but some. a lot of low clouds, fog, drizzle. rainfall projections are not that impressive for us. ma maybe a couple 1/100ths to .25. right now it's really warm. 50s to almost 60. if you got a balmy, tropical feel, it is. we have a southerly direction on the wind. rain, okay, .75 to the north. .5 up to crescent city. things are beginning to pick up. for us, cloudy, drizzly. 50s will give way to 60s on the temperatures. look for an increase. you might want to grab an umbrella for throw it in the back. mostly cloudy with the morning fog and drizzle makes for slick roads. here's sal. steern, good morning. we have the wet roads from the drizzle. that's causing a share of problems. we'll start off with a look at the bay bridge toll plaza. this looks somewhat normal. it's about a 30-minute drive time if you count the time at the toll plaza and on the bridge getting into san

francisco. 30 minutes, maybe more than that at this point, as the traffic time, i should say, the drive time continues to increase. moving along to the san mateo bridge. this traffic looks okay but you notice that the fog and the drizzle will play a role in your morning commute. southbound 680 pleasant hill, we had an earlier crash near treat. southbound 680 there is a car fire near crow canyon road. traffic is backed up all the way from walnut creek if you are heading south, if you can get on the freeway after crow canyon road, you will do yourself a favor. back to the desk. >> thank you. it's a day to remember a fallen officer. thousands of police officers, family members and friends will attend this morning's funeral for the first b.a.r.t. police officer ever killed in the line of duty. ktvu's alex savidge joins us from castro valley where the funeral begins in a few hours. good morning, alex. >> reporter: good morning to you. they are expecting a large crowd of mourners to be onhand at the church later this morning. as many as 3,000 people expected for the funeral

services. this is the neighborhood church of castro valley. as we push inside, you can see there are some police officers already inside right now preparing for the services. they get underway at 10:00 this morning. let me show you video we just shot inside the main auditorium here in the church. this is where friends, family members and fellow officers from around the bay area will gather for this funeral today. it is also expected that officer michael maes will be in attendance. he's the b.a.r.t. officer who accidentally fired that fatal shot, killing his partner and friend. , tom smith. last night there was a public viewing held for smith. the 42-year-old husband and father of a 6-year-old daughter and hundreds of people will stop by the chapel of chimes in hayward to pay their respects. smith was shot to death. maes mistakenly opened fire on him. law enforcement officers from across the country are here in the bay area right now to pay their respects to smith. >> we felt that the best thing

we could do was come out here at a moment's notice and show our presence of honoring this officer who -- you know, fell short of his life expectancy. >> reporter: to make it possible for fellow b.a.r.t. police officers to attend this morning's funeral, other local law enforcement agencies will be stepping in and sending their officers to patrol the train stations and the trains for the next day. now, leading up to the funeral, there will be a motorcade of about 30 b.a.r.t. police cars that will leave the headquarters inian town oakland at around 8:00 this morning, just an hour from now coming here to the church. relatives tell ktvu that smith and maes were more than partners. they were friends. they were golfing buddies and this will certainly be a difficult day for both of their families. live this morning in castro valley, alex savidge, ktvu channel 2 news. >> thank you. stay with us all morning long for complete team coverage of the funeral. we will live stream part of the

[ cheers ] >> now, among many things, president obama called on congress to pass immigration reform legislation, raise the federal minimum wage, and provide quality preschool education for more families. he also said it's time for women in america to get equal pay for equal work. >> this year, let's all come together, congress, the white house, businesses from wall street, to main street, to give every woman the opportunity she deserves because i believe when women succeed, america surk seed -- succeeds.

>> the president said he will issue an order to raise the minimum wage for federal workers. however, republicans in their response say they have a better plan. >> we hope the president will join us in a year of real action by empowering people, not by making their lives harder with unprecedented spending, higher taxes and fewer jobs. >> and one sign of the fractured republican party, there were three republican responses last night. mike lee here offered the tea party rebuttal and rand paul gave his own independent response. a group of bay area republicans got together in walnut creek last night to watch the president's state of the union address. in contra costa county, republicans represent nearly 25% of registered voters. we asked the group gathered at a restaurant what they thought of the president's speech. >> i feel like he's pretty much saying the same old, same old.

