. complete bay area news coverage starts right now. this is the 10:00 news, on ktvu channel 2. from slick roadways to mudslides to flash flood warnings a heavy winter storm takes aim at the bay area and it's not over yet. evening i'm ken wayne. >> i'm heather holmes. it was certainly a day full of lots of rain for most of the bay area. this is the scene as one of owe crews drove across the richmond- san rafael bridge. the downpour and high winds making it dyst to see the roadway. >> it made for slick and dangerous driving conditions. our crews saw several accidents including in one in richmond, where an suv rolled over. >> as san rafael employees athis gym on 4th street spent

the date cleaning up after water flooded the business, overrunning the drainage system and sending water into the building. >> ktvu's patti lee and debora villone are out in the elements for us. >> we begin where meteorologist mark tamayo has new information on the flash flood warnings. >> the rain fall rates continue to be on the increase and as a result the weather service issuing that flash flood watch that begins at midnight. as far as rainfall totals those numbers really going up for parts of the bay area. look at santa rosa, napa and even san francisco .98", san josi on .02" and mount rain .04". so the activity in the valley locations here not really pick up too much. what is very impressive, the rainfall total over the past

two days, mount tam, 12" of rainfall and santa rosa the same deal. petaluma 2.8". a heads he up for the public that flash flooding is possible and that could be converted to a warning. right now on live stormtracker 2, the rainfall rates increasing in coverage and intensity. in the north bay, sant rose and healdsburg, rainfall rates really picking up towards windsor, .37" an hour. shifting to the south and more activity for san francisco and oakland. out towards berkeley and richmond, some more rain picking up in intensity. down towards parts of the east bay, around walnut creek and

windsor residents are honoring a winter tradition, traipsing to the low spot to "play in the water." >> i have been waiting for this all year. i just like running back and forth down it. it's just fun. >> this is not nearly as high as it can get, but it's great to see -- once it's over the road we know we have got quite a bit. >> reporter: water for reservoirs, ranches, wells and rivers general plan it's awesome. we love it. it goes where it wants to go and it will go through here and actually make it out to the russian river. >> reporter: russian river at healdsburg sat 3' and will rise another 3' tomorrow. but flood stage is triple that. nowhere close. the storm has been strong enough to bring trees down, roots suddenly soggy, giving way. this one in forestville brought a power pole down with it plus some wires and a fence. this 40' landslide will make the road impassable for up to a month because it has to be rebuilt. a storm drain jammed with

from the long-awaited rain is driven by strong would is and that is whether we're talking about the power outages caused by trees being blown into power lines or by cars losing on the roadways. on a ride along early this morning, chp officer mike randal zibbed what could only be called chaos on bay area freeways. >> right over here, from 980 on the 880 northbound all the way up to south of 7th street we have had five instances of solo spinouts. >> reporter: for officer randal wet roads are one part of the dangerous equation. >> even the wind can cause you to lose control of your vehicle. just a combination of the right time, over standing water, wind speed and the speed of your vehicle. >> reporter: today chp golden gate responded to more than 250 accidents during daytime accidents, 80 in alameda county, 60 in san josi, 30 had marin and so many in

contra costa it stopped counting when it hit 80. downed trees were wreaking havoc, 158,000 pge customers without power tonight. mike randal is telling drivers to stay below the speed limit during the stormy stint and be ready to see standing water in unexpected places. >> the fast lane has been building up most of the standing water, mostly because of the debris caused by the high winds. >> reporter: randal sees debris that has built up over the recent dry months now blocking drains in the roads, especially in areas of recent construction. >> this highway has been under construction and no fault to anyone, it's just in transition. >> reporter: now we have been talking to pge crews who have come in and out of this service sit all night and say even though the north

bay has been hit hardest there are about 375 customers with without power on the peninsula and more than 120 in the south bay and say none of this is going to end because the ground is now saturatated and until the winds die down they expect to say busy. patti lee ktvu channel 2 news. another look at how traffic is moving across the bay area. there are some trouble spots, but it seems like traffic is moving okay at this hour. >> the heavy downpours are causing concerns about mudslides on mount diablo in the area where the morgan fire burned last. >> september. >> we just have to watch it and have sandbags ready. >> if it rains like this for two or three days and the water comes, we'll have to take a look. >> that fire burned more than 3000 acres that are now bare of vegetation that would keep the

season has been pelting bay area since yesterday and continues to do so. ktvu meteorologist mark tamayo will return with a live update at 10:30 tonight. a at human rights conference u.s. attorney general eric holder announced a new federal policy for the treatment of same-sex married couple. >> on monday, i will issue a new policy memorandum that will for the first time in history formerly instruct all joist department employees to give laughl, same-sex marriages full and equal recognition to the greatest extent possible under the law. [ applause ]. >> attorney general holder called the strug struggle for gay marriage "the defining civil rights challenge of our time." the new policy applies regardless of where where the couple's home state recognizes their marriage. today's announcement expands federal rights october the heels of the supreme court decision that struck

justice department will extend sweeping recognition to marriages of same-sex couples is yet another illustration of the lawlessness of this administration." california's health insurance exchange pulled it's on-line dr. directory, reporting that on-line list had errors about what doctors accept particular plans. patients have complained that doctors refused to accept their insurance. covered california had to revise the same list last fall as well. meantime the state is hiring more workers to handled applicant calls as the open enrollment period is set to expire in late march. senate democrats are expressing concerns about the safety of the country's power grid following recent attacks at several plants. as two investigators this week you one attack which was caught on surveillance video occurred at a substation south of san josi last april. a california congressman called that attack "unprecedented and sophisticated." senate democrats including senate dianne feinstein are sending a letter to the federal energy

investigators say they don't know what he was doing there on the highway. concerned residents in san josi took part in the mayor's annual gang prevention summit. a few hundred attended the event at the high school. an advisory to mayor chuck reed says the problems start when unhappy young teens get recruited by gangs. >> the kids get that attention and they gravitate towards it and nest thing you know, if they are wrong they are talked into doing the crime and once they are in the juvenile justice system, it's hard to get out of it. >> the summit featured young singers as well as several workshops. according to one presentation ten of 45 homicides last year were gang-related and more than 6500 people are official members of gangs. federal officials are requiring a petaluma company to recall millions of pounds of

our team coverage continues with debora villone live in sonoma county. >> an update on the current weather conditions with meteorologist mark tamayo. >> the rainfall rate and coverage increasing over the past hour or so. in fact, that cloud mass just offshore basically being directed onto the bay area. a lot of moisture to work with and we already know the forecast more moderate to heavy rain. a closer inspection of live stormtracker two. the yellow and reds link up to heavier downpours. around santa rosa and the windsor area and pioneer road. montgomery drive some heavier downpours. moving the mapping maps out to the central portion, heavier rain out towards berkeley. rainfall estimates at berkeley last check over .5 inch an hour. that is what is hitting the payment this 10:00 hour.

the warriors had to play without bogut and lee, but today in phoenix they couldn't overcome their absences. warrior fans can be found in the valley of the sun, sometimes. the warriors predictively outrebounded chaner frye's, but plumlee follows. the warriors stuck around by turning 18 turnovers into 20 points and a grift for crawford who totaled 10 off bench. and steph curry with a pretty move for two of his 28. warriors trailed by 4 at halftime. that one certainly worth another look. an impressive night from harrison barnesese. this shot made it a 2-point game with 8:30 left to play.
