now at noon -- this 20-year- old man is behind bars accused of trying to kidnap a 7-year- old in the east bay. it's been four years since the deadly san bruno pipeline explosion and the city says it still has not received documents and e-mails it requested. the lawsuits now filed and the information city leaders hope to expose from those documents. pittsburg police investigating a double shooting. >> at first, it was like -- kind of scary there. i didn't know if that person was dead. >> what one neighbor found when

he opened his door. good afternoon. i'm tori campbell. we're following breaking news in oakland and san francisco this noontime. we begin in san francisco's sunset district where police say one person was killed and four people injured in a horrific accident. newschopper2 is live over sunset boulevard and yorba street, not far from the zoo. you can see from these pictures a large presence there. streets are shut down in the neighborhood. this deadly accident comes just as city officials are holding a public hearing on a zero-vision plan to cut pedestrian and bike injuries to zero by 2020. ktvu's david stevenson is on the scene here gathering information, again, one person

killed, four others injured at an accident in san francisco. david will bring us a live report later in the newscast. now on the other breaking news. this one out of oakland where police are investigating a homicide. these are lisht pictures from the scene near interstate 580. investigators have not released many details but they confirm they are investigating a homicide which occurred around 10:00 this morning. we'll have more on this breaking story later in our evening newscast. emeryville police have arrested a man suspected of trying to kidnap a 7-year-old girl last night. today, investigators released this photo of the suspect 20- year-old gabriel weathersbee. they say the victim was with her mother at the powell street plaza when whethersbee walked up behind the girl, picked her up and carried her allow in the parking lot. police say the mother started to yell and whethersbee eventually let her girl. a security guard in the area

followed the suspect and poeged him out to -- pointed him out to police when they arrived a short time later. happening today -- the napa couple accused in the weekend killing of 3-year-old kay -- leigh slusher is due in court. the homicide suspects are sara krueger, her mother, and her boyfriend, brian werner. investigators say they sexually assaulted the couple before beating her to death. last night, ktvu spoke to the grandfather. john krueger blames his daughter's boyfriend for kayleigh's death. >> there is a monster who started all of this i could say ten months ago when he came into my daughter's life. she's been a changed person. >> i can never believe she would leave kayleigh there like that. >> the autopsy report on the little girl is expected to be released today. in santa cruz, police are investigating charges of child

molestation in a neighborhood they say is filled with children. 67-year-old richard lester brod. he was arrested on friday after police say one was -- brod. he was arrested on friday after police say he held down the vick and attacked her. >> it's very disturbing, very predatory. we have significant concerns about his history. police say they found a number of items in brode's home involving child pornography. he's expected in court in the next few days. right now, santa clara county officials are deciding whether to give or take away money from the fire department because of the poor response times. janine de la vega was at the meeting and is live. good afternoon, janine. >> reporter: good afternoon, tori. well, county supervisors say it's unacceptable that the fire department is not meeting its

goal to respond -- to respond to emergencies in the required amount of time. now, that county meeting is going on right now. i just got word from one of the people inside the meeting that they took a unanimous vote to withhold the money from the fire department, not to punish the city but in hopes that the city will take action. under the county contract, firefighters are required to respond to emergencies within eight minutes 90% of the time. the county stays firefighters are responding to emergencies 80% of the time. county supervisors had the choice whether to continue to give the fire department incentive money which adds up to 1.4 million annually. some supervisors had strong opinions. >> right now we're incentivizing

failure. >> reporter: further complicating the issue is that while the county requires the fire department to make their response goal 90% of the time -- [no audio] >> their frustration with us not meeting response times is very understandable. whatever what happens, whatever choice they make, the reality, public safety in san jose needs to be a higher priority. >> reporter: well, what else is complicating the issue is that the county requires the fire department to make their response goal 90% of the time. the city only requires it 80% of the time and county officials say they don't blame firefighters because they've had to deal with the city budget bhoes which have resulted in resources being cut back. the department has lost five engine companies in the past couple years. the proposal on the table was to withhold the money, put it in a trust account.

