good morning. a pit bull shot and killed in san francisco golden gate park. the attack that prompted it and the search that is under way this morning. the funeral for the first bart police officer killed in the line of duty it will start in just hours. the solemn events leading up to that funeral service. definitely looking like rain, feeling like rain, and smelling like rain, so where is the rain? >> and we're live in the south bay where the agency that provides water is asking people to cut back. we'll tell you about the unanimous vote taken last night and what it means for you.

good morning. we want to take you back out live to san francisco's golden gate park this morning. you are looking at a picnic area that was sort of used as an encampment. that is where police shot and killed a pit bull that attacked two people. we will take you back out to the scene of the attack where a search is also under way this morning. thank you for joining us wednesday morning, january 29th i'm pam cook. >> brand new day. middle of the week. good morning, i'm dave clark. let's talk about weather and traffic. you will see some different stuff in the air. >> it is very mild. very tropical almost. almost 60-degrees for some. there is areas of fog and definitely drizzle. maybe a little slower here this morning. we haven't had any rain. there is rain definitely north. shelter cove authority things are beginning to pick up. we need all of this to slide south. it will be a very slow process. overall by the time the system arrives here there won't be a

lot left. rainfall projections through friday don't give us much. maybe couple .01 to a quarter of an inch. 50s to near 60 degrees. so it is really mild and warm. definitely seeing increase in rain. mendocino county and lake county. there is hope here that this system will make it. there is a lot of moisture in place. temperatures in the 50s to start and 60s with drizzle. maybe light rain move into the north bay. here is sal. we are looking at the drizzle and the mist. going to be somewhat coming down here in parts of the east bay. here is highway 4. traffic is moving along okay as you come through there. there are no major problems as you move through. 880 southbound we have two crashes. one of them is gone. southbound 880 as you head to broadway they are still clearing up one of the crashes. we had a crash near keller that moved away. on the peninsula so watch for

that. your drive times are still pretty normal. i would suggest giving yourself a little bit of extra time this morning for your commute because of the wet weather. let's go to the bay bridge westbound. that backup is maybe five minutes at the toll plaza. ten minutes into san francisco. let's go back to the desk. police in san francisco shot and killed a pit bull that attacked two people at golden gate park late last night. tara moriarty is out there this morning where officers have been searching for a dog that is still on the loose. >> reporter: neighbors should though that dog is a white pit bull. one of the two dogs is actually shot and killed on the picnic table that you see behind me here. the animal control has taken that dog away but the other one is still wondering around. we have seen police do patrols this morning in a jeep. the attack happening around 10:30 last night at this homeless encampment. witnesses say a man with two

pit bulls dropped his dog off. while he was develop the two dogs started to maul a man. he was bit several time. when officers arrived they were able to stop one of the dogs in the attack. >> there was a black dog. but the white dog was the aggressor. but i also saw the other guy get bit. >> reporter: the man who suffered several bites was taken to the hospital and is expected to survive 37 a second victim was bit in the leg but refused medical attention. meantime the search continues and neighbors should be on the lookout. that dog is tribed as -- described as a white pit bull. tara moriarty ktvu channel 2 news. time 16:0 -- time is 6:04. thousands of family, friends, and officers will be at the

funeral of a fallen officer. this morning's funeral will start with a police motorcade. it will leave oakland at 8:00 this morning for the solemn trip to castro valley. the public funeral will start at 10:00 at the neighborhood church of castro valley. last night a procession of police cars and limousines left the chapel of the chimes in hayward after the public viewing for sergeant smith. the flag outside the chapel was lowered to half staff during the very emotional ceremony. one group of police officers came all the way from boston showing their support for the bart police department. >> we felt the best thing we could do was to come out here at moments notice and show our presence of honoring this officer who was you know fell short of his life expectancy. >> family members say bart police officer michael maze remains in tremendous pain after he accidentally shot and killed sergeant smith. but maze still plans to be at

this morning's funeral. police officers from all over the bay area are filling in for members of the bart police force. they are stepping in to patrol the trains and bart stations so bart police can be at this morning's funeral. the officers will be on diet until 7:00 tonight. this morning there will be a special tribute to the fallen bart police officer at his old high school. sergeant smith graduated from monroe classic high school in 1989. faculty members and students will gather in front of the school around 9:00 this morning to pay tribute to sergeant smith. the ceremony will take place at the same time the funeral motorcade is on its way to castro valley. make sure you stay right here with us all morning long. we will have complete team coverage of this morning's funeral. we will also live stream from this morning's funeral on our channel 2 website beginning at 8:00. democrats home the death of