>> really, what he says tonight mean anything. you have to look at what he has done. i don't trust he will follow through with any promises made. >> one thing we also heard from the people at the republican watch party is a desire for more accountability from both parties. the longest applause during the state of the union april dress was not for the president but for an army ranger severely injured in afghanistan. recorded. we posted more of the president's speech at ktvu.com. you can find it in the hot topic section. 7:08. well, mayor's lee push to raise san francisco's minimum wage it's getting support from a surprising support. the minimum wage in san francisco right now is 10.74 an hour. half of the small businesses who were surveyed say they are in favor of raising it to $12 an hour. 16 oppose the idea. four others said they had no opinion but an increase to $15, now that was less popular. mayor lee says he's gonna put a minimum wage increase on november's ballot but he didn't say how much it would be. new reports out, big delays in the dem ploe demolition of the old bay bridge. caltrans shut it down moments before opening the new bridge. today's chronicle says the project is already six months

behind schedule. that's because of trouble getting demolition permits along with many other problems. the delays have prompted caltrans to reopen their negotiations with the contractor to try to speed things up. democrats in sacramento hope the death of a santa rosa teenager killed while playing with a replica toy gun will inspire a new law. yesterday, by party vote, the state senate approved the imitation firearm safety act. it requires that bb and pellet guns be clearly painted bright colors to help police distinguish them from real guns. the proposal which was introduced following the death of 13-year-old andy lopez now goes to the assembly. republicans oppose the bill saying it endangers officers' lives because there are real guns made in other colors to be more appealing to women. san jose's city auditor says some employees racked up traffic expenses that were more

costly than necessary. the auditor examined 300 files from the past few years. the city incurred $250,000 in travel expenses within the county, $213,000 within the state and nearly $400,000 out of state. departments listing the largest expenditures included san jose police, the may areoffice, the -- the mayor's office, the airport and the environmental services department. a private meeting set for today in the high stakes battle over a prime piece of san francisco real estate. the board is deciding the faith of heat coveted acres of land right by christie field. george lucas wants to build a museum. critics say the building would not fit in with the remarkable landscaping around it. the board is considering several other land use proposals. all right. 7:11. a pit bull, shot and killed in san francisco. why police took this action

the rear window of her car smashed. nothing was taken. it's unclear if this was vand vandalism. the threat of zombie bees is three flying out the country -- is flying out the country. scientists say this causes neurological damage resulting in jerkry movement and night activity like a zombie. last fall, a vermont beekeeper discovered them in the hive. this is the first time the zombie bee has been found in the eastern united states. it's been found in the west before and the zombie bees were first discovered in 2008 by a prose ferrer from san francisco -- professor from san francisco state university. parts of the south are under a state of emergency this morning because of a rare snowstorm. there's snow in states that don't normally see it. ice and snow warnings in places

like mississippi, alabama, even florida. some parts of virginia and the carolinas could get up to a foot of snow by the end of today. almost 5,000 flights have been canceled since monday. now, the bay area airports report no major problems but it's possible we could see a ripple effect later today. meantime, hundreds of children in the south, they were stranded overnight at school because the icy roads were just too dangerous for school buses to ride on. some of the students in atlanta were able to finally go hoege late last night -- home late last night after spending hours driving on those icy streets. >> i was like if i don't get home, i'm gonna freak out. my mom and dad don't know where i am and they will be calling me and i don't have my phone. >> we all love this little girl. [laughter] >> i know. >> one father, his car broke down, he walked a mile and a half in the cold and the snow to pick up his little girl.

