"mornings on 2" starts now. good morning. welcome to "mornings on 2." live pictures from la fayette. this is one of more than a dozen drivers getting a really rude awakening this morning during their commute, flat tires. we'll tell you what caused the problem coming up in a live report. we drove through that area this morning. >> oh, yeah. wow. >> welcome. i'm tori campbell. >> i'm dave clark. let's also talk about your weather as well as traffic. steve is right over there. >> thank you. a lot of fog around. low clouds. kind of misty, drizzly for some. i know there's reports coming in san francisco. a lot of kind of wet streets around. our recent rain has set the stage under calm conditions.

mostly clear skies above. you get the temperature, dew point coming together and that radiation fog can be thick, thick, thick. it will also be hazy and humid. very muggy conditions out here. temperatures already in the mid- 50s and it won't take long to get in the upper 60s or so 70s. a little bit taller order in the north bay. 57 livermore. 56 oakland. 57 sfo. san jose, 56. it's really warm and again, if you are doing anything outside, you will notice it. rain continues to stay to the north. we're waiting for tomorrow night's system. it looks like 10:00. probably early for the north bay. today, fog. hazy sign. more high clouds to the north. morning drizzle. but hazy and humid skies. it will feel very warm for some. mid-60s. a few low 70s. here's sal. we're gone address the problem on highway 24 in just a minute. first, good news at the bay area's busiest bridge, the toll plaza here of the bay bridge is light. i think you will enjoy that getting into san francisco.

the drive time has been steady this morning at about -- just over ten minutes. that's great to get into the city. looking at interstate 880, the traffic there looks very nice if you are driving past the coliseum in both directions. looking at the south bay, about the only slow traffic we see is northbound 101 in san jose. i want to look at highway 24, we're about to toss it to tara who has more than two dozen cars out. we just -- there is a verbal argument and orinda police and chp are separating two parties a little upset about all of this. let's go live to tara moriarty who has more on this situation. tara? >> reporter: i haven't seen those parties that you are talking about that are in the argument. but we do know that 20 people pulled over here on the side of the freeway needing help with tires being changed. traffic is still slug irk here

westbound 24 where many drivers are waiting to get help this began at 6:00 this morning when several drivers hit a chunk of metal drped by a truck. one woman said her tires were immediately slashed. another driver said not only were his tires rue bed but his rims were badly damaged. >> ran over a piece of steel, crossed over two rains. we hit it dead on which caused this side to get two flat tires. the car clipped it. he moved on. we're here with eight other people, all of these tow trucks and the traffic. >> reporter: some cars sustained damage to the car itself. one car had a ruptured gas tank and spilled about 35 gallons of gas and oil on the roads. crews were able to absorb that. there are still cars waiting for tows. quite a few people may be late to work this morning.

i'm tara moriarty, ktvu channel 2 news. >> thank you. a veteran san jose firefighter is in jail this morning facing sex and drug charges involving children. ktvu news has confirmed police arrested 53-year-old mario qestas at work yesterday. janine de la vega just spoke to the president of the firefighter's union about this arrest. good morning, janine. >> reporter: good morning, tori. the president of the firefighters' union said he's just feeling a range of emotions. he says he's in shock, that he feels angry, disappointed. now, i've learned that qestas worked here at the administration building for the fire department and doing community outreach. let's go to video that we have of him from a disaster drill a few years ago. the department of justice's spokeswoman said they received a tip about the 53-year-old a few months ago and the task force started to investigate. it appears he was soliciting

children through website and also gained the trust while on the job. he was arrested for sex crimes with a minor. it's unknown how many victims are involved and how long the behavior has been going on. he's also arrested for possession and sale of drugs. >> we served search warrants at his residence and office. we seized computers and any other records, information related to drug sales and any other conversations that he may have had with people. we still have to go through those items, still have to go through computers and that can take some time. >> reporter: on his facebook page, it list is his home -- his home as san lorenzo and says he's a singer for the catholic yosis san jose. more charges could be becoming.

the spokesperson said prior to his job, he was a fire inspector. before that, he worked as a firefighter for station one. coming up in the next hour of "mornings on 2," you will hear more reaction from that firefighter's union. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. 7:07. last last night -- late last night, san francisco firefighters discovered a an illegal -- discovered an illegal marijuana operation. firefighters quickly put out that one-alarm fire but then they saw marijuana plants. now san francisco police have a search warrant to seize the marijuana. >> the fire was rapidly extinguished. fire damage was limited to two rooms within this initial structure. >> no one was at the house at the time of the fire. no arrests have been made. firefighters say the electrical wiring was altered to hide the

