can see inside. this is in edition to the private security that's been stationed here for the past 10 months. the opaque walls will be installed at other substations. it will not reveal which one. advanced camera systems, enhanced lighting and additional alarms will be added. there are other measurements being taken that pg and e will not discuss publicly. the upgrades are in response to what's been a high attack. 150 rounds were fired from a sniper causing $1,500 in damage. -- $15 million in damage. >> our plan is to spend $86 million on substation security. we'll have to cover the cost through the federal energy regulatory commission. it's too early to say how this will impact rates. >> reporter: while the fdi won't comment on that

investigation but others worry the attack was a rehearsal for something bigger and say it may have been domestic terrorism. pg and e increased security and had sheriff's deputies watching over the station. the utility has been working with local and federal agencies to protect their critical infrastructure and prevent another attack from happening. you can bet this is of interest to customers because they're going to want to know if rates will go up. we won't know the answer to that at least for a little while. reporting live, ktvu channel 2 news. >> more questions this morning about why part of a group collapsed at a warehouse. it happened yesterday evening while firefighters were checking reports of water flowing down the street near may berry and north wing roads. they have no -- north king roads. they have no idea if anyone was trapped inside the warehouse.

>> they've cut holes, used search cameras and used sonar to see if anyone is inside. >> no one was found inside and the warehouse was declared vacant. it's possible the wake of the resent rains caused the roof to collapse. >> it's 7:08. happening today, east bay may increase a 10 percent cut back by casimeres. the district -- by customers. it says during the last seven days the service area only received about 4.9 inches of rain. coming up at 7:30, brad will be live with more on the chance of cut backs. the town of willis is receiving emergency funding over drought concerns. the state approved giving $250,000 to the town. that is because its water supply the dangerously low.

the money will help supply an emergency water supply and other equipment to tap into the wells. it's one of 17 places in california at risk because of a low water supply. >> time now 7:09. wine grape growers say the weekend storm came just in time. right now the vines are dormant for the weather. in just about a month they'll enter a phase caused bug grape. that's when the grapes start to form. without enough water the growth would be stunting. >> when the shoots start growing, they need moisture from the soil to fuel that growth. what water we are able to store we'll be able to spoon feed to the vines later during the summer on our own schedule. >> not all the videos have their own reservoirs. some depend entirely on ground waters and wells. more are hoping for storms to ease the drought. on channel 2 web site,

found him. it took four hours to get him safely off the mountain. he's now recovering in the hospital. police made a dramatic arrest. it was all caught on tape. now, take a look at this. a sacramento police officer comes out of nowhere right about there and tackles a fleeing suspect. it all started when the young man alegendly committed a crime from the train station and ran from police. tv cameras were rolling the entire time. other police officers and bystanders helped subdue the young man who was later arrested. no word on what charges he will face. the joke appears to be over now for nathan fielder and his dumb star bucks coffee show. the look alike coffee shop attracted long lines and lots of media when it opened friday in los angeles. yesterday he made an appearance and explained this is all a big

stunt for his show. the l.a. health department arrived right about the same time and shut the place down for code violations. time 7:26. a colorado girl already has her first wreckless driving ticket. even though it's going to be years before she's eligible for a driver's license, she's 10 years old. she waited in the family suv while her mom went into the dmv office. the girl started the car, put it in gear and it slowly rolled right through the big front window of the dmv. no one was hurt. she did not leave the car running. today is a big day for former san francisco mayor. expecting a big event for the newly renamed bridge. >> police this morning want your help to find two men involved in a unique robbery

i think they towed away a car already. traffic is slow for that reason. speaking of the east bay, we're looking at 80 westbound. it is back up from highway 4 at rush monday and 680 backed up from 222 to 24. 7:32. let's go back to the desk. >> police investigating a unique robbery scheme involving prepaid gift cards from a con convenient store. how two men have been getting away with thousands of dollars. good morning. >> reporter: good morning to you. police lieutenant says he's never seen this before. two men has stolen $7,000 by loading up the prepaid gift cards here at the 711 store. one of the robbers forces the clerk into a back room while another one quickly loads up those cards to their 500-dollar limit and loads up about a dozen at a time. these are the images of the two

men they're looking. investigators say they struck twice last week robbing the same 711 store on springs road. the first robbery was february 2nd and the other was this past saturday february 8th. both hold ups were early in the morning around 4:00. a police lieutenant says it makes sense they would opt for the gift cards because they're untraceable and on top of that, much stores don't keep much cash in registers overnight. investigators say the two robbers seem to know what they're doing. >> i would assume that probably one of them has worked in retail either retail clerking or somewhere in the retail business where he's obviously worked with these type of cards and transactions. >> reporter: the two men involved in this robbery scheme have not shown weapons in either of the hold ups. the woman on duty during both robberies was not hurt although one of her co-workers said it

