>> reporter: he is caltrans bridge engineer. >> we are noticing the bolts, water coming down. >> reporter: you could barely see signs of leak. >> we see no signs of corrosion. we are taking this issue seriously. it takes time for corrosion to manifest. >> reporter: engineers say any water not properly addressed spells corrosion and rust trouble. >> this could have a -- an impact within 10 years or so. depending on the severity. there is a safety factor that is build into the bridge. with every bit of corrosion it eats into the safety factor. >> what do users say? >> i wouldn't say it will fall down. i would wait and see what the methods are they could use to

fix it. >> i am sure they will have problems. they will need maintenance. i am sure they will fix it. >> those leaks turn into big leaks quick. >> i think it is a manageable problem with the correct approach it could be done. >> the cures, find and fix the leaks and step up inspections. reporting live, tom vacar, ktvu channel 2 news. >> more details now on the recent troubles for the new bridge. last month engineers said they were rushed to complete their work and when they noticed cracked wells they say the head of the project told them not to put their concerns in writing and last year dozens of snapped rods and broken bolts had to be repaired. caltrans insists the bridge is safe.

now to the weather. we are in a drought emergency but the weekend storm left a lot of people happy. ktvu's chief meteorologist bill martin has a look at who got the most rain. >> the north bay lot of rain. measuring it in feet. 15 inches. south bay, under an inch of rain. 14-inch disparity. water shed, a ton of water. well in lake tahoe. kent field 12 inches. towards the heyward. amazing the differences in the accumulations. this is how it went. percents of average came up. down 13% of average. now 40% of average in santa rosa. 33 oakland. san jose 28% of average. i will show you what happened here, we are getting a break

from the showers. the jet stream wants to shift south towards the middle of the week. i will have a time line for the next round of rain and the five- day forecast with your bay area weekend in view. see you back here. the rain brought north bay reservoirs to a level we haven't seen in months. while all the water is a welcome sight during the drought it is stale drop in the bucket. ktvu's john fowler joins uses live to show us what the rain -- us live to show us what the rain has done for public perception. >> reporter: you can see and hear the good news. this is the russian river in the moon light. it is roaring along as if normal but the water levels are already going down. and water managers say we desperately need more rain. >> reporter: puddles in the

vineyards. the best image for the north bay wine industry. we found workers today in the mud. >> happy. >> loving it. >> yeah. >> reporter: he worked the vineyards 41 years. growers are still scared there won't be enough rain. >> two or three months more. maybe it is okay. yeah. >> the cities get well water from the russian river. they are on mandatory restrictions today. she stopped watering and grateful for the weekend storm. >> saturated our lawns but besides that, you know, we still need a lot more rain. >> reporter: officials said 9 inches of rain fell in this russian river but despite the storms, the north bay is still much drier than the previous worse drought on record. >> we need several more to bring 6 to 9 more inches of rain before we are in a

situation we can manage. >> reporter: look at this. we obtained this drone video shot before 5:00 p.m. tonight. you are looking west, about 20,000 gallons per second is heading down the river towards the ocean. now water managers say we need to replace that water, which is good for fish with more rain that will be good for people. reporting live, john fowler, ktvu channel 2 news. the sound of chainsaws was heard today as crews dealed with downed tree -- dealt with downed trees. it has been a hectic day as many trees toppled. and our coverage on the weekend storm continues at 6:15 p.m. the only region that didn't see much rain and bill will tell us

when to expect another storm. crisis today after a inmate tried to escape. ktvu's claudine wong is live at the courthouse where she spoke to witness whose described the scene. >> reporter: the courthouse is behind me and the jail is behind it. this attempted escape happened in the tunnels that connect and wind underneath the buildings. at 11:30 a.m. this morning the inmate decided to make a break for it. >> the inmate actually made it outside. here to the parking lot. but that is as far as he got. >> it happened so fast. i looked up, you know, get down. bodies flashed down. >> reporter: that was the end of an attempted escape that started when he was being transported. he sprayed three deputies, triggered a fire alarm and gotuds before he was tase -- got outside before he was tased

