good morning. we're live in richmond where there are major problems on interstate 80 this morning. we'll bring you the very latest coming up. loghts of rain, not bad -- lots of rain for this system, not bad. over the weekend some really hefty totals to the north. more on that coming right up. >>reporter: we're live in san jose where a man was stabbed to death downtown just outside the

fairmont hotel. we'll tell you what may have led up to this and where police are at in their investigation. >>reporter: reducing homelessness in san francisco, the new option city officials are considering. "mornings on 2" starts now. good morning, welcome to "mornings on 2". we're back on storm watch as the bay area is getting some much needed rain, but it's also causing problems for your morning commute. this is a live picture of interstate 80 in richmond, a serious accident there causing a lot of problems. we'll have more on that in just a moment. good morning, i'm tori campbell. >> boy, we're starting busy, aren't we, tori? >> good morning, i'm dave clark. we do have live team coverage of the morning storm for you. brian flores is live in richmond. there are major delays because of a jackknifed big rig. sal will tell you about the entire bay area commute, but let's start first with meteorologist steve paulson. how much rain will we get?

>> so far today about 1/4 inch to over an inch especially up in marin county. you can see there's still some there. now, the main bulk of it is moving south towards san jose, looks like santa clara, but we're still getting a distinct line getting ready to move into northern sonoma county, another couple hours on this system. not too bad on the rainfall. snow hasn't been that much. a couple of reports coming in from tahoe, half inch at the key. there is a winter weather advisory out there, but maybe three to six inches more at the higher elevations, of course. we're talking lake level. we'll get a break here in the next couple of hours, so by noon this afternoon things will calm down a little bit. we have some rain here, it's a rainy pattern. there'll be some very hefty totals coming in over the weekend, especially in the north bay, heavy at times and i think for everybody over the weekend. here are some of the projections. i would not be surprised up to the north, especially mendin seeno county, but through sunday you can see three plus for many and rain down to san jose. so things are definitely looking juiced here as we head

into not only today but the weekend. still some pretty good rain coming down in parts of the north bay. our system will be with us for the morning. then we'll get a break later this afternoon and tonight and then here comes the next one. that will give rain again on friday. that winter weather advisory is out today for the sierra. snow levels start off kind of low, but then by the weekend the winter storm warnings up, but don't be surprised if it's rain by sunday, it'll be that warm of a system. so morning rain, and then a little bit of a break here this afternoon, but a cool, breezy pattern. saw a gust to 28 miles per hour to the east at the napa airport last hour, so lots of 50s. you're a busy man, sal. >>reporter: steve, we want to mention the biggest traffic item that we have right now and that would be the jackknifed truck that is on 80 westbound near elportal. it's blocking almost all of the freeway westbound and eastbound. this is obviously a much bigger deal for the commute westbound because traffic is backed up all the way into vallejo and brian flores who is on the scene had tell us more about what happened and how long they expect to clear this crash. we'll go to brian in just a

moment. first let's go to the bay bridge toll plaza. it is a little lighter than usual because people aren't getting through. it's been a mess. we've had not only that crash, as i mentioned, we had a crash in berkeley. we had a lot of fender benders, a lot of stalled vehicles and flooding, so it has been very slow. people coming, say, from oakland to san francisco can expect about a 20-minute drive time getting through which is not that bad considering what kind of day it is. south bay has been hammered by the rain. look at all this slow traffic here northbound 280. it is slow all the way into the valley. pardon me. northbound 101 is also slow and so is 85. now, we haven't had serious crashes, but we've had an awful lot of fender bender-type incidents and flooding in some of the outside lanes. now let's go back to that massive jackknifed big rig that's been there now for almost two hours. ktvu's brian flores is there on the scene with an update. brian. >>reporter: hi, sal. good morning. yeah, when the rains first came, this was the major concern. when it did, major accidents, as you mentioned, sal. we've seen quite a few of them.

this is the major one. this is interstate 80 now, both directions affected from this jackknifed big rig with two trailers behind it. you see tow crews here. they just arrived 15 minutes ago. they're working as quickly as they can to remove this from the scene. but as you mentioned, it is really bad here on interstate 80 near el portal in richmond. it's going to be this way for the next couple of hours. the chp says this big rig with a double trailer was traveling westbound on 80 in the number three lane when he somehow lost control trying to move to the right lane. the driver then hit another car and then lost control and then hit another car. the big rig driver apparently lost control so bad that he basically went through the center divide, also landed on top of it. that big rig and trailer is blocking three lanes in each direction near el portal on i- 80 this morning. we understand the big rig driver was taken to the hospital but with very minor injuries, a few scratches here or there. and the other two drivers from the other two cars had no injuries. but here's more from chp on what is next this morning.

>> we do have a tow truck on scene. it looks like we're going to have the westbound lanes open probably within the hour, and the eastbound lanes one to two hours. >>reporter: now, as we go to look at some video now from chopper 2. this is a traffic nightmare this morning. as you mentioned, sal, this is coming from the cartenas bridge as well and traffic from the other direction also a big mess. one lane in each direction currently open. chp, again, says it's going to be at least a couple of hours before this scene is completely clear. as we take you back out here live, you're taking a look at a bmw suv that was also affected in that crash this morning. and as photographer sid pans away, you can see that this traffic is causing -- this is eastbound 80 this morning, one lane in each direction, again open in each direction here on interstate 80. it's going to take a couple of hours now for this scene to completely clear. as we mentioned, it is raining out there. be careful out there on the roadways. we're live here in richmond, brian flores, ktvu channel 2

news. >> thanks, brian. and the weather is not only causing delays on the roads, but in the skies as well. here's a live picture, rather soggy sfo. if you will be flying today, you may want to check the status of your flight before heading to the airport. there are some delays and cancellations at sfo due to today's weather, mostly to airports in central and northern california. you can get weather information anytime on your smart phone or tablet, not just during our newscast. you can also follow ktvu meteorologists on our ktvu app and on twitter and facebook. time now 7:07. people in the north bay, you're still being asked to save water despite this morning's rain. a stage 2 water emergency declared in talastoga. that means starting march 1st you can only water your lawn early in the morning. restaurants will only serve tap water and the hotels and spas will only change the bed linens and towels on request. if you live in pleasanton,