>> yes. hopefully they got reunited. people in atlanta say as soon as the snow started to fall, the traffic backed up. this is video from this morning from an atlanta traffic camera. you can see traffic is backed up for miles. it's just at a standstill, actually, as the bad weather continues in the area. the problems began around lunchtime yesterday when schools began to let students go home. many people started to leave work early. instead of highways became sheets of ice and caused the roads to slide off the roads in bumper-to-bumper traffic traffic. one woman said her commute took her five hours. home depot kept 26 stores open all night for customers who could not go home. a little bit of southern hospitality there. i talked to my parents a couple of days ago. they are in myrtle beach, they left the northeast to get away

police cars and then drive to castro valley. speaking of castro valley, we're live there as well. these are live pictures. the funeral for police sergeant tom smith will begin here in a couple of hours. sergeant smith was shot and killed last week by a fellow police officer in a tragic accident in dublin. the public funeral begins at 10:00 this morning at the neighborhood church of castro valley. make sure you stay right here with ktvu "mornings on 2" for the next 90 minutes for our team coverage. 7:34. in developing news from san francisco, police are stepping up their search for a pit bull involved in an attack at golden gate park. ktvu's tara moriarty joins us live from where the mauling occurred. and tara, you say there is a warning for those who live in the area. >> reporter: that's right if you see a white pit bull running around, you should call 911. it is considered aggressive. it was one of two dogs involved in an attack here near this homeless encampment that you

see. animal a control is patrolling the -- control is patrolling the park. in addition to the police officers. the attack happened at 25th and lincoln way. a man with two pit bulls dropped his dogs with with people at the stamp and went to go do some grocery shopping. while he was doing the dogs started to maul a man. >> we heard some screaming. my neighbors and i were looking at that. we basically just grabbed what we could. i called the police before i entered the park and saw the whole thing happen. >> reporter: police shot and killed the black pit bull but the white dog got away. the man who suffered several bites was taken to the hospital and is expected to survive. a second victim who is trying to help was bit in the leg but refused medical attention. we continue to check in with police to see if they caught the dog. again, it's a white pit bull last seen near 25th and lincoln

way. live from san francisco, i'm tara moriarty, ktvu channel 2 news. 7:35. a san rafael family is in temporary housing this morning after their home caught fire last night. it started around 11:00 in the garage of a home on surfwood circle. this is a photo from the san rafael fire department. firefighters say oily rags from a recently refinished wood deck may have started the fire. no one was hurt. but the fire caused about $200,000 damage. a new report from the san francisco city attorney says the asiana plane crash at sfo was a terrible accident and the airport is not responsible. it also suggests that the 16- year-old girl who was killed was already dead before she was tragically run over by a fire truck. that contradicts the coroner's conclusion. the report also says the girl and the two other teens who died probably were not wearing seat belts and died from the impact. and the report offers

recommendations. it stays national standards should be established to avoid roll rollovers. 7:36. happening right now. president obama will be following up on some of the points he made in his state of the union address last night. in an appearance this morning at a costco store in maryland, he just wrapped up his speech at this costco in maryland this morning but in the speech last night, president obama cited costco as proof that paying workers a higher wage is good business. according to bloomberg, costco pays their workers an average of $20 an hour and offers generous health benefits. in the south bay, the agency that provides water to many cities voted to call for cutbacks in water uses. this is all because of the lack

of rain that's made dry conditions all over california. ktvu's janine de la vega joining us live from san jose to tell us, janine, what that means for the people down there. >> reporter: dave, the ground is actually still wet here from overnight drizzle that fell last night here in san jose. we haven't had rain in so long that the santa clara water district decided had needed to take action. the santa clara water district voted last night to set a goal to reduce water usage by 10% from last year. the water agency provides water to 1.8 million people in santa clara county. it responded to governor jerry brown's drought declaration earlier this month. water agency officials say cutting back will ultimately be up to the cities and private companies they sell water to but they are strongly urging them to follow their recommendation. >> we should formulate a letter to all cities encouraging the participation and they are not telling people how to run their

cities. this is what it is. we don't want a crisis. let's start it now. >> if you take long showers, cut back on that a little bit. essentially, if you can have instructions, something, a plan, we're gonna cut back on the water, this would help out better. >> reporter: $500,000 was approved for a public awareness campaign. the agency is considering doubling the rebate offering those with drought resistant landscaping. the continued dry conditions could lead to the supply to decrease to the point where it enters the alert stage by the year's end. a committee will also be formed to address help to push these conservation efforts forward. reporting live from san jose, janine de la vega, ktvu channel 2 news. more now about voluntary water restrictions in the area. this map shows the water districts that have restrictions. they include the santa clara valley water district and the san francisco public utilities commission service area.