tased and tackled. >> completing he couldn't breathe. get off me. i am not doing anything. >> reporter: the 24-year-old has a history with the law. he lives in vacaville but has been in and out of jail since he was 18. >> in and out since 2008. the majority of the charges were narcotics, vandalism, criminal threats in there and failure to afears and stuff like that. >> reporter: he was in on charges this time on narcotics and failure to appear and designated as a maximum security inmate. how he was able to aget out is being investigated but when you take away someone's freedom you have to be ready for anything. >> their mind set could be up and down. they are capable of desperate things. >> reporter: he will face new charges including assault, attempted escape and battery on

a peace officer. convictions would ensure his freedom got a lot further away. claudine wong, ktvu channel 2 news. the sheriff's department is releasing more details about a sexual assault that took place in south san jose. as we reported last week, investigators released a sketch of a man who impersonated a police officer. it happened on february 1. the man coerced a young woman into vehicle where he took her to a parking lot and assaulted her. the man drove away with her in a yellow suv and released her with minor injuries. >> the suspect had a badge that he showed the victim. and some other law enforcement type paraphernalia. although there was a security jacket that was seen as well. >> the sheriff's department is not disclosing the locations because it is possible the man

assaulted other people as well. and the investigation is ongoing. lawmakers are requiring colleges to have policies to deal with sexual assault. two state senators from southern california have introduced a bill mandating a victim center response. if it passes it would require colleges to partner with groups to provide counseling and legal services to victims. >> all college campuses need develop and create environments that are safe for young women so they are not revictimized again and again and again. >> a report found 20% of female college students have experienced some form of sexual assault. california unemployment development department is

new video from a armed robbery at a construction site in oakland. a construction crew was working on a home on 23 street before 3:00 p.m. this afternoon when three armed men robbed the workers. no one was hurt but they got away with wallets, cash and

cell cell phones. no word on whether anyone was arrested in connection with the case. new at 6:00 p.m. police are issuing an alert tonight, residential burglaries are on the rise in san leando and some of the crimes have been solved. ktvu's allie rasmus joins us live with how the problem is bringing police and people together. >> reporter: policeit is the kind of street where neighbors talk and take notice. >> always watching out for suspicious behavior. >> reporter: when a resident came home in the middle of the afternoon and noticed her door open she went to a neighbor's house to call for help. police were able to catch a burlingler with -- burglar with stolen property. >> hopefully that detours other

people. >> nobody know as neighborhood better than the folks that live in the neighborhood. >> reporter: but police need more help. they sent out a alert warning home break ins are up 8%. the numbers for january and february aren't finalized but they are on pace to keep up the friend and it is not neighborhood specific. >> we are seeing among the 13 square miles, burglaries are happening all over town. >> the most recent happened this morning. a neighbor notessed a man, he -- noticed a man, he called police but the burglar got away. still neighbors are glad someone called to report it. >> the best defense is your instinct. i call whenever i see something that looks out of place. >> good to have a neighborhood iwhere everyone looks out for everyone. >> reporter: we checked other cities, and in walnut creek

they reported a 30% decline. pleasant hill, burglaries are down 50% and 36% in oakland and this afternoon pleasanton police reported a slight increase in burglaries of 13% and here they are up 8% but police say they want to make the community aware of it. live, allie rasmus, ktvu channel 2 news. some residents of an east bay neighborhood are feeling more secure after police announced the arrest of four teenagers in connection with the roast of a home burglary two weeks ago and shooting an 81-year-old woman. the victim is recovering. news of the arrests is a real relief to neighbors. >> good for me and my wife. we have a young child. we are happy to know they are doing things to, you know, find

the person responsible for this. >> i don't think any of us feel like thet. we have to be careful -- like that. we have to be careful. >> police are looking into whether they are connected to other burglaries. pg&e announced today they are beefing up security. pg&e will install new fencing and incruse security patrol at sub-stations. -- increase security patrol at sub stations. a shooting knocked out 17 transformers. a motive remains unclear. the weekend storm did nothing to help the water situation in the south bay. before the storm the reservoir was at less than a third of capacity.