you're also being asked to save water. officials have declared a stage 1 water emergency. they're wanting a 20% reduction in water use. they're asking each home to save 46 gallons of water today. just to put it in perspective, a 10-minute shower uses about 50 gallons of water. pleasanton gets most of its water from the zone 7 water agency which will not get any water this year from the state water project. residents in dublin and livermore, you're also part of the zone 7 water district and you're also being asked to reduce your water usage by 20%. it is 7:08. new this morning police in the south bay are trying to track down a killer this morning they say is responsible for stabbing a man outside the fairmont hotel. ktvu's janeen delvega is here to tell us what led up to this and where police are in their investigation. janeen. >>reporter: tori, i'm told there weren't too many people out here when this happened at around midnight, so that's why investigators are going to be

looking to see if there's any surveillance video from the fairmont or any of the surrounding businesses that may have captured what happened out here. the man who was stabbed was found on the ground near the newspaper stands here on market street. officers say a witness called 911 after seeing people fighting on the sidewalk across from caesar chavez park at around 12:20 this morning. and when police arrived, they found a man who was suffering from at least one stab wound. he was rushed to the hospital where he died. police collected evidence at the scene and are interviewing potential witnesses back at the police department. i asked if this appears to be a robbery or if it's gang related and was told that it's just too early to tell. investigators don't have a motive in this case, and at this point they're not putting out any suspect information other than they believe that it is a man. police tell me that the victim appears to be in his late 30s or early 40s and was from the area. he did not appear to be a hotel

guest. this is the city's fifth homicide of the year. reporting live from san jose, janini delvega, ktvu channel 2 news. some critics are questioning whether child care workers in napa county did enough to protect 3-year-old kaley slesher who was found brutally murdered last week. some questions remain unanswered because of a juvenile court ruling. yesterday a judge ordered napa county's protective child services not to release most of the official information about this tragic case. the county's welfare director is abiding by that court ruling. >> i had hoped that i would be in a position to really talk specifically about this family, this little girl. >> the juvenile court only allowed the release of a single page of information about her killing. that page contained information that had already been released. the little girl's mother and her boyfriend are accused of killing the child and storing her body in a freezer.

time is 7:10. the city of san francisco considering some new ways to reduce homelessness in the city. the san francisco examiner says the city has some new optionses and that includes making -- options and that includes making it easier to mi for public housing and apply for credit counseling. there's another idea, passing out free one-way bus tickets at the transbay terminal. city officials say those bus tickets would only be given to people who can verify they have a family member or a friend waiting for them at the end of their destination and can offer them some help. it is 7:11. san francisco city leaders are giving the thumbs up to the design changes for an apple store on union square. the proposal goes before the city's planning commission today. the building will replace the four-story levi's store at the corner of post and stockton streets. neighbors and city officials criticized the first design which got rid of a long- standing folk art fountain. the new design, as you can see, is basically nothing but

windows on the front and makes the fountain the centerpiece of a plaza for visitors. this morning the organizers of a new pro football league will hold a news conference at san francisco's fairmont hotel. they'll announce plans for an 11-team league that will play in stadiums across the country during the spring. one of those teams will be located here in the bay area. the league will function under different rules of the nfl, designed to make this new league more exciting. more details will be revealed at this morning's news conference. >> very interesting. time is 7:12. tori, we're following several nasty accidents this morning here on "mornings on 2", including one right outside san francisco's cliff house restaurant, but weather may not be the only factor behind this. a castaway's health takes a turn for the worse. why the man who lost his feet for over a year is now back in the hospital. >>reporter: good morning. we are looking at a toll plaza

driving charges. brooks and that police officer escaped injury in the collision. san francisco police have now arrested a driver who they say hit and killed a pedestrian in the sunset district on tuesday. the driver identified as 71- year-old jenny cheng. police say she was driving a red toyota coroll. that car hit 78-year-old isaac baritson. cheng was cited on vehicular misdemeanor manslaughter and fayed to yield to -- and failed to yield to a pedestrian in a cross walk and then released. all of this comes as san francisco is increasing efforts to prevent pedestrian accidents. we saw police in action yesterday. they wrote at least five tickets in just 40 minutes for both j-walkers and for drivers. right there at 16th and cap streets in the mission district. >> we want to it educate people, and we want to correct

people who aren't behaving correctly as well. >> now, police chief greg suhr says about 95% of the tickets, they're for drivers since they do the most damage. but cyclists and pedestrians are getting tickets as well. the bottom line according to the chief, everybody needs to slow down and be more careful. it is 7:16. a true story or a tall tale, but there's an update this morning on the man who says he was lost at sea for more than a year. a mexican government officer says the health of jose salvador alvaringa has deteriorated, so he returned to the hospital today in order to be fed intravenously. doctors say he's severely low on vitamins and minerals. he washed ashore last week after being lost at sea for 13 months and surviving on rain water and a diet of fish, birds and turtles. new this morning at the national prayer breakfast, president obama focused his comments on freedom of religion which he said is under threat

in many areas of the world. >> we see governments engaging in discrimination and violence against the faithful. we sometimes see religion twisted in an attempt to justify hatred and percent execution against other people -- persecution just against other people just because of how they pray or who they love. >> in his comments this morning, the president specifically called for the release of two americans currently being held he said for their religious beliefs, a missionary in north korea and a pastor in iran. time is now 7:18. nationwide women are paid just very often cents for every dollar -- 77 cents for every dollar a man is paid. that's not the case in some parts of the bay area. in san francisco women make 84% of what men are earning. in silicon valley, women make just 74% of the salary of men. there's no city in the united states where women make 100% of what a man is paid. it is 7:18.

a jackknifed big rig blocking lanes on 80 at el portal. it came through the center divide, blocked lanes in both directions and traffic is still getting through. traffic is backed up into the vallejo area, although it is not backed up through vallejo, but definitely having a major affect on 80 westbound. our brian flores is there and he's keeping track of where they will keep this up. looks like they made some progress, but the traffic is still very heavy. talking about the traffic on 80 westbound, some traffic is getting through, but the toll plaza delay hasn't been all that severe because a lot of people are stuck on 80. let's talk about a different part of the bay, westbound 580 is a mess through the dublin area from livermore because of several minor crashes through the area. 580 is very slow out to the 680 interchange. san mateo county northbound 280 at the duran bridge, they cleared that crash finally and slow traffic on 101 in san jose. i already talked about this. i want to talk about highway 4, it is slow in antioch and low

