south bay on 101 northbound all the way through san jose. let's take a look at the maps. that earlier accident on 101 at the montague expressway has done its damage. 880 has been slow going. this is a shot near the oakland coliseum. it doesn't look too bad here. but further south we have delays due to the crash at the a street exit. la fayette looking slow westbound going through the caldecott tunnel and we'll tell you about muni delays in san francisco. back to the desk. >> thank you, tara. we're following developing news out of san francisco where a man and a woman were stabbed right along the embarcadero. ktvu channel 2 reporter brian flores is live with an interesting development. brian, police cleared the scene and came back and set up more crime tape. >> reporter: that's exactly right. police cleared the scene about an hour ago.

half an hour ago police came back, blocked off the scene here and they are back here looking for evidence and hopefully looking for any more witnesses. this stabbing around 4:15 this morning. police continue to look for at least one suspect. now, police say that a man and woman were here at the embarcadero when they got into some type of altercation with another man. it's unclear what led to the altercation. that suspect pulled out a knife and stashed both of them before taking -- stabbed both of them before taking off. the male victim was stabbed in the chest an walked to sacramento and drumm before being picked up by emergency crews. police say that's when they heard of a second victim, the woman who stayed here pier 7 and was on the gund until a good samaritan called 911. police say both of the victims were taken to san francisco general hospital. the male victim has life- threatening injuries. police say the woman was in stable condition with non-life- threatening injuries. >> we have cameras in the area that we're reviewing. some of the businesses and restaurants have cameras. hopefully that will shed some

light on this. >> reporter: we spoke to a group of crab fishermen out here since midnight. they didn't want to be on camera. but they suspect was perhaps a 6-foot tall hispanic male, who had been drinking. this morning as we take it back out here live, police say they will be looking at surveillance cameras from the two restaurants nearby and that should shed more light into exactly what happened. they also say the female victim at this point is coop not cooperating with police -- is not cooperating with police. brian flores, ktvu channel 2 news. a 14-year-old boy accused of shooting and killing his older sister is due in court for a detention hearing. police say he killed his sister january 23rd after a fight over the type of bleach she had used to do their laundry. you turned himself into police

six days later. he's being charged as a juvenile. a good samaritan rescued an oakland woman from an early- morning house fire that damaged two homes. the fire started at 2:00 a.m. at one of the two homes at 34th street. firefighters say when they arrived, the people inside had already made it out safely. but due to the damage to the home, the red cross had to be called out to help find shelter for the eight displaced residents. >> the gentleman came back and rescued me out of there i was in the backyard. i was scared to come through because the flames were jumping all over the place. >> investigators are trying to find out where the fire started and what may have caused it. 7:06. commuters who like the free parking at the ferry terminal in marin county, you won't be happy to to hear this -- today is the first day you will have to pay to park at the larkspur ferry terminal. janine de la vega is living us live from larkspur with more details about this. good morning, janine.

>> reporter: good morning, dave. we've been talking to commuters who park here in this lot. as you mentioned, you know, they are not happy about this new fee. but most of them seem to be understanding about this. you know, although morning long they've had people here passing out fliers, they have signs up informing the people it will cost $2 a day if you want to park in the lot. a lot of people use the ferry to get to san francisco because they don't want to pay for the bridge toll, gas and parking in the city. the fee only applies to the ferry and it's only in effect from 5:00 a.m. to 3:00 p.m. on the weekdays. the golden gate transportation district says it needed to start charging commuters for parking because it's dealing with a budget deficit. the new fee will generate $400,000 annually. so it can continue operating. while the daly fee is $2 commuters can also buy a monthly pass that costs $20. >> it's cheaper if you sign up for the monthly pass.

it's basically half of the price if you come every day. but there's questions. you are not guaranteed a parking space. now i'm paying, even though i may not get a parking space. you know, nothing's -- nothing's perfect. >> reporter: and if you don't pay the parking flee free, you will be fine -- fee, you will be fined $a. the district will go easy on commuters. they are not doling ut out tickets yet. there is a mobile app to pay or you can go online to set up an account. one of the questions commuters had how much is it gonna cost to enforce who paid and who -- who is parking in this lot and would that fee get eaten up by those being charged here. however, the golden gate transportation district says the people doing the enforcement out here in the parking lot will be existing staff. so they didn't feel that that would be an issue. reporting live from larkspur, janine de la vega, ktvu channel 2 news.