operation. the investigation continues. meantime, for the second day, protesters are camped out at uc berkeley. they are demonstrating against uc president, janet napolitano. some of the protesters have even locked themselves inside the blum center building. now, here's some new video of the protests. we just received these pictures you are looking at. protesters are trying to call attention to the number of deportations of undocumented immigrants that occurred while janet napolitano was the head of the department the homeland security. napolitano right now is on a listening tour of the uc system. a man and woman have been arrested in connection to a deadly shooting at a vallejo mobile home park. around 2:45 yesterday morning, one suspect was arrested near the motel 6 on fairgrounds drive. the other person was captured two hours later just a couple of miles away. detectives are not saying much about their investigation but indicate there may be a third

suspect. on february 2nd, joseph diar was found shot to death at the vallejo mobile estates. it was the park's second homicide in less than two weeks. a benicia elementary schoolteacher is due in court after she reportedly served food laced with marijuana to other teachers. 47-year-old teresa badger faces charges of food poisoning. she's accused of serving a dish that had marijuana in it to other faculty members during an off-campus potluck in november. at least eight people became sick and one person was hospitalized. 7:09. the winter storm, already blamed for at least 21 deaths. it's miling up more snow on the -- piling up more snow on the northeast. 2 feet of snow has fallen in virginia and maryland and in parts of washington, d.c., philadelphia, and new york, know totals are between half foot and a foot of snow. and then there are power outages. 500,000 homes and businesses have no electricity because of

that storm. we have an update on the story we told you about from pennsylvania a half-hour ago. look at this. as many as 100 cars and big rigs are in a chain reaction crash outside of philadelphia. this stretches four miles long. it's closed down all of the eastbound lanes of the pennsylvania turnpike, very busy. look at the people standing on the overpass watching. state police say drivers were just too close to each other. at least five people have been taken to hospitals. it may take a couple of days to get all of those vehicles off the road. more than 1,000 flights have been canceled this morning all over the country because of the winter storm. the "associated press" says the winter storms have caused the highest number of cancellations in more than a quarter century. since december, more than 75,000 domestic flights have been canceled. some flights have been canceled at sfo, including united airlines flights to chicago,

washington, d.c., and philadelphia. it is 7:10. and san francisco mayor ed lee is celebrating this valentine's day with some puppy love. the mayor will attend a ceremony celebrating the return of the iconic doggie diner heads. private donations have saved the fiberglass dogheads that were outside of doggie diner restaurants during the ate 40s, ate 50s and ate 60s. they've exceeded their goal and have raised money to give the dogheads a much-needed face lift. feathers will be flying at the annual valentine's day's pillow flight at justin herman plaza tonight. nearly 1,000 people are expected to attend tonight which kicks off at 5:45. they are asking you bring your own pimm low and a garbage bag to help clean up after the event. last year's cleanup cost the city thousands of dollars. and valentine's day, it's a

welcome back. happening today -- this afternoon, president obama will be in the fresno area. he'll be seeing firsthand how the drought is affecting people. ktvu's kyla campbell, live in washington, d.c. to tell us how the president's trip could mean millions of dollars of drought relief for california. kyla? >> reporter: dave, president obama will arrive in the fresno area around 2:30 this afternoon. he's meeting with governor jerry brown and other lawmakers before he tours the farm impacted by the drought. the white house sent me this information this morning. the administration plans on

fleeing up tens of -- freeing up tens of millions of dollars in funding relief to make it available for california farmers. they could receive money not only for 2014 losses but also losses they've experienced over last few years. they can sign up for aid in april. the admin snration is freeing up -- administration is freeing up money for rural communities during a drought. jerry brown talked about what he wants president obama to see today. >> want him to see just the devastation of the drought and how serious it is. >> reporter: another big concern with this drought is that low-income families may not be getting the bro dues they counted on -- produce they counted on from food banks. mum i will have details on the president's efforts to make sure those families get that food. kyla campbell, ktvu channel 2

news. at&t is talking about california's driest year on record. the president of at&t has a new order. it takes effect today. he's telling at&t's 34,000 state employees to cut their water use at work by 30%. now, among other things, president mcneilly wants his company to stop watching the fleet of 15,000 cars and turn off fountains outside of corporate buildings and clean up certain areas with brooms, not hoses. tesla is confirming there's been another fire involving one of its model s sedans. the latest, a driver parked his car in his home garage. it was not charging. the battery was not burned. the cause of the fire remains under investigation. there had been three other tesla fires. no one has been seriously hurt in any of them. tesla did update the recharging software after a fire last year. tesla's stock is down .3% right

now in early trading. shares in the palo alto company closed, though, just under $200 and that was an all-time high. the stock, in fact, topped $202 during yesterday's trading session. a year ago the stock was trading at 33. 7:18. well, starting next year, it will be a little easier to climb mount everett or at least pay for the climb. the government will reduce the fees to try to climb the highest mountain in the world. right now a single climber pays $25,000. larger groups will get discounted rates. well, that's gonna change to $11,000 per person. nepal is hoping the change will attract more climbers. >> it won't make it easier, just a little cheaper. >> yes. let's check in with sal and see what's happening on the roads. boy, what a big problem on 24.