in pittsburg and bay point. 7:20. let's go to steve. >> thank you, sal. we have a half hour show, but i gotta keep it tighter than that. rain still going, every observation at 7:00 from santa rosa to san jose says light rain. there might be some pockets where it's moderate. not a bad system, but this is what's on tap here or heading in our direction for late friday, saturday and sunday, and there's going to be a lot. it's a warm source. our system moving through, but you can see it's still lit up. there's a definite back edge to it. uchitel now says cloudy, but san jose says light rain. rainfall reports, the most just came in, raymond in rush river, 1.65. but pretty good rain in marin county, about 3/4 to an 1 1/4, larksburg 1 1/4 inches. crockett.68, santa clara.40 and snow coming up in cobb mountain at 2,700 feet. there could be more up there. i'm not going up there. we have rainfall totals that

have been okay, considering we haven't had much in 13 months. this is the third system in a series and the ones keep getter wetter and wetter. 3/4 at santa rosa. san francisco.66. i know there's been more than that in boulder creek. so about 1/3 to about 2/3 inch, napa had 3/4 inch. not too shabby. but here's the projection as we head towards the weekend, especially friday, saturday in the north bay. i've seen some reports of 4 to 8 inches of rain. just throwing that out there for you. so suffice it to say, there are some very heavy totals on the way and some of this through thursday into friday. now, again, we'll get a break tonight and tomorrow. it's saturday and sunday that things will really start to pick up. look at these totals coming in. these are projections through noon on saturday, two plus all the way down to the santa cruz mountains. things are getting wet here fast. all or nothing, nothing for the longest time. a breakup to the north, although you see a snow mix up in parts of lake county, but looks like things are done up there for a while.

still hit and miss but still light in the north bay. general lane or a light rain through the east bay, highway 4, 680 a mess and heavier parts in parts of the peninsula, especially 280, 101, skyline. and then san jose south reports of pretty good rain. winter weather advisory out for the sierra. hasn't been too much yesterday. kirkwood had 4 to 8 inches, so 5 to 10 at the ski resorts, probably 3 to 6 at lake level. then things get crazy on the weekend, maybe snow on saturday and rain on sunday. it'll be that warm of a system. a cool, breezy pattern after the morning rain. partly sunny, maybe mostly cloudy here. temperatures will be in the 50s. these are below and they'll stay there for a while until we get to about friday and saturday and then they're going above because this will be a warm system coming in. overrunning rain is what we call it on friday to the north and rain into the weekend and into monday. >> thank you, steve. this morning ktvu facebook followers are giving us a look at the rain in their neighborhoods. want to show you one picture. this one sent to us from ashley elizabeth anderson in oakland.

was caught in a strong current. he was brought to shore but paramedics could not revive him. police say there will be an autopsy to determine the cause of death. time is now 7:26. now to the investigation into the death of award-winning actor philip seymour hoffman. the autopsy results, they were not conclusive. doctors say they need more tests to determine an official cause. last saturday -- last sunday police say it appeared he died from a drug overdose. investigators say they found at least 50 packets, some of them containing heroin in seymour's apartment. and last night fellow actors in new york honored philip seymour hoffman. at 7:45, broadway, the lights there, went dark. theaters along the great wide way dimmed the marquee lights for a minute. they do that to honor theater legends. he received, by the way, three tony nominations during his long acting career. 7:27. a statue of a man in his underwear at an all woman's college is causing a lot of

controversy. wellsly college in massachusetts says the sculpture called sleepwalker is on campus this week to advertise an upcoming art exhibit. but some students say it's a distraction for drivers and is disrespectful to women. >> he's caused a couple people to call campus po and pull him -- pulled us off the road because they thought it was a real person. >> hundreds have signed an online petition asking the sculpture to be removed, but the college says there are no plans to do so. 7:28. a new terrorism warning on the eve of the winter olympics opening ceremonies. the concern over a common household item that could be used to smuggle explosives onto airplanes. >>reporter: good morning. right now we are looking at a toll plaza that's getting a little bit more crowded now that more people are getting through. and we also have that big crash upstream on 80. we'll update that for you straight ahead. foggy, rainy, cool, cold morning. some of the rain totals coming in are pretty good, about a

i'm tori campbell. >> good morning, i'm dave clark. we god what we asked for. we have live team coverage as well. alex savage is out there on the roads since 4:30 this morning, looking at traffic problems on the wet roads. sal, of course, watching the total picture of your traffic this morning. you've got lots of problems. but, first, let's go to steve. he's tracking the rain and how long this will last. >> i am indeed. thank you, dave. we do have a pretty decent rain numbers coming in, but the system we have now will not be able to hold a candle to the serious systems that are approaching coming up from the hawaiian islands. that will be here late friday and take us right into the weekend. what we have now is not too bad. looks like sonoma county into mendin sino county. larksburg about 1 1/4. oakmont highway 12 our observer joe.71. palo alto had a half impleg of rain. i know hayward and redwood

shores had about 1/3 inch of rain. otherwise it's been pretty good, starting to stack up and continuing. this has been a good steady rain, the ground loves it. .82 in santa rosa,.80 in mill valley. could be a little bit more than that. in fact, i've seen a lot of reports one inch plus in parts of marin county. boater creek up to 3/4. half inch to 3/4, napa with 3/4. this system will move through the morning hours by 10:00, 11:00 should be on the back side, starting to move pretty quick. there's been some snow up in the sierra. i know kirkwood had five to 10 inches of snow so far and it's still snowing. we'll get a break later today and then tonight this cloud cover will start racing in. and this is a warmer system. so snow levels will go up, temperatures will go up, rainfall amounts will go up and there could be some hefty totals in the north bay over the weekend. morning rain, some afternoon sun, and a cool day with a lot of 50s here. sal. >>reporter: good morning, steve. right now on 80 westbound we still have that crash involving a truck that came right through the center divider. these are pictures taken earlier of the truck and the

damage on 80 at el portal drive. now, the traffic on both directions is going to be down to one lane. they're trying to get more of those lanes open. this was a multi-vehicle accident, but the truck did the most damage. ktvu's brian flores remains on the scene. he's following not only the crash, but also the big backup that is stretching sphars the cartenas bridge and vallejo. we want to mention that other bridges around the bay aren't doing so well. bay bridge is a little better than normal because traffic hasn't been getting there at the same rate. but the san mateo bridge is very slow. it stays that way all the way out to the peninsula. as steve has been telling you, it's moving through and making for a slow commute all around the bay. contra costa county highway 4 is still slow and 680 is backed up from 422 to wal dhp nut creek. we move to the south and i'll show you 80 is just a mess getting into the valley, so is 280 and 101. so there is no commute that has been spared by today's rainy weather. drivers may want to avoid northbound 880 in hayward as

well. ktvu's alex satisfy ij is on the marina where -- savage is on the marina. >>reporter: we have some pretty decent roadway flooding here at this on ramp. this is what drivers are encountering here behind us. you can see this is about a foot or so of sandy water. you're about to watch this box truck right here driving through this water. and you get a sense of just how deep it is. we've been seeing drivers really taking it slow as they try to get onto northbound 880 here at marina avenue. this is just one of many rain- related problems we've seen around the bay area this morning. in livermore, a short time ago, there was a chain reaction crash involving several cars. that was at about 4:00. it was westbound 580 at north livermore avenue and the wet roads appear to have been a factor there. two people transported to the hospital with minor injuries. earlier in the morning in san francisco a driver of a porsche lost control on the slick roads and slammed into a tree.