29-0. seahawks won, 43-8. following the game, seahawks' fans poured into seattle and their celebrations looked similar to the ones following the giants' win back in 2012. >> seahawks! seahawks! seahawks! >> after a few minutes after the win, police say university of washington students lit fires in the streets and then started tweeting about it. at one point, they even tossed a couch ontario the flames. at least one person was arrested. san francisco police sent four officers to the super bowl in new jersey at an estimated cost of $10,000. the officers were there to observe security efforts to help them prepare for when the bay area hosts the super bowl in two years. that super bowl will be played at the levi stadium in santa clara but the city of san francisco will host most activities. time warner cable investigating the cause of a tv

time now 7:14. a man convicted of killing four people still on the loose right now after escaping last night from a michigan prison. the search goes on. 40-year-old michael david elliott escaped from the correctional facility. correction officials think he may have carjacked a woman and made it as far as indiana. that carjacking victim escaped from elliott at a gas station in indiana and called the police. again, elliott was convicted of killing four people in 1993. we have developing news in morning. russian authorities trying to minimize the threats of the olympics by putting certain people on house arrest. ktvu's kyla campbell joining us live in washington, d.c. to explain what they are doing to keep person athletes and the tourists safe. kyla? >> reporter: dave, cnn reports that russian authorities have dozens of people on house

arrest in the russian province to militant groups. suicide bombers who killed 30 people in late december were from that area. cnn says authorities are keeping several women on house arrest because their husbands or fathers or sons have been killed for suspected extremist activity and those woman could be black widows and carry out twist attacks. what president obama has to say about the u.s. and russia working together to keep american athletes and visitors safe. that's coming up at 8:15. back to you. >> thank you. about 6,000 people expected to arrive in sochi today for the winter olympics. not everyone might have a place to stay. according to the sochi organizing committee, six of the nine hotels near the olympic park are still under construction. a spokesperson says anyone who can't check in, they will be

transferred to another hotel. everything will be finished before the olympic games begin. the main olympic park is already completed. 7:16. administrators at san francisco general hospital say the new security measures put in place after a recent tragedy did pay off last week. patient valerie gates was in urgent need of medication when she left the hospital grounds thursday afternoon. the 34-year-old woman was found the next morning in the mission district and brought back to the hospital for the necessary treatment. hospital administrators say they were able to find her with the help of a new patient tracking system. that tracking system came about as the result of the death of hospital patient lynn spaulding last fall. authorities found the body of her in a little used hospital stairwell two weeks after she disappeared. there's also new information about that case, the chronicle reports hospital nurses ignored

specific orders from doctors and failed to keep and around the clock watch on spaulding before she walked away from her home. 7:17. the plans to move the golden state warriors to a water front arena in san francisco are being delayed. the team plans 0 open a new arena, that plan is on hold for at least a year. this comes days after we found out the estimated cost just to fix the piers where the arena would be built is almost doubled to 180 million. those piers are crumbling and falling apart. they are gonna need a lot of repair work. 7:18. want to check in in again with sara -- in again with tara. >> they are experiencing longer than normal wait times a -- wait times along several routes. and 101 southbound at the cesar chavez exit, we have a three-

the flu season having a big impact on plood donations. blood donation centers are not allowed to accept blood donations from people who are sick and with so many people becoming ill, there's been fewer viable donors coming in. but the need for blood for cancer patients, traumatic patients remains constant. eligible blood donors are urged to donate as soon as possible. there have now been 34 flu- related deaths in the bay area this flu season. the two most recent deaths were most in santa clara county. there have been 147 flu-related