>> we're lucky. today the traffic is noticeably lighter on 24, highway 4, efwy- - everywhere. still we had dozens of vehicles on the road with flat tires from the metal debris. they are making progress. it should be cleaned up within the next hour or two. and traffic is not as bad as it could have been like if it happened on monday when it was raining. bay bridge toll plaza, a little bit of a backup now in those middle lanes with no major problems. all of a sudden, we have a backup at the toll plaza. this morning's commute in san jose has not been really that bad. northbound 101, a little bit of slow traffic 85 and 280 are doing well. good alternates. let's go to steve. >> thank you, sal. every reporting station saying cloudy, some have fog and then a little mist out there. a couple of reports coming in. san francisco, glen park. not really rain but kind of wet streets. there's been a lot of reports. fog will lift. once it does, it will be sunny and very warm again.

60s, 70s. if you are outside doing anything, you might think it feels tropical. rain will be here at 10:00. i'm hoping. if you are heading to the parade, bring an umbrella. fog, hazy, humid. 60s, 70s. some of that dense fog and drizzle, about 10:00, starts to lift a little bit. but visibility could be awful. again, it's kind of hit and miss here. it's not widespread. there are low clouds that are widespread. just not the really low clouds that are counsel on the -- down on the deck. we have temperatures that are mild. the air mass is warm. heavy rain up north near the oregon border. crescent city north. that's what we had last weekend. there will be a hint of this dipping south late saturday night. 57 sfo, 57 livermore. san jose, is 55. novato, 54. a lot of high clouds will continue to faferner the north

bay. the rain stays to the north for at least 36 hours or so. there will be hefty totals in humboldt county. 51 in tahoe. 53 in reno. 56 in sacramento. wedding, 55. a lot of high clouds continuing to stream in. we'll get a break as this system does this right here. that will allow our temperatures to be warm and muggy. overall, the rainfall from the system will not be that heavy. hazy, humid after the morning fog. a little bit of drizzle. the system comes in. it looks like around -- maybe 8:00 in the north bay. but 10:00 san francisco and then probably after midnight. cloud, rain forecast shows that for right now, we'll seal if it changes. that's why i'm hesitant to show this. there it goes. by 10:00, 11:00, it's moving into the south bay, not a strong system but it will be a cooler system. sunday looks good. it will be more winter like. .25 santa rosa. about .10 to .25 elsewhere. not much on the system. we'll ally get a little bit of out -- we'll get a little bit out of it.

it's 7:24. the olympic star who became a murder suspect says he's consumed with sorrow on this sad anniversary. oscar pistorius is free on bail still awaiting trial on charges he killed his girlfriend at his south african home one year ago. early today he released a statement saying he will carry the trauma of the deadly valentine's day's shooting for the rest of his -- valentine's day shooting for the rest of his life. he killed his girlfriend thinking she was a stalker in his bathroom. former governors george deukmejian, pete wilson and gray davis announced the effort

in los angeles yesterday about the appeals process for the more than 700 prisoners right now in death row takes too much time. >> only it should not be the only cause of death on death row, but it literally has been. >> now, the proposition would limit death row appeals. it would also reduce the cost by housing to condemn prisoners in the cell instead of one and also require death inmates to work at prison jobs in order to pay restitution to victims. california's not had an execution since 2006 because of problems with the lethal injection process. a jury has convicted an oakland man for a brutal assault. that was captured on surveillance video. police say it happened near the annual pifnl saturday block party in san francisco's castro district last june. the video shows a 28-year-old woman on the ground just after someone grabbed her purse. she's then kicked in the head and knocked out.

yesterday a jury convicted 23- year-old christopher porter bailey of felony robbery, assault, and battery. he's now facing up to eight years in prison. 7:26. a ruptured sewer line in guerneville is blamed for 100,000 gallons of sewage spilled into the russian river. the 16-inch concrete pipe was about four feet underground when it broke around 12:30 yesterday afternoon. crews were able to stop the spill three hours later. contamination to the river still has not been determined but drinking water and sewer services were not affected. there's been another large beef recall. how it's connected to a year- long recall of meat from a petaluma slaughterhouse. >> reporter: we're live in san francisco where 50,000 bunches of roses are set to be delivered from the san francisco flower mart to stores throughout northern california. if you are not feeling the roses coming up, we'll tell you about the other flowers trending this valentine's day. plenty of fog out there.

