several lanes have been closed down after a chp vehicle was hit. >> reporter: off four lanes will not open any later than 7:00 p.m. it is about a 500-foot shuts down. just beyond the cars that is where all four lanes have reopened. this happened just after 2:00 p.m. a chp officer came out to help a disabled vehicle. >> reporter: it was a stunning announcement a short while ago revealed in a grand jury has charged murder and kidnapping in this case. this is the biggest development in the case since garcia torres was arrested in may of 2012. the body of the girl has never been found. during this time he has been in jail test entered a plea. that could all change now that the grand jury has handed down the indictment. >> the defendant needs to come into court and enter a plea. been the case gets set for later hearings and trial.

new pictures tonight from san francisco show a tree that fell on cars. it happened in north beach. neighbors say they heard and felt it. we have been there all day. crews are telling you they don't have the resources to take care of this. >> reporter: they blame it on budget cuts. the situation is raising questions about who should be responsible. neighbors in north beach said the ground shook and it felt like a bomb went off. a branch from this tree fell this morning striking three cars and smashing a child's car seat. >> nature took its course.

for 70 years we have known it as they bay bridge but as of today it has a new name. it is now called the willie brown junior bridge. it was a controversial decision that was not supported by the governor but it has the backing of the naacp. >> the shadow -- what is jerry brown going to do about this? i know it is on my mind. >> the governor did not attend the ceremony and says he won't sign documents related to the name change.

that announcement is hard to care but it came from oakland police alerting people about a man who stole a car. we have been following this news since we first got word of it. >> we are live at the safeway store. police say the air have been reported sightings? >> reporter: there were some

but none of those have and are. the police have the mobile command unit here trying to set up. this is an indication they plan to stay for a while. we have some video of where this all started. it started with an intent was -- it started with an attempted shoplifting. demand in came out of the store and carjacked a elderly man and a 13-year old girl inside a car. >> they are is always a heightened level when you have a stranger. the occupants don't know what the stranger. >> reporter: you are looking now at a picture of the suspect.

police are searching for a man who stole thousands of dollars from convenience stores. they pulled off the crime and it is a scheme police have never seen before. >> reporter: cameras captured the thieves who held up the same store twice last week. it was not cash that they were after. instead the man loaded thousands of dollars on to be paid gift cards. one of the men kept the clerk in this storage room while the other man was at the register. the pair managed to get away with more than $7000. >> you have got to know what you are doing. >> i would assume one has

to the house asking to have his pay withheld but we found out that he did get paid. the constitution requires lawmakers get paid. it is up to the members whether to take -- it is up to the members whether to keep the pay. >> it is unacceptable. >> reporter: members of the house get paid on the first of the month. they did get paid when the shutdown began. members who said they would not get paid let something out. day next day would not be affected as long as the government open by november 1. which it did. lawmakers were paid a combined $4 million for the 16 days shut down.

she was known as america's darling. west night shirley temple passed away peacefully in her home. she was 85 years old. what many don't remember is that shirley temple lived here in the bay area. we take a look at her life. >> reporter: she was america's sweetheart. shirley temple was only two years old when she began charming audiences. >> every member watching movements and )-right-paren loved her. >> reporter: she died of
