a statewide amber alert remains in effect as police investigate a carjacking andkinning in -- and kidnapping in oakland. boards are still lit up like this one in 880 oakland. alex savidge joins us live with specific details about the man police are looking for. >> reporter: oakland police believe this was a stranger abduction based upon everything they know and the witnesses they spoke with despite the fact that no one has reported this elderly man and this girl missing, at least not here in oakland thus far. a little while ago police released this image -- i should say this photo of a person of interest in this investigation. a man they are looking for. they are trying to speak with roy mccamemy who they say has a criminal record for theft. he's known to hang out in the area near that safeway supermarket on redwood road

near highway 13. police say that officers in that area have stopped on him on a number of occasions in the past. police have not said why. police identified him after people saw surveillance video of the suspected kidnapper from yesterday that was released last night to the public. police say the man from the video was armed with a knife and carjacked an elderly man and a teenaged girl thought to be about 13 years old as they were driving through the safeway parking lot. witnesses told police the victims appear to be in trouble although investigators say they just don't know for sure. >> it's always a possibility that the suspect has or knows the occupants in the car. we don't have new information at this point in the investigation that we can actually verify that's true. we have to stay on point. we have to continue to move the investigation forward and we have to treat this as a carjacking and a kidnapping until we receive any

information that would lead us in a different direction. >> reporter: until that happens, an amber alert remains in effect. you will probably see the freeway signs as you drive throughout the bay area. police are asking anyone who sees this red sedan with california plates 6jfm648 to call 911 immediately. now, investigators do say those plates match up with an suv that's out of state and police are not sure at this point how those plates ended up on the car that was involved in this apparent kidnapping yesterday. police also did say this afternoon there was a $10,000 reward for any information that leads to an arrest in this case. we're live this afternoon in downtown oakland, alex savidge, ktvu channel 2 news. >> all right. thank you, alex. san jose police arrested a man this morning identified by witnesses as the suspect in a fatal stabbing. police say the incident began with an argument inside the johnny vi's bar on east santa clara street before 1:30.

they say the men took their dispute outside. that's when one of the men got stabbed. there were many witnesses and some pointed him out to officers who took him into custody. >> there may have been alcohol involved. we don't know the relationship between the parties. >> reporter: gang-related? >> it does not appear to be. >> reporter: there's no word yet on whether the two men knew each other or what the argument was about. police have not released any names but they say the men appear to be in their 20s. san francisco police have arrested a driver for hitting and killing a pedestrian this morning in what is now the fourth pedestrian fatality in the city this year. it happened on van ness avenue and pacific around 1:00 this morning. the force of the crash was so great that it shattered the wind field and caused the wood and roof of the car to cave in. witnesses say the driver was speeding when he hit a 57-year- old man who was not in the

crosswalk. >> this appears to be a factor -- speed appears to be a factor in the police. the driver has been arrested and is in the process of being booked into county jail for felony vehicular man lawyer and felony hit and ran. >> last week an elderly man was struck and killed on sunset boulevard and yorba by an erldwoman. and then another victim on van ness city hall when he ran a red light. workers from tesoro were airlifted after being splashed with acid. they were working in a gasoline production unit when the accident occurred. the cause of the accident is still under investigation. a grand jury has now indicted antolin garcia-torres for the murder of morgan hill

teenager, sierra lamar, and for attempting to kidnap three other women in 2009. the indictment comes almost two years after garcia-torres was first charged with kidnapping and murdering sierra lamar. her body has never been found. but prosecutors say her dna was found in antolin garcia- torres's car. >> any kind of progress at this point would be -- would be welcomed because we've been waiting for almost two years now and it's been really frustrating for the family. >> prosecutors say the indictment eliminates the need for a plim hearing so the case can proceed to trial. antolin garcia-torres is scheduled to be arraigned on the new charges for the indictment tomorrow. police in gilroy are investigating the first homicide of the year. investigators say two men got into a fight last night near a park. two other men became involved and someone pulled out a gun and started shooting. a 68-year-old man was shot and killed. a 34-year-old man suffered life-

threatening wounds. police are searching for two people who fled the scene in a white compact car. new at noon -- the city of san jose is starting a pilot program to get homeless people off the streets for two years. janine de la vega spoke with the city's housing director to learn how the program works and how much it will cost. good afternoon, janine. >> reporter: good afternoon, tori. well, i'm here on -- off oakland road at anker campment that's -- at an encampment. soon, outreach people will be looking for homeless people interested in changing their ways. the city just approved $650,000 for a rapid rehousing program that provides up to two years for housing, job readiness training and case management for homeless people here. this is the first time work and

housing has been combined for help. they will be going out to highly populated encampments looking for people who are homeless and residents of san jose. those selected will be given free housing. >> we have almost 5,000 people homeless in san jose on any given night. we need to start somewhere and show what programs are affected. not only getting people back into housing but keeping them off the streets and eventually helping them recontribute to the community. >> right now, the pilot program has enough funding to help 100 homeless people while it's not enough to serve the homeless population, it's a stard, they say -- start, they say. we caught up with one man living on the street who wants to be selected. he says he lost his driver's license because et got a dui and it's been a struggle to find a job. >> right now, it would be, you know, perfect, you know, it