and if they see that the fire department has improved their response time within a consistent three-month period, they would give that money back. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you. it has been more than three years since eight people were killed in a deadly pipeline explosion in san bruno. today, the city of san bruno is suing the state public utilities commission alleging the state has not turned over requested documents. tara moriarty just heard from san bruno officials and joins us live. bfern. >> good afternoon. >> reporter: this is a copy of the lawsuit. less than an hour ago, the mayor and other city leaders gathered on the steps accusing the state of hiding, specifically, they want e-mails of evidence of an ongoing cozy relationship with pg&e. mayor ruane says the public

deserves better after pg&e left a hole in his city and a hole in so many hearts in the wake of the explosion that killed eight people and decimated a neighborhood. >> we've become aware of activities behind the scenes and involving pec and the pcuc that has given us cause for person. this includes exparty contract between the prosecuting staff and judges at the cpuc that could potentially impact what ought to be a transparent open and judicially fair process to adequately fine pg&e for the gross negligence that caused death and destruction. >> reporter: under the public records act, they say they've made four requests for puc documents since may. either the puc has failed to comply, failed to respond or has only provided part of what was asked for. city leaders say if they didn't have anything to hide, it would reveal the documents. we tried to contact the cpuc, they say they are going to be

commenting issuing a statement a little bit later this afternoon. live from san francisco, i'm tara moriarty, ktvu channel 2 news. >> thank you. palo alto's latest crime stats are set to be releed to -- released to discuss crime prevention. the police department is expected to talk about the recent spark in car and home burglaries including a home invasion robbery on palo alto alto two weeks ago. the police department is urging neighborhoods to develop crime watch programs. and palo alto police have released this sketch of a man they say snatched two purses within 15 minutes last wednesday and got away on a bike. the man stole the purses from a diner near university avenue in downtown palo alto. and then tried to grab a person from another woman at a bus stop. both times he jumped on a bike after the robbery to get away. pittsburg police are investigating a double shooting, what one neighbor did to help one of the victims

back to our breaking news on the deadly accident in san francisco's sunset district. ktvu's david stevenson is on the scene and joins us now with an update to tell us what happened. good afternoon, david. >> reporter: good afternoon, tori. well, take a look over my shoulder. you can see this is a very active crime scene. we are told this happened about an hour ago, about 10:58. the san francisco fire department says they got a call about a vehicle striking a pedestrian on sunset boulevard south of yorba street here in san francisco. the pedestrian was hit with such force that he was struck by the windshield and remains wedged in the windshield at this hour. he was described as an adult male and killed in this collision. three passengers in the car, all women, we're told, were slightly injured. some were transported from the scene. again, you can see the large number of police cars and firefighters at the scene. they are still investigating the scene trying to figure out exactly what happened. we're told the car was

traveling southbound on sunset. there is an intersection, a crosswalk for pedestrians that -- that's supposenned to be a place -- supposed to be a place where cars yield to pedestrians but i can tell you just crossing the street myself, the cars are not stopping for pedestrians. it's unclear if the victim was in the crosswalk when he was struck or further down sunset when he was hit. at this hour, it's still an active crime scene. they are trying to determine that. we expect this section to be closed off for several more hours while police try to piece together exactly what happened. reporting live in san francisco, david stevenson, ktvu channel 2 news. >> thank you. the nation's largest muslim civil rights organization is now calling for law enforcement authorities to investigate vandalism of a manteca mosque as a possible hate crime. hate graffiti was sprayed on the mosque at the islamic center of manteca and on the facility's sign last week. raw bacon was also found on the grounds. the council on american islamic

relations says this is not the first time the mosque has been hit by vandals. last year, someone spray painted this message on the sign. the fbi and state authorities are investigating. a man and woman are recovering from gunshot wounds this afternoon after someone opened fire on them in pittsburg last night. alex savidge explain why police say the pair was targeted. >> reporter: the two victims were walking through this neighborhood in pittsburg last night. when a car pulled up and someone started shooting. the 22-year-old man was hit in the arm. the 19-year-old woman was struck in her lower back. she will collapsed in the flowerbed of a nearby home. >> she was laying here. >> reporter: the man who lives here tent want to show his -- didn't want to show his face but told me he heard the woman screaming for help. he put pressure on her wound before help arrived. but he says he was nervous steps outside following the gunfire. >> it was kind of scare scary

there -- kind of scary. >> reporter: one neighborhood said he heard at least eight shots coming from this intersection. the two victims ran down the street trying to escape the gunfire. the shooter was in a red or maroon car and targeted this woman. >> i don't think this was random. >> reporter: both the man and woman are in stable condition at the hospital. both are cooperating with police. investigators are continuing to interview potential witnesses and going over surveillance video that might help lead to the shooter. alex savidge, ktvu channel 2 news. the showdown over a soda tax in san francisco heads to the board of supervisors tonight as a ballot measure proposal. if the board approves, they would decide this november whether to impose a 2-cent per ounce tax on sugary drinks. sodas, energy drinks would be taxed but 100% vegetable and fruit drinks would not. supporters say the tax would

generate more than $30 million for fitness and nutrition programs in schools. opponents say it will make san francisco even less affordable. it's not gonna change anybody's hab habits -- hash bits, so why -- habits so why brother? it seems like the ones who can't afford it will be the most affected. >> i don't drink soda. it's unhealthy anyways. more water. >> harvard released a study saying people who get 25% of their calories from sugar have three times the risk of death from heart disease. navarro bowman is undergoing surgery to repair his knee. he shared this picture with the caption time for surgery. he's having an acl tear repaired. bowman injured his knee during the nfc championship game in seattle january 19th. his recovery is expected to takes months.

