in san jose. good afternoon. i'm tori campbell. the bay area finally beginning to dry out after a weekend of rain especially in the north bay. this is a live picture at the by -- bay bridge. gray sky there. we have had a messy weekend. biggest storm since 2012. alex will explain the drought conditions but first rosemary will tell us more. >> four days of rain with little to no break over the north bay sure did add up look at the rainfall totals since thursday. some areas picking up almost 12 inches of rain. napa picked up almost 8, and santa rosa picked up more than

six, san francisco almost 3 1/2. others half-inch to inch. these are impressive totals. areas like mount tam, almost 21 inches reported there. we have more than 15 inches in mill valley. cal stowinga 10. the storm is gone but still plenty of moisture in place, we're still mostly cloudy, partly sunny at this hour. we had drizzle this morning, fog and low visibility. that has since improved but will the sun come out for the afternoon? i will have a look at what you can expect for today and the week ahead coming up. now let's go to ktvu's alex savage that joins us in the north bay for a look at the clean-up after the storm. what does this mean for drought conditions? alex? >> reporter: san anselmo creek

flowing nicely. following several straight days of rain in marin county, made all the difference. other creeks nearly overflowed yesterday. this was cell phone video by a woman who works in one area. most areas of marin county picked up a foot or more of rain over the weekend, 20 inches of rain fell over mount tatapais. the storm increased water and storming by 10,000 acre feet, that is a 13% jump. one district board members talked to us a few minutes ago but how much this rainstorm will help with the water shortage. she says several more storms like this one are needed. how much does an event like this lessen the likelihood of mandatory water rationing?

>> i don't want to speculate. you have additional water in storage, it will make a difference. >> reporter: there were some problems in the north bay and marin county area. some flooded streets, even a few landslides including one that sent a wall of mud into a backyard studio in the mill valley area. this weekend's storm obviously dumped a lot of rain and is helping to fill up the reservoirs. even with the rain that came down it was not enough to make a dent in the drought. and a representative from the inrin municipal water district told me they are asking all customers to continue to try to cut their water use by 25%. she also says the possibility of mandatory rationing remains on the table. >> thank you. in sonoma county the river is pecked to crest this afternoon as water makes its wait from the -- way from the

hills to the river. you can see from the video yesterday was gushing at 9,000 cubic feet a second. while the sonoma county water agency says the water in the river is enough to sustain farmers and ranchers for the next few months we still need more. >> this is what we hope is the beginning of a phenomenal february. unfortunately, the drought is still on. >> the sonoma county water agency says about six more inches of water is needed to reach the reservoir levels seen during the 1977 drought. president obama is heading back to california this week to talk about the drought in fresno on friday. he's expected to discuss how the federal government can help farmers. republicans in congress are backing a plan to override state laws that allow water to be diverted to the delta to save endangered fish. house speaker john boehner was in bakersfield last month to see the impact of california's drought. you can see weather information any time with the

ktvu app on your smartphone or tablet. you can also follow rosemary and other meteorologists on twitter and facebook. new details now from oakland police about arrests in a recent home invasion in the city's diamond district, that injured an 81-year-old woman. ktvu's brian flores joins us with how many people were arrested in the case. >> reporter: good afternoon. oakland police holding a press conference in about 20 -- about 20 minutes ago. they updated the public involving several cases this afternoon. two of them were home invasion rob rice. as you mentioned, we go to video, one case involved an 81-year-old woman shot in the shoulder at her home in the 4100 block of laguna in the diamond district. this was 10:30 a.m. in january by one person. police announced this afternoon they have arrested at least four people in connection to this case. two of them are male adults, two are teenaged boys. all of them were arrested last

week according to the oaklands police department. >> all of the suspects have a history of theft in their arrest history. we're currently presenting the case to the district attorney's office for review and the charges will be pending. hopefully we'll get the cases charged today. >> reporter: police did not disclose if the victim knew the suspects in the case. oakland police say they will release identities once formal charges have been filed. in the meantime, oakland police also announcing they've made an arrest regarding a homicide last saturday. this happened on 103 in oakland. and we'll have more details on that arrest as well as another case involving a 71-year-old woman in oakland. that was a home invasion robbery as well. more details coming up on the ktvu news at 5:00 and 6:00. live in oakland, brian flores, ktvu channel 2 news. emergency responders on stand by, tense moments as a flight from san jose was forced

