it appears there's a s.w.a.t. situation going on, we don't have too many details. we know streets are shut down around that area. we're working to get more information as soon as we get new information we'll bring it to you. breaking news from oakland. good evening, two investigates two months after an attack on a pg&e substation the people behind it remain on large. people worry it was a rehearsal for something bigger. the attack is gaining national attention. 17 transformers were destroyed. it's a story we have been looking into for two months. tonight two investigates how serious the threat is. >> day in and day out we depend on it. the power grid. >> if it's not there that

moment when you come home from work, you are ready to chastise the world. >> we found out how quickly it is happen. this video is from the attack on a pg&e substation last april. 150 rounds were fired in seven minutes causing significant damage to the substation. that was part of the problem. the interesting part, two acts occurred. the pg&e and the at&t fiber optic cable. they won't say if it was vandalism or something more serious. mark johnson made these comments at a recent conference on grid security. >> this wasn't an incident where billy bob and joe decided after a couple brewskis i'm going to shoot up a substation. this was an event that was well thought out and well-played. >> at a hearing last no henry waxman a ranking member of the

energy and commerce committee said this. >> this was an unprecedented and sophisticated attack. >> it's not an isolated incident. waxman pointed to attacks last year. it can be done and it's not that difficult to do. >> in 2007 he helped create this report on terrorism and the power delivery system that stayed classified for years, so it distribute become a how to for first. >> -- terrorist. >> the question is, how vulnerable are the facilities. we drove up to the substation and found a open gate. we drove by and could see the defense the entire facility. we're out here around the facility for a half hour before an employee asked what we were

berkeley. richmond, look over here, we get toward the napa area, we're seeing heavier activity. this is wind shield wipers on moderate. it will pick up overnight into the morning hours. tomorrow mornings commute will be a mess. i'll show you the rainfall timeline, it shows the increasing rainfall about the time you drive to work. we'll have all the details, there's more rain on the five day. the rain is a welcome sight for the north bay, people are facing the toughest water shortage. john fowler is in wind sour -- winder is. >> cut coming down lightly. this will the be more of a benefit for rivers and fish than for reservoirs and people. we're learning about new forecasting technology that may be a ben foyt for all of us -- benefit for all of us.

this creek runs to the russian river. bob rogers watching steel head trout such as this one. with the trout festival saturday all are eager for rain that will make the water cloudy and bring more fish upstream. >> they don't move when it's clearwater. they don't like the move in low water either. no one knows how much water to let out of reservoirs for fish and how much the save for people. scientist are working on a new high-definition storm prediction system. the cost could be $15 million, but water experts say noing when to release and when to hold flows that's priceless. and tell them what amount of rain will hit the reservoir above or below. that will have implications for the bay area and the state. this research is fast tracked.

sonoma today. remains were discovered in december. at that time divers tried to recover the remains from the murky water. today deputies located the body. it is unclear how long the remains have been in the lake. a juvenile court judge ordered child protective services to withhold information about the 3-year- old girl killed by her mother and the mothers boyfriend. cps was allowed to release only a single page. when kaylee slusher died. officials would not say if caseworkers visited the home. an attorney who helped write the law that requires disclosing the information is questioning the decision. the law requires that only one factor can determine whether the court withholds information

or not. that's the interest of another child. grimm says there's no indication of a sibling to be protected. napa county officials say they did not make errors in the case. they say they are reviewing their procedures. the highway patrol broke up a chop shop in oakland and made more than a dozen arrests. 40 officers served a warrant at 39th avenue and east ninth street. the car operation was half a block long. 23 people were detained. they rounded up 10 dogs and stolen vehicles and stolen car parts. >> the investigation began in december, the investigation led up to this address, why we got a search warrant for this address. >> seven people were arrested for outstanding warrants and four on other charges. police are issuing an

operating a car rack business. to our continuing coverage of the drought. more help on the way. the federal bureau of reclamation approved $4 million in grants. it will help farmers and water saving irrigation systems for the crops. this is in addition to $20 million promised from the u.s. agricultural department. >> the drought will mean bigger electric bills. utility companies rely on hydroelectric power. utilities will have to turn to natural gas fired plants. that costs three times as much to produce. the rain is falling, this is the steady stream of rain in sonoma county.
