following breaking news right now in mountain view. there's a police search going on in a neighborhood. ktvu's janine de la vega will have a live report in just a few minutes. it is friday february 7th. i'm tori campbell. >> good morning to you. i'm dave clark. let's talk about weather and traffic. steve said you asked for it, you're getting it. >> not yet but it's on its way. maybe too much. 10 inches of rain towards the russian river north between now and sunday night. there could be a little mist, drizzle, it's beginning to show up off the marin coast. and i know it's raining on parts of the mendocino coast. it's on its way. this is a very warm moist system, and it extends to the hawaiian islands. it holds a lot of moisture, and a series of systems, one today, and another saturday, looks like an all day rainer. the projections are just crazy. some of these projections,

santa rose. 6 inches of rain. kentfield, ross will get more than that. sanford down toward boulder creek, santa cruz mountains. oakland 2.60. i have seen 2.25 between now and sunday at sfo. 40s and 50s. this is a mild system. a southeast wind, so snow levels going to go up over the weekend though a winter storm warning starts tonight and takes us into saturday. all this cloud cover is heading our way, and the enhancement is blowing up with the rain. it's on its way. evening commute looks like a mess. morning commute should be fine. rain picks up laters. 50s to 60s. here's sal. i want to mention that a good area to stay away from in mountain view would be the area just south of highway 101 near shoreline boulevard. janine de la vega is going to explain more about a police search that's going underway right now. we're going to go to her in minutes, and they are likely to

be closing streets in the area. we'll have a live report from the scene, in fact about a minute away here. let's go and take a look at the bay bridge toll plaza. the traffic is backed up for a 5 minute delay and 10 minutes onto the bridge itself. it's not that bad getting into san francisco. we are also looking at interstate 880 and the traffic here is going to be moderate. a little bit of slowing getting up the high street. big problem, 580 as you come up near the isabel exit, this crash is there, and traffic has been very slow coming in on the alta month as. 7:03. -- altamont pass. >> a huge police search is underway in mountain view for a stone car suspect. janine de la vega just arrived on the scene. good morning. >> reporter: yes, good morning, so far what we know is that no streets are closed off yet, and

they don't think that there is any immediate danger to the public but there is a k-9 search going on. they're doing a yard to yard search. just north here of of montecedo aver. they told us to stay away from the area because the exhaust fumes were messing with the scent that the k-9 was picking up. here's what we know. for the last hour there has been an active search going on. earlier this morning, officers spotted a stolen vehicle. three people were inside. they were able to catch up with two of them. they're now in custody, but one of those people, a man ran away, and that is what they're doing now. trying to find where he is, and now that it's daylight that's surfacing, they do believe that they will catch him within their finger. no immediate danger for -- within their perimeter. no immediate danger. if you can stay inside your homes, please do.

no indication that the person is armed. they want to take all precautions as they can. we'll update you as soon as we get new information. reporting live from mountain view, janine de la vega ktvu channel 2 news. 7:04, the bay area is bracing for the next round of storms. while the water is definitely needed, some places are concerned now about the possibility of flooding. ktvu's alex savage is live in san rafael, with the precautions before the weekend rain hit. >> reporter: things have been dry in san rafael throughout the morning, but things are about to change in a big way. we're going to get a whole lot of rain, and it's going to come all at once basically this weekend, and that's why here at san rafael fire station number two, they have sand, and they have sandbags and they have the shovel. all ready to go for people to come down here and get sandbags to put near their home, if they're worried about flooding. the battalion chief here at the station told me a short time ago, this pile was much bigger earlier on this week. clearly a lot of homeowners have trying to be ready for the downpour that's expected this

weekend. we have a little preview of what's to come as a storm blew through during yesterday morning's commute. most areas picked up less than an inch of rain yesterday. later today, though, things get worse. the forecast calls for several inches of rain to fall in most areas. some areas will get more rain in 2 days than they did during all of last year, and with so much rain falling after such a long dry spell, firefighters here in marin say they are worried about the possibility of mud slides. >> it will be interesting to see what happens with the long spell of dry and then getting a large dump of rain to see how that affects us, but anywhere usually backyards, clogged drains, what we have is if anybody sees any leaves or anything in a drain or anything like that, let us know or the department of public works, if we can get ahead of the clogs, that will be ourest issue. >> across the bay area, crews are clearing out drains and

