prior week. the greater share of water still goes toward landscaping. >> fortunately this rain is enough to water all the plants and trees for the next month plus. so you can turn off your irrigation system. >> reporter: you only have to look at the district's reservoirs today. this is phoenix lake. in total, water levels 64% of normal. a scary low. he turns to reservoir feeding culverts like this one that even after the rain are bone dry. >> right now the ground is extremely dry. it's going to take quite a bit of rain just to saturate the soil before we get any run off into the reservoirs. >> reporter: we've got an exclusive back country today as marin's watershed and they showed me some very encouraging signs. something they say they haven't seen all winter. we'll show you that tonight at 6:00. you can get the latest on the conditions outside on your

mobile device. rain here means snow up in the mountains. a live report on just how much snow is falling in the sierra and if it'll make any difference coming up at 5:15. bay area residents are being asked to conserve gas and electricity tonight. they've issued a flex alert. because of all of the cold weather in the u.s. and canada. that's affecting the supply of fuel to some california power plants so electricity production has been reduced. we could be closer to learning more about what happened to 3-year-old kaylee slecher and how she died. eric rasmussen is live now with new information that suggests kaylee could soon be layed to rest. >> reporter: this afternoon, the napa county coroner's office confirmed that they have

released kaylee slecher's body to her father's family. that's because kaylee's father is currently in prison. a captain with the coroner's office says they completed the autopsy on monday but they're still conducting additional testing including toxicology. while police reported that kaylee was found beaten to death determining an official cause of death is critical here if child abuse was a factor. child welfare services could release more information on whether caseworkers had any contact with kaylee or her family before she was killed. we reached out to kaylee's paternal grandmother but again she has declined to talk to us. eric rasmussen. >> thank you, eric. we've been digging through this case for days and have posted more of the details for you on ktvu.com. there you can find more on the suspect's background and how child protective services was involved. santa cruz county is reporting two more deaths from the flu this week.

both victims were men. one between 20 and 30 years old. the other between 50 and 60. that brings the total number of flu deaths in santa cruz county this season to three. here in san mateo county, they reported an addition death upping that amount to five. it brings the total number of bayy flu deaths to 35 the highest number in any one county is 10. that's in alameda county. an effort to celebrate black history month at a private girl's school in concord backfired in a big way. a special lunch menu included corn bread, fried chicken and watermelon. noelle walker has the story. >> reporter: the school's interim president told me this was all planned by the students. though well intended that would alert administration to what's happening. we talked to some students who

said when that announcement came over the loud speaker there was some nervous laughter and a lot of dropped jaws. when students planned black history month activities they didn't set out to make news. >> they thought this was a clever way in their own way of celebrating black history month. it was as simple and naive as that. >> reporter: today the school's interim president reimforced what was said in this letter about a menu for black history month that included fried chicken, corn bread and watermelon saying at no time do we wish to perpetuate stereo types. the school says the special menu was planned by students that were part of the black student club without staff approval or permission. >> they didn't mean it in a marine way -- in a mean way.

intelligence committee confirms that one terrorist group has made threats. but she also says the russians have good intelligence. >> i think the threat stream is credible. i think it's real. i think the russians are very good at what they do though. i think there's a blanket of security. >> reporter: senator feinstein suggests that people going to the olympics be careful and watch their backs. she also suggested that visitors stay away from large crowds in possible. prosecutors are hopeful that a rather unusual piece of evidence in a cold case can help job someone's memory and solve a decades old homicide. kathy zimmer was a 38-year-old woman mother of two children. her body was found in march of 1989. her body was wrapped up in this blanket. the da's office wants help in

had sex with a 17-year-old run away. 33-year-old ho ben in was affiliate with the korean presbyterian church. investigators say he was hiding two run away girls and had sex with one of them. he's also charged with abusing a dog so badly that it had to be put down. shares of twitter plunged 25% today after disappointing fourth quarter reports. the stock closed at $50 a share. that fell from the high of $75 back in november. the company added 9 million new users during the fourth quarter. nasdaq was up by 45 points. the lawrence livermore national lab is being accused

a couple from the south bay is now under arrest in connection with a suspicious fire in mountain view last month. police say 28-year-old paul shaunhart set his own suv on fire while it was parked at pedro's auto shop. five over -- five other cars also caught on fire. investigators became suspicious after finding a gas can under his suv. >> it was determined he had owed money. the vehicle had been damaged and the insurance company had paid him he owed money to the shop which was never paid to the shop. >> the investigators say shean heart is well known to the police department. his girlfriend was also charged as an accessory for driving the get away car. it's about to look a lot