doctors say there's a chance he will be started for the regular start of the season in september. after four years of discussing what to do with eight acres of land across from san francisco's crissy field, the presidio trust shot down all three proposals. the most talked about bid came from george lucas who wanted to create a museum to house his memorabilia. twov rival -- two rival bids called for other things but those were turned down. >> we believe it should be the most spectacular program in the country. >> the presidio trust said it would offer an alternative site for the lucas proposal but lucas is expected to look for other options. federal officials announced $20 million in aid for california farmers affected by

the drought. the u.s. department of agriculture secretary says money will be earmarked for improvements in irrigation and assistance. later this month, u.s. officials are expected to announce that they will allot at most only a fraction of the federally controlled water that farmers want. a cool, quiet weather day in store giving you a live look over the oakland estuary where we have low clouds, mid-level clouds. a little bit of blue sky. that will be the call for today. a mix of sun and clouds. it's a cool one out there after a chilly start. temperatures are slowly rebounding but take a look. still 47 degrees in novato. 52 santa rosa. 51 in concord. livermore, 51. san jose, you are at 53 at this hour. 52 in fairfield. and the low 50s along the peninsula, sfo, redwood, 54 degrees in san francisco. the winds have settled down along the coastline. for today, a variable northwest type of flow that will continue

for your afternoon and the winds should remain light for the afternoon as well. so today, we're calling for a mix of those sun and clouds. temperatures a lot like yesterday. some of us are a tad cooler than 24 hours ago. some of us slightly warmer in any case, we're likely to remain in the mid to a few upper 50s for the secretary half of your afternoon. as we get into the evening hours, the clouds will continue to roll in. by tomorrow night, chance for rain will arrive. it looks like we could see anywhere from .10 in some inland locations down in the south bay to perhaps .050 for some of our coastal locations. i'm gonna time this out. picking it up for you tomorrow morning because today nice and dry no worries there. as we get into the afternoon, know nis the rain beginning to a -- notice the rain beginning to approach. by tomorrow evening, the roads become slick as the rain begins to fall. scatters as you can see on the forecast. we wake up thursday morning and the scattered showers are still falling. so again, the time frame on

this frame looks to be the second half of wednesday and the first half of thursday and by thursday afternoon by sunset or so we're drying out with low snow in the sierra expected as well. the afternoon highs for today, 56 in san rafael. 55 for san francisco. 57 in concord. low 50s for pacifica. mid-50s to upper 50s for the south bay. 56 san jose. 58 los gatos. and 58 expected in santa cruz. the extended forecast here, there's the rain coming back to the area. it's going to be a cold storm. so again, snow all the way down into the foothills follow the sierra. expect that if you have any travel plans we'll be drying out on friday, but we have a second system lined up for the later part of the week. it looks like saturday night into sunday. more rain on the way. right now the model favors the rain, really over the north bay. we have several days here. we'll be tracking that for you as well. >> thank you. food trucks are coming to menlo park's caltrain station starting february 19th.

investors seem to be buying back in after the big selloff on wall street. it's estimated the budget deficit will fall to $514 billion this morning. that's the lowest in five years. a new report shows silicon valley is blooming again adding nearly 37,000 jobs in 2014 and 25% of households own mare than $100,000. the dow is up 61. nasdaq is up 40. s&p up 14. hewlett-packard's ceo meg whitman is getting didn't 1.5 million pay raise. since she joined the company she's been earning $1 a year. now the hp board is authorizing the pay increase because whitman has helped turn the company around. hewlett-packard reported $5

billion in earnings last year after losing 12 billion the year before. hundreds of disney workers could lose their jobs in the next few days. the wall street journal reports disney will lay off several hundred workers from its interactive media unit after the company announced its quarterly earns tomorrow. the division includes game products. but disney is likely to continue investing in the video game and toy line known as infiniti. practice rounds are underway this noontime on the monterey peninsula at the at&t pebble beach pro-am. this is video from the tournament last year. this afternoon giants and 49ers players and coaches will battle it out in a shootout for charity money and bragging rights. the celebrity challenge takes place tomorrow and is expected to include bill murray, george lopez an others. the pros like mike weri begins on thursday. we're following two developing stories this
