullet went through the wall. >> he shot her through the right shoulder and then the bullet went through the side of

anything this morning should give oakland police a call. in oakland, ktvu channel 2news. >> the state senate passed a bill requiring manufacturers clearly make a difference imitation guns from real guns. the imitation firearm safety act would apply to toy guns, pellet guns and airsoft donees. democrats voted in support of the bill that now goes to the sate assembly. some said that police officers could still mistake imitation guns for real guns that are now made in different colors. the him act advanced in the wake of the deadly shooting of a 13-year-old andy lopez a sheriff's deputy mistook his airsoft rifle for a real gun. the bill sites a similar shooting in los angeles four years ago. the shooting has prompted protests protests and demanding for the deputy to loose his badge. >> silicon valley hopes to lead the way to better gun

safety. the smart tech foundation launched a challenge to inventors to come up with new high tech ways to secure guns. grants will be given to some of the best ideas. the time is right for new gun safety technology. they say nearly two dozen children are in the hospital ever day from injuries from guns. the inventor remembers being shot as a 16-year-old but he wants to have a gun at his home to protect his family so he created a biometric trigger lock. >> so this is a fingerprint based system. with the right fingerprint, the correct gun owner gets access to the gun. >> inventors have until march 31st to submit their ideas. continuing coverage now. water agencies and local governments round the bay area called on residents to cut back on how much water they use. drought concerns concerns and conservation topped agenda.

marin and san francisco both approve voluntary efforts, east bay mud is not putting my rationing measures in place but is asking people to consever if possible. leaders are also discussing what to do right now. we spoke to water officials about the actions they are taking as they watch water levels drop. >> reporter: its noon but this is no time for a drink. drought cut backs could make flu flowers thirsty a water supply update today at east bay mud had few highlights. >> ed good news is a little bit of precipitation coming tomorrow. >> reporter: reservoir levels are in fair condition. >> we still hope for that fabulous february. we still hope for the miracle march. it has happened. it's unlikely though. >> reporter: the east bay isn't alone in its problems. today the san francisco public utilities commission asked customers to cut water use by

10% and in marin a shrinking water supply is leading to a growing crisis. leaders gathered for a drought summit and announced a water rationing. if there is no rain in the near future that request to conserve water will be an order as we approach the end of the traditionally rainy season in april. >> given how little rain there has been which is to say none, we may come to that conclusion. >> reporter: it's not just affecting time spent in the shower. farmers are worried about livestock, even firefighters are doing fewer training exercises with water. we did find someone in oakland who seems rather optimistic. the sandbags ready to go just in case we need them again. next month east bay mud will look again at if volunteer or mandatory restrictions should be on the table. at the reservoir, ktvu. >> grape growers in napa

started talking about drought damage control. vine grow ires who rely on rain water will probably leverne in trouble. some may have to irrigate, some may have to let fruit wither. >> if we continue to see drought conditions we will see a small crop. >> the warm weather is already confusing some vines. bud shoots that usually start to sprout at the end of february are already appearing. and the drought conditions have prompted cal fire to add 125 firefighters to active duty country. the units will each get 12 extra firefighters and the sonoma, lake napa unit is getting five. officials say they are able to add more to the payroll because of the governor's drought declaration. >> we have a small bit of good news. want to bring in our chief weather person now. >> and i think the bigger story is it's a little bit of

rain but the pattern has changed enough that we will start to see more moisture and opportunities for rainfall into february. here is the satellite loop and the jet stream still going well to the north. it works its way south. when it does that the showers will start to work toward us. light showers fell today. light showers in napa. just drops, no big deal. the radar shows a lot of dry but north of redding up in the trinity alps. as we look at the model eight tomorrow, clouds, nothing, then six tomorrow night, just snowing up in lake tahoe a winter weather watch. they could see a snow advisory or winter storm warning as that system hits there first. as we get into oaf night now on wednesday night into thursday morning there it is. still going off in the mountains. we will get the drive through showers, act one on thursday, two in the morning. not a big deal, sliding through and then we get a shot late in the day on thursday. as you take a look at that it's