rain some players did not get to tee off before 12:30. that means a lot of them didn't get to finish off their first rounds today. and earlier we showed you the snow up in the sierra. let's go to bill martin, there's much more on the way right. >> they should be getting more, up to 8-inches by mondays. february is turning out to be a productive rainfall month. more rain friday evening into the weekend. as we look at the rainfall possibilities. the forecast totals through sunday. check out this north bay up through the russian river storm drain. we're talking about seven plus inches, 5-inches of rain over a few days. friday, saturday and sunday. but that's significant rainfall. will it be a drought buster, no but it will sure help. this is what we're tracking and why we're expecting so much rain. under cutting that persistent ridge of high pressure and doing what happened this

morning. all this moisture is going to move right through the central part of the state and northern part of the state. the overnight lows will be in the 40s. maybe some upper 30s. you may see valley fog tonight and a slight chance of a light sprinkle out there. 45 in vallejo, 44 in concord. i think fog is a real possibility. you see all the moisture. out by the hawaiian islands it's coming up. warm and moist. it's focused in on this jet stream path i showed you. it focuses on northern california. those hills, the mountains, the coastal hills. mount cam the marin headlands. funnels that moisture, lifts it up and creates more rain. that's why the coast is going to see so much rain. tomorrow morning at 6:00 a.m. widely scattered showers. then we go into the afternoon friday, it's cloudy all day. you noticed that. look at what happens here north bay you start getting rain in the afternoon commute. i don't think much for everybody. but a sprinkle, shower, then

friday night it's game on. starts friday night goes through saturday into sunday. right now saturday looks like the wettest day but it's going to be wet friday night and into your bay area sunday. so sugar bowl today. they got a little bit of snow and they're going to get a little bit more. winter storm goes into effect friday night into saturday. snow levels will get down there a little bit. 4,500feet and they'll come up. because it's a warm air mass. be aware of that. so as you travel you are probably going to see snow up in the top of the passes. in the afternoon on sunday. 53 in vallejo tomorrow. 55 in fairfield. 57 in redwood city. these are the forecast highs for tomorrow which were a lot like today. the five day forecast a productive one in terms of rainfall. starts friday night, gets going saturday. that's your heaviest. sunday is nothing to sneeze at. i think you will see showers lingering into monday. you will see an urban stream advisory this morning for the santa clara valley and areas south. we will see urban small stream

because i have a wider view. surgeons invited us inside to see how surgical robots are turning what used to be major operations into overnight procedures. today's demonstration was a day long event at the alta base campus and it was designed to show students, other surgeons and the general public understand this kind of technology. >> operating through tiny key hole incisions. >> worldwide more than 1-1/2 million operations have been performed with the davinci surgical system. they say the tiny articulated arms make the entire process much more precise and efficient. >> we're able to tie knots,

we're able to divide tissue, pretty much do any operation we would do or used to do through big incisions we can do those through very small incisions. >> interesting, just remarkable. the surgeons say alta base is the first east bay hospital to offer gallbladder surgery with the robot that doesn't leave scars. it's done with one tiny incision right next to the belly button that's almost invisible when healed. as the technology advances they'll be able to do everyone more complex operations with the help of surgical robots. a heartbroken father's loss has facebook bending the rules. >> i know it's a shot in the dark but i don't care. i want to see my son's video. his name is jesse berlin. so please help me.

holding a meeting to address that situation. >> reporter: students and concerned faculty are gathering. the special task force on racial discrimination. that meeting is just about now ready to begin. we took pictures a little bit earlier of the meeting room. the task force was formed in response to the deeply disturbing reports that an african american student was racially harassed for months without anybody stopping it. we talked to one student member of the task force a short moment ago. >> we hope that we find some solutions to make this campus safe for all diversity of students here. >> reporter: students say there's still a lot of concern about race on the san jose campus. >> i would like them to address that the fact that if something happens to an african american student where would they go to address this problem where they can feel comfortable addressing

a woman was hit on california street. the driver remained on the scene and we're told is cooperating with police. it happened last summer during pride weekend in san francisco. we need to warn you the footage of the attack could be difficult for some of you to watch. chris porter bailey of oakland is accused of robbing a 28-year- old woman and then kicking her in the face and knocking her unconscious. porter bailey was on probation at the time and had a long history of theft and burglary convictions. a construction worker in san francisco was sent to the hospital this morning after being truck by a crane nooking him 20 feet too the ground. the accident happened on 555 howard. that's the construction side for the transbay terminal. workers were sent home for the day. builders and turner

construction are overseeing the investigation into the accident. porter had broken bones and was expected to be released from the hospital. taking a live look at interstate 80 and berkeley. you can see pretty much backed up like it always is on a thursday evening commute. now earlier today, the rain pretty much wrecked the morning commute. a big rig accident that tied up traffic on interstate 80 in richmond was caused by the weather. the chp says the truck was going westbound when it hit two other vehicles around 12:30 this morning. the truck finally came to a rest blocking traffic in both directions. for a time only one lane was opened in each direction. >> the truck driver overreacted making the unsafe left turning movement causing his truck to go out of control. >> reporter: the driver was taken to the hospital with minor injuries. caltrans crews spent the day assessing the damage to the