was a frightening experience for her. if you recognize either of the men put in a call to the police. we're live, al ex, ktvu channel 2 news. >> thank you. it's 7:34. new this morning, police in oakland are looking for suspects in a deadly shooting. investigators say a woman was shot to death inside an apartment building on 88th avenue and international boulevard last night. witnesses reported hearing a dozen gunshots. it's still not clear what led up to the gun fire and police have not released the name of the woman who died. oakland police have four teen agers in custody. an 81 year old woman was shot and wounded in the attack at her home on laguna street on january 28th. that victim is still recovering from a bullet wound to her shoulder. she told police she's happy about the arrest announced yesterday and her neighbors are also relieved. >> it's really good for me and my wife. we have a young child.

say -- in san jose say their water levels barely rose. reservoir still at a less than a third capacity. when they measured after the storm reservoir levels had gone from 31.6 to 31.7 percent of capacity. they said more volunteer cut backs may be needed. >> it is coming up on 7:37. east bay residents may be forced to make tough decisions about water use. today the east bay water district will consider initializing a 10 percent water cut back. live in oakland with reaction from residents this morning. good morning bryan. >> reporter: good morning. dave just mentioned we had the weekend storm. it didn't do much for the water supply. here in east bay, as you mentioned, people and businesses may be forced to cut back on water usage. the decision going to be made this afternoon by the east bay municipal water district.

scheduled for about 1:15 this afternoon. the board will decide whether to ask payers to cut back 10 percent of the water usage. the rain helped reservoir levels. overall, the district says it's only received half of what they would normally receive during a rainy season. top of the proposed cut back, the district will tap other resources. with that comes the possibility as well and rates may go up. east bay residents say even a 10 percent cut back may not seem like a lot. for those who conserve, it is. >> we can't really cut back 10 percent because we already don't use water. we take short showers. i think it's a good idea. >> reporter: areas hit hard by

the rain still needs to reserve water. officials say they would need six more storms to ease drought concerns. now, april is going to be a big month for many, including the east bay water district. they say they'll be using a final forecast for water usage. that comes out again if april to determine how water's going to be used for the rest of the year as well as what rates are going to be like as well. life in oakland, ktvu channel 2 news. >> the resent storm has increased california's -- less than two weeks ago the snow pack was only at 12 percent. squad valley reported 74 inches of fresh snow which allowed them to open for skiers and snow boarders.

>> time now 7:39. it is a big day for willly brown, former san francisco mayor. the western portion of the bay bridge will officially be renamed the willly l. brown junior bridge. about 500 people from the world of politics, entertainment and sports are on the guest list for the ceremony. willly brown says it's a great honor not just for him but all african americans. the naacp is paying the price tag for the new bridge signs. >> in the meantime we're learning more about the leaks on the eastern span of the bay bridge. yesterday engineers gave us a close look at the latest problem. $6.4million bridge. water is leaking into an area beneath the road bed that's going to be water tight. at this point no one knows how the water is getting in or how to fix it. the leaks are not causing any problems for now. >> we see no signs of

corrosion. certainly, we're taking this issue very seriously and it takes a fair amount of time to manifest. >> the pounding rain over the weekend exposed this problem on the bridge. >> time now 7:40. we're learning now the cost for the 34th american cup race has doubled. updated figures in the city show san francisco lost $11.5 million by hosting last year's event. preliminary figures back in december showed the cost of taxpayers to be only 5.5 million. according to the chronicle, that number did not include expenses for the port of san francisco. the new findings come as the mayor is looking to bring the race back to san francisco in 2017. >> 7:41. the judge is giving california a two year extension to ease

trying to pry open elevator doors. no one's going to believe this, but we just got stuck in an elevator. they used cell phones to call for help and get out. quinn says he's not taking anymore chances. >> you can make sure on race day i'll make sure i shower with the door open and probably take the cares. >> i'm sure you remember this famous picture. quinn, he's the same guy he was stuck in the bathroom. he had to break the door down last week just to get out. >> people on the east coast are preparing for a big storm that's expected to drop several feet of new snow, sleet and ice. steve's been telling us about this. there's extra work under way in atlanta. you can see a lot of empty shelves there. two weeks ago another storm partialized the city. that's when commuters got stuck in traffic for 20 hours and eventually had to leave cars behind. the governor has declared a state of emergency for nearly a

third of georgia. many schools have also announced they are closed today. in several georgia cities, as we can see here, people have been stocking up on supplies. here's some photos taken at a grocery store showing the shelves empty. many say they want to be prepared just in case they need to stay in their homes for several days. probably good advice just to stay off the road. >> yeah. 7:49. let's get you where you need to go. how's your friends at the toll plaza? >> they are there. we can see them. it is improving. it's one of the things we do like. we see improvement in the 8:00 hour. i do want to show you or tell you that traffic is going to be backed up for about a 25 minute delay. i think some people unfortunately are being held up. i'll show you in a moment. let's take a look at the bridge. that traffic is moderate. some of the fog near the bridge has become a little bit better.

