i'm claudine wong. >> good morning, i'm mike mibach. round 2 of this wet weekend. let's say hello to rosemary and dive right into it. good morning. >> good morning to you. yes, and the soaking continues. you saw john fowler there. flash flood watch for the entire north bay. i'll zoom in a little closer and show you. it's from the coast across the valleys and into the hills until 3:00 this afternoon. coming up i'll show you some of the 48-hour totals of rain and quite impressive. it will be easy to see why this flash flood watch is in place. we have the radar up and running. we have a steady stream of moisture moving over the north bay, most of us seeing a bit of a break at this time, but some of these heavier cells in and along the coast stretching from more beach through san rafael. you can see we've got some moderate rain falling over hercules and the pinole area. we are in the final stretch but one more day. it could be heavy at times. . a 701 on storm watch this morning, there are weather

alerts throughout the bay area as rosemary just mentioned. the north bay is under a flash flood watch and there's a hazardous weather outlook for the rest of the region. ktvu's john fowler is live in novato under a heavy downpour this morning, john getting drenched for us out there. >> that's absolutely right. i'll show you why we're going to have that flash flood watch through the day. it's been really coming down solid. we drove north from the greater bay area. we're now in novato, and the rain has fallen very hard the whole morning. now on the highways and in the roadways, not so much of a problem. a handful of spinouts and some standing water and n -- in some places but the roads we've been on have been pretty much clear. i want to show you what this is really all about. right now the soil in the north bay is super saturated. this is what they're worried, as this soil gets more and more water in it, it was able to hold less and therefore more

will run off, and right now they're concerned about small streams that are in urban areas where people may be not too wise about the recent floods because we haven't had this much rain in months, so right now most of the emergency crews are concerned about the minor -- the minor flooding in the localized streams getting worse. we're going to head up north and show you more in the next hour about the russian river where flows have come up. there will be about 200 times more water in that river the next 24 hours than they've seen over the last several weeks. we'll take a look at that. we'll bring that to you then. john fowler live in novato. back to you. thank you. we'll look forward to that journey. the city of napa is distributing sandbags to residents. the bags were available through the night as the parking lot of the baseball field at 1st street and freeway drive.

a flash flood watch is in effect for the north bay. emergency personnel say they're monitoring those creeks and rivers to make sure they don't crest. people living in unincorporated areas of contra costa county can receive free sandbags at these locations here. ambrose park and rec center, the byron airport, the contra costa county fairgrounds in antioch, water bird way across from the county gas pumps and the west county detention facility in richmond. if you go, you do need to bring your own shovel. the rain caused a 40-foot landslide. it's now impassable. public works will tell us it takes weeks to fix that road. a storm culvert was clogged with debris from the dry spell. that culvert overflowed which eroded the ground and collapsed the road. this weekend's rain may have exposed a new and potentially costly and dangerous problem for the eastern span of the bay bridge. according to the chronicle, the

bridge is leaking. you are taking a live look at that new span this morning, a wet and soggy mornings a the rain continues to fall. caltrans says all that rain water is seeping through the $6.4 billion structure which is supposed to be watertight. an engineer told the paper the leak could cause corrosion which could cause it to weaken. caltrans says it has a team of engineers and inspectors analyzing the situation. the weather is also causing problems in the air. anyone flying in or out of the san francisco international airport should expect delays. some flights are delayed up to three hours, and if you are flying today, it's always a good idea to check the status of your flight before you head out to the airport. this morning the weather has so far caused eleven cancellations. yesterday 59 flights were canceled. other flights were delayed an hour and a half. a winter storm warning is in effect for the sierra today. it's scheduled to last until 4:00 tomorrow morning. i want to show you a live picture if we have it of

caltranss camera along interstate 80 and the white snow on the side, doesn't look like it's snowing right now. chains are required from king vail to donner and on highway 50 from twin bridges to myers effort reporter kevin oliver on the drive up the mountain. >> winter came back with a vengeance, with snow blowing sideways in the parts of the sierra, for most of the day the ski resorts stayed just above the freezing mark allowing donner ski ranch to crank up two of its lifts for the first time this year. >> we'd love to see more people. i'm sure they'll be heading up. the conditions are getting better and better as far as the skiing goes. >> it seems like all season there wasn't going to be any snow at all, so certainly it's refreshing to see there's finally something going on up here. >> the snow coming down is a wet snow but you can see it's coming down really good and it's just adding to the base of snow that's accumulating over the last few days. >> the conditions are a little rough today for a new bee just

because you have to like forge your own trail, but it's good. . >> the drive up was relatively clear but chains were required at the top of the pass. the melting snow left chain control spots under water. the sudden return of winter was putting people like norm sailor back to work. >> this will put us on the map again. we've had a decent year but this is really going to put us over the hump. >> resorts say they're finally able to open areas of the mountains that have been off limits because of the drought all season. >> and that was kevin oliver reporting, and looking at those images makes me think that president's day weekend should be a good one coming up. >> people have been hoping for that. you have to wait for the snow to actually stop so you can actually enjoy it. yeah, rosemary joining us now to give us an idea of when we actually can enjoy that without being pummeled by the storm. >> right and because it was a warmer storm, those snow levels

really went up high, and some areas were getting a mix of rain and snow, so it was a little dangerous up there. that is some great news. giving you a live look at the soggy start over the oakland estuary this morning where we continue with plenty of gray sky. on to the radar where the north bay continues to see that rain stream on through just no let up for the north bay. you can see the rest of the bay area perhaps a little bit of drizzle out there. a few light scattered showers. we had some roll through earlier this morning. perhaps it woke you up. but it has since moved on. this is where we're seeing a few heavier cells still from san rafael into richmond, in fact crossing over the bridge could be quite tricky and sleep reat slippery at this hour. in addition to the wet weather we have the breezy conditions. along highway 4 the hercules area we have few light to moderate cells working their way towards martinez in the next 10 minutes or so.