both want a 10% cut in water uses. customers are being asked for a 20% reduction in the alameda county water district and in the zone 7 water district that includes dublin, livermore and pleasanton. marin county wants people there to cut their usage by 25%. east bay m.u.d. will decide in about two weeks if they will ask customers to voluntarily cut back on water use. california's drought situation may be worse than most people believe. state officials say there are 17 communities that could possibly run out of water within the next two to four months. they include healdsburg and cloverdale in sonoma county to the lompico county water district in santa cruz county. officials say the list of areas that are desperately in need of water will only get bigger. oakland police are looking for the man who broke into the home of an 81-year-old woman and shot her. this happened around 10:30

yesterday morning at the woman's home on laguna and potomac treatment. police say after the man kicked in the door, she surprised him and he shot her. the bullet traveled through her shoulder and kept going through her neighbor's home. >> the bullet went through her wall and it went through the fence here. and the bullet struck here. and then fell to the ground right there. >> police say the suspect is described as an african- american man, 170 pounds. 6 feet tall. he was dressed in all black and armed with a handgun. newly-released surveillance video shows three upon responsible for a -- men responsibility for a robbery at a chipotle's. all three are wearing hoodies. you can see them going in the back door just after closing time at 10:00 sunday night. the robbers pistol-whipped four employees and stole cash. the men left in a tan-colored sedan. they are still out there on the

here comes the police officer procession heading down past the coliseum. you see they've blocked all of the lanes. here comes the first lead car. these are all law enforcement vehicles heading down to the neighborhood church in castro valley for this morning's 10:00 a.m. ceremony. you can see this is causing traffic. in fact, people have been sending messages, wondering, hey, why is 880 blocked? this is the reason. here comes the motorcade. again, be aware this is happening. they are heading to castro valley. this is going to cause traffic tieups. all right. let's move to the toll plaza, westbound. that's about a 25, 30-minute delay. no major problems. the delay is getting less than it was about a half-hour ago. speaking of castro valley, 580 is a mess because of an earlier crash at strobridge. it's 8:03 back to the desk. topping our news, today is a special day of morning for a fallen bay area police officer.

in two hours from now, thousands of law enforcement officers, family members and friends will be at this morning's funeral for the first b.a.r.t. police officer ever killed in the line of duty. police sergeant tom smith was shot and killed last week in dublin by a fellow officer in a tragic accident. we have team coverage for you on this sad day for b.a.r.t. police. alex savidge is live at the castro valley church where the funeral will be held. but we'll start with ktvu's brian flores in oakland. brian, you are at b.a.r.t. police officers where the motorcade protection session to the funeral -- procession to the funeral as sal was just showing us got underway a few moments ago. >> reporter: they got underway this morning. many did not want to ta talk to us, understandably, as they head to the service. that service is taking place at 10:00 at the neighborhood church in castro valley. but if we go to video from

earlier, we saw them standing at attention here at a b.a.r.t. police headquarters. many saluting, also receiving a handshake as well from b.a.r.t. police chief rainey. he's giving words of encouragement. this procession left at around 7:55. 30 police officers and four buses are part of the procession this morning. as we saw the procession leave about two officers per car were inside as they headed to the procession. the chp is letting people know. there may be some brief traffic break as this procession makes its way through castro valley. the procession made its way south on 8th and then 880 and then 238 into castro valley. do expect some traffic breaks as you -- if you are headed around the route at this procession. but very solemn day this morning for bean b.a.r.t.

mayor lee says he will put a minimum wage increase question on the november ballot but he didn't say how much it would be. it is 8:10. there are now reports of big delays in the demolition of the old bay bridge. caltrans shut down the old eastern span during the labor day weekend moments before opening up the new bridge which was long delayed. today's chronicle reports demolition project is already six months behind schedule. that's due to getting trouble with demolition permits along with several other problems. the delays have prompted caltrans to reopen negotiations with a contractor to try to speed things up. slow going on both ends of the bridge. negotiating still for peace in syria. how yesterday's talks were suddenly cut short but why there's still hope for a deal. and we want to show you a live look in atlanta. there we are. you can see snow on the ground.