a santa rosa den -- it requires that bb and pellet guns be clearly painted bright colors to help police distinguish them between real guns. the proposal which was introduced following the shooting death of 13-year-old andy lopez now goes to the assembly. republicans oppose the bill saying it endangers officers lives because there are real guns made in different colors to appeal to women. a new gun safety campaign backed by some bay area investors getting a lot of attention. that is because it is offering $1 million in prize money. the investors call the campaign the smart tech challenge. they will award $1 million worth of grants and prizes to those who come up with the best ideas to help reduce gun violence. inventors can submit ideas until march 31st. one has proposed inventing a gun that can be unlocked using a fingerprint sensor.

this morning president obama heads out ton a four- state, two day tour drive -- heads out on a four-state, two day tour. >> mr. speaker, the president of the united states. >> now among many things president obama asked congress to pass immigration reform legislation, raise minimum wage, and quality preschool. >> america does not standstill and neither will i. so wherever and whenever i can take steps without legislation to expand opportunity for more american families, that is what i'm going to do. >> president obama announced he will issue an executive order raising the minimum wage for federal contractors. he says it's a step toward fixing income inequality in the u.s.. but republicans in their response to this meeting says

the president's policies are to blame for the income gap. >> the president talks a lot about income inequality. but the real gap we face today is one of opportunity inequality. and with this administration's policies, that gap has become far too wide. >> and there is another sign of the fractured republican party. there were three republican responses last night. utah senator mike lee offered the tea parties rebuttal and senator rand paul gave his own independent response. we have more of the president's state of the union response on our channel 2 website. you can find it in the hot topic section and includes our interview with san francisco mayor ed lee. he was in washington sunlight next to the first lay -- sitting next to the first lady. president obama is heading to a costco store in maryland to illustrate one of the points in his state of the union speech who is paying workers higher wage is good business.

this morning president obama is going to a costco in maryland and what he will be doing is talking about costco's business practices. according to bloomberg costco pays its hourly workers an average of $20 an hour and offers generous health benefits. and then he is traveling to a plant in pennsylvania to highlight the retirement policies he talked about in the state of the union address as well. time is 6:10. in the south bay the agency is that provides water to many cities voted to call for a cut back in water uses. this is a response to our lack of rainfall that has made things dry all over the state. ktvu janine de la vega is joining us live from san jose to tell us what this will mean for the people down there. good morning, janine. >> reporter: good morning, dave. the ground here in san jose is wet. we got light sprinkling overnight. that is good news but nearly enough to help with the drought situation. and the santa clara valley water district says people here in the south bay will recognize

that and do their part. the water agency provides water to $1.8 million people in santa clara county and they voted anonymously to set a goal to reduce water usage. it also approved $500,000 to be used for a public awareness campaign and outreach. the agency is considering doubling the rebate they offer to residents which conserve by having drought resistant landscaping. they are trying to think about how to help conserve >> we have two big lawns and so i would think that people who are thinking about putting in a new lawn would maybe change their ways a little bit. i'm kind of thinking of that in those terms too. how to redo things so that we don't take up as much water. we don't use as much water. >> reporter: the county's ground water supply is in the normal range. the continued dry conditions could lead the supply to decrease when it enters the

time now is 6:15. boy i grew up in this and i don't miss it. parts of the u.s. not used to snow blanketed? snow this morning. severe weather warnings in states including, mississippi, alabama, georgia, and even florida. parts of the carolinas and virginia could be hit the hardest today. from atlanta to new orleans, cars are stuck in the snow, stuck in the sleet, parts of the south are under a state of emergency.

our reporter sarah is live in fayetteville, north carolina where there is a chance of morning snow showers. sarah. >> reporter: that is right. we already got about two inches overnight. you can see the roads are still pretty slushy and that is a condition that is happening in a lot of towns across the south right now. very dangerous on the roads. the big story this morning is still the children who was stuck overnight in their schools in alabama and georgia. 4500 students had to spend the night last night in school at hoover. they had no way to get home. 800 more were stuck in birmingham, alabama and in the atlanta area kids were stuck on their school buses for hours. some of them not getsing home until early this morning. some of them not until about an hour ago. the main problem there was gridlock. schools and businesses they all let out at the same time yesterday afternoon when the snow began to fall. there was a mad rush to get out. it caused massive traffic jams.

