they are hoping for more. >> reporter: just thinking about her and how her short life ended brings her to tears. >> my heart bleeds for this little girl and i don't want this to happen anymore. >> reporter: her body was found in february 1 in the apartment she shared with her mother and mother's boyfriend. they were charged with the child's murder. authorities say the body showed evidence of physical and possibly sexual abuse. we know police cape to the apartment at least 9 times since may for welfare checks. >> that is too many calls. we feel there needs to be a law in place. >> the petition calls for a 3 strikes you are out law that requires authorities to intervene if police are called more than three times.

some responses on the air. today marks 10 years since the first gay couple was married at city hall touching off a political firestorm. long time couple were married on this day in 2004. pictures of the secrets ceremony graced the front page of the newspaper announcing given newsom directed them to start issuing marriage licenses to same-sex couples. by march 11 the state supreme court issued a stay ordering san francisco to stop performing same-sex marriages spending a review on the legality. they abided by the order while the issue made its way through the court system and tonight city hall is filled again as

supporters all gathered to celebrate the sig competence of the day -- significance of the day and ktvu's tom vacar is there. tom. >> reporter: now more than 500 people are gathered inside, many who were here when the first of a title wave of same- sex marriages began. at san francisco city hall the city officially celebrated one decade since the first marriage took place. a marriage that was voided, later to be reinstated. a marriage now legal in 17 states coast to coast. >> 10 years ago today then mayor newsom and 4,000 couples took a stand against injustice and changed history right here in this hall.

there was no carjacking. the driver of the car was found by police today after a tip from someone who was watching the news coverage and the driver mentioned this here in this video, this surveillance video, that person was acting suspiciously inside, aggressively, stealing food and threatening people with a knife. the driver said that individual and he and a third person a woman in the car all knew each other. now what happens is that the individual ran outside, got into the car, and witnesses told police they believe there was a carjacking and the person in the back seat was someone who was under 18, possibly the victim of a kidnapping and carjacking. that is why the amber alert was activated. it turns out police say that woman is over 18 years old so

there is no woman or no child in harm's way. that is why the amber alert has been lifted. still lots of questions. here is what she said. >> we know that the amber alert is a system that worked, unfortunately in this case we had information that led us in a different direction but it is in place for a reason and it did work. >> reporter: this right here, he is 54 years old, someone who has been in trouble with the law in the past, has a record of theft. this is the person they believe was in the safeway causing the problems, possibly stealing food. they are looking to find him still and they want to find that woman. they believe the car is no longer a factor. there was a lot of confusion, they say it is no longer a factor. they are trying to find him and

new developments tonight. tips from the public are credited for the arrest of a man who posed as a police officer and sexual assaulted a woman. the sheriff's office says the 25-year-old was taken into custody last night. investigators say earlier this months he posed as an officer and stopped a woman and salted her. last week -- sexually assaulted her. last week we showed you a

sketch in the case. >> a suspect and we went out and that was the person. we are very happy. >> investigators say they found a badge in his vehicle and a jacket and other equipment in this apartment. the chp reopened an off ramp after cleaning up a diesel spill. a truck hit a tanker truck this morning. 1400 gallons leaked out and that forced the closure of the harbor boulevard off ramp from eastbound 580. it took most of the days for crews to reopen the off ramp. 2 dozen san francisco firefighters are being subpoenas to testify related to a hit-and-run crash on this surveillance video. it involved a fire truck that