syrian peace talks in switzerland are moving forward today after a setback yesterday. this is video of negotiators arriving at the u.n. headquarters in ge bhee vau this morning for the sixth day of talks. yesterday, the u.n. mediator cut the session short that was of a representatives of the syrian qost expressed anger at the u.s. government for refusing to sand refuse -- for refusing to send aid. a syrian government wanted opposition leaders to denounce the u.s. resumption of aid which the rebels refused to do. zombie bees, they are a threat around the country. now, a zombie bee is created when a certain kind of fly attaches itself to the bee, then injects its eggs which

start to grow inside the bee. scientists say that causes nur lodge dal damage and it results in jerky movements and activity at night like a zombie. last fall a vermont beekeeper found them in his hive. this is the first time they've been found in the eastern u.s. they were first discovered by a professor at san francisco state university. the nba just canceled tonight's game pitting the detroit pistons at the atlanta hawks while other pro and college games could be postponed as well. officials are concerned about the safety of fans trying to drive on the treacherous roads. parts of the south are under a state of emergency. nationwide 5,000 flights have been canceled since monday and while bay area airports report no major problems this morning, there could be a ripple effect later today. and just moments ago, atlanta's

mayor announced there are still an unknown number of people stuck on a major highway because of the snow and ice. these are new pictures taken of one of the atlanta highways, you can see the right side looks like a parking lot and the left side a tangle of parking lots blocking the traffic there. there was a large accident involving several big rig trucks on the highway. atlanta's mayor blames the tieups on too many schools and businesses letting people go home at the same time yesterday. drivers who were able to get home, say commutes that normally average 45 minutes took more than five hours last night. so what to do? well, home depot kept 26 of its stores open all night to provide emergency shelter for stranded drivers in alabama and georgia. take a look. some of these pictures at home depot in roswell, georgia. people fell asleep on patio furniture. one man slept on lumber.

them were b.a.r.t. police cars. now we have cars from other agencies joining in. you see the flag draped from one of the truck companies there they are arriving. they were on 880/238. please not only should you give them the right-of-way but you should expect traffic delays. not only here but later on as the funeral service does break up in castro valley. let's move along and take a look at the toll plaza, it's improved a little bit. this is about a 15-minute total time. five minutes waiting, ten minutes on the bridge. that's your drive time about 15 minutes a little bit more maybe but not much. and if you are driving on 880 south, the motorcade and also slow traffic heading down to the hayward area. you can see as i kind of move the map, it's slow all the way down to milpitas. this drive time is horrible as you drive down there. please give yourself extra time. 8:19. let's go to steve.

thank you, sal. good morning. mostly cloudy. there are a couple of breaks here. a lot of reports of drizzle. the streets are wet. we'll take it. we're going to get some rain overnight tomorrow but not a lot. there's some pretty good rain on the north coast. no doubt about it. i've seen .5 to an inch. for us, we're waiting for all of this to drop south. unfrblth -- unfortunately, some of that cloud cover may race to the north. some cold air is on the way. it will be here thursday and friday. other lows are in the 30s friday and saturday morning. be prepared. we'll get some rainfall but the rainfall projection takes us through friday is not that impressive. a couple of 1/100ths. by the way this january will probably go down in san francisco, driest ever, warmest ever. we need more rain than what we'll get. that's for sure. unseasonably mild air. this is almost like a summertime pattern where you get a westerly wind, you get the fok -- get the fog and the

drizzle. things are starting to move in the right direction at least for a front to move in. it won't be until later. for those of you in the north, you are finally getting okay rain. not too much yet up to mendocino county, lake county. sonoma or napa county. a lot of this moisture continues to move in. that's the deeper moisture continuing to move in. that's a real slow mover. brutally cold but not bad as it was. 20 in new orleans, freezing rain and freeze warnings out in areas that never see that and also freezing rain or snow in the carolinas. you can see the line there, it looks like it's starting to push south. for us, very mild. even up in tahoe. winter storm warnings starts up there and goes through friday. we'll see the system move in late tonight. but watch how this moves over the bay area. that will be late tonight, tomorrow morning. that's it. i don't think we'll get much.