sunday we'll get a little bit of this. fog, a lot to go around. some sun, it will be hazy and humid later on today and also kind of very muggy. morning drizzle and low clouds will give way to temperatures. 60s to low 70s. here's sal. you've heard about it by now but in case you haven't, a lot of cars with flat tires on highway 24 westbound in la fayette. and also in orinda. more than two dozen cars out there according to chp and our reporter, tara, who is out there gathering more details. in fact, the situation came so testy, there was a report of a couple of people having a pretty heated argument. orinda police had to separate the parties. 24 has been lighter than usual, though, and we're catching a little bit of a break. we'll have a live report from this scene coming up. but it was metal debris that caused the flats. kind of a way less than average way to start a friday, valentine's day. let's take a look at the bay bridge. we have a small delay, about two, three minutes. ten minutes on the bridge.

it's about 15 minutes into san francisco with no major problems. and in san jose, we have northbound 280 near 87 there is a crash. it's not causing a big backup. that's because traffic volume is much lighter in the santa clara valley today. 7:32. let's go back to the desk. we're still following developing news in san leandro where a condo caught fire and firefighters are still mopping up hot spots. alex savidge live in san leandro to tell us how sick people who were asleep at the time escaped safely. good morning, alex. >> reporter: good morning. all of those people who live inside this duplex in san leandro made it out thanks to a neighbor who warned everybody about this fire although we did just find out from firefighters that a dog was killed in this fire, a yellow lab. she was found hiding under one of the beds in one of the downstairs bedrooms. let me give you a look at the scene. you can see alameda county firefighters still out here this morning making sure this fire is all the way out. keeping an eye on some of the hot spots.

it's a two-story home that caught fire on fairway drive near doolittle. this fire began at 4:30. when firefighters got here, flames were pouring from both floors. crews were forced to fight the fire from outside. this duplex has two different units in it. upstairs, a grandmother was sleeping with her two grandkids and they wouldn't have woken up if it weren't for a downstairs neighbor who ran up banging on ther to. that man may have helped to save several lives but he says he was really trying to help out his neighbor. >> i don't consider myself a hero. i did what you naturally -- what you should to, alert everyone and just get them out. you're not even thinking. i was thinking please don't fall through the floor. it was like in a movie. i've never experienced a fire. >> reporter: it was a dangerous situation for firefighters because of the fact that there

were some power lines brought down by the flames and they were still live when the first crews arrived at the scene. pg&e came in a short time later to take care of those live power lines. the red cross was called in to help the six people forced out by this fire. they will have to find another place to live. and to bring it out here to a live picture on fair way drive in san leandro, you can see that firefighters are still here. there's also a fire investigator going through the remains of this building here, obviously, it's heavily damaged. he's going through the building right now to figure are try to figure out -- to figure out exactly what started this early- morning fire. alex savidge, ktvu channel 2 news. >> thank you. uc berkeley is responding to the public health alert directly tied to a cal student. the university has now contacted about 100 cal students who attended class with another student who tested positive for the measles. cal will soon have 300 doses of

on bail after being arrested last month for stealing cell phones from others. he hit and killed 35-year-old paul lambert of san francisco crossing van ness avenue. hussein tried to walk away from the crash seen but witnesses pointed him out to police and he was arrested. 7:37. nearly two years after the disappearance of sierra lamar her accused killer finally entered a plea. 22-year-old antolin garcia- torres pleaded not guilty to the kidnapping and murder of the morgan hill teen. he only spoke once in yesterday's hearing, saying, yes, when asked if he was willing to waive his right to a speedy trial. the arraignment came after a grand jury on tuesday indicted him. >> it's good that the wheels of justice are finally moving forward. it's been so frustrating. >> prosecutors say they are confident about their case even

though lamar's body has not been found. garcia-torres is being held without bail. a judge scheduled a hearing in made april to hear defense motions. residents in the upper diamond district are talking after a security guard opened fire while trying to stop a burglary. it happened yesterday after a private security guard hired to patrol the neighborhood spotted a burglary in progress on harding way. the security guard chased the burglars to a driveway on waterhouse road. the guard says he shot one of the burglars in the leg after the burglar came at him with a screwdriver. >> i'm really glad that, you know, we're getting our money's worth. >> security company want to act like police and they are not the police. >> now, one of the burglars was arrested. the other got away. the security guard says the burglars were carrying a flat- screen tv and a telescope when he confronted them.

