good. little bit of slowing coming over the dublin great, it's 4:30, back to the desk. >> thank you, sal. we are beginning with breaking news now out of san jose this morning, the san hose police s.w.a.t. team is on venice avenue where a man is barricaded himself in a house. now there is, from what we understand, a warrant out for this man's arrest, and police are negotiating with him. police have alerted people who live in the area, some nearby houses have been evacuated. again, look at the map, this is in san jose, ktvu's reporter on the her way to the scene, she's going to have a live update at 5:00. our storm watch coverage wrapping up this morning after a four-day storm hit the bay area, but now clean-up efforts are underway. ktvu reporter in the county this morning. >> reporter: that's right, actually, in kentfield they saw the most rain over a four stay stretch, almost a foot of rain

here in mil valley, it is dry right now, but there's roadway flooding behind me, we're on miller avenue right from front of the high school. according to the national weather service, as of 9:00 last night, mill valley experienced more than eight and a half inches of rain over a three day period. flash flood warning was called off. at the 2:00 a.m. cloud, the owners brought out sandbags to help scave off the high waters when the rain pushes storm drains past their limits. >> it comes into the bar, the back rooms, it comes in up through the grates and everything. >> it's scary and at the same time, it's more water in our reservoirs. >> reporter: 60-foot landslide collapsed into this home and crashed into a newly built studio. firefighters chord up the flood to keep it from moving more. meanwhile, the storm may have contributed to a deadly car crash in mill valley yesterday morning, a jeep plunged 50 feet down an embankment, the driver

was found dead by search and rescue teams. as for now, the conditions appear to be drying up, although we still have the slippery, wet conditions out on your roadways with, ktvu, channel 2 news. the weekend storm is filling up russian river. it is expected to crest today. yesterday, it was gushing at 9,000 cubic feet per second. the water agency says it'll be enough to sustain farmers and ranchers. >> this is what we hope is the beginning of a phenomenal february, unfortunately, the drought is still on. >> the water agency says about six more inches of water is needed to reach the reservoir levels seen during the 1977

drought. that means water conservation efforts are still necessary despite the recent storm. take a look that the, this was about two weeks ago, this is what the russian river looked like, water level so was low you could walk daughters or sons without getting your shoes wet. at the time, the river was at its lowest level for january in more than 50 years. city crews across the bay area are busy cleaning up after the big storm. many crews have been on the job all night long working to remove mud, rocks, and other debris from the roads. ktvu news crew spotted this as a city crew out of oakland worked at a winding spread of fish ranch road. >> cold, wet, dark, so, yeah, hopefully they'll send us more people out here. >> those city workers are keeping a close eye on the soaked hillside which collapsed after days of heavy rain. travelers at bay area airports are dealing with delayed or canceled flights because of the weather. this morning, there are a few

getting into the rail and television kind of them dripping down some of the bolts, that connect the barrier rail to the road deck. >> engineers however are confident they can plug the bridge leaks. caltrans will outline its repair plans during a news conference at 10:00 this morning. heyward police say the victim of a home invasion robbery killed and wounded another. it happened yesterday evening on western boulevard. a man who lived there told them he shot a man and woman who had invaded his home. officerrings found the man's body inside the home, the woman apparently escaped scene believed to have sought treatment for several gunshot wounds at eden valley hospital. still not clear if the intruder's had guns. a group protesting the deadly shooting of andy lopez is appealing to california's top law enforcement officer. snow ma county sheriff's deputy shot and killed the 13-year-old

in october. protesters are urging the prosecutor to intervene. they say its become far too politicized in snow ma county the state attorney general needs to step in. so far, there's been no response from harris. starting today, the federal government will extend several marriage rights to same-sex couples even if they live in states that don't recognize gay marriage. attorney general eric holder announced the policy change in a speech saturday night at a human rights campaign event in new york. under the new ruling, same-sex couples have the right to testify against a spouse, file for bankruptcy together, and to visit a spouse in prison. >> it appears to be another example of the obama administration imposing its will on the states. >> the attorney general is saying we're going to apply the same resumes as we do for other married couples for same-sex couples when it comes to our courts. >> currently 33 states do not recognize same-sex marriage. under the new policy, same-sex cup who else live in the state

but who get legally married elsewhere would be treated the same as others in federal, legal matters. this morning as well, new state legislation will be announced that could impact the financial future of city college of san francisco. mayor ed lee and state senator mark leno will make the announcement at san francisco city hall. last year the commission threatened to revoke city colleges accreditation on friday, the request was denied. school college officials say the next step is to file a formal appeal. some police officers in transrafel are testing out body cameras, it's part of a 90 day pilot program. they record video and audio. a spokesperson for the department says wearing the cameras not only provides a record of encounters, but it also can prevent suspects from being hostile if they realize they are being recorded. if the department decides it likes the cameras, they will spend about $60,000 to get more. san mateo police are

warning about a scam. officers have received several reports of fraud where someone is calling people and posing as a financial institution. the caller then instructs the victim to wire or send noun pay off their debt. another call is going out from someone posing to be pge and threatening to shut off the victim's power if they don't pay up. new report says the most generous americans live right here in the bay area. facebook founder mark zuckerberg and his wife pennsylvania sill la donated more than $970 million worth of facebook stock to a charity. that's the biggest donation total of anyone in the u.s. the chronical of philanthropy says living donors gave the same amount last year as in the two previous combined. well gas prices are going down slightly across the country, but it's a slightly different story right here in the bay area as well. across the country, the average price for regular gas is $3.29, that's down two cents in the last two weeks. and 30-cent cheaper than at this time last year. bay area drivers are paying

yesterday because of dangerous conditions. overall, resorts say the expect to see big crowds because of all the new fresh powder. well resident in atlanta are preparing for another winter storm there. this round of snow and ice comes just two weeks after another winter storm paralyzed the city. state and local officials say they have sense created an emergency weather task force. the national guard is on warning and the department of transportation there will be putting up signs all over the interstates. >> we're getting ready and trucks are coming here right now, workers are coming here right now, we're ready for tomorrow. >> the governor has asked georgia residents to avoid going out on the roads and telecommute if possible. officials say they want traffic to remain light so that trucks can get on the roadways and deliver the salt and sand necessary to pretreat those roads. meantime about 22,000 people in philadelphia are still without electricity more than four days after an ice storm snapped power lines. yesterday, crews continued to try and restore power as more

welcome back, the weekend storm is welcomed news who rely on lake folsom for water. the can want of water resources says the lake's level has risen at least eight feet since the rain started. it is expected to go higher as the runoff continues. water managers say the drought is far from over and lake levels still remain far below which is normal. new numbers shows parents are opting out of vaccinations

for their children. in the past ten years, the number of children not getting vaccinated has more than doubled. parents are able to get away with this by filling out what's called a pbe or personal belief exemption. some parents say the shots might cause illness or even autism, but county and state health officials disagree. >> there have been tens of thousands of kids studied, some who have received vaccines, others who haven't and there's no difference between those who get them and those who don't, it's frustrating to see that still prevailing out thereto. >> now some school nurses say doctors need to try harder to educate parents on the risks of their children not getting vaccinated. the number of green car pool stickers being used across the bay area continues to ride. officials with the state say that they could reach their 40,000 limit by the summer. more than 70% have already been issued, it gives drivers the opportunity to drive solo in a car pool lanes.