sliding back, take a look at all this gray, all this moisture still in place but only light drizzle and rain reported for the rest of the bay area. we are going to get another wave. we are not done just yet. i'm going to show you that in just a moment. we've been talking about this flash flood for the north bay. lasts until 3:00 this afternoon. take a look at some of these totals since friday. sausalito has picked up more than 2 inches of rain. mill valley has picked up 6 inches of rain in the last 48 hours. so, again, easy to see why this area in particular is dealing with so many problems when it comes to flooding along the roadways and the creeks and the -- you know, the streams, and that's going to continue until the afternoon. here's a broader picture of what happened in the last 48 hours. santa rosa picking up 4 and 48/100. we have 1 inch reported in oakland and farther south areas like san jose and mountain view, even livermore, 3/10 or less. let me show you what happens, picking it up for you at this hour, we roll through 9:00 and we're still seeing the brunt of

this moisture over the north bay. a few scattered showers, central and south bay. we get into the lunch hour, still looking at the north bay with all this rain over the central and south bay still waiting for it, but here it comes. between 1 and 3 it's going to be sliding over the central bay. you can see even pockets of moderate to heavy rain along the peninsula and then between 3 and 5:00 it will move into the south bay. by 6:00 scattered showers in the forecast, we're not drying out until tonight. here is a look at some of the totals expected for the day ahead. 2 to 4 inches over parts of the north bay, up to an inch and a half for the central bay. half inch possible for the south bay. 2.5 inches possible over the santa cruz mountains. the extended forecast here, bay area weekend always in view. temperatures this morning a lot like yesterday. we're in the 50s. we'll remain in the 50s all day long. a few low 60s for the afternoon. tomorrow a slight chance as we get going during the morning hours and then we're drying out monday, tuesday dry, a warmer day on tuesday, chance for showers will return on wednesday. i'll have a deeper view of that

winter storm warning for the sierra coming up. san jose police are investigating an officer involved shooting this morning. officers say they got a call for help from the 3300 block of holly drive around 3:00 this morning, the alleged victim told police a man was armed with a shotgun right in his front yard demanding the keys to his car, and he did just that. >> offersofficers began to respond, at which point they got into a short pursuit with the suspect vehicle. that pursuit ended with an officer firing their duty weapon at the suspect, and the suspect was struck at least once. >> and that man was taken to the hospital. his injuries are described as serious but not life- threatening. police say white roads will be blocked off for at least a few hours. time now is 7:11. rain is continuing to fall, but it's not just the downpour that could cause problems today. coming up at 7:30 where local officials are keeping a close eye on streams, creek asks

welcome back. it sure is a gloomy start over san francisco this morning. temperatures holding in the low 50s and in the last 48 hours 1 to 2 inches of rain falling over parts of san francisco. while much of the country remains in a deep freeze, about 100,000 businesses are home are still without power in pennsylvania and maryland, but using alternate sources to heat

homes can be dangerous. there have already been four confirmed carbon monoxide poisenings in pennsylvania. the national weather service has issued an ice storm warning for portland oregon. residents have been told to stay home if possible. some resourceful people are getting around on those city streets, not in their cars but right in their skis. some churches have canceled sunday services for the safety of parishioners. it's been almost two years since since since trayvon martin was killed by george zimmerman. yesterday his trayvon's parents led a rally. they challenged young people to become a solution to crime. george zimmerman was found not guilty of killing martin. martin would have turned 19 last week. the trial and suit filed by giant's fan ryan stow against the dodgers has been rescheduled. it's been handed to a new judge at the los angeles superior court.

stow suffered major brain injuries that left him permanently disabled after being beaten at dodgers stadium. he's claiming negligence at the security at the stadium. married same sex couples will soon have more federal rights. >> on monday i will issue a new policy memorandum that will for the first time in history formally instruct all justice department employees to give lawful same-sex marriage full and equal recognition to the greatest extent possible under the law. >> yesterday attorney general eric holder called the struggle for gay marriage the defining civil rights challenge of our time. the expansion of federal rights will apply to all legally married same-sects couples everyone if their home state does not recognize their marriage. this announcement expands federal rights on the heels of the supreme court decision that struck down the defense of marriage act as

unconstitutional. as john sasaki reports, one state senator in california calls it a great step for the nation. >> a rainy day in san francisco's castro district may have been brightened by news from the federal government. >> they're going to recognize gay marriage in that way at the federal level, that aspect of it it's about time and i'm happy to see it. >> the u.s. attorney general eric holder announced to that the federal government will ensure that same-sex marriages receive the same privileges, protections and rights as opposite sex marriages in any federal legal proceeding. >> it's a really important next step forward in our nation. >> mark leno applauds. move. it will mean that same sex spouses cannot be compelled to testify against each other in court and will be allowed the same visitation rights in federal prisons. >> anywhere where the federal government has some impact on married couples this will take effect and benefit those couples irrespective of whether the state in which they live

is yet another illustration of the lawlessness of this administration. chevy is showing its support for gay marriage through two new ads. >> and while what it means to be a family hasn't changed what a family looks like has. the automaker featured gay couples in ads that aired during the opening ceremonies of the sochi winter olympics. according to the gay rights group glad, these are the first ads to feature gay couples during an olympic broadcast. russia has been under fire for national laws for banning what the country calls gay propaganda propaganda. an entire year's worth of meat is being recalled. the rancho feeding corporation processed diseased animals without a full federal investigation. the meat was processed from january 1st to the 7th of 2013 and shipped to retail stores throughout california. so far no illnesses have been reported. for more information we posted a link under hot topics at

we can be comfortable. >> some parents say they agree saying there are more things to focus on than what the students are wearing. 7:23. let's head over to rosemary orozco who's watching this storm. it's still coming through right? >> you're right. a bit of a lull for some of us but a steady band of rain moving through. you can see stretching from areas right along the north bay, golden gate bridge, north of san francisco area, across areas of richmond san rafael bridge and then if we slide in a little bit closer, you can see we've got moderate rain falling over the berkeley area at this time. if we move to the east, we've got lafayette, concord, martinez, vallejo, veiny have benicia, take a look we still have snow falling in the sierra. lake tahoe in the green. snow levels still above 6,000 feet. areas near donner pass, you can see we've got snow. right about 7,000 feet and