7:38, tori. >> yes, it is. thank you. a federal appeals court in san francisco ruled in favor of gun owners striking down california's concealed weapons restrictions. in its 2-1 ruling the 9th sirt kit court of appeals said california must allow law- abidingcy citizens must show good cause to obtain a concealed weapons permit. >> our position was that under the second amendment you can't require a special need. good cause is satisfied if you just -- just if you want a permit no defend yourself. >> it's disappointing and i think that here in california they will seek to appeal from that decision. >> a san diego man filed a lawsuit after he was denied a concealed weapons permit. the ruling is on hold pending an appeal. some believe the issue may end up before the supreme court. b.a.r.t.'s board of directors has hired an outside

consultant to try to figure out what went wrong in last year's disastrous labor negotiations. ten months of bitter contract talks failed to prevent two b.a.r.t. strikes and those negotiations finally ended with a botched deal that needed be to be renegotiated. new figures released show the labor dispute cost bart more than $8.6 million. in the meantime, b.a.r.t.'s chief of police is defending the actions of a police officer who used a stun gun on a passenger. a cell phone camera captured last month's tense incident on a train heading for the hill bray station. it shows the b.a.r.t. police officer using a taser two times on prg robert asbury. police say he was drunk, harassing other passengers and had repeatedly ignored their orders to get off the train. >> an officer doesn't have to be punched before he uses his taser or any other tool on his

equipment belt. >> one woman on the train posted a blog criticizing b.a.r.t. police and calls their response heavy-handed and unnecessary. 7:40. now, more beef connected to a petaluma slaughterhouse is being recalled. rancho feeding corporation is under a federal investigation on suspicion of slaughtering diseased cows. rancho has recalled almost 9 million pounds of meat processed in the past year. a san mateo county producer of grass-fed beef is also recalling beef that was processed in 2013. the company, leftco contacted with rancho to process cattle last summer and the fall. 7:41. happening now -- it is valentine's day and love is in the air and nowhere is the air more fragrant this morning than at san francisco's flower mart. brian flores got the assignment to be there where business is

blooming today. good morning, brian. >> happy valentine's day to you. thousands of flowers get being ready to be distributed. many of the flower shop owners picking up their owners. many flowers sold here in the bay area as well as northern california. some will be sold right here at the flower mart as it's scheduled to open at 10:00 a.m. of course, roses are the top seller today. but other popular flowers that you might consider if you think outside the box include tulips and lillys. those are top sellers. valentine's day is not considered the busiest. the gm here says that mother's day pretty busy as well. many flowers here mostly come from the state of california. about 40% come from south america and countries like ecuador. on a serious note, just like other industries, flowers being affected by the drought conditions that we're currently in. >> the growers are an egg. there are water allocations

morning that the harsh winter weather led to a steep drop in u.s. factory output in january. manufacturers made fewer cars and trucks, appliances and furniture and carpeting. taking a live look at the big board, the dow is currently up 53. the nasdaq is down 3 and the s&p is up 4. 7:47. well, the huge storms around the country, they are having a devastating effect on the economy and one particular industry today. pam cook's in the studio. >> the massive amount of snow. some of it in areas that don't usually see that kind of weather will have lasting effects on the economy. now, some economists are now lowering their forecast for economic growth during the first quarter of this year and perhaps beyond. they say many people have not been able to get to work or work in industries such as construction that have had to shut down. many of those people may not be able to make up those wages later in the year and that will cut into their spending for

-- la fayette where crews are removing the vehicles. >> reporter: good morning. the last driver took off 20 minutes ago after she got her tire fixed. there were about 20 people that had to pull over the shoulder on highway 24 when their tires were blown out by this hunk of met a it's really, really heavy. that caused a huge traffic jam. we're here 24 westbound at the saint stevens exit where traffic is beginning to pick up. it's no longer sluggish. the mayhem bebe gan at 6:00 -- began at 6:00 this morning. one woman said her tires were immediately slashed and she swerved to get over to safety. another driver said not only were his tires ruined but his were badly damaged. he needed a flat bed tow. >> ran over a piece of steel. crossed through two lanes. we hit it dead on which caused us to get this side two flat

tires. the car next to us hit, clipped it but he pulled over and he proceeded to move on. but we're here with eight other people. >> reporter: some vehicles sustained body damage. one car had a ruptured gas tank and pulled gals and oil on the roadway. crews were able to absorb that but quite a mess on 24 westbound before orinda. if you take a look, you can see that traffic is flowing pretty nicely as you make the drive onto the caldecott tunnel and through the oakland hills. we're live in la fayette, i'm tara moriarty, ktvu channel 2 news. san jose firefighters facing serious -- firefighter is facing serious charges. it stems from a department of justice investigation that actually started several months ago. janine de la vega has more. >> reporter: mario cuestas used to be a firefighter. he's moved on to another

position within the department. firefighters are reeling over these allegations. they are all in shock. here is some video of cuestas from a disaster drill a few years ago. the department of justice spokeswoman says it appears he was soliciting children through websites and also gained their trust while on the job. he was arrested for sex crimes with a minor. it's unknown how many victims are involved. and how long the behavior has been going on. cuestas also was arrested for possession and sale of drugs. he worked out of the fire department's administration building doing community outreach. items at the office including his computer were seized yesterday. his home was also searched. >> i think i and our whole organization is shocked. you know, i think the charges tell us that there may have been a victim or victims in these crimes and we couldn't feel worse. firefighters are here to help people, not hurt people. i think our whole organization is reeling right now.