making preparations to avoid flooding with the huge storm. the santa clara water district is working to clear debris to make sure the rain can flow freely once it arrives this weekend. as we come back out here leave, this is the picture in san rafael at fire station number two. firefighters offering up sand and sandbags and they know this sand will be in high demand later on today. likely this will be a busy fire station. they'll have the sandbags available here at station number two and also station number five and the battalion chief tells me with the storm set to arrive later this afternoon, they'll be getting another shipment of sand coming in at some point today. live in san rafael. alex savage ktvu channel 2 news. thank you alex. ktvu will have complete coverage as the storm moves in. you can get weather updates on the go, on our ktvu app, and ktvu.com. time now 7:07. the opening ceremonies for the winter olympic games in sochi russia start in an hour from

now. u.s. athletes have been arriving there all week. the most expensive olympic games ever are getting underway surrounded by security and terrorism concerns. coming up for you at 7:30. we'll bring you a live report from sochi, we'll hear what u.s. olympic athletes are saying about the security preparations. uc president janet nay poll tan -- napolitano will lead the u.s., where either the president, vice president or the first lady has not represented the u.s. janet will attend several competitions including the u.s. women's ice hockey game against finland, ice dancing, the figure skating and the men's speed skating and snowboarding events. by the way, several uc alumni are competing in the olympic games. it's 7:08. new this morning, a man is fighting for his life after being stabbed in san jose overnight.

it happened shortly before 3:00 this morning on south market street. when officers arrived, they say they found the man with at least one stab wound. he was taken to a hospital locally with a life threatening injuries. no arrests have been made, but police say the suspect and victim knew each other. the napa county coroner has released the body of 3-year-old homicide victim caylee slusher to her father's family. the little girl's family is an inmate at san quenton prison. the child's mother and her boyfriend beat the child to death and hid her body in a freezer for three days. their next court appearance is set for february 25th. your time 7:09. a special web site has been set up to help a marin family dealing with a terrible situation. the web site is raising money for the powell family. 4-year-old esquel powell has a

rare form of cancer. it has spread to his spine and lungs. they came home from the hospital last friday, then on sunday, his 43-year-old father died from what's believed to have been a heart attack. the family and friends have organized several fundraisers to help pay for the little boy's chemotherapy. just a short time from now, on the ktvu web site, we're going to set up a news link so you can find out how you can help them. happening today, a very limited beer will be made available in just a couple of hours. russian river brewing company will release pliny the younger. brian flores is live where the beer loves have been lined up already waiting to get a taste, aren't they. >> they sure are. and expert, what do you mean by that. i grew up in san diego. i know a little bit about craft

beer. big opening at russian river brewing company. these guys have been in line since 11 last night. you can see all these people waiting in line. many waiting for the big opening. i'm here r with vinny, owner of the russian river brewing company. how are you this morning. >> i'm doing good. this blows me away every year. >> tell me about pliney the younger. >> it's a triple ipa, if you will, which means we added more malt, more hop. the younger comes in at 10 1/4 percent alcohol, but ultimately all these folks here are here for the hops and the hops are the shining ingredient in this beer. >> talk about this line. this line is going on for at least this block, and it's probably going to get bugger as the day goes on. >> our experience last year tells us it could be as long as 8 hours, 8 hour wait to get into the pub. as everyone knows we need the rain. we'll take the rain. >> i know it's limited amounts available. limited availability. why is that? why not make it available to

the whole country? >> you know, mainly because we can't make it. we can't make that much of it. it takes twice as long to make as a regular batch of beer. this is a six week beer. it takes twice as long. the ingredients, hoards of ingredients. i'm not sure there's enough hops to go around. it makes it special for the time that we have it. >> right. >> and we're just flattered r and humbled that all these people would show up and wait for our beer. >> it's more than just a beer. you have all these people, but it's a sense of economic development for the county and the city as well. right. >> yeah, last year the sonoma county economic development agency did an economic impact study on the younger release and it came in at $2.36 million of economic stimulus for the county so it's really great for the county. i know all of our neighboring restaurant friends, these are their biggest two weeks coming up. it's not just our pub that's busy, but everyone in the area,