that's where the snow it going to remain for today fluctuating between 6 and 7,000 feet. the winter storm warning now until monday morning for the greater lake tahoe area. if you have to travel up there, be prepared for very slushy snowy breezy windy conditions. here at home over the north bay is where we will see the heaviest rain for today. by the afternoon it will be sliding south. i think for the central bay between 1 and 3:00 into the south bay, 3 to 5:00. then as we get into the evening hours, just scattered showers before this system finally moves out. the extended forecast here with your bay area weekend always in view. temperatures this morning in the low 50s. we'll remain in the 50s for most of the day. mid to upper 50s expected by the lunch hour. into your monday, we're going to leave in just a slight chance at a few scattered showers as we get going monday morning. then we're drying out. temperatures are beginning to rebound. mid-60s, partly cloudy skies on tuesday. another shot at rain coming in on wednesday. i'll have a look at how much rain we can expect for today

this is creek runoff headed for the russian river. the road was shut down as a precaution with water a couple of feet deep in some areas. for residents who rely on well water, the rain is a welcomed site. >> without water, the water table doesn't get filled so then we're without come july and august, so it's a big concern for us. >> chp says it responded to more than 250 accidents during the day yesterday. roughly 80 in alameda county, 60 in san jose, and so many in contra costa county the highway patrol stopped counting when the number hit 80. the heavy rain is causing concerns about mud slides on mount diablo. >> we just have to watch it and i guess have sandbags ready. so far we do not. if it rains like this for two or three days and the water starts coming up, then we'll have to go up and take a look. >> that vegetation that would help keep in place the soil burned last september in the morgan fire and people living in the area say at least so far the rain has not caused any big

problems there. in contra costa county firefighters are warning people about the dangers of fast moving water. flood control channels are filling up fast with runoff from the storm back in february of 2011 two walnut creek teenagers died trying to raft down a flood channel after a winter storm. some of the heaviest rainfall in the bay area has been in the north bay and the wet weather is causing traffic problems. the highway patrol tweeted a photo of a section of the roark park, and in san rafael the rain kept employees at this gym in fourth street busy because they had to spend the day cleaning up this mess after the place got flooded. the storm water runoff was too much for the drainage system and that sent that water into the building. we would like to see your weather pictures, send them to photos @ ktvu.com. you can post them to our facebook page or tweet them to @ ktvu. and you can get the latest updates on the storm at

ktvu.com. you are going to find storm tracker 2 radar and video from the storm. rain, snow and freezing temperatures across the country has led to a drop in blood donations nationwide. winter storms have forced cancellations of nearly a thousand blood drives in 33 states. the new york blood center says winter is always a tough time for blood drives but they say this year has been one of the worst in recent memory. >> what we like to do is try to keep five days of inventory of all blood types and we had dipped below 2 for our type 0 negative which is really when the flags go up. >> the new york blood center is asking people from other states to donate blood so it can be sent to places where there is a greater need. a san francisco bar is facing a 60 day suspension after an investigation by the state department of alcoholic beverage control. investigators say that servers at the pagoda bar were placing a surf charges on drinks.

no alcohol can be served or sold during the suspension. santa cruz police are searching for a man in connection with a stabbing outside a homeless center. william jones is accused of trying to steal a man's bike and stabbing him in the arm. police say jones is wanted on a probation violation. if you recognize him call police. more tributes are coming in for the cal football player who suddenly collapsed and died on campus. 21-year-old defensive lineman was on a training run with teammates near memorial stadium friday when he was struggling to keep up. he then lost consciousness a short time later. we're hearing from his high school football coach in bakersfield. everyone believed that gu was destined for bigger and better things. >> i'd gone to see him in the spring to see how he was doing. he was real excited about cal. you know, just something that you'd love your kids to grow up to be like. >> friends say gu had planned to attend medical school after graduating from cal. the coach says funeral plans

are still being made. tomorrow morning new state legislation will be announced that could impact the financial future of city college of san francisco mayor's ed lee and state senator mark leno will make the announcement at san francisco city hall. it was last july when the school's accreditation was revoked because of its finances and governing structure. on friday a regional commission turned down city college's request to review that decision. that revoked the school's accreditation. the next step is to file a formal appeal. the hackers who stole millions of credit and debit card numbers from target computers may have gained access from a company in pennsylvania. fazio mccal services says it was a victim of a sophisticated. it's a heating and refrigeration hacker for target. a bay area group is campaigning to raise oakland's minimum wage to the highest in the country. the lift up oakland coalition

is proposing a november ballot measure to includes the city's minimum wage from 8 dollars an hour to 12.25 an hour. the proposal would guarantee five sick days a year. the san francisco has the highest minimum wage in the country. as the cost of living continues to rise more bay area residents are moving to outlying communities, trading long commutes for cheaper housing. many of those residents are heading to places like tracy, mountain house. some people are buying bigger homes while others are renting for much less. real estate experts are attributing the increase to cost in living to the recent employment boom. a voluntary bike registration program is launching. it's called safe bikes and is designed to reunite owners with stolen bicycles. when bikes are registered with safe bakes, owners receive a unique nonremovable id tag to put on the frame. that id number is entered into a database so people can be contacted if their bike is stolen and recovered.

about 600 to 800 bike thefts are reported every year in the city. officials say that number is higher because the bikes that are not reported when they're stolen. >> maybe not a great day to be on a bike today rosemary as we continue to watch all this wet weather come through here. how long is it going to last. >> it's going to last all day. we have one more wave to get through. it's going to come down steady and perhaps heavy at times into the afternoon for the central south bay. meanwhile the north bay will be getting it through the morning hours. giving you a live look there at san jose. 1 to 2/10 reported over parts of san jose calling that 1 to 2/10 of an inch over the last hour. only a little light rain falling at times. hard to believe in the north bay we've picked up 3 to 6 inches in some areas and our hills 12 inches or so reported in areas like middle peak as well as mount tam, with that said no surprise that we have a