a lot of people ran out of gas and abandoned their cars and walked. many spent the night sleeping on the floors of convenient stores and fast food restaurants. a lot of questions remain in the southeast about why those kids went to school in the first place. knowing the weather forecast was for a couple of inches of snow. and in many places including where i am in fayetteville before the snow came there was ice and that caused a lot of dangerous road conditions. five people died in car crashes in alabama and many mayors are telling people to stay home. >> thanks for that update from north carolina. time is 6:17. the storm is causing problems for many airports. the airports most effected

include heartsfield, jackson, and atlanta. houston's george bush international. chicago o'hare airport. here in the bay area the three major airports report no major problems here but obviously there is concern that the weather problems around the country may have a ripple effect later today. oakland mayor jean quan now has more firsthand knowledge about oakland's crime problem. she left a community meeting last night and found the rear windshield of her car smashed. nothing was stolen. it's unclear if it was an act of vandalism or attempted burglary. time is 6:18. let's get everybody out the door. sal, we have seen fog, some roads are wet, and we've seen crashes too. >> yeah. this is kind of a preview. you guys talked about it. when it does rain. when it really does rain we will see more of this. the steady drizzle especially

in the oakland hills have made for more crashes. let's take a look at highway 24. it is about an eight minute drive from pleasant hill to oakland through the tunnel. we had an earlier crash that was cleared. the traffic has recovered but it is still busy and it's getting busier. when you get to the toll plaza we have a 15 minute delays at the tole. it's taking almost a half hour. that is your live drive time. on the peninsula we had a couple different things. and steve and i have been telling you. no, this is not rain, it is drizzle. but steve as i toss to you, imagine what will happen when we do actually get rain for the commute. >> oh come on, sal, that is crazy talk. >> i know, it is steve. back to you. thank you very much. we're at sfo. maybe flight delays due to low cloud deck. this is january yet it seems like the pattern is a june or july one.

fog, drizzle. they are getting rain on the north coast. look where everything is driving. it is driving north. we need this all to go this way which would be over us. we are getting some of the lower level moisture coming in which is why we have cloudy skies, really mild conditions. we get a south wind in advance of that. which is usually a storm direction. although this is not really a storm. this is the rainfall projections through friday at noon. .08, .07. so you can tell why i've not been too excited. it will be better to the north. it will be better for the sierra nevada. 50 to near 60 degrees on the lows. there is a couple near 60 degrees. southwest 15. i mean if you know i hang my hat on fairfield and that wind direction. we haven't seen that in a long time. a little bit of a southerly breeze for most or a westerly breeze. dan who is our ace engineer said on the ultimate pass it was 62 degrees.

on the ultimate pass and calm. that is unheard of. that is very warm air aloft. things are picking up radar wise. yo can see fort bragg point arena. so there is hope here. amazingly cold. frost and freeze warnings out to new orleans. and there is freezing rain and snow. this is something we may not see for a long, long time. 55 ukiah. and they say fog as well. 57 sacramento. snow level in the sierra will start way up. winter storm warning starts tonight. a lot of humidity. if yo do anything, you will feel it. it's almost florida like here. light rain to the north. that winter storm warning goes from friday. so snow level way up but then it will come down. 60s on the temps. everyone will be really close

welcome back the ktvu channel 2 morning news. newly released surveillance video shows the three men responsible for a robbery at a chipolte restaurant. all three men were wearing dark

hoodies at the time. seen on the surveillance video you can see them entering the back door of the restaurant. this was at 10:00 closing time. police say they attacked four employees, made off with some cash, and left in a tan colored sedan and they are still on the loose. if you have any information, you are asked to contact police. time is 6:25. tickets for super bowl xlviii can cost thousands of dollars but all of that money won't necessarily get fans seeing the game in person the best views. that is because the nfl is blocking live streaming of the game inside met life stadium. they are blaming limited band withinside the stadium. and it's better to give fans the ability to up load comments and videos to social media than down loading video they can already see on the boards. general motors getting back to the super bowl advertising blitz with two new commercials

