be busy around the bay. we will start with a crash on 19th avenue onramp to southbound 280 there is a crash there. police are on the scene. there you go my mic is better now. police are on the scene. watch for a little slow traffic in that area. there are no major problems there though as steve mentioned the fog and the mist. and on interstate 280 in san jose northbound 280 traffic does look good. let's go back to the desk. all right. we have developing news to begin with this morning out of san francisco. police shot and killed a pit bull that attacked two men at golden gate park. tara moriarty is there this morning where officers are searching for another dog still on the loose. tara. >> reporter: yeah a white pit bull got loose here near 25th and lincolnway last night. police did a search but they

couldn't find it. they definitely want people in this area to be aware. this all happened around 10:30 last night here at golden gate park. a man with two pit bulls dropped his dog off with two people at the camp when he went to shop at a store. when he was gone the two dogs mauled a man. he was bit several times. when officers arrived they shot the black pit bull but the other one ran away. >> we heard some screaming so my neighbors and i were awoken to that. we basically grabbed what we could. i called the police before i entered the park. i saw the whole thing happen. >> reporter: the man who suffered multiple bites was taken to the hospital and is expected to survive. the second victim who was bit in the leg refused medical treatment but will survive. meantime neighbors should be on the lookout especially if you

have small children. live from san francisco i'm tara moriarty ktvu channel 2 news. >> thank you. thousands of police officers, family members, and friends will attend this morning's funeral for the first bart police officer ever killed in the line of duet. tom smith was shot and killed by a fellow officer in a tragic accident last week. this morning's funeral will begin with a police motorcade that will leave oakland at 8:00 to the solemn trip to castro valley. last night a procession of police cars and limousines left the chapel for a viewing for smith. the flag outside the chapel was lowered to half staff. police officers traveled all the way from boston to show their support. >> we felt the best thing we could do is come out here at a moments notice and show our

presence of honoring this officer who fell short of his life expectancy. >> stay with ktvu news all morning long for complete team coverage of this morning's funeral. we will live stream the funeral motorcade and service on our channel 2 website beginning at 8:00 this morning. also this morning there will will be a special tribute to the fallen police officer at his former high school. faculty members and students will gather in front of the school shortly after 9:00 this morning to pay tribute to sergeant smith. it will take place at the same time that the motorcade is heading to castro valley. police are looking for a man who broke into the home of an 81-year-old woman and shot her. after the man kicked in the door beverly surprised him and he shot her in the shoulder. she is expected to survive.

the bullet traveled through her shoulder and kept going to her neighbors home. >> the bullet went through her wall and the fence her and then the bullet struck here and fell to the ground right there. >> reporter: police say the suspect is described as an african american man, 175 pounds, wearing all black clothing at the time and armed with a handgun. the city of oakley cracking down on where people can smoke. it requires landlords to make some apartments off limit to smokers. they also ban smoking in common areas. another part of walnut creek's new smoking ban goes in effect today.

that includes balconies, patios, and any common areas. smoking is already banned in the downtown area, public places, and within 25 feet of any doorway. time is 4:35. this morning president obama heads out on a four-state two- day tour to drive home some of the points he addressed in his speech. >> mr. speaker, the president of the united states. >> president obama asked congress to pass immigration reform legislation, raise the federal minimum wage, and provide quality preschool education for more families. if congress doesn't act, he will. >> america does knot standstill and neither will i. so wherever and whenever i can take steps without legislation top expand opportunity for more american families, that is what i'm going to do. >> the president also announced he will issue an executive order raising the minimum wage

for federal contractors. he says it's a step toward fixing income inequality in the u.s.. >> the president talks a lot about income inequality but the gap we face is inopportune inequality. >> as the line sine of the fractured republican party, there were three gop responses last night. utah senator mike lee offered the tea parties rebuttal. and rand paul gave his own response. a group of bay year republicans got together to watch the president's state of the union address. in contra costa county republicans represent nearly 25% of registered voters. we asked the group how the president's speech played to them. >> president obama he's an amazing speaker and i think he's gotten very far with that. at this point we are done with

leader nancy pelosi. this morning president obama is heading to a costco store in maryland to illustrate one of the points in his state of the unions speech. according to bloomberg costco pays its hourly workers an average of $20 an hour and offers generous health benefits. in the afternoon the president is traveling to a steel plant to highlight the retirement policies he talked about in the state of the union address. parts of the south are under a state of emergency this morning due to a rare snowstorm. snow is falling in states that don't normally see it. there are ice and snow warnings in place in mississippi, alabama, and florida. some areas in the virginias and carolinas could receive up to a foot of snow by the end of the day. the storm has caused massive gridlock on many major roads. check out this picture in

downtown atlanta. where a connector to two interstates looks like a parking lot. one driver even endangered her life by pushing her car that had stalled on a major highway. hundreds of children in the south were stranded overnight at their schools because the icy roads were too dangerous for their school buses to navigate. some students were able to attend home late last night after driving on the icy streets. >> i was like if i don't get hem to my parents i'm like i'm going to freak out. they will be calling me and i don't have my phone. [ laughter ] >> that is awesome. one father who's car broke down in fact walked a mile and a half in the cold to pick up his daughter. back here in the bay area we should see rain later today but another local water district is calling for customers to conserve. last night's santa clara valley water district asked for customers to cut their use by