>> reporter: on cuestas's facebook page it lists his home as san leandro and that he's a singer for the catholic diocese of san jose. the department of justice says this is an ongoing investigation and more charges could be coming depending upon if they discover ool on him -- additional information. prior to his job, he was a fire inspector and before that, he worked as a firefighter at station one. we're still waiting to hear official record from the fire department about what is happening with cuestas. normally, they are put on administrative leave is something like this, an arrest happens but we've not heard back and are waiting to hear official word from the department heads. reporting live from san jose, janine de la vega, ktvu channel 2 news. 8:06. for the second day, protesters are camped out at uc berkeley. they are demonstrating against uc president, janet napolitano. some protesters have locked

b.a.r.t. between the el cerrito del norte stations last week. anyone who never got the measles shot and was riding on b.a.r.t. between february 4th or february 7th during the morning or late evening commute may have been exposed. in just 30 minutes from now, sonoma county supervisor karillo is reportedly gonna try to settle criminal charges from him stemming from his arrest last summer outside of a santa rosa's woman's home. police say he was only wearing underwear and socks at the time of his arrest during peeping. the sexual assault charge was never filed. a 22-year-old man and a 25- year-old woman were arrested for suspicion of a deadly shooting at a vallejo mobile home park. one arrest was made during the motel 6 on fairgrounds drive. the other person was arrested two hours later a couple of

miles away. police are not saying much about the case but indicate there may be a third suspect. 33-year-old joseph dire was found shot to death at the vallejo mobile estates. it was the second homicide at the park in less than two weeks. the rollout of a new state computer database is creating some serious problems for thousands of nursing school graduates. due to a computer glitch, students cannot take the licensing exams they need to get work. the state's department of comr affairs -- consumer afairs says there's a backlog of applications. the department rolled out a new computer database in october called the breeze center. the system was designed to have applicants enter their own information. after discovering a last-minute glitch, the department decided to launch it without that page. >> the board staff are having to enter the information

administration plans to provide. kyla? >> reporter: tori, the white house sent me pages of information this morning on its plans to help people in california who are impacted by the drought. the administration plans to make tens of millions of dollars in funding relief available to california farmers. by april, farmers should be able to apply for funding to make up for drought losses from 2012 through this year. the administration is also freeing up money to help improve water access for rural communities during the drought. president obama will meet with governor jerry brown and other lawmakers before touring a farm that's been impacted by the disaster. >> wanted to see the devastation of the drought and how serious it is. >> reporter: the administration also already dolled out $60 million to california's food banks in order to help families who have been financially impacted by the drought.

live in washington, kyla campbell, ktvu channel 2 news. 8:16. a federal judge has made virginia the first state in the south to overturn a voter- approved ban on same-sex marriage. the judge ruled that virginia's ban on same-sex marriage is unconstitutional. that ruling also says virginia must respect same-sex marriages carried out legally in other states. critics say they will appeal that decision. and the new ruling was stayed by the judge pending that appeal. 8:17. there's been another fire involving one of tesla's electric cars. the most recent fire hatched in toronto where a model s was parked in a garage but was not recharging. the cause is still under investigation. last year, three teslas caught fire during a six-week period. no one has been hurt in any of the fires. tesla released a statement saying no car is completely fireproof. 8:17. a family in moraga furious

one neighbor who woke up and warned everybody about the fire. this is the two-story home across the street from us just off doolittle drive. you can see firefighters are still out here. they are keeping an eye on things because this fire has flared back up a couple of times already this morning. let me show you some video. this fire began about 4:30 or so. firefighters got here and initially flames were pouring from both floors of this two- story home. this is video from the fire department. crews were forced to fight this fire from the outside and keep it from spreading to neighboring holes. that was something that they were successful in doing. the duplex has two different units. one upstairs, one downstairs. upstairs was a grandmother who was sleeping with her two grandkid, a 16-year-old and a 2- year-old. they wouldn't have woken up if it weren't for a downstairs neighbor who woke up banging on