. welcome back. this is a live look. day two of a bond hearing for retired tampa police captain accused of shooting a man in a movie theater after an arrangement of texting. the camera is panning around at a lot of different things, while in there live in the courtroom. the captain, the former retired captain, has pled not guilty to the killing of chad olson. police say olson was texting in the movie theater during the previews and that's when the argument started and then escalated. if he's convicted, the retired captain could get a minimum sentence of 25 years in prison. time 7:16. the fbi now joining the search for a missing 5 day old baby in southern wisconsin. investigators say the baby's 18- year-old mother called 911 early yesterday, said her son

was missing from his bassinet. that phone call triggered a massive search. dozens of police officers and federal agents are now searching the entire state looking for a baby named caden. >> investigators continue to evaluate the information being compiled. at this time no suspects have been identified and no arrests have been made. >> police say the baby's young mother and father, they're cooperating with investigators. they're also now questioning other family members as they continue to search for leads. time is 7:17. prosecutors in the south bay hope an unusual piece of evidence will help solve a cold case murder. they're trying to find out who killed kathy zimmer in 1989. she was found strangled in the backseat of her car in a short- term parking lot at the san jose airport. what's unusual in this case is the quilt that was covered her body. investigators hope that someone will recognize this quilt or even some of the material used

to make it. they say this is not reached out to the public before about the quilt because detectives at the time wanted to hold back some information that only the kill rer would know. a woman who says she was severely attacked 20 years ago because she stood up for her principles is running for congress in stockton. 65-year-old karen matthew davis is the former clerk for stanislaus county. challenging jerry mcdermy. she survived an assault by a group of tax protesters and now she has received a letter threatening her life. she doesn't know if it's the same group. she insists it will not scare her from dropping out of the race. >> i think i'm stubborn enough to say i just won't give in. i just won't do t. if i give in, who's the next person that's going to be threatened out of running for office. >> threats are not anything new

to her. during a tax protest, someone put a fake bomb under her car. from hawaii, someone decided to extend the spirit of aloha to two crosswalks. white paint was added to the word aloha was repeated, several times at two major intersections, it goes on and on and on. some tourists are stopping to get their pictures taken in the crosswalks. hawaiian officials are not laughing. they call this an act of terrorism, the changed crosswalks don't meet national safety standards and could be dangerous for pedestrians. someone keeps saying aloha in my ear. i think someone wants to go to hawaii. >> he wants to go back there. i know he does. 7:19. let's check in with sal. i'm sure a lot of people driving who wouldn't mind going to hawaii soon. >> that would be nice, wouldn't it. >> the bay area is pretty nice, but driving later today, guys, steve has been talking about it, i'll remind you as well, if

it's going to be raining and steve says it is, driving may not be the greatst, coming home on a friday -- greatest, coming home on a friday evening when it's pouring may not be the best thing. the bay bridge traffic is moderate. total time of about 15 minutes crossing into san francisco right now. that is your drive time. also looking at the san mateo bridge. that looks good heading to the high-rise. it's dry there as well. at least relatively dry as you head to the peninsula where there are no major problems. 580 at isabel has been the thorn in the livermore valley's side. taking a while to clear it. making progress, but traffic backed up into the altamont pass. rain is on the way and it's joining to just go nuts to the north, very mild air mass over us. that's for sure. the evening commute looks awful. let's just get that out there