deaths statewide. this year's total is already higher than last year's and does not include 44 additional deaths that are still being investigated as flu related. the last flu season claimed 106 lives. darrell steinberg is pushing a bill to help communities deal with the drought. his plan would redirect millions of dollars intended for climate change relief to water concertainvation projects. also it would set a july 1st deadline for state agencies to approve water recycling project. a spokesman says he's still working with the governor's office and assembly leaders on all of the details. unemployment is expected to jump in california's central valley among farm workers because of the droughts. many farmers say many fields will be left unplanted because there's not enough water for irrigation. this causes a ripple effect on farm workers, food processing,

of the crime. alex savidge is live in napa where a community is coming together over the tragedy. >> reporter: good morning. police say this little girl's body showed signs of blunt force trauma. investigators are hoping to learn more when an autopsy happens later on today. this morning, here at the apartment complex this is the scene. a memorial continuing to grow with flowers, candles and stuffed animals to honor 3-year- old kayleigh slusher found dead over the weekend. last night, dozens of family members, friends, neighbors came together. her body founded on bod. police were called out -- her body found on saturday. police were called out by tipster. there was no one home when they got here. so police began to search for sara krueger and ryan werner. witnesses saw the couple leaving with luggage hours earlier. on sunday, the two were

savidge, ktvu channel 2 news. uc berkeley police searching for a suspect in an attempted kidnapping. it happened friday night near the university village albany housing complex on jackson street. police say a man in a large black suv tried to force a 15- year-old boy on crutches into his car. police say that boy fought back, hitting the suspect with one of his crutches and he escaped without being hurt. the suspect described as a white or latino man between 30 and 40 years old. police say he's got a beard. he's about 6 feet tall with a meeld yum build -- medium build. he was last seen wearing a black baseball cap, black shirt, blue jeans and work construction boots. the accidental killing of a police officer by a fellow officer could lead to some big changes for b.a.r.t. police. sergeant tom smith was shot and killed during a probation search of a robbery suspect's apartment in dublin last month.

it was the six ooch shooting death in the his tris of the bart police department. some critics are renewing their call for b.a.r.t. police officers to be disarmed. others are calling for the entire department to be disbanded and instead have local police and sheriff's deputies patrol b.a.r.t. trains and stations. more than 250 letters will be sent to south bay residents by the police, letting them know they are victims of male theft. the police of los gatos arrested these two men last month for possession of drugs and stolen property. police say they had hundreds of pieces of stolen mail. people targeted will receive a letter with instructions how to claim their male. but police say they only have until friday to claim their mail. guests at hotels across the country you may be the latest victims of a cyber attack. credit and debit card

information was stolen from several marriott hotels. hilton garden inn hotel near san francisco international airport was also hacked. all of the hotels affected are managed by white lodging. the company says information was stolen between march and december of last year. after the massive hacking of debit and credit card information from target stores and neiman marcus, 2 investigates the underground black market where stolen information is sold. >> if you say i want to buy a $10,000 credit limit on visa, they will upload that to you and all you have to do is pay $140 and you have $10,000 at your disposal. is. >> the experts take us shopping for stolen and credit card information on secret websites. tonight at fok, 2 investigates how these witness -- tonight at 5:00, 2 investigates how these websites work and how much stolen information is out there hand the race to find these witnesses and shut them down. that's tonight at 5:00.

49ers and their fans are talking about the 2014 season which is expected to include the opening of the new levi stadium. we got a sneak peek and found differences between the 49ers old home at candlestick park and the new stadium. the project manager says this stadium has what he calls a personality that fits northern california. >> we've got our environmental green initiatives. we've got the openness because we have such beautiful weather here. we have all of the technology fee chaurs that the fans would -- features that the fans would expect to see. a ban on plastic bags goes into effect in los gatos. the shoppers who don't have