business news coming up. >> we will smile and say good morning, to you. middle of the week. wednesday january 29th i'm dave clark. >> good morning, i'm pam cook. time is 6:30. we've seen some wet on the pavement. oh my gosh look at behind me. >> how did you do that? >> i can't give away my secrets. >> okay we will take it. >> castro valley. oakland reporting drizzle. finally. i know it is not much. but when we've gone 13 months without. it's over. it didn't last long. very, very mild warm conditions coming in. we get the fog and some of this drizzle. there is pretty good rain stacking up. we need that to slide south. and there is hints it's about to. really balmy, mild, and warm. we are getting westerly and southerly breeze. a lot of that moisture streaming in here. so a cloudy, muggy day. things right near clover dale are picking up. no doubt about it to the north.

there is a lot of moisture in place. we just need this to slide south. probably won't be until later today. a lot of fog and drizzle here. muggy conditions in the morning. and then tonight we will get this to drop south. highs today only in the 60s. here is sal. steve, good morning. we have the conditions. it is drizzle as you mentioned. but it's enough to wet the roads. and then we have more fender benders as a result people are driving a little bit more slowly perhaps. you will have to add a few minutes to your drive time. for example from antioch to bay point usually it takes about ten minutes. taking a little longer than that now. 680 southbound there is a crash in pleasant hill i will put on a map. i want to go to the toll plaza just to check it out. that looks like already it is a 30 minute delay into san francisco. it looks pretty slow here and the 30 minutes counts about the 20 minutes you will be waiting at the toll plaza.

that is what you have to plan for. we mentioned pleasant hill. there is word of a new crash. 680 southbound near pleasant hill road exit i'm sorry 680 near tree is what i present to say in pleasant hill. 6:32 let's go back to the desk. >> sal, thank you. today is a very special day to remember and say fair well to a fallen police officer. thousands of police officers, family members, and friends will be at this morning's funeral for the first bart police officer killed in the line of duty. ktvu alex savidge is joining us now from castro valley and that funeral starts in a couple hours. >> good morning, dave. in a couple hours from now there should be a huge crowd on hand. this is the neighborhood church of castro valley. they expect nearly 3,000 people will be inside the church. many of them in the main auditorium area and they will have standing room only crowd watching on some of the screens they have set up here outside

the main room. they are getting things all prepared. the service starts at 10:00 this morning. police officers from around the bay area and country will be here. it is also expected that officer michael maze will be in adentins-- will be in attendance. last night a public viewing was held for smith. the 42-year-old husband and father of a six-year-old daughter. at that time hundreds stopped by. that included many police officers and their families. smith was shot to death during a search of an parent in dublin last week. relatives tell ktvu news the two officers were friends and golfing buddies and both families are grieving. >> especially hard not just for smith family but for the mazes. >> and to make it possible for fellow bart officers to attend

condition of the two victims and search for the dog that is still on the loose. right now 6:35. there are reports about trouble with the demolition of the old bay bridge. ktvu channel 2 reporter brian flores is out on treasure island with more on the new delays and how much it could cost the drivers. brian. >> hi, pam, good morning. many of us may have forgotten about the demolition of the old eastern span because many of us driver across the new span and enjoy it every single day. according to a new report it is months behind schedule. about six months behind schedule in fact. according to an article it may cost an additional $5 million as well to taxpayers to tear down. and because of that it is being reported that cal tran has given a green light to renegotiate a contract to tear down the old eastern span with contractors. another reason for the set back the article also cites cal tran saying they were not able to get the necessary demolition

permits because they were getting ready for the new span. originally plans were to have the pedestrian bike path ready to be connected to the island by early 2015 but cal tran says the chronicle as well it may be now until the summer of 2015 before it is ready. the recent set back is unacceptable. back out here live there was a meeting to talk about why the bay bridge cost so much and why it is behind schedule. you'll hear more of what came out of that meeting coming up in our 7:00 hour on mornings on 2. brian flores ktvu channel 2 news. time is 6:37. new report by the san francisco city attorney says the asiana plane crash was a terrible accident and the airport is not responsible. it also suggests that 16-year- old wang was already dead before she was run over by a fire truck. that contradicts the coroners findings.