welcome back. 8:30. this is "mornings on 2." we are have live coverage from castro valley, you are looking at it with us. bart police sergeant tom smith's funeral in castro valley, the motorcade arriving. the car is pulling in. you've got police officers from all over the country attending here. this is the neighborhood church of castro valley where the service will take place about 9:00 as the damrah pans around -- camera pans around, you can see where the church is and people are walking up the steps arriving. they will coming -- thousands are expected. ktvu's alex savidge is also there at the church. he will have another live report coming up in about 15 minutes. it's wednesday, january 29th. i'm dave clark. let's talk about your weather. that's news this morning, too, steve. >> finally, dave. even though it's been only drizzle. we've had reports down to santa clara valley and maybe in your backyard as well. pretty good rain up here.

it's the system sliding south. some of the thicker clouds moving into the north bay right now. so far, just cloudy. there's been some decent totals especially north of fort bragg. it will take time. but late tonight into tomorrow, i think we'll get into rain. not a lot. a couple 1/100ths to .25. plenty of moisture there and also a south wind and a lot of cloud cover. 50s on the temperatures. they haven't moved or budged one iota once i came in here at 4:00 a.m. the breeze is picking up for some. that delta preez is not something we talk about in january. you can see some of the rain to the north. it's not moving too far south yet. it's a very slow process. things are starting to moisten up up a little bit, mendocino county, lake county. cloudy to mostly cloudy. drizzle give way to light rain to the north. highs on the mild some.

we're still looking at real busy traffic. i want to show you a picture in case you are driving on 880, you might want to see this before you go. 880 northbound from the coliseum, it's slow from downtown oakland. this drive is taking 15, 20 minutes. when there's no traffic, it takes about five. you know what you are dealing with. 580 is also slow on 580 coming out of the san leandro. i would still use 580 instead of 80. as we look at the 580 commute, it doesn't look bad but look at 880. that's just terrible heading down to 237 in milpitas. the peninsula is not bad. but in the south bay, we have a lot of slow traffic. 280 a lot of fender-benders, having to deal with the weather, no doubt. one last thing i want to mention. the traffic at the toll plaza is backed you for a 15-minute drive time. back to the desk. today is a special day of mourning for a fallen bay area police officer.

these are live pictures. we're in castro valley at the church where in just 90 minutes from now, thousands of law enforcement officers, family members and friends will be at this church for this morning's funeral for the first b.a.r.t. police officer ever killed in the line of duty. that officer, police sergeant tom smith, was shot and killed last week in dublin by a fellow officer in a tragic accident. again, these are live pictures. we're at the church in castro valley where the service will be held. a police motorcade from b.a.r.t. headquarters in oakland left to go to castro valley, about 35 minutes ago. you can see they are all arriving right now. see that flag draped right over the road as they drive in. now, ktvu's alex savidge is there. he will bring us a live report coming up. in the meantime, san francisco police and park rangers are still searching for a pit bull dog that attacked two people last night in golden gate park. ktvu's tara moriarty is there

now to show us where the attack happened and what park politicals did just in the past half-hour. tara? >> reporter: well, they came and cleaned up that homeless encampment. you can see that there's actually a police officer who is sort of guarding the scene near the picnic table in the hopes this dog will circle back. neighbors -- people who use the trails here at golden gate park need to know that an aggressive white pit bull is on the loose. police and park rangers swept the area near 25 get and lynn -- 25th and lincoln way. the attack happened around 10:30 last night. witnesses say a man with two pit bulls dropped his dogs off with people at the camp and went grocery sholling. while he was -- shopping the while he was done, he started to maul a man. the police shot the black dog but the white dog got away. >> i guess we have to review the whole issue of pit bulls. i don't think it's the issue of dogs we need to review. but pit bulls. and some of the people who own