right now. light green isn't anything. the darker is a sign of things to come. sonoma county down to marin, things are beginning to show right in the last few frames. right there. here it comes. i thought we would get through most of the morning without rain, but things could pick up in an hour or so. it's moving fast and this is going to pick up the rain. look where it goes, all the way down to the hawaiian islands, for crying out loudment it has a lot of moisture, and that moisture is going to continue to pile up and a couple series of systems, we'll have one friday. heavy rain on saturday. again, sunday morning, tapering off by sunday night. light rain, heaviest to the north. and there will undoubt apply be urban -- undoubtedly. and the snow level is going to be high. this is a warm series of systems here. look at the rainfall projections from today all the way into sunday. s&l rose over 6. i have --

santa rosa over 6. 3 plus san rafael. kentfield will get more than that. ross will get more than that. 3 to 5 probably in the santa cruz mountains. oakland 2 3/4. i have seen 2 1/4 for sfo. cloud and rain forecast shows some of the rain beginning to move to the north, and by 11, by noon, it's starting to move in and this afternoon and this evening, it begins to pick up. this will be a steady rain, the heavier rain comes in tomorrow. saturday morning, things will just get, you know, that book you have been wanting to read, this will be a good weekend to do that, or books i should say, a lot of rain. 40s and 50s. again, we're getting a southeast breeze, not too bad. i expect that to pick up. radar has been quiet, and now it's starting to light up as like i would say a christmas tree. not yet, but it's on its way ask there is a lot of moisture streaming in here. for all of you doing the rain dance, i think we all did too much. we're going to see a lot of rain over the weekend. 33 in tahoe, the snow levels

. time 7:25. a deadly crash last night in the sierras killed a woman from the san jose area. she's an unidentified woman. she was a passenger in a car that slid off the road on interstate 80 near sota springs. she was standing outside the car with a driver as a good samaritan tried to pull back onto the road. that's when the driver of another car lost control and hit that woman. an investigation continues. an unusual snowstorm really slammed down portland oregon, and there's more snow on the way. 10 inches of snow fell in western oregon. roads, schools, offices, closed. this big storm, the next one, is coming this afternoon. the national weather service says the last time two big back to back storms hit oregon was five years ago. now, that same storm caused a 27 vehicle accident further

north on interstate 5. one person was killed. the freeway was closed for more than an hour at battle ground washington. that led to a back up of ten miles. emergency crews brought in buses, so the people who were stuck in the jam would at least have a place to stay warm until the road was cleared. coming up on 7:27. we have details about a new football league launches next year, the a11 professional football league was announced in san francisco yesterday morning. there will be 8 teams, including the bay area sea lions, possible home venues for that team include levi stadium in santa clara. stanford stadium. the league will have different rules than the nfl. among the new rules, every offensive player will be eligible to receive the ball. oakland a's fans will pack the coliseum tomorrow for fan fest, about 20,000 people are expected to attend the sold out event. several coaches and players

dave. there's a lot going on. a lot of cloud cover over us. rain, it's probably pretty light anything that's falling right now. i don't think the heavy stuff is showing up for a while. but it is on its way and it's going to be very very heavy up to the north bay. i tell you, the source goes all the way down to the hawaiian islands. it has a lot of moisture. kevin tweeted me and said steve, you look excited about this. i am, i'm also very concerned. if you get a foot of rain, that's too much, and that's the possibility of the russian rivers north as we go into the weekend. later today into tonight, might want to leave early, and i think the evening commute will be awful. over the weekend, steady to heavy rain. undoubtedly small stream river advisories. here's sal. we are looking at traffic that is some of the drive times are getting a little bit inflated as i mentioned last

time on highway 24, seeing more people on the road here. you can see a crowd approaching the lafayette b.a.r.t. station. the drive time between walnut creek and oakland is about 15 minutes now. nothing too crazy, but it is a little bit more than it was just a while ago. this is a look at the bay bridge toll plaza, the drive time across the bridge and at the toll plaza is 15 minutes which is a little less than it normally is by about 10 minutes. getting a little bit of a break. 580, we had an earlier accident at isabel, took them a while to clear it. traffic is a little bit slow. the good news is 880 southbound heading from hayward to fremont, not all that bad. catching a break there. 7:33 let's go back to the desk. >> we have an update on breaking news from the south bay. dozens of mountain view police officers searching right now for a car theft suspect. the search is focused on shore loin boulevard. two other suspects have been captured. janine de la vega is out there.