their door. >> if he had not knocked on the door or banged on the door, i don't know if we would have been aware of what was really going on. >> i don't consider myself a hero. i just did what's naturally -- what we should do, you should alert everyone and just get them out. >> there was a dog that died in this fire, a yellow lab that firefighters found hiding under a bed downstairs. we watched as animal control officers pulled the dog from the building this morning. the red cross was called to help all of the people forced out by the fire. all of them will have to find another place to live. this home was badly damaged by fire. a fire investigator was called out here and he has been working, going through the debris trying to figure out what started this early-morning fire and so far he's not figured out an exact cause. we're live in san leandro, alex savidge, ktvu channel 2 news. 8:34. in san francisco, the driver accused of a deadly hit-and-run

pedestrian accident on van ness avenue, he's due in court today. 27-year-old mageb hussein of emeryville faces vehicular manslaughter and felony hit and rahn charges. we found out he was without on -- he was out on bail for being arrested for stealing cell phones. he was identified as hitting and killing 35-year-old paul lambert of san francisco as lambert was crossing van ness near pacific. hussein tried to walk away from the crash scene but witnesses pointed him out to police and he was arrested. people who live in oakland's upper diamond district are speaking out this morning after a security guard opened fire while trying to stop a burglary. it happened yesterday after a private security guard hired to patrol the neighborhood spotted the burglary in progress on harding way. the guard chased the burglars to a driveway on waterhouse road. he says he shot one of the burglars in the leg after he

came at him with a screwdriver. >> i'm really grad that we're getting our money's worth. >> security guard company want to act like the police and they are not police. >> police. >> one of the burglars was arrested. the other got away. the security guard said the burglars were carrying a flat- screen tv and a telescope when he concan fronted hem -- confronted them. a court ruled in favor of gun owners striking down the concealed weapons restrigdzs. the 9th circuit court of appeals said california must allow law-abides citizens to carry concealed weapons in public. the current law says gun owners must show good cause to obtain a concealed weapons permit. a man from san diego filed the lawsuit after he was denied a concealed weapons permit. now, the ruling is on hold, pending an appeal. some experts think this issue may end up before the supreme

court. police in richmond are investigating what they are calling a callous crime. they say burglars ransacked the home of a dead man while his body was still inside the house. ronald burton apparently tied of natural causes -- died of natural causes or an illness several weeks ago. on wednesday, a neighbor phoned police to report the death and break-in which happened earlier in the week. hundreds of thousands of people expected to pack the streets of san francisco tomorrow night for the chinese new year's parade. it will be big. the parade starts at market and second streets at 5:15 p.m. it end in chinatown around 8:45. this year's parade will feature floats themed for the year of the horse. and you can watch it right here on ktvu channel 2. coverage starts at 6:00 p.m. julie haner will cohost the event. well, it's valentine's day. many people will be picking up flowers for that someone

special. ktvu's brian flores is at the san francisco flower mart where it starts to get busier by the minute. the last time we talked, i kind of indicated that you might be getting flowers for someone other than your wife, but maybe your daughter or mom. >> reporter: yes, i did. both my daughter and my wife will be getting flowers. thank you for clarifying that. it will be busy. it's busy right here. thousands of flowers getting ready to be distributed to various stores throughout the bay area as well as northern california and some will be sold right here in the flower mart. it's scheduled to open at 10:00 this morning. as we look at video, it's busy in the annex. wholesalers getting the flowers reading for distribution and you have the retailers getting read yid as row. roses are the top seller but others include tulips and

lillys. they are also top sellers as well. valentine's day, though, not exactly the busiest. the gm here says that mother's day equals the amount of flowers distributed today and the wedding season in the summer also as busy. many flowers here mostly come from the state of california but about 40% come from south america. there's also a push for flowers and even flowergeld.com only soles locally grown flowers and they only offer one bouquet per day. >> maybe slightly more expensive than safeway but we're in line with other florists. >> on a serious note just like other agriculture industries, flower growers and wholesalers have seen an impact because of the drought. they say some industries say that may affect availability and pricing out here.

territory put thing market on track for a second week of gains. disappointing earnings from several companies and a steep drop in factory output due to the harsh winter keeping the gains in check so far. the dow currently up 75 back above the 16 -- back above 16,100. the nasdaq just kind of moving in positive territory. still down 2 and the s&p is up 5. let's bring you up to date on some of the other top stories we're following for you right now -- traffic on highway 24 in la fayette, back to normal now after almost two dozen cars got flat tires out there after running over metal debris. the debrae ruptured the gas tank of one of the cars and fuel spilled onto the road. westbound lanes were shut down for about an hour. the chp still investigating. a veteran san jose firefighter is facing very serious charges involving