the report also says the girl and two other teenagers who died were most likely not wearing seat belts and it's the impact that most likely killed them. report also offers recommendations it says national standards should be set to avoid rollovers and airlines should establish lines of communication for family and friends to find hospitalized passengers. and asiana airlines was not able to do this. people? santa claire are county are the latest to be cut back on their water use because of the drought. janine de la vega is joining us now from san jose with why the water district believes asking for voluntary cuts will be enough. janine. >> reporter: pam, when i came into work this morning it was drizzling here but it is now stopped. ground is still wet. you can see that right here. we still need more rain. before we can get a significant amount of rainfall they need more people to conserve.

the board voted to set a goal to reduce water usage by 10% from last year. it also approved $500,000 to be used in a public awareness campaign. the agency is considering doubling the rebate they offer residents who conserve by having drought resis tenth land scaling from $1 to $2 a square foot. >> we always have had 22 rebate programs. and this is just adding the incentive with more funding back. we've passed measure b. >> reporter: the county's ground water supply is in the normal range. the continued dry conditions could lead to the supply to decrease to the point where it enters the alert stage. water agency officials say cutting back will ultimately be up to the city's private companies that they sell water to. a committee almost also be formed to address water

they really need to be on the lookout for this white pit bull. the other dog involved in the attack was shot and killed on this picnic table. we have seen police do patrols this morning in a jeep. police have just had a shift change so they are regrouping. the attack happened around 10:30 last night at a home lyceum campment. witnesses say a man with two pit bulls dropped his dogs off with someone in the camp while he went grocery shopping. while he was gone the two dogs started to maul a man. >> some guy was getting mauled beside the bench. located right over here. and then i hear this woman screaming at the top of her lungs. >> reporter: the man who suffered several bites was taken to the hospital. he is expected to survive. a second victim was bitten in the leg but refused medical

treatment. live from san francisco's golden gate park i'm tara moriarty ktvu channel 2 news. oakland police are looking for the man who broke into the home of an 81-year-old woman and shot her. that happened at 10:30 yesterday morning at the woman's home near laguna avenue. police say after the man kicked in the door, beverly surprised him and he shot her in the shoulder. she is expected to survive but police say the suspect described as an african american man 175 pounds, six feet tall. he was dressed in all black at the time and armed with a handgun. time 16:-- time is 6:45. new york congressman grim defending his tv interview after the president's state of the union address. >> and just finally before we let you go since we have you here. >> i'm not speaking about anything that is off topic. >> well what about? all right congressman michael grimm does not want to talk about the allegations concerning his campaign

finances. >> now afterwards congressman grim was facing a federal investigation into campaign donations. came back. he told the rotifer he tried to sneak in a question like that again he would break him in half and throw him off the balcony. congressman grim said he is not the last congressman to tell off the reporter. there is growing concerns about security as we get closer to the olympics. russian terrorist groups have publicly threatened. some of the american athletes are telling family members to stay home. but many say the threats won't stop them from going to sochi. a local high school basketball player you have to watch this. he made the shot of a lifetime. >> the game is over. it's a two possession game. comes off and that will do it.

6:54 is the time. dow jones down about 100 points right now. more than a half of a percent. s & p and nasdaq also down about a half a percent. still a lot of concern about the emerging markets but also disappointing earnings coming in as well. boeing reported less than expected profits and that sent stocks down more than $6 a share. at & t reporting disappointing numbers for the straight and that stock down as well. right now yahoo stock down as well. $2.39 a share. the sunnyvale tech company reports overall revenue fell for the fourth quarter in a row. yahoo is struggling with its online ad sales. there are reports that yahoo has closed its deal to acquire tom fullery. insiders say his existing

business which includes the incker app will be shut down. it's not clear if the deals will be turned into yahoo products. but product development is key to increase the number of people who use yahoo. landlords of medical marijuana dispensaries in san jose are getting letters telling them to evict the pot clubs. the letters look official but they are not from the city. joe tarmino rents space to mini marts. he got one of those letters to evict mini marts as a public nuance or face fines of $2500 a day. when mini marts president wept to the city asking -- went to the city asking for an explanation, he was told that letter was a fake. >> it could be a competitor. it could be somebody who is not located properly and wants to move. >> investigators say another possibility is coming from