flash flood watch that will last until 3:00 this afternoon for the north bay coast as well as the valleys and the hills. this means minor flooding along those roadways, the streams the creeks just be very careful out there. it's very messy. and we're seeing a little let up over parts of the north bay. in the last 48 hours 5 inches of rain. very impressive numbers. we'll shift into petaluma at corona road. 4.29. it looks like 4 inches 3/10 in the last 48 hours. we have another round to go. we'll be with showers and rain throughout the afternoon finally tapering off tonight and then tomorrow we'll have just a few scattered showers as we get going on your back to work monday. here's a look at where the band of rain is right at the moment. if we shift in you can see off the coast picking up some light rain, sausalito getting some light rain. into richmond, parts of the east bay areas right around

berkeley, oakland, alameda, san leandro, if we shift farther east you can see light to moderate rain through lafayette, walnut creek, concord, clayton, pittsburgh, antioch oakland, you're all seeing light rain this morning, it's going to get heavier as we get into the afternoon. for today, dangerous roadway travel expected once again. the possibility of a few slides out there, especially over parts of the north bay and mount diablo of course we're monitoring that. urban and small creek flooding already seeing it overnight and now expecting to see it again today. as we get into the 7:00 hour light to moderate rain continuing. we're now into the 11:00 hour and it's not budging from the north bay. central and south bay a few scattered showers for you. as we get into the central bay around 1, 2, 3:00 we notice that the rain begins to pick up. between 3 and 5:00 it will be moving into the south bay with scattered showers remaining in the forecast for the entire evening. we wake up tomorrow morning with mostly cloudy skies, i think we're going to have a little bit of drizzle but we

now i talked to andrew gordon. he's the spokesperson for the bay bridge. he said they don't know exactly where these leaks are. they believe it's coming from the railing, the barrier railing opt suspension portion of the bridge. gordon says this is not something that caltrans engineers are overly concerned about. he says they believe this is something that can be easily fixed. >> this is not something that caught us off guard. question we expected the possibility of a bit of water getting in. that's why we have inspectors out there inside the bridge while it's raining trying to, you know -- it's now a matter of tracing it back exactly how it's getting into that barrier rail. >> reporter: other engineering experts are more concerned about this. they say it raises concerns about corrosion and the possibility of long-term stability of the bridge. this is the first big rainstorm we've had since the eastern span of the bay bridge opened back in september. coming up in 20 minutes, we'll

valleys and up over the hills. that will last until 3:00 this afternoon. some areas like montem, middle peak reporting, 12 inches of rain since this all began. you can see from guerneville down to forest knolls, sausalito, san san rafael, mill valley, napa sonoma, so this continuing over the last 48 hours, some areas in the north bay picking up 3 to 6 inches. sausalito picked up more than 2 inches in the last 48 hours. easy to understand why these areas dealing with those flooding issues. you can expect the minor flooding to last throughout today. stake a look at storm tracker 2. we're tracking in band of rain that continues to move inland. we have light rain falling over areas like santa rosa and napa. this is where we're seeing the steadier rain. if i zoom in closer over san francisco into the east bay stretches through areas like lafayette, walnut creek and all the way into antioch and brentwood. we're tracking this. we have another round coming.

i will time line that for you and how much more rain we are expecting out of this system before it's said and done coming up. >> the rain may have exposed a new and potentially costly problem on the eastern span of the bay bridge. ktvu's allie rasmus live for us on treasure island to tell us about the problem and what cal caltrans is doing about it. >> reporter: this is the first big rainstorm we've had since the new span of the bridge opened in september. over the weekend caltrans engineers noticed some leaks coming from the steel structure of the bridge. now according to bay bridge spokesperson, engineers believe the leaks may be coming from the barrier rail on the suspension portion of the bridge, the part you're looking at behind us. that's raising concerns among outside engineers and experts about the possibility of corrosion in the bridge's long- term stability. caltranss officials insist the bridge is safe. they say this is not a problem that caught them off guard, and they believe it can be easily fixed. spokesman andrew gordon told us this morning corrosion should not be a problem.

>> the inside of the bridge is coated with a protective primer to protect against corrosion and rust. there are holes inside the bridge so if enough water does accumulate, it will drip out. >> reporter: now caltrans' had a team of engineers checking out those leaks yesterday during the rainstorm, and gordon says those engineers will be back on the bridge to continue their work a little later on today. what they're going to be trying to do is figure out the source of the leak so they can fix the problem. live on treasure island allie rasmus ktvu channel 2 news. there are weather alerts throughouts bay area including a flash flood watch in the north bay and a hazardous weather outlook. let's go down to john fowler who's live in hailsburg with a look at some of the concerns there. john. >> well, right now it has stopped raining in heelsburg, be i i want to show you the most important picture we've seen yet this storm.

this is the russian river. now i'll tell you that three days ago you could walk across this river without getting your shoes wet. right now the flows have dramatically come up. this is one of the things that has concerned the people in the north bay that we're getting a lot of runoff. now this is also very good news for the drought because this river is the key for the 1500 square miles of watershed responsible for the water for 600,000 people in the north bay. this is the best thing they've seen yet this winter. now what this means is this water will come up, and the wells that are not far from this river will then be charged through the aqua furs, through the under ground aqua furs, once that water comes up the rest of the watershed will get wet and that means that that water will be available to the people who draw it from wells.

as you can see, the river is flowing strongly now. they expect it to continue to come up because as more and more rain falls, it takes hours for it to come down the watershed through the tributaries and end up in this river. where i'm standing now will be under water probably tomorrow. reporting live on the russian river in hillsburg, john fowler ktvu channel 2 news. thank you the. the rain caused a 40-foot landslide west of guerneville, fort ross road is now impassable. public works tells us it will take weeks to fix this road. a storm culvert was clogged with debris. the culvert overflowed which eroded the ground and collapsed the road. the city of napa is distributing sandbags to residents. those bags were available through the night at a parking lot of baseball field at #st street and freeway drive. a flash flood watch in effect. emergency personnel say they are monitoring those creeks and rivers just to make sure they