that accident happened about 2:00 just off 101 at the paul avenue off ramp. the driver in that case had minor injuries and appeared to have been going a bit too fast for the slick conditions this morning. now, caltrans crews, they have been working hard all morning, trying to deal with all these flooded roadways. in san francisco the connector ramp from northbound 101 to eastbound 80 in san francisco was flooded for a time early this morning. several lanes were flooded and the caltrans crews had to come in there and vacuum out all of the standing water. again, a lot of standing water, as we bring you back here live in san leandro, this is the on ramp to marina avenue and cars taking it slow as they go through a foot or so of standing water. we are seeing some gentlemen over here, possibly members of a contracting crew, there's sort of a work area here just going over the freeway area and it's possible they may be working on the drain situation trying to get this water cleared. for now, if you are getting onto northbound 880 in marina

at san leandro, there is water here. >> you can get weather information at any time on your smart phone or your tablet. just follow ktvu's meteorologists on our ktvu app and on twitter and facebook. well, alex just mentioned this, but we want to tell you more now, the investigation is under way into a suspected drunk driving crash outside san francisco's world famous cliff house. it happened during this morning's rain storm just a few hours ago. ktvu's tara moreiarty join us live from the crash scene with a look at the damage there. good morning, tara. >>reporter: good morning. the driver was actually going around the bend. a lot of you know it because the historic cliff house is right on the corner. if you look over my shoulder, you can see it came right around the corner, it jumped the curve, and then it actually slammed into a pole, a parked car and flying debris, even took a chunk out of that historic landmark. this all happened around 3:45 this morning, and, again, a tow truck has removed the suv, but police say it was going around the bend, heading southbound.

the driver lost control on the wet road. it smashed into the pole, the parked car and then it also took out a concrete barrier before it landed on the sidewalk. park police called the accident in. the cliff house is actually in their jurisdiction, although san francisco police are doing the investigation. there are smashed beer bottles everywhere and witnesses say the driver appeared extremely drunk. now, it's very wet out here, so slippery conditions. if you're speeding, it's easy to have an accident, and combining that with alcohol obviously makes it worse. the driver was taken away by ambulance. it looks like only a cut to the hand. and luckily no one else was hurt. an officer is at the hospital right now with the suspected drunk driver waiting for the dui blood results. but it looks like he will be booked, and police are going to advise you to take it easy as you make your way around this bend near the cliff house. live in san francisco, i'm taramoriarty, ktvu news.

a crime alert issued to all cal steubilities after a sexual assault on the campus last weekend. it happened saturday night on university drive. police say a man grabbed and fondled a 19-year-old female student. she fought him off and escaped. the attacker described as a latino man, 5'9", 140 pounds with brown eyes and brown hair. he was wearing a black jacket and black jeans. in the meantime a pastor at a san ramone church is in jail facing felony sex charges. 33-year-old heeo ben em, also known as pastor john at the contra costa korean baptist church. yesterday he was charged with having unlawful sex with a 17- year-old girl. investigators say the girl was one of two juvenile runaways that he was allegedly hiding at his home in san ramone. happening today, family and friends are remembering a 17- year-old girl shot and killed, her 14-year-old brother is accused in her killing.

a wake for justice tol ifer will be held this afternoon followed by a funeral tomorrow morning in oakland. toliver's brother has surrendered to police, but he will be allowed to attend her funeral. officers say last month's shooting at a relative's apartment in oakland's chinatown district followed an argument between the siblings. also happening today a suspected serial arsonist is scheduled to enter a plea in the south bay. 48-year-old patrick william brennan faces 10 felony counts of arson and three felony counts of attempted arson. he is suspected of setting a string of fires in downtown san jose last month. the biggest was a warehouse fire that cost an estimated $5 million in damage. if convicted brennan could spend the rest of his life behind bars. in the meantime now 7:40. students at san jose state university, they're invited to a public meeting tonight in the wake of a hate crime on that campus. this is the first of six public meetings to be held, studying the racial climate at the

university. the meeting comes after an african-american student reported being harassed by four white members of his dorm. those student -- those students were suspended in november after being accused of flying a confederate flag, leaving racial comments on a white board and putting a bike lock around the african-american student's neck. that meeting is set to begin at 5:30 this evening at the engineering building on the campus. it is 7:41. the u.s. homeland security department has issued a new terrorism warning on this eve of the opening ceremonies for the winter games. it's warning airlines with direct flights to russia to watch out for explosive material that could be concealed in toothpaste tubes. the u.s. is concerned the explosives might be used during the many flights now headed to sochi. cnn is reporting this alert is specific to the start of the winter games, and this bulletin is adding to the concerns of olympic security as thousands of people from around the world

u.s. stock market is recovering in early trading after slight losses the day before. the u.s. labor department today said the number of people applying for unemployment benefits declined 20,000 last week to 331,000 and that falls as fewer americans are facing layoffs and better job prospects. taking a live look at the big board, the dow is currently up 162, the nasdaq is up 50 and s & p up 18. now, on the flip side, we just checked, twitter stock is down 21 1/2% this morning after yesterday's closing bell the san francisco-based microblogging site announced its first earnings report since going public and revenues were better than expected, but other information shows fewer people are joining twitter and current members are spending less time on the site and that is worrying investors. so, again, twitter stock now

down 21%. >> all right, pam. tori, you know what i meant. time now 7:47. it's a problem that haunts cities all over the country, how to help and how to deal with the homeless. ktvu's pam cook is in our newsroom now with more on the plans they have in san francisco. >>reporter: yeah, city leaders in san francisco are considering new ideas to reduce homelessness in the city and they're getting ideas from other big cities. san francisco mayor ed lee announced that the obama administration has approved san francisco's public housing improvement plan which is the largest such plan in the country. now, the rental assistance plan will help refinance and preserve more than 4,500 public housing units. it's said to be a crucial first step in mayor lee's public housing reenvisioning plan. however, that's just part of keeping people in housing and off the streets. the san francisco examiner reports the city also plans to make it easier to apply for public housing and offer credit