she's talking to police. she'll bring a live update coming up at 8:00. new this morning, police say drugs, alcohol or possibly both may have caused a deadly crash this walnut creek. around 11:30 last night. a pickup truck went eastbound in the westbound lanes between civic drive and walnut boulevard. the female driver eventually slammed into a tree. she was taken to john mere medical center where she died from her injuries. investigators believe she may have been under the influence at the time of the crash. a malfunctioning sign may be to blame for an overnight fire in san rafael. the fire started just after midnight at an empty two story office building on bell ham boulevard. firefighters say they had a tough time flighting the flames since it was burning in a remote area at the top of the structure. that's when they found an illuminating store sign had some kind of electrical problems. no one was hurt. your time now, 7:34. happening today, an

announcement in san francisco later this morning about new legislation to mandate kill switches on your cell phone. ktvu's tara moriarty live in san francisco now to explain why there's such a big push for the new technology, tara. well, if you've ever had your cell phone stolen and tried to use a tracking device in order to find it, it's very hard to find. even if you track it down, police have so many cases of stolen cell phones, they simply don't have the time to track down every single one. that's why state senator mark leno is pushing for the new legislation that would put a stop to that. it would require all smart phones sold in california or shipped to this state to have a kill switch technology installed. that would allow people to remotely lock their phone or erase information rendering it inoperable. one smart phone user we talked to said he loved the idea. >> you can just kill it and you're done. it's easy. >> reporter: in the long run it might send a message to the

criminal, right. >> absolutely. if they can't use it, they can't use t they won't steal it. >> reporter: the wireless association says a permanent kill switch does have serious risks, including vulnerability to hackers who could disable devices and lock out not only your phone but phones used by the government. in 2012 it cost consumers $30 billion to replace lost or stolen phones. senator leno, and district attorney george gascon and law enforcement officials will be talking about the bill at 10:00 this morning at the state building and the bill will be entered officially in the spring. tara moriarty ktvu channel 2 news. president obama today will announce a new effort to help american farmers sell more of their products overseas. the president will fly to michigan state university later today, and while he's there, he'll sign the farm bill that congress recently passed. he'll also unveil details of the new made in rural america initiative.

it's designed to connect farmers and rural businesses with federal help to sell their products and services over seas. it is 7:36. and the competition is already underway, but the opening ceremony of the 2014 winter olympics in sochi russia will get just way in just about 30 minutes. reporter, ian lee is live in sochi security is on everyone's minds. ian. >> reporter: that's exactly right. tori. this olympics has one of the bigst security operations we have seen. the russians are very keen on keeping it that way. they're making the final preparations for the opening ceremony. you can see behind me the olympic park is all lit up, getting ready for that, and earlier this week, there was a lot of hick ups with unfinished hotels, unfinished venues and some sketchy water another there, but -- out there, but they say everything is ready for tonight's opening ceremony. expect it to be a big one. this is the most expensive

olympics ever and that includes the summer olympics, now, i talked to some of team usa yesterday, they're excited to be here. obviously they're ready for that fence, despite some security concerns, though. >> team usa arrives for the winter olympics, tired, but excited. they now enter fortress sochi and inside what is being described as a ring of steel. a russian warship looms on the black sea. military helicopters patrol the sky, all part of the 37,000 strong security force. last december, two decide bombings killed dozens in the russian city of volgagrad. they insist it's safe. >> when you talk to the various teams arriving here in sochi about security, they say they aren't worried and just folking o on their events. >> when we were here in november, and even before then, there's always guards everywhere, so i'm sure this