divider. the water is causing traffic concerns, but it is encouraging for the city. >> reporter: gasia, a lot of businesses are trying to battle up all this moisture and save it for a nonrainy day. that knocking noise is the sound of saved rainwater. gallons are pouring into the rain cistern. >> last year our cistern was overflowing. this year we've been down 1/5 of the volume. >> reporter: the drought boosted interest in rainwater tanks. >> we've even seen developers putting in 90,000-gallon cisterns. >> reporter: thanks to an incentive program, residents

have installed hundreds of these backyard cisterns in the last five years. this do it yourself video give residents a look. >> this is where all the rainwater pulled up and enters one of these drains. >> reporter: with drainage pools surrounding water from the roof to the pavement where it is treated to drought resistant plants. >> the rain last saturday we were able to capture enough water to fill that 20,000- gallon tank and it wasn't even that much rain that day. >> reporter: home kits are meant to water plants and not consumed. people held an elevator rally at san francisco today to demand worker elevators in older residential hotels. >> i've been here for over and hour and a half. >> they demonstrated that the problem of broken elevators

filibustered. >> 50 senators publicly and privately support the bill. the department of defense estimate that is 26,000 servicemen and women, 26,000 were sexually assaulted in 2012. actor director woody allen plans to respond to accusations he molested his adoptive daughter. william seller wrote that allen had molested her when she was 7 years old. allen's response is expected in the next few days. it's not clear if the times will run allen's response in full or as an ended letter. and news california does not intend to list the gray wolf as a protected endangered

tonight 2 in investigates a rip off that could cost you thousands of dollars. odometers being rolled back in vehicles. eric adkinson is here to show us. >> reporter: you may think that digital odometers like the one in this car can't be rolled back. in fact, dmv investigators tell me they are even easier to roll back than the older ones and it's happening more here in california than any where else. keith lechner thought he found a good deal. he drove from livermore to modesto to buy this 1990 toyota pickup for $2,600. >> it shifted smoothly, it ran great, idled great. >> reporter: he didn't think

much of his odometer until his engine blue. >> the first thing that goes through your mind is i'm in the middle of a highway and my car is not rolling. >> reporter: a check of his car report shows that the odometer has been rolled back. his truck was one of 295,000 rolled back vehicles on the road in california last year. the most of any state. the study estimates more than 1 million cars with roll back odometers are in operation nationwide. >> it's really scary how quickly it can be done and how easily it can be done. >> in previous years we would get a few cases trickling in and now seems like the flood gates are open. >> reporter: commander tom wilson with the dmv says two recent cases involve more than 500 vehicles. >> we recovered over 50 odometers from the two cases. >> reporter: the dmv busted these three men for selling more than 200 cars with roll back odometers moving vehicles

an unusual fire burger king restaurant. it started in a car next to the bk. gabriel gonzalez posted these pictures on our facebook page. it took firefighters two hours to put out the flames. this morning, rain tapering off but the bay area is bracing for another round of wet weather. you can see a lot of umbrellas out in force as people tried to keep dry. let's talk more about the rain because there is more that is on the way. >> more rain on the way that's good news. we're going to see showers in the bay area. kind of on and off as we go through friday then it really picks up saturday and sunday. let's take a look at what we have coming. dangerous roadway travel. mud slides near the burn areas near mount diablo and the heaviest rain is going to end up being on saturday. sunday is not going to be a cake walk either. it's going to be wet. and saturday afternoon,

especially. that's a lot of moisture. all coming from the tropics coming across the date line. that's what some people refer to as a pineapple express. you see it emanating from hawaii. when you grab a lot of warm air like that it squeezes off a lot of rain. it appears the weekends we're going to see heavy rain. flood advisories likely. we're talking urban and floods. the areas where typically you get ponding on the roadway. like russian and napa i don't see a big problem with that. the russian is going to see six to 7-inches of rain. like 50 square miles but they should be fine. they haven't had a lot of water this year. heaviest rain is going to be on the coastal hills. i'm talking about that subtropical moisture. warm moist air burning against the hills. this compresses it and just, brings out tons of moisture.

that's why kentfield gets a lot of rain and the northern bay mountains six to 8-inches in some places. friday afternoon at 5:00 tomorrow, we get through the day. then friday afternoon it starts to light up. it's wet saturday morning, here it goes. there you are saturday afternoon. mountains are going off right. the whole time. it's going to be snowy up there. high snow level about 6,800 feet. here comes the moisture starting to stream in from the pacific. your plan is umbrellas for your bay area weekend no question about that. 56 in concord tomorrow. 56 in livermore. umbrellas going to be the story. and driving is going to be dicey. friday night's commute is fine on friday. but if you're going to the mountains saturday or sunday pretty sketchy. monday morning's commute could be have a little bit of shower