of the freeway. so this is a big mess for 80. it has been affecting traffic since about 5:30 when it happened. fortunately there were no major injuries in this crash. san mateo bridge at a standstill. this is not a camera problem, this is really at a standstill. you see the left-hand side of your screen, the cars are moving towards us, but westbound moving away from us heading out to the high rise, it's just completely stopped. a lot of it is just because of stop-and-go traffic heading off to the high rise. the rain really doing a number of on the peninsula commute as well. it's just not moving. look at the south bay. it looks like a christmas tree, all red here, a little bit of green, but mostly red. 101 is backed up solid from the captalis to sunnyvale. 85 is not a good option and 280, 17 and a lot of it is because of fender benders. 7:52, let's go to steve. >> thank you, sal. a very good morning, wet morning, cold, damp, pretty good rain, about 1/3 of an inch to 1 1/3 inch covering the spread. not bad. that's our system today. this is actually our third in a series. remember last week we had that

i'm dave clark. >> i'm tori campbell. we are on storm watch this morning. ktvu's brian flores is at the scene of that serious accident on 80, sal is keeping an eye on that and the rest of your morning commute. but we begin with meteorologist steve paulson to see just where the rain is right now. >> well, tori, i think some of the heaviest rain right over san jose. we're getting several reports of that. it's to the north bay, but the bulk east and south. it'll be winding down here. a lot of fog, cool, cold temperatures. rain was pretty good with this system. just had one report -- i've had a couple of reports near the russian river of 1.65 and 1.68. somebody got pretty good rain out of this. we'll still get an inch to an inch and a half for most locations here. then we'll focus our attention to warmer systems plowing in from friday night all the way to sunday. there could be four to eight inches parts of the north bay over the weekend. you see the back edge to this, so i'd say by 11:00, things should be winding down. where you see the yellow and red over san jose, that has really lit up.

rain totals pretty good. oakmont 3/4, palo alto half inch. so a half to an inch really kind of covered it. but the big news, though, is the door is definitely open and we're on our way for even bigger systems as we head to the weekend. it'll be very, very wet, very, very warm as well. some of these outlooks could be, i mean, really almost too much rain. but we'll update that tomorrow. not too much now to the north and to the east, just a lighter rain, but heavier down towards san jose, parts of the peninsula, although there are final a few breaks there. but san jose south has been really heavy. i think there's been about 3/4 inch for some there. the system will be with us in the morning, then we get a break tonight and tomorrow. here comes that next system for friday night and that will take us right into the weekend. winter weather advisory out for the sierra. heavier snow in the ski resorts. i know they've been about five to 10 i think around kirkwood. a winter storm warning will start friday, saturday. it could all be rain, though, on sunday below the passes because it'll be a warm system. so morning rain for us, a very cool kind of foggy pattern and a little bit of sun later on with some clearing, but highs

today only in the 50s here. sal. >>reporter: we're not having a good commute to say the least. 80 has been a mess from vallejo on down to richmond and looks like they're doing a hard closure now as they occasionally do to get this truck accident out of the way, as our photographer will show us, we have a big rig tow truck there trying to get this truck out of the way there. ktvu's brian flores will tell us more about what's going on here on 80 at el portal, but it has been terrible for traffic. we'll find out what happened and if anyone was injuryed in this crash in just a moment. let me first go to the toll plaza. it hasn't been the same. a lot of people have been stuck in the 80 traffic and it really hasn't been all that busy at the toll plaza because people are getting through. the really slow traffic is in the south bay. look at all this slow traffic. it is very slow on 85, on 280, on 101. if you are driving in san jose, you need to add at least another half hour to your drive time. it's 8:04. let's go back to brian who is at the scene of the truck

accident we mentioned. what's going on there right now, brian? >>reporter: hi, sal, good morning. what's going on behind me right now is that they're finally moving this big rig trailer out of the way near, but as you mentioned, this is already a traffic nightmare here. we are on -- we're actually standing on eastbound 80 near richmond this morning. the good news is that they are moving it out of the way, but the bad news is that it's still going to take a little bit longer before all lanes are completely clear. and if you don't know by now, the damage already done in terms of the commute here along i-80 near el portal. now, this was a concern when the first major rain came through the bay area. as we go to video now, the chp says this big rig with a double trailer carrying trash bins was traveling westbound on 80 in the number 3 lane when he somehow lost control trying to move to the right lane. the driver apparently unaware that there was another car there hit an suv and then that driver swerved, lost control and hit another suv. the big rig driver then apparently lost control again so bad that he basically went through the center divide. now, that big rig and double

trailer blocked three lanes for a couple hours in each direction near el portal this morning. we understand the big rig driver was taken to kaiser hospital with very minor injuries, a a few scratches here and there and the other two drivers had no injuries. but here's more from chp on whether rain was a factor in this crash. >> the rain is always a factor in any collision in the rain. drivers just need to realize that they need to slow down, they need to increase their following distance behind vehicles and just be extra vigilant and aware of their surroundings. >>reporter: certainly good advice from the chp this morning. as we look high above from chopper 2, video this morning, this was obviously a traffic nightmare. for a long time one lane in each direction open for quite some time. chp again says it's going to be at least an hour or two before the scene is completely clear. but as we take it back out here to a live picture now, you are taking a live look now on eastbound 80. you see many crews out here, chp, a caltrans crew is out here. they're putting in some sand on

the roadway to make sure it soaks up any oil or gasoline that might have spilled from this big rig, and they're also working on that center divide as well, trying to pass that up as well. but i can say that at least two lanes in the westbound direction and one lane in the eastbound direction is open. they plan to open a second lane they say within the next five or 10 minutes. but, again, take your time if you are heading out on the roadways, and especially if you're on i-80 this morning. we're live here near richmond, brian flores, ktvu channel 2 news. >> thank you for that update, brian. we have new information about weather delays at our local airports as well. here is a live picture at sfo. and if you will be flying today, you may want to check the status of your flight before heading to the airport. 17 departures and 18 arrivals are canceled at sfo, mostly for flights within california. we're also hearing reports of delays of up to two hours because of our local weather. whether it's in the air or on the roads, you can get weather information anytime on your smart phone or tablet.