automakers could soon be required to install technology in new vehicles that would enable the cars to communicate with each other. federal officials are expected to make the announcement on the decision later today that technology would work by transmitting information like a vehicle's speed and position. a vehicle's commuter could alert the driver of an impending collision. tomorrow san francisco city leaders will consider a new measure that could slow evictions in rent controlled unit. there will be legislation introduced that will he pose tough new restriksdzs of the state law that allows property owners to kick out tenants if they want to take the building off the rental market. this is the latest attempt pie campos to ensure that people can still afford to stay in the city. oakland police offering a $20,000 reward for information leading to an arrest in a deadly double shooting over the

continues. some community colleges may start offering bachelor's degrees. the demand is growing for health professionals, and law enforcement and a little was introduced. if approved it could have students enrolling in sowch programs by the fall of -- in such programs by the fall of 2015. nationwide, there are 21 states that allow communethy colleges to offer bachelor's degrees. san francisco city college spent more than $5 hufn,000 to try to keep the student -- $500,000 to try to keep the students after it was losing accreditation. money went for ads on the cartoon network and others. they estimate 10,000 of the school's 31,000 students left during the last two years. 7:45. millions of dollars and maybe even some jobs are on the line. i'm talking about the super bowl commercials. pam cook joining us now from

>> thank you. we're following developing news from san francisco. police are searching for a suspect who stabbed a man and a woman early this morning right hey long the embarcadero. ktvu's brian flores, live in san francisco to el it us what witnesses -- to tell us what witnesses say happened before the stabbing. >> reporter: police cleared the scene around 6:00 but came back about half-hour later we're not sure why. but some officers say they wanted to narrow down the crime scene which remains blocked off. two detectives showed up a short time ago. i would say about 20 minutes ago. i asked them how the investigation was going. they say both victims continue to be in the hospital and the search continues for a suspect. police say a man and a woman were here at the embarcadero when they got into some type of altercation with another man. it's unclear what led to the altercation but that suspect pulled out a knife and stabbed both of them of taking off. the male victim was stabbed in the chest. somehow actually walked a few blocks to the corner of

sacramento and drumm before being picked up by crews. police say that's when they learned about the second victim, a behind pier 7. police say both victims may have been homeless. they were taken to the hospital. the male victim was life- threatening injuries. remains in critical condition. police say the woman was in stable condition. she was stabbed in the back and legs with non-life-threatening injuries. we have cameras that we're reviewing. some of the businesses and restaurants have cameras. hopefully they will shed some light on this. >> reporter: we spoke to crab fishermen out here since midnight. they didn't want to be here on camera but they say the suspect was a 6-foot tall hispanic male who had been drinking for quite sometime and was being loud. they say he got into another altercation earlier in the night again, pulled out his knife but the people he may have been targeting may have been able to get away. police will be looking at

transportation after a hit-and- run driver slammed into several cars. it happened yesterday about 4:30 p.m. near 88th avenue and international boulevard. witnesses say three cars that were parked along the street were hit. a disabled man's car was totaled. he says he has no idea what he is going to do now. 8:05. a 14-year-old oakland boy accused of shooting and killing his older sister is also due in court today for a detention hearing. police say he killed his sister on january 23rd after they fought over the kind of bleach she used for laundry. the 14-year-old turned himself into police six days later. he's being charged as a juvenile. also happening today, -- a san jose man is suspected back in court accused of killing a san jose state university student. police say he stabbed 22-year- old richard fon. he's expected to enter a plea in court today.

his twin brother is also being investigated in connection with the murder. police say they are doing more interviews and still investigating this case. 8:06. new this morning, commuters will no longer be able to park for free at the larkspur ferry terminal. starting today, the golden gate transportation district will be charging $2 a day for parking. anyone who does not pay the daily feel will receive a $45 fine. many commuters say they are not happy about the change and wonder how the charge will offset other costs. >> they will have something going around the parking lot all day with little machines zapping license plates to see if you paid. i don't know what the transaction costs will be. >> monthly passes are going for $20. weekends and some holidays will be free. the district expects the change to bring in about $400,000 a year. 8:07. google workers who live in the east bay, they can be part of another ferry boat experiment