pit bulls, there are wonderful pit bulls and wonderful owners. and there's people who get pit bulls and train them in the wrong way. >> reporter: as far as the attack goes, the man was taken to the hospital. he's expected to survive. a second victim was bit in the leg but renewed medical attention. we continue to check in with police all morning long to see if they have caught the dog. it's a white pit bull last seen at 25th and lincoln way. live from golden gate park, i'm tara moriarty, ktvu channel 2 news. >> thank you. 8:36. the family in san rafael is in temporary housing this morning after a fire at their home. it started around 11:00 last night in the garage of a home on surfwood circle. this is a picture from the san rafael fire department. firefighters say the fire may have been started by some oily rags that had been used for a recently refinished wood deck. no one was injured but the fire

did cause $200,000 in damage. a report from the san francisco city attorney says the asiana plane crash at sfo was a terrible accident and the airport is not responsible. it also suggests that 16-year- old girl was already dead before she was tragically run over by a fire truck. that contradicts the coroner's conclusion. the report also says the girl and the two other teens who died were most likely not wearing seat belts and died from the impact. the report also offers some recommendations that says national standards should be set to avoid roll joevs and that -- rolloverrers and that airlines establish lines of communication for families and friends to locate hospitalized passengers. the report said that asiana was not able to do this. another local water district wants customers to save water. last night, the santa clara valley water district called

for a voluntary goal of cutting water use by 10%. the board voted unanimously to shift $500,000 towards conservation and public outreach. that may include more incentives and rebates for using less water. >> we're going to have to find other ways to survive for the next four, five months until we see our way through this. >> the water district says voluntary reductions have worked in the past. back in 2009, the board asked for a 15% water use cutback. the public reduced water usage by 18%. more now about voluntary water restrictions, take a look at this map. you can see the water districts that have restrictionses. they include the santa clara valley water district and the san francisco public utilities commission service area. they both want a 10% cutback in water use. customers are being asked for a 20% reduction in the alameda county water district and in the zone 7 water district which

includes dublin, livermore, and pleasanton. marin county is asking their residents to cut usage by 25%. east bay m.u.d., they will decide in about two weeks if they will ask customers to voluntarily cut back. calfire is beefing up its app by more than 10% to be ready to fight an unusually large number of fires. yesterday, calfire hired 125 seasonal firefighters to work all over the state. about 300 seasonal firefighters were never released from duty down in southern california because the fire season there has not officially ended. calfire said it has responded to more than 400 firefighters in the last three months, usually there are about 70 during that period. 8:39. oakland police are looking for the man who proek into the home of an -- broke into the home of an 89-year-old woman and shot her. it happened around 10:350 last night at the woman eam home near laguna and potomac street.

police say after the man kicked in the door, the woman surprised him and he shot her in the shoulder. she's expected to survive. the bullet traveled through her shoulder and kept going toward her neighbor's home. >> the bullet went through her wall and then it went through the fence here and then the bullet struck here and then fell to the ground right there. >> the police say the suspect is described as an african- american man, 175 pounds, 6 feet tall. he was dressed in all black and armed with a handgun. newly-released surveillance video shows the three men responsible for a robbery at a chip poeptly restaurant in pinole, all three men are wearing dark hoodies can be seen entering the back door of the restaurant just after closing time at 10:00 sunday night. police say the robbers pistol- whipped four employees and made off with some cash. police say the men left in a tan-colored sedan and they are still on the loose.

s&p down 8. time is now 8:44. let's bring you up to date on some of the other top story weiss's following for you. san francisco animal control just told ktvu's david stevenson, they have captured the second pit bull dog involved in last night's attack in golden gate park. now, police shot and killed one dog. it was the mose aggressive dog. there were two dogs out there while the other pit bull escaped. but we just found out that second pit bull has been captured. both of the people who were bitten are expected to recover. we'll have more details on this a little bit later on. we also want to take you live now to hayward. we're here. this is the chapel of the chimes church. the casket of tom smith is here. it will soon be driven to castro valley for his funeral. that is where alex savidge is joining us live with the very latest on what's happening out there in castro valley. >> well, good morning, we're