children. this stems from a justice department investigation that started several months ago. ktvu's janine de la vega joining us live from san jose and you have reaction from firefighters. good morning, janine. >> reporter: good morning. this is difficult for firefighters to stomach. mario cuestas has worked at the fire department since 1994. during his career, he worked here at fire station 1. the firefighters' union president says it's completely out of character for the person they know. here is video of cuestas from a disaster drill a few years ago. the department of justice spokeswoman says it appears he was soliciting children through websites and also gained their trust while on the job. he was arrested yesterday afternoon for sex crimes with a minor. it's unknown how many victims are involved and how long the behavior has been going on. cuestas was also arrested for possession of drugs and for selling them to kids. he worked out of the fire department's administration building doing community outreach. items that they seized included

his computer. his home was also searched. >> i think the person we know makes it, you know, difficult because i think we're all shocked at the allegations and the charges. i have faith in our personal justice system. i will reserve any thoughts of guilt or innocence. as far as the charges and behavior, they are unacceptable and do not represent the san jose fire department. >> reporter: on cuestas's facebook page it lists his home as san lorenzo and that he's a singer for the catholic diocese. more charges could be coming depending upon what they discover. the union president said he's incredibly disappointed. firefighters are supposed to help people, not hurt them. jag, ktvu channel 2 news. >> thank you. the huge storms across the country are having a devastating effect on the economy as a whole and one

industry in particular. pam cook is live in the studio with the reason the weather is wreaking havoc on this holiday. >> the weather will keep delivery trucks in the garage. valentine's day the busiest day of the year for most flower industry and business owners. but in many places drivers will not be able to get through the snow. one flower storeowner in virginia says 80% of valentine's day business occurs on valentine's day and the day before. but they had to cut off orders and deliveries a couple of days ago. >> we had to start making decisions of what we're gone do. we decided we are gonna cut off delivery for the 13th and 14th. that's a major piece of florist business. >> now, the massive amount of snow also affecting the economy as a whole. some economists now lowering their forecast for the economic growth during the first quarter of this year and perhaps beyond

that. they say many people have not been able to get to work or they work in industries such as construction that's had to shut down. many of those people may not be able to make up those wages later in the year and that will cut into consumer spending. retail sales plunged nearly 10% last month when compared to this time last year. now, as we know, consumer spending accounts for two- thirds of economic activity. 8:48. california may become the first state to require warning labels on sodas and other sugary drinks. state senator william monning a democrat introduced a bill that would require any drink with more than 75 calories per 12 ounces to display a warning. the labels would say that drinking beverages with added sugar contributes to obesity, diabetes and tooth decay. the state senator says his legislation already has the support of several medical groups. 8:48. let's get you moving.

sal, what are your friends at the toll plaza doing? >> they are showing up. sometimes on fridays people going into the office a little late. sometimes they go in with flip- flops and shorts. that's a different story. it's backed up as you head over to the 880 overcrossing. it's about a 15-minute delay at the toll plaza. ten minutes on the upper deck. we have a 25, 30-minute drive time into the city suddenly. 880 has been backed up out of san leandro driving past high street and getting up to the brick wall. it gets better after that. had a couple of stalls there on. contra costa county has not been that bad. we've had minor crashes. 80 has been very well behaved between pinole and richmond. if you are driving in the valley, 101 is slow to sunnyvale. a lot of fog, high cloud, mainly to the north. a little -- a little bit of drizzle around, especially around san jose. low cloud deck and very warm

negotiations. ten months of bitter contract talks failed to prevent two b.a.r.t. strikes. negotiations finally ended with a botched deal that had to be renegotiated. new figures came out showing the labor dispute cost bart more than $8.6 million. in the meantime, b.a.r.t.'s chief of police is defending the actions of a police officer who used a stun gun on a passenger. a cell phone camera captured the incident. it shows the blawrt police officer using -- bart police officer using a taser two times. kenneth rainey said the suspect was drunk, harassing other passengers and had repeatedly ignored their orders to get off the train. >> an officer doesn't have to be punched before he uses his taser or any other tool on his equipment belt. >> don't move! >> one woman on the train posted a blog criticizes

b.a.r.t. police and calls their response heavy handed and unnecessary. 8:55. drivers in san rafael, you will be able to pay for parking at meters with a credit card but parking rates are going up. the marin independent journal reports the hourly rate is going up $1 at parking spots on 4th street in san rafael. all other spaces will see rates go up by 75 cents an hour. the san rafael city county approved the rate hike to pay for the cost of putting in a thousand new parking meters that do take credit cards and coins. well an oakland man is turn, the social media. he wants to get his stolen car back. randy goringe posted this surveillance video you see here on youtube of the thief driving off with his white honda. the video also shows shows his confused reaction when he can't find his car and then realizes it's been stolen. if you have any information