looking at upgrading the fences. pg and e says it will now install opaque fencing around the perimeter of numerous substations to protect them. advanced camera systems, enhanced lighting and additional alarms will be added at multiple substations including the met calf station. pg and e says there's other measures taken so security is not compromised. the upgrades are in response to what's been called a highly substantial attack. 150 rounds were fired from a sniper causing $15 million in damage. >> work on the fence is scheduled to start, it should start some time in the next few months and met calf will be the first association we're working on. >> and the other stations? yes. we're measuring other substations as well.

we're not disclosing the number or names of substations for security reasons. >> reporter: cfci won't comment on to the investigation into the attack but others worry it's a rehearsal for something bigger and says it may have been an act for domestic terrorism. it will cost $86 million over a three year period. pg and e is looking at possibly raising customer's rates. a spokesman says it's too early to tell if the increase will happen. the request will be made to the energy commission. reporting live near south san jose, channel 2 news. >> time now 8:08. more investigation of why part of a roof collapsed at a warehouse. it happened yesterday evening while firefighters were checking water flowing down the street. you have no idea -- they have no idea if anyone was trapped inside the wear house.

you can see a police officer comes out of nowhere right about there and tackles a fleeing suspect. this all started when a man committed a crime at a nearby train station and ran from police. tv cameras were rolling the entire time. other police officers and bystanders helped subdue the suspect who was later arrested. no word on the charges he'll face. a chief packed a surprising target. the president of papal says his credit card information was stolen and used for a spending spree. the credit card was probably scanned when he used it during -- during a trip to the united kingdom. marcus says that breech would not have happened if the european businesses where he

all right steve, getting word of new problems that just came in before we went on air. first let us take a look at south bound 101. it made it on the screen. there is a car fire reported south of 101. that is slowing traffic in both directions on highway 101. use the 280 extension instead. i promise the look at the south bay and it's heavy getting in to the west valley for no particular reason except everyone's on the road at once. if you have the locketsly of putting it off, it's kind of a tall tale on the morning commute, but you might want to wait a little bit as the

traffic eases up. let's go to 880 now in oakland. north bound slowing down on the way to downtown. on the bay bridge, the drive time has pumped up again. it's 45 minutes plus. can't catch a break getting into the city. 8:31. let's go back to the desk. >> police searching for two robbery suspects who have stolen thousands of dollars in prepaid gift cards from a convenience store. alex live with more on the unusual scheme. >> reporter: good morning. forget about grabbing cash out of the register. these men have stolen $7,000 by loading up the prepaid gift cards you see in the stores and they did it all here at the 711 store. police say one robber will force the clerk into a back storage room while the other one quickly fills the cards to their 500-dollar limit at the register. police lieutenant told me he's

never heard of this before. these are surveillance images of the two men they're looking for. they struck twice just last week robbing the same 711. is first robbery was february 2nd, the other this past saturday. both hold ups early in the morning. it makes sense the men would opt for gift cards because they're untraceable. on top of that, most stores don't have a lot of cash in registers overnight. >> at 4:00 in the morning they have a very limited amount of cash in the cash register. generally less than a hundred dollars. so hundred dollars verses 6,000 dollars in gift cards is a much greater take. >> i would assume that probably one of them has worked in retail or obviously worked with these types of cards and transactions. >> reporter: the two men involved in the robbery scheme have not used a weapon to get away with the money. the woman on duty, the same woman during both robberies was

million customers will decide whether to ask payers to voluntarily cut back 10 percent of way usage. according to the district, resent rain helped levels which is 63 percent of capacity. overall, the district said it's only received just under half of what they would normally receive under the rainy season. east bay will also attack other recourses but with that comes the possibility that rates may go up in order to obtain the water supply. we've spoken with many residence debits this morning. many say they are conserving already while others don't seem concerned about the drought situation. the rain is running late. >> you never know. january no rain and all the sudden you got rain. i'm not concerned about it. we will get rain again. >> we made cut backs because we

outside before he was dazed, tackled and brought into custody. >> it happened so fast. >> the sheriff's office says he was originally in jail on narcotics charges and a probation violation. he will now face new charges including assault with a deadly weapon, attempted escape and felony battery on a police officer. >> the judge is giving the state of california a two year extension to ease its prison overcrowding. the extension gives the state the time needed to help inmates become productive members of society. in handing down that ruling, the judge panel gave the state until february 2016 to reduce the prison population. right now, california has about 112,000 inmay wants, that's about 5,000 -- inmates, that's about 5,000 more than the limit set by the courts. 8:48. let's check in with sal. >> it's still busy.
