ruling today saying the good cause required to get a concealed weapon permit violates the second amendment. ktvu's david stevenson is live in san francisco with the impact of striking out the two words from state law. david? >> reporter: lawyers are analyzing the ruling to see what it means for san francisco but for now advocates are claiming a victory. >> reporter: in a decision a court of appeals in san francisco ruled california must allah citizen -- allow citizens to carry concealed weapons. a challenge the national restaurant association brought against san diego county. californians must show good cause to obtain a concealed weapons permit. >> we looked at san diego's policy and determined it was setting a barrier that was unconstitutionally high.

our position was understand the second amendment you can't require a special need. good cause is satisfied if you just if you want up a permit to defend yourself. >> it is disappointing. in california we will seek to appeal that decision. in san francisco where we have a objective process that takes the applicant into consideration it won't change our process. >> reporter: lawyers say it detours criminals from committing violence. >> when people have weapons most of the time as i said they intend to use them against other people, intentionally or not. a life is taken as a result. >> reporter: this ruling originated with a 2009 lawsuit filed by the national restaurant association on behalf of a -- national restaurant association national restaurant association on

behalf of a san diego man. david stevenson, ktvu channel 2 news. developing news tonight involving an unknown number of b.a.r.t. riders who may have been exposed to the measles. this afternoon officials announced a university of california at berkeley student who road b.a.r.t. between el cerrito and downtown tested positive for the measles. the student was not acvuinated and it is believed he picked up the virus in asia. officials are not warning anyone who hasn't received the measles vaccine and who road b.a.r.t. to be aware they may have been exposed. >> measles is a serious illness and it is very contagious. other people could be exposed. we want to make sure if people have the systems they let their healthcare provider know.

know, we are getting our money's worth. >> reporter: residents started paying for private security in october and they have seen a drop in crime since but today a security guard spotted a thieve. he followed one for several blocks. first in his car and then on foot. that is when the burglar confronted him with a screwdriver. he tried using pepper spray first and then reached for the gun shooting him in the leg. >> at some point he made a motion towards the security officer and the officer fearing for his life fired one shot striking the subject. >> the security business is basically observe and report. unfortunately sometimes things escalate that are beyond our control and self-defense comes into play. >> reporter: h that was unrough -- >> that was ann rubin reporting

in oakland. antioch is adding new officers to its police force and ktvu's rob roth is live with the incentives the city is offering. rob? >> reporter: over the years budget cuts meant fewer officers on antioch streets but now antioch is adding to the department by making it more attractive for experienced officers to leave their current jobs and come here. >> reporter: fire arms training this afternoon. the 6 officers are not new law enforcement. he spent the past 13 years as a patrol officer for stockton police department but he sees more opportunity here. >> hopefully i will be promoted. >> he is one of two new

officers from stockton. the six recruits were sworn in as police officers today. among themm is a former -- them is a former deputy. he says he could have showsen another large department looking for experienced officer. >> sometimes always bigger is not better. >> reporter: they are highly sought after because they are already well trained. >> they are in a training program for a short amount of time and they are able to make a difference. >> reporter: to help lure experienced officers antioch improved benefits and pension packages. starting salary is $6,800 a month. >> the pay competitive and benefits is great. i have to look out for my family. i came over here. >> i went on a ride-along with a couple police officers and i fell in love with the fact it is a family and tight nit group

lamar was last seen heading to a school bus two years ago and today the man suspected of killing her entered a plea. ktvu's robert handa was in court where supporters made a visual statement. robert? >> reporter: it was a day when many people following the sierra lamar disappearance waited to see, the suspect came into the courtroom, only this time important legal steps were taken. >> reporter: wearing sierra lamar's red shoes, volunteers is spent two years searching for the teen, gathered today. the group came to watch antolin garcia-torres charged with sierra lamar's murder after the grand jury indictment. >> he always gives osglance. we are -- us a glance. we are happy he sees we are always there for the family. >> antolin garcia-torres pleads not guilty. >> reporter: the judge set a trial for march 10 but canceled

void the settlement. facebook can use a child's information for advertising if they get parent's permission. advocates say that shouldn't be an option. a law maker introduced a will aimed at making california the first state to require warning labels on sodas. the bill has the support of several medical groups. it would require any drink with more than 75-calories per 12- ounces to display a warning that is contributes to obesity and diabetes and dental decay. >> screenings today for thousands of preschool children. 88 dentists are giving kids check ups. the project calls give kids a
