today. ktvu's john fowler is in contra costa county and tells us the problem is all the wet weather have some folks thinking the drought is over. john? >> reporter: this is the contra costa county water district. half a million customers are using water from the delta. they are not under mandatory conservation orders yet. >> how long? >> reporter: lawns were plenty wet. and we discovered a developing drought disconnect. >> i feel less concerned than i was before. i think we had a significant amount of rain. >> she had put in more drought tolerant plants, installed efficient sprinklers and stopped watering when the weather turned wet. >> i am less likely to think there is a concern for drought right now. >> the contra costa county water district said not so fast. >> we are still in a drought.

a driver hit and killed a man in san francisco. mageb hussain was booked on fillany hit and run and manslaughter charges. he hit a 57-year-old man. the force was so great the crash smashed the car's hood and windshield. >> appears the pedestrian was outside the crosswalk, mid- block. struck by the vehicle. however the vehicle was also traveling at excessive speeds. speed appears to be a factor in the collision. >> this is the 4th time a pedestrian has been killed in san francisco this year. and three of the deaths were on van nesavenue. -- van nes avenue. ktvu's rob roth will have more coming up at 6:00 p.m. fight in a park led to the first killing this year in gilroy. police say after the fight started two other men joined in and at that point someone fired

shots. a 68-year-old man was killed, a 34-year-old man suffered life threatening wounds. authorities say the suspects took off in a white car. a diesel spill closed down anomerism on 580 today while -- an off ramp on 580 today while hazmat crews went to work at 7:30 a.m. this morning. one of the tanks started leaking. the off ramp was closed for several hours while hazmat crews cleaned up the fuel. 10 years ago today the first gay couple to get married in california took their oath in san francisco. then mayor ordered marriage licenses. today san francisco is celebrating the winter of love.

police say 13-year-old boy helped them nab burglary suspects. he was home from school yesterday when someone began pound thong door. -- on the door. he called his dad and he told him to call 911 and then hid in his backyard. >> hopefully i get somewhere safe, hoping the police department get the guys breaking in my house. >> when police showed up the men were robbing them. police searched the suspect's car and found items stolen from other homes. we told you about the amber alert in oakland being called off but there are still a lot of questions about what happened and one of the biggest

questions involves the license plate on the car. ktvu's christien kafton is live, police call switching license plate cold plating a car. >> reporter: or swapping the plates, it could make it difficult for officers to figure out who is behind the wheel of the car. police acknowledged that was part of the difficulty in the amber alert. the number lead to a dead end. >> the registered owner at the time provided information to us that the license plates are not on the car with the vehicle in another state and the owner isn't aware of where they are. >> reporter: we talked with a task force here and they say there are two reasons people switch plate. they will switch the plates with a car of a similar make

and model so if police spot them it won't show up at stolen and it will make months before the person knows what happened and the other reason is to avoid playing for -- paying for registration. that could add together step in trying to figure out who is connected with a vehicle. >> stolen vehicles are approached as felony vehicles. officers will take all precautions, guns drawn, and you will take those people out carefully. >> reporter: switching plates could be a misdemeanor if somebody is trying to avoid paying registration fees but if they are stolen it could raise to felony theft. live in oakland, christien kafton, ktvu channel 2 news. a stained glass window stolen from church has been recovered. we reported last night. the window was taken monday from the church. this afternoon as you can see here it was returned to the

complete bay area news coverage continues right now, this is ktvu channel 2 news at 5:00 p.m. >> moving towards trial without a body. the concern now in the minds of many after the man under arrest in the case of missing sierra lamar is indicted for her murder. antolin garcia-torres is due in court tomorrow, he is facing murder and kidnapping charges. ktvu's robert handa joins us live from the sierra lamar search center to tell us how volunteers and the sheriff plan to address the fact sierra lamar has never been found. >> reporter: since the teen disappeared two years ago there have been thousands overshirts that have come to -- of volunteers that have come to the search center and the new charges are providing a boost to the volunteer spirit and

numbers. >> the sierra lamar center coordinates weekly searches. he says searchers gather every saturday near the sierra lamar tribute display. it has been difficult watching the proceedings against antolin garcia-torres move so slowly. >> it has been frustrating. >> reporter: he says the grand jury charges against antolin garcia-torres had a jolting effect. >> picked up a lot of us. we are looking forward to the trial. >> she agrees. she acknowledges the hitsing body is a concern -- missing body is a concern. >> we believe we have enough evidence to successfully prosecute. >> reporter: dna evidence in august pga car and on -- on antolin garcia-torres' car and on sierra lamar's body is strong. >> lack of cooperation. he is smug.

refinery are referring after suffering acid burns. they were splashed with acid at 2:30 a.m. this morning. the tesoro refinery employees were working in a unit that was shut down for the day. they are investigating the cause of the accident. we know more tonight about a man who was stabbed to death outside a san jose bar this morning. the victim was an off duty bouncer. the victim and the suspect were inside the johnny v's bar. the owner said there was no argument between the two inside. the suspect was unruly and told to leave and the security guard followed him outside. we are told there were several witnesses. >> we got a call of a disturbance that somebody was hurt, somebody was down.