just follow ktvu meteorologists on our ktvu app and on twitter and facebook. >> we'll do that, tori. while the storm is giving us needed rain, it still may not be enough to ease the drought. 2014 still on track to be one of the dryest years in california's history. forecasters say we'd have to get double the amount of rain for the next four months just to get back to normal conditions. now, in the next couple of days, the north bay could get more than three inches of rain. san francisco and the peninsula could get a half inch, while the lake tahoe area already got three to six inches of new snow overnight. democrats now accusing republicans of exploiting the drought to try to win votes in the central valley. house republicans passed a bill that would strip obama administration projections that are in place for salmon and the endangered delta smelt by diverting more water from the delta to farms in san joaquin county. that bill is not expected to pass in the senate and the

white house has promised to veto it. it is 8:08. people in the north bay are still being asked to conserve water despite this morning's rain. a stage 2 water emergency has been declared in calastoga. that means starting march 1st, you can only water your lawn early in the morning. restaurants will only serve tap water and hotels and spas will only change bed linens and towels on request. if you live in pleasanton, you're also being asked to save water. the pleasanton city council declared a stage 1 water emergency and they want a 20% reduction in water usage. they are asking each home to save about 46 dplals of water a -- gallons of water a day. to give you how much water that is, a 10-minute shower uses about 50 gallons of water. pleasanton gets most of its water from the zone 7 water agency which will not get any water this year from the state water project. residents in dublin and livermore are also part of the zone 7 water district and

they're also being asked to reduce water usage by 20%. time is now 8:09. new this morning san jose police are piecing together what led up to an early morning homicide just outside the fairmont hotel downtown. ktvu's janine dela vega joining us from san jose to let us know where police are in the investigation. >>reporter: dave, no arrests have been made yet in this case. i'm told there weren't many people around when it happened because it was midnight and it was raining. this happened right out in the open, right outside the grill restaurant here in fairmont. the man was found here on the sidewalk near where you see these newsstands. officers say a witness called 911 after seeing people fighting on the around the chavez park. they found a man suring from at least one stab wound. he was rushed to the hospital where he died. police collected evidence at the scene and are interviewing potential witnesses back at the police department. people who work in that

downtown corridor near market street say there are homeless that frequent the area and say they've noticed a slight increase in crime on the street. >> like when i come to work, you always have to keep your eye around because there's a lot of people. you know, you gotta watch where you walk, you just gotta be very aware. >>reporter: i asked police if this appears to be a robbery or if it was gang related and was told it's just too early to tell. investigators don't have a motive in this case, and right now they're not putting out any suspect information other than they believe that a suspect is a man. police tell me the victim appeared to be in his late 30s or early 40s and was from the area. they say he didn't appear to be a hotel guest and are looking into the possibility that this victim may have been a transient, they just don't know yet. investigators will be looking to see if the fairmont, if there's surveillance there or any of the other surrounding businesses that could catch the stabbing that could help their investigation.

priest. 44-year-old gary lee bulllock accused of killing father eric freed of eureka entered a not guilty plea to charges of murder, attempted arson and car theft. the murder trial is now scheduled for august 4th. investigators say bullock broke into the catholic church on new year's day and beat father freed to death while trying to burn down the rectory. it is 8:13. a formal groundbreaking ceremony will be held today for a new habitat for humanity development in san francisco. the habitat terrace development in the oceanview neighborhood will allow 28 families to become homeowners for the first time. san francisco supervisor john abaloss is expected to attend today's wall-raising event which gets under way at 9:30 this morning. time is 8:13. governor brown is making an urgent appeal to the people who run california's biggest public pension fund. the governor wants them to act quickly to deal with the rising costs caused by more and more

to 1,800 plates per minute. officers use the devices to take digital images of license plates as a way to locate cars that may have been stolen or connected to a crime. police say it is an effective tool, but critics say it's an invasion of privacy. a draft policy for how police in alameda would be able to use the readers will be presented to the alameda city council sometime in the next few months. time now 8:19. san francisco police now have arrested a driver who they say hit and killed a pedestrian in the sunset district on tuesday. the driver identified as 71- year-old jenny cheng. police say she was driving a red toyota corolla and that car hit 78-year-old isaac baritson as he crossed sunset boulevard. ms. cheng was cited on suspicious of misdemeanor vehicular manslaughter and failure to yield to a pedestrian in a crosswalk. she was then released. all this comes as san francisco police are increasing efforts to prevent pedestrian

accidents. we saw police in action yesterday. they wrote at least five tickets in just 40 minutes for both j-walkers and for drivers at 16th and cap streets in the mission. >> we want to educate people, and we want to correct people who aren't behaving correctly as well. now, police chief greg suhr says about 95% of the tickets, they're for drivers since they do most of the damage. but cyclists and pedestrians, they're getting tickets as well. the bottom line, the chief says everybody needs to slow down and just be more careful. it is 8:20. want to check in with sal. and, sal, you said the maps are lit up like a christmas tree. >>reporter: yeah. i'm sorry. we've had just a bunch of stuff coming into the newsroom here. i want to start off with the -- where am i starting off? we'll start off with the eastern freeway, westbound 80 as you come down toward the macarthur maze and the bay bridge toll plaza. the traffic is not all that bad, but just up the road,

remember, we had that crash that brian was at, westbound 80 right near el portal. the crash that's been there since 5:30 this morning, right in this particular spot and traffic is backed up all the way up to the cartenas bridge and eastbound 80 is also going to be slow because of this truck that they're trying to get out of the way. they've made some progress and we'll update you on that. meanwhile, at the bay bridge toll plaza, there is a delay now. enough people have gotten through it's backed up to the 880 overcrossing. we want to mention the traffic in the south bay has been very slow this morning all over the place, all over the south bay commute. i want to mention interstate 880 northbound, it's slow out of san leandro. a lot of stop-and-go traffic into downtown oakland. first in howard in san francisco an intersection to avoid, some sort of an accident. the fire department is responding to the scene. 8:21. let's go to steve. >> thank you, sal. very good morning, very rainy, cold, wet morning for some, with decent totals coming in. i mean, it's about time, huh?