don't crest. so farther reporting no big problems at this point. people living in unincorporated areas of contra costa county can receive free sandbags. they are at these locations ambrose park and rec center in bay point, the byron airport, the contra costa county fairgrounds in antioch, water bird way across from the county gas pumps and the west county detention facility in richmond. you need to bring your own shovel. the weather is causing delays in the air. anyone flying in or out of san francisco international airport should expect delays. some flights of up to three hours. if you're flying today you may want to check the status of your flight before heading to the airport. this morning the weather has caused 20 cancellations. yesterday 59 flights were canceled. other flights were delayed up to an hour and a half. a winter storm warning is in effect for the sierra today. it is scheduled to last until 4:00 tomorrow morning. this is a live picture from the caltrans camera along interstate 80 right now. chains are required from kingvale to donner and from

afternoon. the flash flood watch goes until 3:00 this afternoon for the entire bay area. expect the minor flooding and the ponding on the roadways and just be careful out there. fairfax has reported more than 5 inches of rain in the last 48 hours, so since this began friday morning, we've seen quite a bit of rain over the north bay. areas of petaluma, corona road reporting more than 4 inches. here's a better look around at what we have seen the last couple days. san francisco picking up a little more than 2 inches. san mateo checking in right about 85/100. areas like mountain view, san jose, 1 to 2/10. 3/10 reported in livermore. as we get through the morning hours, primarily over the north bay, it will begin to shift a little bit as we get into 1:00 or so, scattered showers picking up along the peninsula moving into the central bay, 2, 3, 4:00 and then down into the south bay between 3 and 5:00 we'll be left with scattered showers for the afternoon.

some people might think it's over right now if it's not raining where they are. >> you're right. and in the south bay we're waking up partly to mostly cloudy. rainbows in the south bay. the north bay dealing dealing with a flash flood watch and the rain continues with another round expected for today. this is where we're seeing it primarily at the moment. a few light scattered showers over the north bay. this band of rain stretching from the golden gate bridge right across into the east bay, so richmond, oakland, all the small communities in between seeing a few light scattered showers through hayward into the east bay, light rain falling over orinda, moraga. into concord you may or may not be seeing a few showers, danville, san ramon, you get the idea. we have light showers this morning, heavier rain into the afternoon. take a look at the sierra where lake tahoe is dealing with some rain. lake tahoe elevation right along the lake is 6200 feet. donner pass 7,000 feet. that's where we're still seeing

we are on storm watch as the bay area wakes up to another wet morning, and another wave could be headed our way this afternoon. welcome back to mornings on 2. i'm claudine wong. >> good morning i'm mike mibach. since friday mount tam has received more than a foot of rain as the north bay has been getting pounded with weather for most of the weekend. there is a flash flood watch up and running until this afternoon. john fowler live for us this morning in healdsburg where the russian river is running and appears to be at its highest level in months. >> reporter: that's right. the one thing that we've noticed is that all the fields, all the grape vineyards are wet. there's standing water everywhere. that's great news for agriculture up here and good news for the rest of the area. this is a picture we haven't seen in months. this is the russian river. it's pretty much what it should look like during any normal winter. now it's running. i'll tell you four days ago we could walk across this area

right here without getting our feet wet. it was that dry. right now it's running probably about 2,000 cubic feet per second. that's about half what they expect by monday. that's still a good amount of water. now as rosemary was telling us earlier, there is a risk for flash flooding throughout the north bay. now that's not so much on this river. the this river has been very very well channeled and there's a lot of good work been done to keep the flooding from being a problem here, but the russian river is the main river for water in this area. there are wells drilled all up here, the city of healdsburg right behind me and clover dale both on mandatory water rationing. this is the best thing they could see right now. it's a little break in the weather which is even better because that lets the water soak in and not run off quite so much. they are expecting there could be flooding in small streams still. we have to watch for that the rest of the day but right now

this is the picture that we've all been waiting for. reporting live in the healdsburg john fowler ktvu channel 2 news. the heavy rain is causing concerns about mud slides on mount diablo. >> we just have to watch it, and i guess have sandbags ready. >> if it rains like this for two or three days, and the water starts coming up, then we'll have to go up and take a look. >> the vegetation that would have helped keep the soil in place burned last september in the morgan fire and people living in that area say so far the rain has not caused any big problems. in contra costa county firefighters are warning people about the dangers of fast moving water. flood control channels are filling up pretty fast with runoff from the storm. in february of 2011 two walnut creek teenagers died trying to raft down a flood channel after a winter storm. some of the heaviest rainfall in the bay area has been in the north bay. the wet weather is causing all sorts of traffic problems. the highway patrol in santa rosa tweeted this photo of a

rainbows in parts o'. south bay where we're seeing a little bit of sunshine in some areas like mountain view, san jose reporting partly sunny skies and there's a live look over san jose. san jose receiving anywhere from 1 to 2/10 of an inch of rain over the last 48 hours. not a lot in your neighborhood. we'll get another round for today before this storm finally moves on and out of hear. giving you a look at the north bay because this is where the flash flood watch will continue in the overnight hours. we had some heavy rain pull through over the north bay, the central bay. you may have heard it on your rooftop. had some advisories popping up in the overnight hours. from the coast in the valleys and over the hills for the flooding, the possibility of minor slides, and boy, how much rain have we seen in some of these areas. mount tam and middle peak reporting anywhere from 10 to 13 inches since this storm started rolling in on friday morning. so last 478 hours quite a bit of rain over parts of the north bay in and around sausalito picking up 2 inches and mill

valley has reported nearly 6 inches of rain in the last 48 hours. and mill valley is not an isolated area. santa rosa, 4 to 5 inches and napa reporting quite a bit as well. this is where the rain is falling at this moment. you can see light showers along the great highway right here at slope boulevard, chp is reporting a little bit of flooding there. you may find that roadway closed. this is what we're going to see again for today. just the scattered showers continuing this morning, another bout will move through in the afternoon, and we will be with scattered showers for the evening hours as well. we have light raining falling over the east bay shoreline. pinole down into richmond and then down into oakland, san leandro, areas right around hayward, dry at the moment for the inland areas along 680 could be a slick ride along highway 4. 24 looks like walnut creek, lafayette you're getting some light rain, concord, san ramon, we'll time this out for you. as we get into the noon hour,

some moderate rain over parts of the north bay. a few scattered showers in the forecast. as we get into the afternoon it's going to begin to shift. between 1 and 3 over the central bay and 3 and 5 for the south bay. again into the evening hours it will begin to taper off. we'll see scattered showers for the entire day. it's not until monday morning we wake up mostly dry but mostly cloudy and there could be enough leftover moisture to wring out a few more showers for tomorrow morning. temperature-wise in the 50s at this hour, upper 50s to low 60s for the afternoon so not a lot of change when it comes to our temperatures, and i will say it's going to feel a lot like yesterday. breezy out there at times with cloudy conditions, rainy conditions, monday we're drying out. temperatures a slow little rebound there monday into fuse. tuesday looks to be the warmest day, and then we get another opportunity at some rain coming our way by midweek wednesday. back to the desk. rain, snow the freezing temperatures across the country has led to a drop in blood donations nationwide.

