chase if the suspect has a gun or was involved in a violent crime. what insiders are calling a major change. ktvu's eric rasmussen explains why oakland could soon start seeing fewer chases. >> reporter: no more chasing stolen cars or people who refuse to pull over. police tell us officers are training on this new policy and there is mixed reaction to it. >> reporter: bay area police chases at high speeds through city streets with sometimes wild and violent endings. >> i heard it sirens. >> reporter: she was home when suspected car thieves crash could this stolen suv into her house. >> reporter: [ inaudible question ] >> i say yes. yes.

[ laughter ] >> reporter: 2 investigates found the chase would have been against the rules if a new policy had been in effect. now officers can only start a chase if they believe the suspect committed a violent forcible crime or is in possession of a fire arm. >> reporter: does this make it tougher oo fight crime? >> -- to fight crime? >> i don't think so. >> reporter: it is models after similar rules in san jose. and more straight than san francisco. -- strike than san francisco. 51% of police chases were started because of traffic violations, 22% for auto theft and 5% for fire arms. chasing stolen cars led to a crash more than a third of the time. >> we are endangering the community. not worth the risk. >> reporter: it is a different approach at the california highway patrol. >> we look at it on a minute to

minute basis. >> reporter: while its officer weigh risk versus reward they are not limited to chasing certain offenders. >> we don't know till we make the stop and contact that person. >> reporter: i asked oakland police if criminals could use this to their advantage, they will review the policy in six months to see if that is happening. eric rasmussen, ktvu channel 2 news. officials say small plane made an emergency landing and crashed through a fence today. here are still photos of emergency crews responding. 2 hours ago the pilot came in for an emergency landing. the plane ran off the runway and through a fence. officials say everyone on board is okay. there is still no word on what

decades, even centuries. >> reporter: scientists say swings in rainfall, less snow pack and rising temperatures hallmarks of climate change. this drought may be influenced by some of the changes we know are already occurring and they are an indication we ought to be planning for a different climate. >> there are things water agencies could do. >> reporter: he says it is up to each of us to replace water hogged lawns and recycle water everywhere possible. >> we as consumers use more water than we need to but i think the cut back will be important. >> reporter: the governor said he is asking for federal aid for a delta water product that may help let california weather the changing climate but he also said he is asking