place will be secure. >> before we got to munich, it kind of maybe was a concern, now that we're here and everyone is wearing all their team usa stuff, i don't think it's going to be a problem. >> i just watched captain phillips on the plane on the way over, and you know, if a terrorist takes me, i have tidium with our armed forces. >> reporter: the games are estimated to cost russia an a whopping $151 billion the president is placing the country's reputation on the line, and the last thing he wants is another munich. we're about 20 minutes away from the opening of the olympics and from what we're hearing, there's still plenty of tickets available, so if you are interested, you can still get a seat to the show tori. >> i'm not sure we'll be able to make it in time. i know there's a 12 hour time difference and a bit of a time delay on this report, but still, i just want to find out,

time now 7:54. a water front restaurant broke away from the dock for the second time in three years. jeff ruby's restaurant drifted downstream before stopping under a bridge. two employees were actually leaving the restaurant when it started floating away. one of them jumped ashore, but the other one was stuck as the restaurant floated way. that guy was stranded in the freezing water for about an hour until he was rescued. family members and friends of famed actor philip seymour hoffman will gather today to say their final good-byes. a private funeral will be held at the church of st. ignatius, the same church where funerals for jacqueline kennedy, and aaliyah were held. he died apparently from a heroin overdose. a larger service is planned for later this month.

ktvu's janine de la vega is joining us live. you have been out there for a while, so what happened just moments ago? >> reporter: yeah, in the last 15 minutes, the search was called off. the third suspect was never found. they don't believe he's a threat to the community. police are patrol cars lined on montacedo avenue, and just as i mentioned a short time ago, they broke down the perimeter, police say at 4 this morning, they spotted a stolen car traveling with three people inside. officers followed that car. after a few minutes, it stopped and the people got out and ran. police chased them, and caught and arrested two of them. they did a yard to yard search looking for that third suspect using k-9s. he was spotted several times but police were unable to catch him, and they decided to call off this search shortly after 7:30:00 a.m. >> there was no weapons involved with them. they were not in possession of any stolen property or anything, and there were no

a preview of what's to come as the storm blew through the morning commute that caused problems on the roadways. most areas picked up less an than inch of rain, and it returns later today and the forecast calls for several inches to fall in most areas. some areas will get more rain in just a couple of days than they did during all of last year. and with so much rain falling after such a long period, a long drive period, firefighters here in san rafael are very worried ant the possibility of mud slides. >> sometimes the biggest slides are after a long period of wet, so we'll see what happens. but we're prepared and we're ready to do whatever we can to help people out. and all across the bay area, crews are clearing out drains and making preparations to avoid any sort of flooding with this huge storm system. obviously they won't be able to avoid it all together. down in the south bay, the santa clara valley water district is working to clear

son was missing from his bassinet. that phone call set off a massive search. dozens of police officers and federal agents are now searching the entire state for the baby named den. police say the infant's young mother and father are cooperating with investigators. they are questioning other family members as they search for leads. time now 8:16 prosecutors hope a very unusual piece of evidence will help solve a cold case murder. they're trying to find the kill of kathy zimmer in 1989. they found her strangled in the backseat of her car in the short-term parking lot at the san jose airport. what's unusual is this quilt. it was covered her body. investigators hope someone will see the quilt or recognize some of the material used to make the quilt. they say they didn't reach out to the public before about the quilt because detectives at the time wanted to hold back some of the information that only the killer would know.

the family of an east bay man who was shot and killed by concord police is now suing the city. last may, under cover narcotics officers served an arrest warrant for 21-year-old charles burns in antioch. police shot and killed him after a car chase. the lawsuit claims officers intentionally and maliciously killed burns who was not armed. the city of concord will not comment on the pending litigation. time is now 8:17. a woman who says she was severely attacked 20 years ago because she stood up for her principals principals is now running for congress in stockton. she's 65-year-old karen matthews davis. the former clerk recorder for stanislaus county. she's a republican, and she's challenging democratic incumbent, jerry mcnurney. she survived an assault sat her home in modesto by a group of tax protesters. now she's received a letter that's threatening her life. she doesn't know if it's the same group.

time is 8:25. a deadly crash last night in the sierras, killed a woman from the san jose area. the chp says the unidentified  woman was a passenger in a car that slid off the road on interstate 80 near soto springs. as she was standing outside the car with the driver, as a good samaritan tried to get their car back onto the road. that's when another car lost control and hit the woman. the investigation continues.