the american red cross says winter storms have forced the cancellations of nearly a thousand blood drives in 33 states. the new york blood center says winter is always a tough time for blood drives but they say this year has been one of the worst in recent memory. >> what we like to do is try to keep five days of inventory of all blood types and we had dipped below 2 for our type o negative which is when the flags go up. >> the new york blood center is asking people from other states to donate blood so it can be sent to place where is there is a greater need. a san francisco bar is facing a 60 day suspension after an investigation by the state department of alcoholic beverage alcohol. investigators found that servers at the pagoda bar were placing a surcharge on drinks in exchange for keeping male customers happy. one employee was arrested on suspicion of soliciting an act of prostitution. no alcohol can be served or sold during the suspension. police are searching for a man in connection with a stabbing outside a homeless center. 62-year-old william jones is accused of trying to steal a man's bike and stabbing him in

the arm when the man tried to confront him. jones is also wanted on a probation violation. if you recognize him santa cruz police want you to give them a call. oakland police are investigating two separate shootings. a man was shot and injured on foothill boulevard just after 11:00 last night. then an hour later another man was shot on 87th avenue and international. police say he was rushed to the hospital in critical condition. no arrests have been made in either shooting. more tributes are coming in for the cal football player who suddenly collapsed and died on campus. 21-year-old defensive lineman, kata du was on a training run when she was struggling to keep up. he lost consciousness a short time later. we're learning from his high school coach in bakersfield. who says everyone believed agu was destined for bigger and better things. . >> i'd gone to see him in the spring to see how he was doing and he was real excited about

cal. you know, he's just somebody that you'd love your kids to grow up to be like. friends say agu had planned to attend medical school after graduating from cal. the coach says funeral plans are still being made. the hackers who stole millions of credit and debit card numbers from target customers may have gained access from a company in pennsylvania fazio mechanical services says it was a victim of a sophisticated cyber attack operation. the company is a heating and refrigeration contractor for target. target initially suspected that the hackers had gained access to its system through one of its vendors. a bay area group is campaigning to raise oakland's minimum wage to the highest in the country. the lift up oakland coalition is proposing a november ballot measure to includes the city's minimum wage from $8 an hour to 12.25 an hour. the proposal would also guarantee at least five sick days in a year. right now san francisco has the highest minimum wage in the country at 10.74 an hour. now as the cost of living

continues to rise, more bay area residents are moving to outlying communities. trading in those long commutes for cheaper housing, the san jose mercury news reports many of those residents are headed to places like tracy, mountain house and lows beanies. some people are buying bigger homes. others are renting for much less. real estate experts are attributing the increase to the recent employment boom. a voluntary bike registration program is launching in san francisco this week. the program is called safe bikes and it's designed to reunite owners with their stolen bicycles. when those bikes are registered with safe bikes, owners get a unique nonremovable id tag to put on their frame. that id number is entered into a database so people can be contacted if their bike is stolen and recovered. about 6 to 800 bike thefts are reported every year in the i city. officials say there are actually thousands stolen. the san francisco zoo will be celebrating its annual lunar new year party.

new regulations are going to be cracking down on abalone divers during this year's sport fishing season. the annual catch limit has been lowered from 24 to 18 and the most popular abalone dive site has been closed. california's department of fish and game and wildlife officials say the changes are a result of the abalone die off in 2011. the abalone season starts in april and will continue through november. with more teens turning to

there are flood warnings for the smaller streams in sonoma county and in napa county. because of the incredible runoff that's happening right now. this is good news for the drought because it will recharge the aquifer here for 600,000 people who need this water. we also have been watching fish. in just the last few minutes we have seen trout swim right up here and go right over that berm going upstream. so we do know this is also good news for the trout. the cloudier the water, the faster they will move. at this moment, the sun is beginning to break. that's good because that will allow the soil to dry just a little bit and prevent some of those flash floods. but we are watching for that right now, and we'll be here, and we'll tell you this remarkable story throughout the hour. reporting live in healdsburg, john fowler, ktvu news.

this photo shows a creek rung under a wooden bridge. last week the creek was bone- dry, but now there's finally some water in it. in most years residents say it floods right into the nearby vineyard. public works tells us it will take wakes to fix this roadway. a storm culvert was clogged with debris from the dry spell. the culvert then overflowed and collapsed the road. the city of napa is distributing sandbags. they were available in a parking lot another the baseball field. a flash flood watch is in effect this afternoon. emergency personnel say they are monitoring those creeks and rivers to make sure they don't crest. so far there are no problems to report. people living in an unincorporated area of contra costa county can also get free sandbags. we've put the locations up on

your screen including bay point, the byron airport, and the fairgrounds in antioch, and pacheco and the waterbird way, and richmond. if you go make sure you bring your own shovel. well, the rain may have exposed a new and potentially cost problem on the eastern span of the bay bridge. ktvu is live on treasure island to he tell us about the problem and what caltrans is doing about it today. allie. >> this is the first big rainstorm since the new span opened. over the weekend some caltrans engineers doing a routine check noticed water leaking inside the steel structure. now, this is a bridge right here behind us. according to caltrans engineers they don't know exactly where the leaks are coming from but they believe it's coming from the barrier rail of the suspension portion of the bridge, the part you see behind us. that's raising concerns among outside engineers about the possibility of corrosion. you will recall earlier this year there were problems that