record highs in january, now we have this is our third system. each one has been better and better, and the next series is going to be very wet. would not be surprised if about four to eight inches of rain fell in parts of the north bay over the weekend. san jose it's coming down there, a lot of reports it's pouring there. is a back side to this and i think about 10:30, 11:00, things should start to calm down. vallejo 3/4, blossom hill.65. george mccray also.60 and clayton a half inch of rain, brody sanders, near clayton, marsh creek road and also palo alto, sfo, anywhere from half inch to 3/4 it inch. so decent totals. february has been much, much different than january. thank goodness. we needed the rain. we're getting systems, the one we have today and then the next one moves in friday, moves through the north bay, and over the weekend there could be just some incredible totals stacking up here. this makes me a little nervous here. but some of the totals coming in could exceed four to eight inches of rain. this is one projection.

not much will happen through friday and then friday evening things start to pick up a little bit, especially to the north. look at the santa cruz mountains, look at some of the totals this, is just through saturday, so double by sunday night. 40s in temps. it's going to be a cool, cool day, even if we can get a little break or two. this system is moving pretty fast, so it'll be out of here in a couple of hours. still light rain. radar maybe not picking up everything, but santa rosa still says light rain, ukiah says cloudy. things have calmed down in lake county, from san jose down, though, san martine, gilroy back towards parts of the santa cruz mountains, some very heavy rain. the system that's with us now, it's on its way out and we see an in between part of the system, that will start rolling in tomorrow, tomorrow night, and then for everybody over the weekend. 31 tahoe. some of the ski resorts, i think kirkwood has had five to 10 so far, north star four to eight. but at lake level hasn't been too much that far, at least that's what people told me. there's still a winter weather

since 4:30 this morning. he's with us now. sal, of course watching everything in your commute. let's go to steve paulson first. let's check the forecast. >> thank you, dave. rain letting up for some, very heavy san jose south, santa clara valley. this storm definitely did its job, about a half inch to 1 1/4, inch and a half for some. but the next system to the left of your screen, that's going to bring in some heavy rain starting in the north bay friday night and everybody over the weekend. definitely some breaks. this system is moving pretty fast, but it's going to be a cool, kind of foggy day. still light rain around. heavier amounts have been to the south. larksburg 1 1/4 inches. outer richmond, that's, chris -- scott, excuse me,.80 and sfo has had.68. lot of reports about half inch to inch quarter as we said. in this recent pattern this is the second one, bigger one, though, comes in for the north bay starting tomorrow night, and i'll tell ya, some of the projections coming in, i've seen four to eight.

this is a much warmer system. it'll be plowing in and just taking direct aim at parts of the north bay and also the santa cruz mountains. so it will not just favor one area it looks like. that's good. we need it, but not too much too soon. 40s on the temps, i doubt they travel very far. low 50s at best on the high side. you can see things every winding down. i think by 10:00 most of this should be long gone. then we'll just wait until the next system rolls in, increasing clouds on friday. everything is moving pretty fast. the jet stream is finally arriving and that's the key. 50s on the temps. it's been a busy day for sal. >>reporter: it sure is busy, steve. we still have a lot of stuff going on on the roads, and we have had a terrible commute almost everywhere with this first major rain. i know we had rain last week, but this is more like it. this is a look at the toll plaza. a lot of the cars have now gotten through and there is a big backup at the bay bridge toll plaza, backed up from beyond the 880 overcrossing. it's going to be at least a 30- minute delay and another 12 minutes on the span. looking at the better part of an hour to get onto -- into san

francisco. also want to show you highway 4. it has been very slow coming out of pittsburg to the baypoint area. it's kind of cleared out in antioch. most people are already past that point. want to show you westbound interstate 80 where that truck accident was. they have made some progress, but traffic is still going to be pretty slow as you drive through. other commutes that are bad, 580 through dublin. we also have slow traffic on the peninsula on 101, especially, and on 880 southbound, and also 680 from the venetia bridge to walnut creek. let's go to alex standing next to a big puddle. >>reporter: yeah, a pretty good sized puddle here behind us. good morning to you, sal. we are ehere in san leandro. the heavy rain has kind of let up for the time being. we still do have quite a bit of standing water just beyond us here. it's about a foot deep or so, and this is the on ramp to northbound 880 here in san leandro, the marina boulevard on ramp. it's a pretty busy on ramp. we've been seeing a lot of cars coming through this pool of standing water.

we've also been seeing a lot of crews trying to deal with the drain situation here and a lot of drivers as they come through this area trying to avoid all that standing water and kind of taking it slow out here this morning, just one of many rain- related problems around the bay area because of all this rain. in livermore, there was a chain reaction crash involving several cars. that happened about 4:00. that was westbound 580 at north livermore avenue, and the wet roads certainly appear to have been a factor there. two people had to be transported to the hospital with minor injuries. and in san francisco the driver of a porsche lost control on the slick roads and then hit a tree. this accident was at about 2:00 this morning on the paul avenue off ramp from 101. the driver in that case had minor injuries. in the meantime caltrans crews, they've been working crew all over the place trying to deal with a lot of flooded freeways. the freeway on ramps and off ramps as well. the connector ramp from northbound 101 to eastbound 80 in san francisco was flooded for a time, several lanes were blocked there, and crews were

scene. police say a car smashed into a truck and a pole just outside the cliff house. the crash even caused minor damage to the cliff house restaurant. ktvu's taramoriarty will have a live update shortly. the death of a snowboarder at the heavenly ski resort in lake tahoe is under investigation. 18-year-old wyatt kolbard of orange county was found unconscious in the snow early tuesday morning in the upper nevada woods. that's an expert part of the resort that's closed off. the ski patrol tried to revive him, but he died there at the scene. now, the rain we're getting is good news for the key resorts in the sierra. a lot of ski resorts reporting two to three inches of new snow overnight. sugar bowl in kirkwood received five to six inches of you're looking at what drivers, you can expect on highway 80. if you're headed up there, chains are required between nyack to truckee. it is 8:37.