expecting a huge crowd as many as 3,000 mourners expected to attend the funeral. let me give you a live look right now. many people are streaming in right now. here's a large group of officers all walking together into the neighborhood church of castro valley. everyone coming at 10:00 for the sergeant, tom smith, from the b.a.r.t. police department killed last week. this was a very moving scene for a short time ago. it a motorcade of about 30 bart police officers pulled into the church with the lights on. we saw the officers get out and we saw the chief arrive. he didn't want to say anything this morning. it's also expected that officer michael maes also in attendance. he's the b.a.r.t. officer who accidentally fired that fatal shot. tom smith was shot during a search of an ate in dublin last week. officers from around the bay area are attending today's service. many stay smith's death is a reminder of just how dangerous

this job is. relatives tell ktvu that smith and maes, they were more than just partners and colleagues at the b.a.r.t. police department. they were very good friends. they liked to golf together and that means today there are two families who are grieving greatly at their losses and it will be a well-attended event. no doubt about that. as many as 3,000 people should be onhand for the service. we're watching people streaming into this church in castro valley coming underneath that flag that's been put up there. the huge flag that's been put up by the alameda county fire department. again, people beginning to arrive here and the service will get started at 10:00 this morning. we're live this morning in castro valley, alex savidge, ktvu channel 2 news. >> thank you. real or fake, some california lawmakers want to help police officers easily make the distinction between a real gun and a toy.

but as pam cook reports from our newsroom, the idea creating some controversy in sacramento. good morning, pam. >> good morning. quite a bit of controversy. many parents, police officers and sheriff's deputies say bb guns and pellet guns often look too much like the real thing and should be painted bright colors. the new bill is called the imitation firearms safety act. it was proposed after the shooting death of 13-year-old andy lopez of santa rosa. he was shot and killed by a sheriff's deputy who mistook the air soft gun he was holding for a real ak-47 assault rifle. now, lawmakers are split right down party lines. democrats in the state senate voted for it. but several republicans on pose it. they argue that the bill could actually endanger police officers because real guns could then be painted bright colors to look like toys. the bill passed in the senate and now goes to the assembly. silicon valley hoping technology will lead the way to better gun safety.

the smart tech foundation launched its challenge to inventers to come up with new high-tech ways to secure guns. it will award $1 million worth of grants and prizes to the people with the best ideas for reducing gun violence. now one inventor has already created an submitted a biometric trigger lock that would be corrected by a scan. the goal to reduce gun violence to make america safer without altering second amendment rights. pam cook, ktvu channel 2 news. >> thank you. 8:49 the winter olympics in sochi, nine days away. final prem prations -- final preparations are underway. russian terrorist groups have publicly threatened to tart the winter games. more than 50,000 russian police and soldiers are now on duty.

however. some u.s. lawmakers are worried the russian government is still not doing enough to prevent a terrorist attack. 8:49. a new york reporter says michael griferm called him this -- dan sunny skies. a a new york reporter says michael grimm called him to apologize. >> we haven't had a chance to talk -- >> i'm not discussing anything off topic. this is about the president. >> all right. okay. michael grimm does not want to talk about some of the allegations concerning his campaign finances. we wanted to get him on camera. >> now, congressman grimm told this reporter if he tried to sneak in a question like that again, we break him in half and throw him off the balcony. but during this morning's phone call, congressman grimm said he shouldn't have lost his cool and let his emotions get the best of him.

>> all right. interesting update. let's check in with sal, once again, to see what's happening at the bay bridge toll plaza. it's been been improving. traffic westbound coming up to the pay gates. it's slow in the middle lanes. it was a 40-minute delay. it's more like 15 now. that's including the time it takes you to cross the bridge. not too bad. maybe a little more than that. but certainly not 40 minutes as it was. let's move along quickly to 880. that's slow all the way up to downtown. if you are driving in the south bay. all of the freeways are slow. i would avoid 280 if i had to pick one. a lot of reports of drizzle. not really an angry sky yet. but up north it is, some of this is slowly working its way. mark out in plant hill said you really think it's gonna rain? i said yes. we'll get some. pretty good rain on the north koefrt. a lot of this -- coast. a lot of this -- i think there will be okay snowfall. winter storm warning starts