surfaced with the bridge's bolts and the construction of that portion of the bridge. so if some people are wondering, bolts, leaks, now what's next, but officials insist the bridge is safe. they say this is not a problem that caught them off-guard, and they believe the leaks can be easily fixed. a spokesman says corrosion shouldn't be a problem because the inside of the bridge is covered with a protectsive coating of primer. >> there's always a chance that water is going to get in. this is not a submarine. it's not meant to be watertight. you weatherize it the best you can but water finds a way, and in case it did, we were prepared for. that we have protected the inside of the bridge. >> reporter: now, caltrans add team of engineers checking out the leaks yesterday, and gordon says those engineers will be back again later today to continue their work. what they are trying to do is figure out the source of the leaks so that they can fix the problem. live on treasure island, allie rasmus, ktvu channel 2 news. the weather is not only

warning for portland, oregon. today is the third consecutive day of its winter storm, and residents have been told to just stay home if they can. some people who are getting around are doing it like that. they're getting resourceful and pulling out their skis. some churches have canceled sunday services for the safety of their parishioners. property owners who were denied relief money are now going to be able to submit a second request for help. a state program is going to provide homeowners up to $150,000 to rebuild and elevate homes that were damaged or destroyed by the store. public advocacy group fair share housing center says more than 3,000 people had originally been denied help. a report shows the majority were minority homeowners. an officer-involved shooting this morning in the 3300 block of holly drive. the victim said a man was armed with a shotgun in his front yard demanding the keys to his

we have another round before it is all said and done, giving you a live look over the north bay where the rain has picked up in areas near point reyes, lucas valley, maybe near novato seeing moderate rainfall in and around novato. so this is would we will see for the morning hours. it will be over the north bay, eventually sliding into the south bay as we get into the second half of the afternoon. napa, some light rain for you. vallejo, crockett, hercules, fairfield, sliding into areas around richmond. you can see the richmond san rafael bridge. so the scattered showers will continue. we do have the system that will move through into the afternoon and bring us definitely anywhere from an inch to two inches for the north bay, less than that for parts of the central and south bay. but we're all likely to get some rain before we are finally finished. meanwhile in the sierra, donner pass, the only area where we're picking up snow stretches down

there she goes. live pictures of the russian river as it rolls through healdsburg. a winter storm continues to hit parts of the bay area. welcome back. we are on storm watch as the wet weekend continues. we are following reports of flooding, mudslides, and traffic problems as the bay area experiences the first major storm in over a year. john fowler is in healdsburg with these incredible pictures. people there are concerned about flooding, right, john?

>> reporter: well, the flooding is a serious potential problem. right now not on the russian river, but take a look at this. take this in for a moment. this river was absolutely dry four days ago. we could walk across it without getting our feet we haven't right now the water where you're looking at is about five to six feet deep. this is a huge amount of water. but it is about what they expect in a normal winter. it is great news for the people living in this area because 600,000 people rely on the water from the russian river watershed. we've watched it come up about two inches in the 45 minutes we've been standing here. and i will tell you, we've seen fish come by, we've seen logs go down. this is what most people expect to see during the winters for the russian river. we're still a long ways from the drought beg over, however. so with these flood warnings that will be in effect the rest of the day, as rosemary is

telling us, we need to keep in mind that we need much more rain, probably three times more rain just to get back up to where we were in the previous historic drought of 1977. so we're still a long ways to go, but i'll tell you, this is great news. we've talked to people here who have been happy that they're finally seeing the river flow. this could be the start of something big. reporting live in healdsburg, john fowler, ktvu channel 2 news. concerns about mudslides on mount diablo. >> we just to have watch it and have sandbags ready. if the water starts coming up, we'll have to take a look. >> the vegetation that would have helped keep all that zoom in place burned last september in the morgan fire. so people living in the area say so far the rain has not caused any big problems. in contra costa county

firefighters are warning that control channels are filling up fast. in february 2011 two teens died trying to raft down a flood channel after a winter storm. and we have just gotten word from pg&e that more than 5400 people in the bay area are without power. some intense video there. a photographer shot that video when a transformer behind him short out. in san francisco 3700 customers have been affect. in the east bay 460 customers are without power. 355 customers on the peninsula, and in the north bay 860 customers without power. >> the recent rain may have exposed a new and potentially cost problem on the eastern span of the bay bridge. ktvu's allie rasmus live on treasure island to tell us about the problem and what caltrans plans to do about it.

allie. >> reporter: the problem we're talking about is leaks on the interior structure of the bridge. caltrans says they're going to be sending a team of engineers to pinpoint the source of those leaks. it was on friday that engineers doing a routine check of the bridge noticed water leaking inside. engineers have to figure out where that water is coming from in order to fix the problem. caltrans spokesman andrew gordon said this isn't a problem that caught engineers by surprise. they believe the leaks can be easily fixed. he says it's a question of figuring out exactly where the water is leaking from. >> we don't know exactly where it's coming in. we do know it's related to the barrier rail on the suspension span. so we're just taking all steps to see exactly where it's coming in, and we're going to take care of the situation. >> reporter: now, outside engineers and experts say this is more troubling than caltrans is letting object. they've raised concerns about the possibility of corrosion in the steel bridge and the long-

term stability. earlier this year you will recall bridge officials faced a lot of criticism and scrutiny for problems with the bridge's bolts. some are wondering, first the bolts, now leaks, what could be next? but gordon says that if these leaks had gone unnoticed, it would have been an issue long- term, but he says again because caltrans does routine maintenance checks, they were able to find out about these leaks ahead of time and fix the problem. again, they're going to be sending a team of engineers to the eastern span of the bay bridge later on this morning to get working on that. live at treasure island, allie rasmus, ktvu 2 news. some of the heaviest rainfall over the last few days has been in the east bay. this is a photo of the section of the expressway closed between stoney point and rancho verde due to flooding. in san rafael flooding kept employees at this gym busy. the place got flooded and the runoff was too much for the