light snow is forecast in some parts of the country, the big problem this morning is the power outages, an ice storm the past two days knocked out electricity to half a million homes and businesses in pennsylvania and maryland. this winter storm caused more outages in pennsylvania than superstorm sandy. utility companies hope to restore power to most customers by the end of today, but electricity in some homes won't return until next week. >> there's no television. there's no radio. you know, we're charging our phones in our car, and put the generator out. >> a section of the pennsylvania turnpike was shut down for hours after a deadly weather related crash near the state capital. some schools until the northeast are closed for another day today because of the dangerous conditions. facebook is promising to help a family of a young musician in missouri who died

this one is on its way, already rain up in parts of lake county. clear lake's had some light rain. getting reports along the coast, point arena, up north, eureka and crescent city. sonoma valley, and raymond, said it's picking up now. there's nothing too heavy yet. you're seeing the moisture sort of stream in, and i'm pretty sure there's some light rain in marin county as well. there's a lot of cloud cover that has to move through. it stretches all the way down to the hawaiian islands, a series of systems coming in, and some of the rainfall projections, again, to the north are just a lot here. in fact, too much here. like the space this out little bit. i have seen 6.50 for santa rosa. that tells you forestville or anybody in the russian river would not be surprised. 10 to 11-inches of rain. santa cruz mountains, 3 to 5. from marin county north, napa. all get heavy rain, though, 40s and 0s on the temps, mild pattern with a southeast wind. the wind is cranking up and the

sierra nevada had reports it was windy. wind advisories start later on. it is beginning to move in. the evening commute looks awful. cloudy rain, rain picking up later. if it's later, it might be sooner for some to the north. 50 to see low 60s. here's sal! steve right now, is not too bad. trouble on 580. let's go ahead and take a look at 880. a little bit slow past the coliseum. definitely use 580 as an alternate, through this little section. if it does start to ranges though, you can look for collisions to increase as chp always says. get your business done, before it starts to rain. bay bridge, about a 15 to 20 minute delay. an up take in the drive time into san francisco. along the nimitz freeway heading south, a little bit of slow traffic in fremont, not bad through hayward.

8:33. let's go back to the desk. >> state senator mark leno will introduce a new bill to mandate kill switches being placed on cell phones. tara moriarty is in san francisco to explain to us why there's such a push for the new technology, tara. >> reporter: well, we reached out to len know, about a couple -- leno a couple minutes ago, and he's not available for another hour. you can put a wipe on it but there is the chance that it will be sold on the black market and there's virtually nothing you can do about it. state senator mark leno has proposed the legislation to help put a stop to that. it would require all smart phones sold in california or shipped to the state to have kill switch technology installed, and that kill switch would allow people to remotely lock their phone or erase information rendering it inoperable. >> in the long run, i think it would be a good thing to have. you know, and that way thieves

bully case. police say four white students have been tormenting an african- american roommate for weeks. investigators say the students put a bike lock around the african-american students neck and hung a confederate flag out their dorm room window. >> that flag is used as a symbol of intimidation. it's used to threaten people and nobody said, hey, wait a second, we need to look at everything that's going on now, we need to stop. >> that task force is investigating ways to improve the race relations at san jose state. time is 8:36. funeral services will be held in oakland this morning for 17- year-old justice toliver. she's the oakland teenager who police say was shot and killed by her younger brother at the family's china town district apartment last month. a juvenile court judge is allowing the 14-year-old boy to leave his jail cell to attend his sister's funeral today. but a probation officer must be at his side at all times. today's funeral is open to the