this year. google is trying out a private ferry, similar to this one as a way for their employees to get to work. they will start at the harbor bay terminal in alameda and sail to the port of redwood city. google launched a similar service from the ferry terminal last month. a protest vigil is scheduled today at uc berkeley. it calls on president obama to reject the controversial keystone xl pipeline. the 6:00 p.m. event at uc berkeley is one of 2 two planned today. the pipeline would carry oil from northwest canada to the gulf of mexico. 8:08. the 48th super bowl, i'm sure you will agree go go down as the biggest bust as seattle tom

for this 3-year-old girl. 3-year-old kayleigh slusher found dead over the weekend. last night, a number of people, dozens of family members, friends neighbors, gathered for a vigil. her body was found on saucket with signs of -- on saturday with signs of blunt force trauma. there was no one else inside the apartment at the time. that's why officers immediately began to search for her mother, 23-year-old sara krueger and her boyfriend, 26-year-old ryan werner. witnesses had seen the couple leaving the apartment with luggage hours before the girl's body was discovered. then on sunday morning, the two were spotted at el cerrito. b.a.r.t. police picked them up. they were brought back to napa and they are now both facing homicide charges. police say there are also -- >> there's nothing we can do or say that can bring her back. i hope nobody ever has to go through this. it's tough. >> reporter: napa police say both krueger and werner have prior record. the two of them are expected to

8:36. a ban on plastic bags in los gatos starts today. the city council approved the ban in august. shoppers who don't have plastic bags will have to pay 10 cents to get one. the bans are already in effect in most bay area cities and counties. tomorrow, the san francisco board of supervisors will decide whether to put a soda tax on the november ballot. that tax would add 2 cents per ounce to the cost of a soda. the money would pay for a nutrition and exercise program. over the weekend, county supervisors kicked off a campaign supporting this idea. the american beverage association is fighting the proposed soda tax. they say it will raise grocery and restaurant prices for everyone. administrators in san francisco general hospital say the new security measures put in place after a recent tragedy paid off last week. patient valerie gates was in urgent need of medication when she left the hospital grounds

thursday afternoon. the 34-year-old woman was found the next morning in the mission district, then brought back to the hospital for treatment. hospital administrators say they were able to find her with the help of a new patient tracking system. that tracking system came about as the result of the death of hospital patient lynn spaulding last fall. authorities found the body of the 57-year-old woman in a little used exterior hospital stairwell two weeks after she disappeared. there's new information about that tragedy at sf general. the chronicle reports hospital nurses ignore orders from doctors and failed to complete and around the clock watch on smalling before she walked away -- spaulding before she walked away from her room. we had the chance to go to levi stadium to see the

shutdown. that suspension ends on friday. earlier this morning, in oakland, a good samaritan rescued a woman from this house fire. it started about 2:00 this morning damaged two homes on 34th street. no one was hurt. eight people are now working with the red cross to find a temporary place to stay. starting today, weekday commuters will be charged $2 to park at the larkspur ferry terminal. if you don't pay the fee, you may get a $45 fine. the ferry district expects that to bring in about $400,000 a year. an investigation goes on this morning into a double stabbing in san francisco. someone stabbed the man and a woman at about 4:00 right along the embarcadero in san francisco. ktvu's brian flores has been there since 5:30. you're back now and you say the police cleared the scene but it's not the first time they've left. >> reporter: you are right.

they left about 30 minutes ago. they were here around 6:00 and then came -- they left around 6:30 but came back a short time later. but again, they have cleared the scene here. i also spoke with the detective a short time ago. he tells me that the search wants for a suspect this morning. police say that around 4:15 this morning, two people, a man and a woman who police say may have been homeless were stabbed near the public restroom next to pier 7. they don't know at this point what led up to the stabbing but police say there was some type of altercation. the male victim was stabbed in the chest but was able to walk to the corner of sacramento and drumm before a friend of his apparently called 911. police say that's when they heard of the second victim, a woman who stayed near the restroom near pier 7 and was on the ground until a good samaritan called 911 for her. both victims are at sf general. the man is in critical condition. the woman is in stable condition with non-life- threatening injuries.