10%. the board voted anonymously to shed $25,000. >> we are going to have to find other ways to survive the next four or five months until we see our way through this. >> the water district says voluntary reductions have worked in the past. in 2009 when the board asked for a 15% cut, the public reduced usage by 18%. we have more details on voluntary water restrictions. here's a map showing the water districts already in place. santa clara and san francisco public utilities commission area. both are asking for a 10% cut. customers are being asked for a 208% reduction in alameda county and in the zone seven water district which includes dublin, livermore. it was a tragic shooting that made headlines all across

welcome back to the morning news. there are growing concerns this morning over security as we get closer and closer to the opening ceremonies of the 2014 olympics. russian terrorist groups have publicly threatened to target the winter games in sochi which begin in about ten games. and they have been advised

traffic is doing pretty well around the bay. we had a little road work on the upper deck of the bay bridge. let's two to the san mateo bridge. traffic is moving along very nicely. steve and i are the fog brothers. half a tank of gas. any way. traffic is moving along pretty well as you head out to the high-rise. no problems at the bay bridge toll plaza. you can see traffic westbound is light. if you are driving in san francisco on the 19th avenue onramp, there is a crash being cleared up. it is not causing a major delay. let's go to steve. and and it's dark and we are wearing shades. boy does it feel cool here. notall sorts of reports coming in of people that say we have drizzle here or fog here. there is a lot of that. there is just not a lot of

rain. maybe tonight. things are moistening up. this is a rain fall projection .04 san rafael. .08 santa rosa. this takes us through friday. there will not be a lot of rain. look at the lows 50s and 60s. 59-watt null creek. 58 san jose. a lot of cloud cover. the cold air is on the way. we have fog, we have drizzle. that will continue. the main storm track is back here. we have to wait for this low to dig in. this will eventually make it but probably not until tonight or tomorrow. that will help the sierra but i don't think we will see much in the way of rain here. we will get something out of this. it looks better for the sierra, nevada. cloudy, mild. drizzle, light rain. afternoon temps 50s and 60s.

welcome back to the morning news. take a look at the surveillance video. now investigators say he is wanted for arson. accused of setting a car on fire at pierce automotive. it happened monday evening. he is described as heavy set, bald, he was wearing a red shirt and black shorts at the time. anyone with information is asked to call the sheriffs department. a report from the san francisco city attorney says the asiana plane crash at sfo was a terrible accident and the airport is not responsible.

it also suggests that 16-year- old ye was already dead before being run over by a fire truck. the report also says the girl and two other teenager who died were most likely not wearing their seat belts and the trauma of the impact may have killed them. the report also offers some recommendations. national standards should be set to avoid rollovers and that airline established lines of communications for family and friends to locate hospitalized passengers. time is 4:53. police in belmont are reporting a spike in mail thefts. thieves are targeting mailboxes out in the open. thieves strike this time of year because they are mining for an end of year tax information. >> it is tax season and a lot of employers are mailing w2's

out to people. they are getting different tax documents in the mail. >> postal inspectors recommend using a locking mailbox, garage mail slots, or a po box. one resident also suggested another possible reason for the increase in mail thefts is the security breaches at target and other retailers. many people are receiving credit card replacements. people are getting letters ordering them to evict the pot clubs. they look official but they are not from the city. he received one of the letters telling him to evict them as a public nuance or face fines of $2500 a day. when he went to the city he was told the letter is fake. >> it could be a competitor. it could be someone who is not located properly and needs to

move that chose my landlord to kick me out so they could move in behind me. >> another possibility is neighbors who don't want pot clubs near where they live sent the letters. police are now involved in the case. consumer activists are warning credit card owners to check their credit cards for charges of a specific amount. they is received a lot of recent complaints about charges for $9.80 for an unfamiliar website. card holders often overlook or don't want to bother questioning small charges but this could be a sign your information has been hacked and that could lead to bigger charges on your account. mcdonalds is counting on coffee to give -- mcdonalds is telling u.s. store owners to deliver quote a gold standard cup of coffee with every visit. justin bieber has a date

this valentines day but it is with a judge. yesterday the judge set february 14th for his arraignment. he was arrested last week in miami. and he was tested to determine if he was under the influence of drugs at the time of his arrest. super bowl weekend is approaching and marijuana shops are cashing in. in 2012 washington and california both approved the use of recreational marijuana. marijuana shops in both states are developing strains named after the team's most popular players. and pot laced baked goods are big sellers. we are getting a sneak preview at one of the super bowl ads. general motors is returning to the super bowl with this commercial. gm avoided the game last year saying it was concerned about escalating costs of the ads. apparently that has changed since chevy has two super bowl ads this year and two more