really high. so the possibility of minor flooding, perhaps even small slides will be definitely a factor for some areas over parts of the north bay lasting into the afternoon. in the last 48 hours mill valley has picked up six inches of rain. over parts of the north bay three to six inches is something that we are seeing pretty much all over the place. more than five inches reported at fairfax, mount tam, middle peak. santa rosa has picked up quite a bit. i'll have a broader view of the totals so far but first a look at radar. we have watched a steady stream move across from our west to east over the course of the morning. it hasn't budged a whole lot. light showers, now a little bit more of a moderate to rain over areas pet lum marks highway 101 in between novato. so this will be shifting, making it a messy commute. not the only area along i-80 and vallejo. you are going to find some light scattered rain. to the north of us light rain

over napa. this is sort of where we have seen the rain pretty much stay put over the last couple of hours. east bayshore line from areas like richmond, areas right around oakland as well as emeryville, and you can see it shifted into the east bay as well. highway 24 has been wet, highway 4 wet at the moment, moving in through and around concord. hit or miss scattered showers stretches into antioch, oakley, and back to the west we now have light rain popping up over sunset district as well as near ocean beach. we've got a little bit of flooding reported there about slope boulevard. so you may find a detour there. meanwhile a look at some of the totals from the last 48 hours. nearly 5 inches in santa rosa, more than 2 inches reported in san francisco, .75 in fremont. the farther south you go, you know if you live there, you haven't seen a whole lot, anywhere from 1 to 2 to .3.

but we are going to see some more move our way. into the north bay for the morning hours. by 1:00 it is beginning to shift. this model has actually slowed the rain down a little bit but i think between 1:00 and 2:00 it moves into the peninsula, into the central bay. between 2:00 and 3:00 it will begin shift interesting the south bay. so this will be the last wave that moves through. we will be left with scattered showers for the entire day. then by the evening hours finally beginning to taper off. 1 to 3 inches still possible for parts of the north bay, up to a have half inch or so for the south bay. and the santa cruz mountains could pick up quite a bit before the day is over. the extended forecast with your bay area weekend always in view. our numbers a lot like yesterday. the wind will be around once again with soggy conditions through your sunday. a few scattered showers possible as we get out the door on monday, then we're done. dry for monday afternoon, tuesday, a chance for showers will move back in on wednesday. rain and snow and freezing temperatures across the country led to a drop inblood donations

nationwide. the american red cross says winter storms have forced the cancellations of nearly 1,000 blood drives in 33 states. the new york blood center says winter is always a tough time for blood drives but they say this year has been one of the worst in recent memory. the new york blood center is asking people from other states to donate blood so it can be sent to places where there is a greater need. more tributes are coming in for the cal football player who suddenly collapsed and died on campus. 21-year-old defensive lineman ted agu was on a training run friday. you are looking at video now from his high school days. the team noticed that he was struggling to keep up, and they were trying to help him when he lost consciousness. his high school coach says everyone believed he was destined for bigger and better things. >> i had gone to see him in the spring to see how he was doing. he was real excited about cal. you know, just somebody that you would love your kids to

grow up to be like. >> friends say agu had planned to go to medical school after graduating from cal. the coach says funeral plans are still being made. the san francisco bar is facing 60-day suspension after an investigation by the state department of alcoholic beverage control. investigators found that servers at pagota bar were placing a surcharge on drinks in exchange for keeping male customers happy. one employee was also arrested on suspicion of soliciting pros tiewtion. police are searching for a man in connection with a stabbing outside a homeless center. a man is accused of trying to steal a man's bike and then stabbing him in the arm when the man tried to confront him. there appears to be another major computer security breach. the chronicle is reporting that hackers broke into the networks of some of the country's top

medical device manufacturers. the companies are medtronic, boston scientific, and st. jude medical. they have large operations here in the bay area. it is not known what information the hackers wanted but the breaches apparently occurred in the first half of last year. a source says the attacks were very thorough and had signs that they originated in china. a report shows that cyber crimes cost the country $100 billion every year. the hackers who stole credit and debit card numbers from target may have originated in pennsylvania. the company is a heating and refrigeration contractor for target. target initially suspected that the hackers had gained access through one of its vendors. good news for skiers and snowboarders as fresh snow falls in the sierra. we will talk live with one of the key employees at north star on this morning's conditions and what you can expect if you're heading up to lake

water levels along the russian river are at their highest in months. there's a flash flood watch in the north bay until 3:00. some parts of the river where people could walk over a few days ago are now flowing with five to six feet of water. there will be one more storm system rolling through this afternoon. while the rain has mostly fallen in the north and east bay hills and flat lands, and in san francisco, the south bay has been relatively dry. but this afternoon's storm should bring measurable rainfall to the south bay. skiers and snowboarders are pretty happy. they've been waiting all season for the snow, and now it is finally falling with this latest storm dropping several inches of fresh powder. joining us is rachel with north start. good morning. >> good morning, claudine. north star did receive 32 inches of snow in the past 24 hours. we have a lot of very happy skiers and riders out there today. >> i bet. okay so for all the people who are veterans on the mountain,

what kind of show is this? i know that you guys had some rain mixed in at the lower elevations. how does it look up there? >> it looks like a winter wonderland. we're starting to receive images that -- we have a wonderful photographer that goes out and captures images and video of the mountain when it snows like this. i just received one of a woman skiing, and the trees around her, they just look like they're just caked in snow, which is exactly what we love to see and really not only makes for great skiing and riding now, it makes for amazing conditions for weeks and wakes to come. it's really good news. >> i'm cure yurks rachel, did you have to cut back on staffing at all? i know you had fewer crowds than you had hoped for. how did it affect operations not having as much snow? >> because north star has one of the west coast's whrarnlgest snow making systems, we've been able to have great skiing and

he says there was some rain but overall a great weekend on the mountain. no one seems to be complaining. our weekend storms are causing many fender benders. just yesterday morning and afternoon the highway patrol responded to more than 250 accidents. 80 in alameda county, 60 in san jose, 30 in marin county. there were so many in contra costa county that officials actually stopped counting when the number reached 80. ktvu went on a ride-along with an officer who said the wet roads are not the only issues facing drivers. >> even the wind can cause you to lose control of your vehicle. just the combination of the right time withstanding water, wind speed, and the speed of the vehicle. >> chp is urging drivers to stay below the speed limit and watch out for standing water that might surface in the fast lanes. the city of napa says it is not going to approve any per