to return and make an emergency landing. janine de la vega live to let us know what happened. good afternoon. >> reporter: good afternoon. everyone on the aalaska afternoons flight is safe. that boeing 737 had been taken out of service, now is being looked at by maintenance crews. we didn't get a chance to talk to passengers because they were behind security gates but we were able to find out what happened from emergency crews and the airline. here is a shot. alaska airlines flight 837 landing safely at around 9:40 a.m. at san jose. a team of emergency crews which included fire trucks were stationed close by as a precaution. the plane departed 8:25 from san jose headed to honolulu, an hour into the flight a light came on in the cockpit. alaska airline says it was a power issue in the navigation system. the pilot made it safe and turned around. >> that honolulu flight is a good four, five hours over water. out of an abundance of caution

the pilot did elect to return to the origin airport to have that situation checked out before continuing on that journey. >> we know it had just recently taken off, so it was full of fuel and people. one of the things you want to do is lighten the load because a plane full landed heavy. so they lightened some of the fuel load before landing. again it landed safely without incident. >> reporter: the airport spokeswoman says the emergency situation didn't impact operations or delay any other flights at the airport. the 132 passengers on board were re-booked on another flight to honolulu which took off after 11:00 this morning. the plane they were originally on will be inspend to find out what caused the -- inspected to find out what caused the problem. the weekend rain revealed a new problem on the new span of the bay bridge. the main concern about leaking water and the problems that it could cause. the california legislature getting involved in the battle over city college of san

an anonymous caller told police a wanted man was staying in a house on 9th avenue. the police went to the house, the man refused to come out. later he said he was stuck. finally about 5:30 this morning police entered the house and arrested him. >> they did find him in a crawlspace. whether or not he was actually stuck we don't know. they convinced him to come out and as of five minutes ago he was taken into custody. >> police haven't said what the man was want the for, only that he was known to carry weapons and has a violent past. police are looking for a third person they believe was involved in a home invasion robbery attempt yesterday afternoon. investigators say the man who lived in the home on western boulevard shot and killed one of the intruders. a man and apparently wounded a second. police got a call 15 minutes after the shooting from a hospital emergency room where a woman had shown up with several gunshot wounds. police say such robberies are

unusual. >> the home invasion robberies here are rare. in this particular case neighbors are -- who are in the area keep their eyes out, if they see subjects cruising by the area or see suspicious vehicles we would lick -- like to get a call. they have not - >> they have not provided a description of the third person they are looking for except to say it's a woman. the u.s. embassy in guyana issued a warning about an unconfirmed threat information for flights on caribbean airlines taking off today from that south american country heading here to the united states. americans in guyana are being advised not to fly on caribbean airlines and to make other travel plans until at least wednesday. some u.s. lawmakers say russian authorities are holding back information about security threats targeting the winter olympics in russia. southern california congressman

adam schiff who is on the house intelligence committee says he believes the olympic venues in sochi are safe but he wishes the russians would share more information. a reported 40,000 russian security forces are patrolling the games. some police officers in san rafael are testing out body cameras. it's part of a 90-day pilot program, the $800 pager-sized cameras record both video and audio. a spokesman for the department says wearing the cameras not only provides a record of encounters but can prevent suspects from being hostile if they realize they are being recorded. if the department likes the cameras it will spend about $60,000 to get more. a petaluma-based company rawing about 60 million pounds of meat, the second recall for rancho feeding corporation in less than a month. the u.s. department of agriculture food inspection service says the meat may have

been processed from diseased and unsound unanimals. the recall applies to meat produced between january 2013 and january 2014. so far no reported cases of people getting sick from eating the meat. the rain has exposed another potentially big problem for the new eastern span of the bay bridge. caltrans says the $6.4 billion bridge is now leaking, that means rainwater is dripping into the steel structure on the suspecks part of the bridge which is supposed to be water tight. engineers are trying to pinpoint the locations of the leaks and make sure there's no corrosion. however engineers are confident they can solve the problem. the western portion of the bay bridge will get a new name tomorrow. it will be named after san francisco mayor willie brown. several leaders will be there.