public. however the family has asked the news media not to attend. oakland police arrested three juveniles last night suspected of a carjacking that happened earlier in the day. several hours after the carjacking, officers spotted the stolen lexus. police chased it, and a pursuit ended at mcarthur boulevard and warner avenue when the lexus crashed into another vehicle. three suspects were taken to children's hospital for observation and were detained after wards. time now 8:37. uc berkeley police investigating a report that a male graduate student instructor sexually assaulted a 22-year-old female student. now, according to a crime alert released by campus police, the family student says she was sexually assaulted by the student instructor in his apartment at university village in albany. police say no arrests have been made because this case is still under investigation. the residents of berkeley are taking to the streets showing they're fed up with violence and crime. now, last night was the third time this church based group

organized a march. they passed out safety leaflets and urged people to get involved. the walk through the uc berkeley campus area. many of them recent crime victims have been students. >> i wish they would just build this up a little more. i didn't see a sign for anything like this in this area. i think they would come out. >> the crime at berkeley had been declining until 2012. the crime rate is up now. especially strong armed robberies for cell phones and laptops. an oakland police officer may possibly lose his job after a bizarre incident that happened at a san francisco restaurant. it happened early sunday morning at this ihop restaurant in the marina school district ktvu has been told that kevin deli was off duty when he allegedly pulled out a gun inside a restaurant to impress a waitress. >> my understanding from the victim is that the firearm was

best day of the year, stocks start climbing, despite mixed news. 113,000 jobs were added, less than expected, but unemployment edged down to 6.6%, the lowest rate since october 2008. taking a live look at the big board, the dow currently up 72. the nasdaq is up 42, and the s&p up 11. the charles schwab corporation plans to move about a thousand jobs out of san francisco, in the next five years. the banking and brokerage company has 2700 people in the bay area. it will be sending jobs out of state because of the high cost of living here which makes recruiting new workers difficult. indiana, florida, texas, colorado, and arizona are all considered possibilities for where those jobs will go. time is now 8:45. let's bring you up to date on other top stories we're following for you right now. police in mountain view have called off a search for a car theft suspect. the search started a couple of

hours ago, near shoreline boulevard. the search ended about 8:00 this morning. two other suspects were already in custody. big storm you have been hearing, it's about to hit the bay area today. in some areas it's starting to rain as i'm speaking to you now. steve says lots of rain is coming this weekend. it's going to be pretty soggy. we know we need the rain, but ktvu's alex savage, you're live in san rafael right now. that community out there, and i see you're getting wet as we're talking to you now. they're concerned about flooding out there. >> reporter: yeah, there's a big concern about that. we're getting light rain in san rafael this morning. but this is really just a preview of what's to come. it's going to get heavier as we mover throughout the weekend. this will be a popular place for people to stop by today. this is san rafael fire station number two, where they have sand, they have bags they have a shovel all ready to go for anyone who wanteds to protect their homes with flooding from the sandbags. apparently a lot of people have come by to get them this week.

the battalion chief told me the pile was bigger a couple days ago. we did get a preview of what's to come. most areas picked up less than an inch of rain yesterday, more coming this weekend. the forecast is for several inches of rain to come down in most areas. some areas will get more rain. in just a couple of days than they did during all of last year: with so much rain falling in such a short period of time, san rafael firefighters tell me they are gearing up for the possibility of flooding and mud slides. >> anytime we have with mud voids, we want to make sure that pumping stations, telephone buildings, all those kinds of things are well maintained because that's kind of the heart of the city. >> reporter: and across the bay area crews are trying to clear out the storm drains and making preparations to avoid flooding with the storm. down in the south bay, the santa clara water district spent the day yesterday working to clear debris from water ways

technology, investigators say thieves are actually finding it easier to roll them back and deceive car buyers. >> the first thing that goes through your find is i'm in the middle of the highway and my truck's not running. >> commander tom wilson is in the investigations department of the dmv. he says that little device plugged in under the steering wheel makes rolling back odometers even new digital ones easy, and it's apparently happening more frequently here in california than anywhere else. >> in previous years we would get just a few cases trickling in and now it seems like the flood gates are open. recent car facts study found that nearly 300,000 rolled back vehicles were on the road in california last year. that's the highest number of any state. now, the dmv says they helped arrest three men caught selling cars with rolled back odometers. most of their business was done on craigslist. now, on our web site, ktvu.com, we have posted