wouldn't be -- i mean, the longer i wait, the longer -- it would be harder to come back and start working again. >> reporter: today crews were out cleaning up another encampment near the golf course near center road. they say there is a good portion of the people who are chronically homeless that live in encampments but this program is for what they call the transitional homeless, people who haven't been on the streets for a long time. once the city selects the people for the program, the goal is to have them in housing within 90 days. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. the families of nine boys are filing lawsuits against a bay area elementary schoolteacher. the boys all claim that 45-year- old joseph martin physically, emotionally and sexually abused them. martin is facing 125 felony molestation charges and is scheduled to go on trial next

month. the boys attended woodside school in concord. they are also suing the mt. diablo school district and a dozen current and former district employees for failing to report earlier warnings of abuse by martin. a former uc berkeley graduate indruckettor, tim mow -- instructor, timothy rodriquez, is facing charges for a sexual assault. they say rodriquez took a female home where he assaulted her. he was arrested for sexual assault and possession of controlled substances. the president of france is here in the bay area this afternoon. the top tech leaders he plans to meet with after a black tie dinner at the white house and what his goal is during his bay area meeting. there's fog and clouds out there today. mark tamayo will be here with when we can expect to see rain back in the forecast. and we're live in san francisco where an event just ended that is sure to empower kids to volunteer and help

on haas street that was wanted in connection with a shooting. the suv driver led police on the chase down highway 101 that ended when the suv crashed into another car near highway 380. police arrested the driver and are searching for two passengers who ran from police. several guns were also found inside the suv. hazardous materials crews have spent the morning cleaning up a diesel fuel spill on hoffman boulevard in rich mofnd just off interstate 580. we got this cell phone video and still picture. this all happened at 7:45 when a flatbed truck hit the parked double trailer puncturing one of the tanks. the driver and passenger suffered minor injuries. crews closed the harbor boulevard ramp from eastbound 580 during the cleanup. mayor lee and gavin newsom

are giving the french president a big welcome. he's also meeting with google, facebook and twitter. this follows a two-day visit in washington where he was honored with a state dipper last night. in a toast to -- dinner last night. in a toast, the president paid tribute to the close ties between the united states and france. stephen colbert and julia dreyfus were in attendance. measures are meant to help companies better defend themselves against cyber attacks, especially those that operate in communication, trks and energy, these measures are voluntary, officials say they must deal with the challenge of getting the private sector to adopt them. a nonprofit geared at empowering today's kids made an announcement today that is certain to draw thousands of young people to oakland's oracle arena next month.

brian flores is live in san francisco to let us know what "we day" is all about. good afternoon, brian. >> reporter: good afternoon, tori. well, the organization "free the children" has certainly grown a lot. a few years ago, they started an event called "we day" that's meant to teach kids about volunteerism and helping communities and it's something that our station is excited to be part of. >> you can all work together to make the world a better place for everybody! >> reporter: ktvu and tv36 are proud broadcast sponsors of "we day" an event making its first california appearance on march 26 at the oracle arena. it was started by two brothers, and it rewards kids for volunteering and serving interest communities by -- their communities by holding events with music and celebrities. >> we want to continue to nurture this with young people as a city that cares, as a

state that cares. >> reporter: burton high school held the official kickoff temperature. the thing with "we day" kids have to earn their way by committing to take action on one local and global initiative for a year. 500 schools throughout the state have done just that. >> i feel excited to be part of the youth movement to know that youth can make a change. >> it feels good to help other people out and to reach out to other places internationally and also in our community just to better everything. >> reporter: "free the children" announced the celebrity line up, including selina gomez, orlando, bloom, magic johnson and seth rogen, to name a few. the kids at burton got a visit from -- >> we got kids looking up to us, every single age. to do right, to have them seeing us doing things the right way, that will make this place a lot better.

here's the overall weather pattern. >> the storm track is moving into the west coast like last week but the key difference it's pointed in a different direction. the main rain is up to the north, up towards cape mendocino and the california oregon border. bay area on the southern portion of the rainy activities. as a result, we'll bring in a few scattered rain showers mainly up to sonoma county. here's our forecast model at 11:00. showing you a lot of cloud cover out there. maybe a few rain showers up towards mendocino county, pretty much the same deal for tonight and tomorrow morning. a lot of clouds out there. but not much in the way of significant rainfall. maybe a few light rain showers out towards ukiah, right around napa as well, it's only a chance with the main activity up to the region. this will begin to slide to the south. becould track -- we could track rain chances for the weekend. here is the five-day forecast -- these are some baby raindrops mainly in the north

before a winter storm hits tonight. nearly 2 million toyota car owners will soon receive recall notices in the mail. the japanese automaker is recalling 1.9 million hybrid pea just cars worldwide. 713,000 were sold in north america. the recall is from models made between 2009 and 2014. toyota says there's a problem with the software that controls the hybrid system. the software issue could cause warning lights to go off, driving power to be reduced or the car to stop. so far no accidents or injuries have been related to the problem. a bay area startup is hoping to bring art to b.a.r.t. wonder art is hoping to raise $6400 by the end of the month in order to display art in six b.a.r.t. cars during the month of march. according to the kick starter campaign, the group is only halfway to the goal with about $2800 in donations. wonder art is the same group behind the hearts around san francisco. do you know what information you are giving up