the renaming ceremony is scheduled for tomorrow. brown was also the former speaker of the california assembly. the state legislature getting involved over the controversy of the city college accreditation. at a press conference this morning state senator mark leno announced new state legislation aimed at offsetting the effects of dropping enrollment by stabilizing the school's funding over the next four years:>> it is a safety net, it's a baseline so we can continue to work to restore enrollment to rebuild the school and again all through the process of sustaining accreditation. >> a commission revoked the school's accreditation last july. last week the commission rejected the school's request to reverse its decision. the school plans a formal appeal while leno's bill works its way through sacramento. this weekend's storm was what ski resorts were waiting for. several feet of new snow in the

easiera -- sierra. video from northstar where skiers and snowboarders took advantage of the fresh powder. squaw valley had to shut down yesterday because of dangerous conditions. overall resorts expect to see big crowds the next few days because of all the powder. a tree came down early in morning on woodside road near skyline boulevard blocking all the lanes of traffic on both roads. it took out power and cable lines as it crashed down around 3:30 a.m. a handful of customers lost their electricity when pg&e turned off the power to repair the lines. they estimate the road will remain closed until early this afternoon. the storm has moved on but there's still plenty of moisture in place over the bay area. plenty of cloud cover out there and we had drizzle this morning as well as fog. that is not going to change for tomorrow morning either. we can expect the patchy drizzle and fog to remain in

place because there is sure a lot of lingering moisture. a live look at the great start over the oakland estuary. for the afternoon we'll have partly sunny to partly cloudy skies. we'll look at the futurecast model in a moment. first let's look at the temperatures. a lot like yesterday, within a few degrees for most areas. 57 concord. 61 fairfield. upper 50s to near 60 from antioch to livermore. mid to upper 50s for the north bay. 54 half-moon bay and 57 outside your door in mountainview as well as san jose. we shift to the peninsula, 60 in belmont. 59 menlo park. palo alto 57. sunnyvale59. east by a -- bay temperatures are relatively mild. for the afternoon low to mid-60s in the forecast. plenty of cloud cover out there. again the system has moved on and over the next couple days

we'll have just a ridge building in. our next chance of rain will be wednesday. it's a very slight chance. i'll show you that coming up. it looks like the north bay may actually see a few sprinkles. we'll track it for you. at the moment it doesn't look like much if any at all. at noontime here. by the afternoon beginning to see clearing at 4:00. maybe as we get into the second half of the afternoon a little closer to sunset, we'll begin to see the clouds clear out just a little bit. we're now into tuesday morning, notice a mix of sun and clouds for tuesday as well. as we get into wednesday though notice a change over at northern california. as it begins to see some rain moving into. we're way far from that but there may be just enough moisture in the air to bring a little drizzle, some sprinkles maybe over the north bay. that looks about it. a fairly quiet week as we get into thursday, friday, dry weather in the forecast. a slight chance we may see a few sours come sunday and -- scattered showers come sunday

a little economic data. the market is likely to remain in a holding pattern until traders hear from janet yellin tomorrow. it will be her first testimony from congress before becoming head of the federal reserve. taking a live look at the big board. the dow is currently down 11. nasdaq though is up 18. s&p 500 is up one. more cyber attacks on retailers are expected in the coming months. according to experts. the fbi says more than 20 companies have already had their computer networks hacked similar to the target data breach. however, not all the names of the affected companies have been released and we don't know how many shoppers have been

affected. who is america's most generous philanthropist? the chronicle of philanthropy says last year it was facebook founder mark zuckerberg and his wife priscilla khan. they donated took stock to a silicon valley charity putting them at the top of the 50 top givers for 2013. a nfl draft announces he's gay. >> i'm here to tell the world i'm an openly proud gay man. >> michael sam plays for the university of missouri tigers. he came out to teammate last season. while he says coming out publicly wasn't an easy decision revealing his sexuality to his former teammates helped give him encouragement. >> it's a load off my chest. i told teammates this past august that i came out to my teammates and they took it great. they rallied around me, supported me.