happening today family and friends are remembering a 17- year-old girl shot and killed. her 14-year-old brother is accused in her killing. a wake for justice tol iver will be held this afternoon followed by a funeral tomorrow afternoon in oakland. toliver's brother had surrendered to police, but he will be allowed to attend her funeral. officers say last month's shooting at a relative's apartment in oakland's chinatown district followed an argument between the siblings. time is 8:38. also happening today, a suspected serial arsonist is due to enter a plea in the south bay. 48-year-old patrick william brennan is facing 10 felony counts of arson and three felony counts of attempted arson. now, he's accused of starting several fires in downtown san jose last month. the biggest one was a warehouse fire. it caused about $5 million damage. if he's convicted, brennan could spend the rest of his life in jail. it is 8:38. reducing homelessness in san

very stormy weekend. and news chopper 2 flew over one of the biggest traffic jams caused by a weather- related accident this morning. see that big rig? it crashed near richmond, jumped over a center divide on interstate 80. ktvu's brian flores has been out there. you got a new update on how the cleanup is going. so how's it look, brian? >>reporter: hi, dave. well, good news about that cleanup, it looks like things are moving along quite nicely. as you take a look now, caltrans, from the last time we saw you, were able to patch up that k-rail where that big rig crashed through it, and we just found out right now that the westbound lanes, all of them are open this morning. but from what happened this morning around 5:30, big rig, double trailer was traveling on the westbound lanes, going about 50 miles per hour on the westbound lanes, hitting at least one suv, and that suv driver hit another suv, and then that's what caused the big rig to go into the k rail this morning. but i want to bring in clayton

nett with the chp. kind of a crazy day. >> yeah, absolutely. >>reporter: so tell us more on what happened this morning and how the driver is doing. is he doing okay? >> yes. early this morning we got a report of a three-vehicle traffic collision that occurred westbound interstate 80. this vehicle, the big rig caused significant damage to the center median wall which caused caltrans to come out and repair that wall. the driver of the big rig was transported for minor injuries. he's doing okay in the hospital. >>reporter: looks like all of the westbound lanes are open, but the eastbound lanes kind of a mess out here. when are these lanes going to be open? >> that's correct. caltrans and chp are working diligently trying to get these lanes open. the repairs to the wall needed immediate attention as well as the cleanup from all the debris. >>reporter: i want to serve this as a reminder to drivers out there, this was the first significant rainfall that we've had, it's been pretty dry for most of the winter. but what advice do you give for drivers out there that are going to be seeing rain in the next few day? >> this is the first of a couple storms rolling into our area. we want to encourage drivers to slow their speeds, allow a safe

following distance between the cars in front of them and that would allow proper reaction time with the other cars out on the roadway roadway. >>reporter: this terms of this scene, another half hour to hour until all lanes are clear snd >> yes. we hope to get all the eastbound lanes open. >>reporter: thank you very much, clayton, for that update. again, all westbound lanes are open on i-80 this morning, three of the lanes remain closed here on the eastbound lanes. but, again, just take a easy out there on the roads, folks. it's going to be a wet few days coming up here. live here near richmond, brian flores, ktvu channel 2 news. >> thank you, brian. it is 8:46. how to help the homeless, some recent statistics are discouraging. ktvu's pam cook is in our newsroom with more on the new plans in san francisco. good morning, pam. >>reporter: good morning. well, city leaders in san francisco are considering new ideas to reduce homelessness in the city, but it seems like they're fighting an uphill battle. san francisco mayor ed lee announced that the obama administration has approved san francisco's public housing improvement plan which is the largest such plan in the

country. the rental assistance plan will help refinance and preserve more than 4,500 public housing units. now, it's said to be a crucial first step in mayor lee's public housing reenvisioning plan. however, that's just part of keeping people in housing and off the streets. now, the director of the human services agency told the examiner that while 9,000 people have been placed in housing, the city's homeless population has remained steady over the last eight years. the paper also says the city's new plan includes making it easier to apply for public housing and offering credit counseling. now, we're likely to hear more about this this afternoon from the mayor. but another idea is to expand the homeward bound program which provides a free one-way bus ticket to someone if the city can verify that family or friend is able to meet them on the other end. san francisco has provided tickets back home for nearly 8,000 people since 2004. reporting live in the newsroom,

site there. a man fell 10 to 15 feet at the cruz site off a crane apparently. the fire department arrived on the scene, the medics determined he was alert, but took him to san francisco general. they rushed him there. we don't know any more about the man's injuries. but this happened at about 8:00 this morning. our reporter found this out first in howard. it's always crowded down there. you might see some fire activity down there, but the person has been taken to the hospital and that's what all the activity was about. by the way, needless to say, those city streets are very crowded and jam packed and now with the fire trucks there, it's even going to be worse. let's go to some other things now. i want to mention the traffic at the toll plaza has filled in after they opened up all the lanes on 80. a lot of the people that were stuck have afternooned here. it's a late commute at the bay bridge, at least a 40-minute drive into san francisco, at least. and this morning on the san mateo bridge, the traffic here is going to be busy heading out to the high rise. now let's go to steve. >> all right, sal, thank you.

8:54. we have breaking news. ktvu's robert honda reports that san jose firefighters have voted to ratify a contract with the city that maintains a 10% pay cut. the contract extends the pay cut and benefit reductions that firefighters agreed to three years ago through june of this year. firefighters say they're concessions have resulted in $50 million in savings for the city. but firefighters say they are going to demand a new agreement in july to restore the pay and some emergency medical services that were cut. the contract extension now goes to the city council for final approval. police in mount view say they've arrested a former san francisco high school teacher in a sting operation designed to attract child predators. 52-year-old harlan edleman was taken into custody tuesday

night at quest of heart in mountain view. investigators say edleman went there believing he was going to have sex with a 17-year-old boy he met through a social media site. however, officers say edelman had actually made contact with a police officer. the san francisco unified school district says edelman taught there from 1995 until he resigned in september of last year. he worked at schools, including lowell, lincoln high, the school of the arts and the academy of arts and sciences. time is 8:56. another bay area pedestrian hit by a car, this time in hayward. it happened last night around 6:00. a woman was hit at tahoe avenue and asperrian boulevard. she was later rushed to a hospital with life-threatening injuries. now, the car was described as a newer model sporty looking sedan. it fled the scene after that crash. and in the past two days there were three pedestrian crashes in san francisco. the main marin county road that's used to get to point

rays is finally repaired. it's taken 18 months to complete the work on sir francis drake boulevard through samuel taylor park. officials will celebrate the end of the road work with a ribbon cutting at the group's picnic area and that starts at 2:00 this afternoon. hopefully the rain will be cleared out by then. >> hopefully. that would be nice. time now 8:56. let's go to sal. there's so much for you to tell us. >>reporter: there's a lot going on still. just want to mention the highlights, the bay bridge still very, very slow this morning at the toll plaza. we also have very slow traffic on 80 and on 880, and traffic is slow coming up from the coliseum. the south bay is still a mess. northbound and southbound 101 and 280. now let's go to steve. >> thank you, sal. most of the rain is about done, maybe a little bit left here for in our hour or so and then we'll get a break until tomorrow afternoon in the north bay and then for everybody over the weekend things really begin to get into the heavy category, especially north and for all of us on sunday. could be moderate to heavy, i mean, four to eight inches
